(AdU - PULITIKA)
ADAMSON UNIVERSITY
S. Y. 2015 – 2016

PREAMBLE

We, the Adamson University – Political Science Students United In Living Out Its
Identity for Truth, Integrity, Knowledge, and Academic Supremacy, from various
denominations, imploring the aid of Almighty God, conscious of the need for a dynamic,
democratic and informative student organization that shall seek to promote socio-political
and economic awareness, strengthen the camaraderie and unity among us, in particular, and
the academic community, in general, do hereby ordain and promulgate this Constitution.

ARTICLE I
GENERAL PROVISIONS

Sec 1. This organization shall be known as the “Adamson University – Political Science
Students United in Living-Out Its Identity for Truth, Integrity, Knowledge, and Academic
Supremacy” or simply AdU – PULITIKA.
Sec 2. This organization shall adopt a logo that is designed and chosen by Political Science
students of Adamson University with the approval of the Central Council.
Sec 3. This organization shall recognize the existence of the “Glasnost” as the official
publication of the Political Science students of Adamson University.
Sec 4. The official headquarters or office of the organization shall be located within the
university premises, the specific site of which shall be chosen by the Central Executive
Committee with the concurrence of the Council of Ministers.

ARTICLE II
DECLARATION OF PRINCIPLES AND OBJECTIVES

Sec 1. The AdU - PULITIKA is an academic organization, as such shall:

(1) Promote academic excellence among the Political Science students of Adamson
University;
 (2) Deepen and uplift the Political Science course as a major course in the university
that shall liberate the hearts and minds of the Political Science students from
distorted views of social contradictories; and
(3) Work for a nationalist, scientific, and mass-oriented education.
Sec 2. The AdU - PULITIKA is the official organization of the Political Science students of
Adamson University whose officers is the official representatives and therefore shall
protect and advance the interests and welfare of its members.
Sec 3. The AdU - PULITIKA is an independent student organization and shall pursue the full
implementation of its policies, programs, projects, and activities without pressure and
fear, albeit it shall recognize the University authority and coordinate suchpolicies,
programs, projects, and activities with the concerned University authority.
Sec 4. The AdU - PULITIKA is a member of the Adamson University community, and a part of
the Filipino society, as such shall:
(1) Unite with other students and/or students’ organization within Adamson University
and other universities as well; and
(2) Uplift the social consciousness of the political science students by making them
aware of the socio-political and socio-economic situation and phenomenon in the
society, and thus shall increase their societal concern and unite with the different
sectors in society in their just causes.

ARTICLE III
MEMBERSHIP

Sec 1. Any Political Science student of Adamson University shall be an ipso facto member of
the AdU – PULITIKA provided that he has paid, upon enrollment, the prescribed
membership fee; and
Sec 2. No student shall be considered a bona fide Political Science student of Adamson
University if:
(1) At the time he enrolls in this institution he has been found guilty of having violated
any university rule or regulation penalized by suspension or expulsion and as such
shall be considered suspended or expelled from the organization; and/or
(2) He has shifted to another course in the university or has transferred to another
university, college, or institution.

