Excerpts from the Minutes of the regular session of the Sangguniang Bayan of
Tugaya, Lanao del Sur held at the Sanggunian Session Hall on August 16,
2018.

RESOLUTION No. 33

“A RESOLUTION FORMALLY REORGANIZING THE PEOPLE’S LAW

ENFORCEMENT BOARD (PLEB) AND PROVIDING FUNDS THEREOF”

WHEREAS, NAPOLCOM Memorandum Circular No. 2016-002 entitled

“REVISED RULES OF THE PROCEDURE BEFORE THE ADMINISTRATIVE
DISCIPLINARY AUTHORITIES AND THE INTERNAL AFFAIRS SERVICE OF THE
PHILIPPINE NATIONAL POLICE IN RELATION TO RA 6975 (DEPARTMENT OF
THE INTERIOR AND LOCAL GOVERNMENT ACT OF 1990), AS AMENDED BY
RA 8551 (PHILIPPINE NATIONAL POLICE REFORM AND REORGANIZATION
ACT OF 1998)MANDATES THE LGU’S TO FORMALLY
ORGANIZE/REORGANIZED THEIR RESPECTIVE PEOPLE’S LAW
ENFORCEMENT BOARD (PLEB);

WHEREAS, the Sanggunian Bayan finds the urgent need to comply with
the mandate of the aforesaid statutory laws and memorandum;

WHEREAS, the PLEB is specifically empowered to hear and decide

citizen’s complaint formally filed with, or referred to it against any uniformed
member of the PNP;

WHEREAS, THE PLEB SHALL BE FORMALLY ORGANIZED OR

REORGANIZED AS THE CASE MAYBE AND SHALL BE COMPOSED OF THE
FOLLOWING:
 a) A member of the Sanggunian Panlungsod/Bayan chosen by the
respective sanggunian;

b) A punong Barangay of the city or municipality concerned chosen by the

Liga ng mga Barangay; and

c) Three (3) other members, who can be removed only for cause, chosen by
the city/municipal peace and order council from among the respected
members of the community known for their probity and integrity, one (1)
of whom must be a woman and another, a member of the Bar, or in the
absence thereof, a college graduate, or the principal of the central
elementary school in the locality.

WHEREAS, the PLEB shall be composed of the following:

WHEREAS, SECTION 4. Pursuant to Section 69 of Republic Act. No.

8551 amending Paragraph c, Section 43 of Republic Act. No. 6975, PLEB
members shall be paid per diem and shall be provided with life insurance
coverage as may be determined by the municipal council from municipal funds.

WHEREAS, SECTION 5. Pursuant to Section 70 of Republic Act. No.

8551, the annual budget of LGU Tugaya shall include an item and the
corresponding appropriation for the maintenance and operation of the local
PLEB.

NOW THEREFORE, this body in session assembled, RESOLVED, to

formally reorganize the People’s Law Enforcement Board (PLEB) of the
Municipality of Tugaya.

RESOLVED FURTHER, that a copy of this resolution shall immediately

be submitted to the Municipal Mayor for his immediate appropriate action.

ADOPTED. August 16, 2018.

 I HEREBY CERTIFY to the correctness of the foregoing resolution which
was duly adopted by the Sangguniang Bayan during its Regular Session held
on August 16, 2018.
