Description

The parameter determines the minimum duration of HSDPA prevention for the Voice
Call Prioritisation during High Traffic Load.

The shorter the value of the parameter, the shorter duration the HSDPA prevention is
applied. Correspondingly, the longer value of the parameter, the longer duration the
HSDPA prevention is applied.

Special value 0 means that AMR prioritisation is applied without HSDPA prevention.

The function is switched on/off by the WCEL-VoiceCallPriority parameter.

The parameter determines the HSDPA user increment for the Voice Call Prioritisation
during High Traffic Load. The HSDPA user increment defines how fast the original
maximum number of HSDPA users in the cell is restored after HSDPA prevention
ceases.

The Voice Call Prioritisation during High Traffic Load uses the temporary maximum
number of HSDPA users to limit HS-DSCH allocations in the cell during high load.
When the usage of the maximum number of HSDPA users ceases, the original
maximum number of HSDPA users is restored gradually. The value of the parameter
defines how many HSDPA users can be added per second after HSDPA prevention
ceases.

Special value (0) means that restoration happens immediately. The value 1 restores the
original maximum number of HSDPA users slowly, the value 10 restores the original
value fast. The fast or immediate restoration is seen as oscillation between low and
high maximum number of users if load varies in the cell.

Temporary maximum number of HSDPA users is defined by the WCEL-


VCPMaxHSDPAUsers parameter.

Usage of the function is controlled by the WCEL-VoiceCallPriority parameter.

The parameter determines the temporary maximum number of HSDPA users allowed
during the HSDPA prevention for the Voice Call Prioritisation during High Traffic Load.

The lower the value of the parameter, the fewer users are allowed during the HSDPA
prevention.

The function is switched on/off by the WCEL-VoiceCallPriority parameter.


The parameter determines the level of the estimated non-controllable DL power to start
HSDPA prevention in the cell. The level is expressed in dB below WCEL-PtxTarget.

If the estimated non-controllable power is equal or higher than the level determined
(PtxTarget – VCPPtxOffset), HSDPA prevention, that is the temporary maximum
number of HSDPA users (TMHD) determined by the WCEL-VCPMaxHSDPAUsers
parameter, is taken into use.

The parameter provides possibility to use HSDPA prevention (TMHD) in a reactive or


proactive mode.

The reactive mode (default 0 dB) means that TMHD is taken into use when the
estimated non-controllable DL power meets PtxTarget. This is recommended value if
PtxOffset > 0 dB because AMR CS DCH user can be admitted up to (PtxTarget +
PtxOffset).

The proactive mode (value > 0 dB) means that TMHD is taken into use before the
estimated non-controllable DL power meets PtxTarget. This is recommended if
PtxOffset = 0 or very close to PtxTarget because HSDPA traffic is started to be limited
before possible AMR CS DCH congestion.

The function is switched on/off by the WCEL-VoiceCallPriority parameter.

The parameter enables/disables the Voice Call Prioritisation During High Traffic Load
feature in the cell.