ARTICLE IV
RIGHTS AND DUTIES OF MEMBERS

Sec 1. Every member of the organization shall have the following rights:
 (1) To participate and be represented fully and freely in all deliberations in and during
the Congress, assemblies, meeting, and special sessions;
(2) To propose additional items to be considered in the Congress, assemblies, meeting,
and special sessions;
(3) To elect and be elected in any office;
(4) To be informed fully of all and any bodies of the organization of the policies,
programs, projects, activities, and actions adopted, and the reasons for such;
(5) To have a recommending vote in the approval and adoption of policies, programs,
projects, and activities in Congress, and to have any dissenting vote and their reason
thereof recorded and acknowledged;
(6) To present suggestions, comments, and criticisms to any unit, ministry, or organ of
the organization; and
(7) To appeal any decision or policy to the higher organ of the organization.
Sec 2. Every member of the organization shall have the following duties and responsibilities:
(1) To uphold and abide by this Constitution and any By-Laws of the organization;
(2) To abide every and any policies, decisions, and regulations which may, from time to
time, be adopted and promulgated;
(3) To take part in any unit, ministry, or organ, and to attend and actively participate in
all meetings and sessions called for;
(4) To observe proper decorum in convocations, social activities, and other affairs of the
organization;
(5) To take active participation in the implementation of all programs, projects, and
activities adopted by the organization;
(6) To deepen and enhance their understanding socio-political consciousness by
attending discussion groups and study circles called for by the organization;
(7) To conduct regular social investigation, assessment, and criticisms of the current
local, national, and international events which could be presented to the
organization for publication;
(8) To encourage other members to be active in the organization; and
(9) To pay the membership fee, publication fee, and other fees as may be prescribed by
the organization.
Sec 3. All members of the organization shall enjoy such other privileges and other rights as
the Congress may grant so long as they are not in contradiction with the provisions of
this Constitution.
Sec 4. All members of the organization shall perform such other duties and responsibilities
delegated or provided them by the different unit, ministry, or organ they are in.
 ARTICLE V
ORGANIZATIONAL STRUCTURE

Sec 1. The structure of AdU - PULITIKA is one that is guided by a democratic principle,
wherein the organizational strength is developed through the exercise of a central
leadership that is based on democracy and democracy under a central leadership:
(1) Leading bodies shall be elected on all levels and shall be responsible to the
organization, assemblies, and Congress that elected them.
(2) All committees, representatives, and organs shall follow the principle of collective
leadership and collective decision-making.
(3) Decisions shall be made, policies shall be adopted, programs shall be approved only
after a free, full, and thorough discussions based on the rule that the individual shall
be subordinated to the will of the minority of the organization and the minority shall
be subordinated to the will of the majority, the lower organs shall be subordinated to
the higher organs and the whole membership shall be subordinated to the Congress
and the Council.
(4) Lower organs shall submit regular and special proposals to the leading organs and will
readily request for guidelines regarding the matters to be decided by the leading
organs.
(5) Leading organs shall study reports, news, information, and communications of lower
organs and the individual members, and shall consider concrete conditions for prompt
guidance and assistance, and the speedy resolutions of problems and controversies
affecting the lower organs.
Sec 2. The structure of AdU - PULITIKA shall be as follows:
(1) On the central level, the leading organ is the Congress and in between or absence of
the Congress, the Central Council.

ARTICLE VI
CONGRESS

Sec 1. The Congress shall be the highest policy-making body of the AdU - PULITIKA
Sec 2. The Congress shall be composed of all the officers of the Central Executive Committee,
the Council of Ministers, the representatives to the affiliated external organizations, the
Class Committee Representative, the directors of the special committees, and the
organization’s representative to the Adamson University Student Government.
Sec 3. The Congress shall convene at least once a month.
The first shall be held two weeks after the start of the first semester in order to inform
the members of the policies, programs, projects, and activities that will be implemented.
 The last shall be held three weeks before the end of the second semester in order to
review reports and the fulfillment of all the programs, projects, activities, and the
operational plan, and to fix and/or remedy any existing problems and/or errors.
Sec 4. The Congress may be convened in a special session anytime during the school year
upon the recommendation of the Central Executive Committee President with the
concurrence of the Central Council.
Sec 5. The Congress shall have the power to define the position of the organization on vital
and urgent issues of local, national, and international concern.
Sec 6. The Congress shall have the power to approve and to make decisions upon
concurrence of majority of the voting members present.
Sec 7. Any member of the Congress who shall incur two consecutive absences in the regular
sessions shall be removed from duties and responsibilities.

