• Temporary import – bringing the cargo to MY for a certain


purpose
• Either for repairing, for exhibition, for testing, etc
• Cargo shall return back to TH once completion the above
• Consignee must apply for temporary import from BKH
Officer – approval is within 5 days to 2 weeks
• The approved period allowed by KDRM is 6 month only
• Before the date line, consignee must apply for extension
which another 6 month is given
• If cargo did not arrange for cross border during the
period, the temporary application considered as expired
• To send back to TH, we shall treat as normal export

• For this temporary import, consignee is required to


pay 6% GST (new SST in place since 1st September)
• Import duty – it can be exempted, or it’s not
applicable for the HS code, based on product
• For item required import duty – consignee is
advisable to apply for a BG so that the said amount
could be recovered from GOV after completion the
job

• Temporary export – bring the cargo out from MY for a


certain purpose
• Either for repairing, for exhibition, for testing, etc
• Cargo shall return back to MY once completion the
above
• Shipper must apply for temporary import from BKH

• ATA CARNET
• Is an international customs and temporary export-
import document.
• Applicable to clear customs in 86 countries and
territories without paying duties and import taxes on
merchandise that will be re-exported within 12
months.
• Its also known as Merchandise Passports or Passports
for Goods.

• Merchandise is Covered by Carnets


• Virtually most merchandise can be listed on a Carnet:-
• Commercial Samples
• Professional Equipment (Tools of the Trade)
• Goods for Fairs & Exhibitions (limited to 6 months)
• Merchandise is NOT Covered by Carnets
Consumable items such as agricultural products (food,
seeds, fertilizer, pesticides), explosives, disposables and
postal traffic cannot travel under an ATA Carnet.

• From Malaysia – ATA Carnet can be obtained from


MICC – Malaysia International Chamber of
Commerce.
• In order for OTL to handle the clearance for ATA
Carnet, customer must prepare a power of attorney
(POA) as to appoint OTL for the said means
