LAST year, the Government announced that


it was implementing a zero-based budgeting
(ZBB) system for all ministries and
departments, with the aim of reducing
wastage and curbing corruption.
What is ZBB and how is it different from
traditional budgeting? What would be the
effect of this system on businesses in
Malaysia, and what will it mean for the
future of finance and accounting education?

Drum explains, “As the name suggests, ZBB is
a budgeting technique where all expenses
must be justified from the ground up,
meaning that zero is the starting point.

around what is needed for certain periods
rather than simply relying on what was done
in past budget periods.”