ARTICLE VII
CENTRAL COUNCIL

Sec 1. The Central Council shall be the second highest policy-making body of the AdU -
PULITIKA. It shall be the highest governing body of the organization when the Congress
is not in session.
Sec 2. The Central Council shall be composed of all the members of the Central Executive
Committee, members the Council of Ministers, representatives of the organization to
affiliated external organizations, the directors of the special committees, and the
organization’s representative to the Adamson University Student Government.
Sec 3. The Central Council shall meet at least once a month.
On the first meeting, the Central Council shall present the operational plan for the
entire school year, the agenda made by each member, delegation of activity ownership,
preparations of programs, projects, and activities, the proposal of policies.
Sec 4. The Central Council shall formulate tactical programs, projects, and activities, adopt
policies, assess the programs, projects, and activities that have been implemented and
the performance of the organization.
Sec 5. The majority of all the members of the Central Council shall constitute a quorum to
conduct business.
Sec 6. The Central Council has the power to approve and to make decisions upon
concurrence of two-thirds of the voting members present in the absence of Congress.
 ARTICLE VIII
CENTRAL EXECUTIVE COMMITTEE

Sec 1. The Central Executive Committee shall be the highest implementing body of the AdU -
PULITIKA. It shall enforce all the decisions and oversee the execution of the policies,
programs, projects, and activities set and adopted by the Congress and/or the Central
Council.
Sec 2. The Central Executive Committee shall be composed of the following officers:
President, Vice-President, Executive Secretary, Treasurer, Auditor, and Press Relation
Officer.
Sec 3. The Central Executive Committee shall have the following powers, duties, and
functions:
(1) Formulate by-laws that shall govern the administration of the organization with the
approval of the tw-thirds of the members present in congress;
(2) Draw-up organizational policies, programs, projects, and activities for the approval of
the Congress, and implement the same;
(3) Prepare the agenda and call into session the Congress subject to the majority
concurrence of the Central Council;
(4) Choose at least one (1) adviser for the organization who is a faculty member of
Adamson University, with particular emphasis on the Social Science Department
faculty members with the approval of the Congress.
(5) Call and set elections; and
(6) Assist the GLASNOST Editorial Board in the publication of the Glasnost.
Sec 4. The Central Executive Committee shall hold meetings at least twice a month or as
often as it shall be deemed necessary by its members.
Sec 5. The majority of the members of the Central Executive Committee shall constitute a
quorum to conduct business.
Sec 6. The Central Executive President shall have the following powers, duties, and
functions:
(1) Act as Chief Executive Officer of the AdU - PULITIKA;
(2) Preside over the meetings of the Central Executive Committee, the Central Council,
and the sessions of the Congress;
(3) Represent the organization in all official external activities of the organization
otherwise delegated;
(4) Manage the activities of the organization, except those which pertain solely to the
internal affairs of the intermediate levels;
(5) Create special committees and appoint the directors thereof, subject to the
concurrence of at least two-thirds votes of all the members of the Central Executive
Committee with the approval of the majority of the members present in the congress;
 (6) Vote in case of a tie in procedural matters;
(7) Appoint and revoke all members of the Council of Ministers, including the
subordinates of the Ministers, and the representatives to affiliated external
organizations.
(8) Call committees to meet and, in absence of the committee director, to preside over the
same;
(9) Oversee enforcement of this Constitution, the By-Laws of the organization, and other
policies, rules and regulations which may, from time to time, be promulgated;
(10) Approve the minutes of the meetings and sign the same and all resolutions and official
statement of the organization; and
(11) Perform such other functions as may be delegated by the Congress.
Sec 7. The Central Executive Vice-President shall have the following powers, duties, and
functions:
(1) Assume the office of the Central Executive President in case of the latter’s death,
incapacity, removal, resignation, or absence;
(2) Act as supervisor and coordinator of the special committees;
(3) Perform such other duties and functions as may be assigned by the Central Executive
President, or as may be delegated by the Congress.
Sec 8. The Central Executive Secretary shall have the following powers, duties, and
functions:
(1) The Central Executive Secretary may appoint his Assistant Secretary;
(2) Oversee the activities of the intermediate organs, maintain regular correspondence
with them, and to report all developments to the Central Executive Committee;
(3) Make annual reports of activities, plans, and accomplishments of the organization as
certified by the Central Executive President, and submit the same to the Congress and
the Council;
(4) Maintain and preserve the minutes of all Congress sessions, Central Executive
Committee and Central Council meetings and assemblies, the reports of the
intermediate organs, and other papers relating to the various activities of the
organization;
(5) Be the Ex Officio Director of the Secretariat; and
(6) Perform such other duties and functions as may be assigned by the Central Executive
President, or as may be delegated by Congress.
Sec 9. The Central ExecutiveTreasurer shall have the following powers, duties, and functions:
(1) The Central Executive Treasurer has the power to appoint his Assistant Treasurer;
(2) Act as custodian of all effects, property, and funds of the organization, and shall be
accountable for them;
(3) Collect fees and dues and deposit the same in a bank in the name, and to the credit of
the organization;
 (4) Authorize disbursement of funds and logistics in accordance with the appropriations
of the Congress and of the Central Council;
(5) Prepare and submit the annual budget for approval of the Congress and the Central
Council;
(6) Be the Ex Officio Director of the Finance Committee; and
(7) Perform such other duties and functions as may be assigned by the Central Executive
President, or as may be delegated by Congress.
Sec 10. The Central Executive Auditor shall have the following powers, duties, and functions:
(1) Act as the organizations accountant;
(2) Oversee the proper disbursement of the organizational funds;
(3) Prepare the financial report and statements, and submit the same to the Congress
during its session and to the Central Council during its regular meeting;
(4) Perform such other duties and functions as may be assigned by the Central Executive
President, or as may be delegated by Congress.
Sec 11. The Central Executive Press Relation Officer shall have the following powers, duties,
and functions:
(1) Act as chief media liaison officer of the organization;
(2) Authenticate all official policy pronouncements and releases of the organizations;
(3) Supervise the creation publicity and promotional materials of the activities to be
implemented, facilitate information dissemination, and ensure the maximum
effectivity of the materials;
(4) Oversee the activities of the Ministry for Advertisement and Promotions and the
Ministry for Communications and Media; and
(5) Perform such other duties and functions as may be assigned by the Central Executive
President, or as may be delegated by Congress.
Sec 12. In case of vacancy in the Central Executive Council except for the office of the Central
Executive President because of death, incapacity, resignation, succession, or removal,
the Congress may with the concurrence of two-thirds of all its members elect one of its
members to the vacant office provided that he met all the qualifications set by Art. XII,
Sec. VI of this Constitution.

ARTICLE IX
COUNCIL OF MINISTERS

Sec 1. The Council of Ministers shall act as the alter ego of the Central Executive President
and shall perform executive and administrative functions as assigned to them.
Sec 2. The powers, duties, and functions of all members of the Council of Ministers shall be
assigned by the Central Executive Committee, in accordance with the Operational Plan,
at the time of the first meeting of the Central Council, and those provided by law.
Sec 3. The AdU – PULITIKA Council of Ministers shall have the following Ministries:
(1) Ministry for Research and Academic Affairs
(2) Ministry for Advertisement and Promotion
(3) Ministry for Artistic and Cultural Affairs
(4) Ministry for Athletic and Recreational Affairs
(5) Ministry for Communications and Media
(6) Ministry for Ecological Concerns
(7) Ministry for External Affairs
(8) Ministry for Management and Planning
(9) Ministry for Social Welfare and Development
(10) Ministry for Spirituality and Guidance
(11) Ministry for Students’ Rights and Concerns
Sec 5. All members of the Council of Ministers shall be appointed by the Central Executive
President to serve for a term from the date of their acceptance of appointment to the
date of the next election, or until they are revoked from their posts.
If however, a member shall like to withdraw from his office, member must notify,
through a written letter with the reason for such, the Central Executive President. The
member shall be free from his office after due deliberation with the President in which
the member may revoke his resignation within a week after the submission of the letter
to the President.
Sec 6. All Ministers of the AdU - PULITIKA Council of Ministers shall have the power to
appoint one (1) deputy minister and no more than three (3) staffs coming from each year
except their own. These subordinates shall assist their respective Ministers with the
works assigned to them.
Sec 7. No appointed officer shall hold any other office or position within the organization
during the time of his service.
Sec 8. The Ministry for Research and Academic Affairs shall have the following duties and
functions:
(1) To provide assistance to other students within the university and other student
organizations on matters concerning education and training programs for and of the
organization;
(2) To provide the Glasnost, the Ministry of Communications and Media, and the Ministry
of Advertisement and Promotion necessary facts and information as may be requested
by them;
(3) To organize educational training seminars and/or conferences, including the
preparation of the study guides, education courses, texts, and curricula, with the
assistance of Ministry of Research and Theoretical Affairs;
(4) To sponsor symposia, for a and other venues for discussion of vital issues of local,
national, and/or international concerns;
 (5) Initiate activities that would express the academic prowess of the Political Science
students of Adamson University;
(6) To gather and maintain all relevant data and information for the use of the students
upon request;
(7) To serve as the information center of the organization;
(8) To provide the Glasnost and the Ministry of Advertisement and Promotion necessary
facts and information as may be requested by them
Sec 9. The Ministry of Advertisement and Promotion shall have the following duties and
functions:
(1) To prepare and disseminate official press statement, and special pronouncement of
the organization;
(2) To prepare and disseminate propaganda programs for the organization;
(3) To serve as liaison between the organization and campus and working press;
(4) To serve as the news center of the organization;
(5) To undertake the production and distribution of information materials as may be
published by the organization;
Sec 10. The Ministry of Artistic and Cultural Affairs shall have the following duties and
functions:
(1) Act as Chairman of all artistic and cultural development programs and activities of the
organization;
(2) Devise a plan and organize a program and/or activities for the holding of artistic and
cultural shows and other related activities;
(3) Formulate programs, projects, and activities that shall instill Filipino values and
cultural heritage to the Political Science students of Adamson University;
(4) To provide assistance to other students within the university and other student
organizations on matters concerning arts and cultural activities for and of the
organization;
Sec 11. The Ministry of Athletic and Recreational Affairs shall have the following duties and
functions:
(1) Act as Chairman of all athletic and recreational programs and activities of the
organization;
(2) Coordinate with other student organizations concerning the sponsorship of Sports
Festival;
(3) Organize and facilitate sports competition, and other related activities;
(4) Oversee the sports and recreational developments needs of the organization;
Sec 12. The Ministry of Communications and Media shall have the following duties and
functions:
(1) Act as the editor-in-chief of the Glasnost;
(2) Supervise and regulate the online pages, social media accounts, and official website of
the organization;
(3) To guarantee the publication of the Glasnost;
Sec 13. The Ministry of Ecological Concerns shall have the following duties and functions:
(1) Act as liaison officerto environmental organizations concerning ecological programs of
the organization, with the assistance of the Ministry of External Affairs;
(2) Formulate a plan and supervise the ecological programs and activities of the
organization;
(3) Coordinate with other student organizations concerning the ecological programs of the
organization within and outside of the University;
(4) To guarantee the participation of the organization in ecological concerns;
Sec 14. The Ministry of External Affairs shall have the following duties and functions:
(1) Act as liaison officer of the organization to other organizations within or outside the
university;
(2) Assist the Central Executive President in his external affairs duties and functions;
(3) Prepare and submit reports of the external activities and concerns of the organization
to the Congress during its session and the Central Council during its regular meeting
and to report regularly the state of the external relations of the organization to the
Central Executive Committee;
(4) To maintain regular correspondence with local and national youth and student
organizations, groups, and alliance;
(5) To systematize the exchange of information between the organization and other local,
national, and international aggregations;

Sec 15. The Ministry of Management and Planning shall have the following duties and
functions:
(1) To administer and supervise consolidation work of the organization;
(2) Plan and supervise all other consolidation activities of the organization;
(3) To assist all immediate bodies of the organization in the implementation of policies,
programs, projects, and activities;
(4) To provide assistance with the management of all activities, programs, projects of the
organization, and the works assigned to other officers;
Sec 16. The Ministry of Social Welfare and Development shall have the following duties and
functions:
(1) Act as liaison officer to the academic, socio-civic organizations concerning outreach
programs, in coordination with the Ministry of External Affairs;
(2) Formulate a plan and supervise the organization’s outreach visits to orphanage, home
for the aged, and other related communities;
(3) To ensure that all outreach activities are proportionally participated by students from
different year level;
Sec 17. The Ministry of Spirituality and Guidance shall have the following duties and
functions:
 (1) Act as liaison officer to the Campus Ministry and other religious organizations;
(2) Prepare, organize, and facilitate religious activities that would regenerate the moral
values of the Political Science students;
(3) Establish contacts and coordinate with religious undertakings and programs on moral
upliftment of other organizations, in coordination with the Ministry of External Affairs;
Sec 18. The Ministry of Students’ Rights and Concerns shall have the following duties and
functions:
(1) To review any amendments to and revisions of this Constitution to be passed to the
Central Council;
(2) To initiate surveys regarding the concerns of the organization within the university
and to regularly conduct such on the view of the members regarding the organization
and all its undertakings;
(3) To oversee the production and advancement of the needs, rights, and welfare of the
membership;
(4) To report regularly the student rights and welfare situation of all membersto the
Central Executive Committee and Central Council;
Sec 19. All ministries shall have the function to provide assistance to other Ministries if
required; and to perform such other duties and functions as may be assigned by the
Central Executive President, or as may be delegated by Congress.
Sec 20. All staffs/subordinates of all the Ministries may serve in other Ministries either
permanent or temporary, provided that it has been duly deliberated between the
Ministries concerned with the concurrence of the President.

The exchange and, or borrowing of staffs shall be announced to the Congress in session
assembled.

ARTICLE X
CLASS COMMITTEE

Sec 1. The Class Committee shall be the basic implementing organ of the AdU - PULITIKA on
their respective classes.
Sec 2. The Class Committee shall be composed of the Class Representative and Deputy Class
Representative
Sec 3. The Class Committee shall be elected by the Political Science students of Adamson
University according to their respective classes and year-level which shall change every
semester.
During and on every Class Committee Election, the Minister of Student Rights and
Concerns shall be present to watch and oversee the election, and shall pass the list of
the elected officers with their contact information to the Central Executive Secretary and
 to the Central Executive Press Relation Officer, unless otherwise the Minister has failed
to show his presence, any member of the Central Council shall take his place.
Sec 4. The Class Committee shall disseminate necessary information to their respective
classes.
Sec 5. The Class Committee shall enforce all the decisions and oversee the execution of the
policies, programs, projects, and activities set and adopted by the Congress, the Central
Executive Committee, and the Central Council.
Sec 6. The Class Committee shall perform such other duties and functions as may be
delegated by Congress, or as provided by law.

ARTICLE XI
ELECTION COMMITTEE

Sec 1. There shall be an Election Committee, composed of (4) four members elected from
each year level, independent from any committee or organ of the organization.
Sec 2. The Chairman of the Election Committee shall be elected by the members of the
Election Committee from themselves.
Three members of the Election Committee shall constitute a quorum whose concurrence
shall be necessary for the pronouncement of a decision, order, and/or rulings.
Sec 3. The members of the Election Committee must not be an officer of AdU – PULITIKA
whether as members of the Central Executive Committee, the Central Council, and the
Congress.
Sec 4. The Election Committee shall have the following powers and functions:
(1) Inform the candidates of their duties and responsibilities during and on the period of
election, and prior to the day of the election;
(2) Enforce and administer rules and regulations relative to the conduct of an election
from the Election Code;
(3) Exercise jurisdiction over all candidates during and on the period of election campaign
and at the time of the election unless otherwise provided by law;
(4) Decisions and/or rulings of the Election Committee shall be final and executory;
(5) Laid down and set the rules and regulations given to the Election Committee by the
University authority, with the presence of evidence of said rules and regulations
(6) Prohibit a candidate(s) who has been found guilty of violating rules and regulations
from running;
(7) Prohibit a candidate(s) who does not abide by the qualifications and requirements
from running;
(8) Set the place, time, and date of the election, in accordance with the University
authority; and
(9) Supervise and regulate the election proceedings.
Sec 6. Decisions and/or rulings of the Election Committee are appealable only to the Office
for Student Affairs.

ARTICLE XII
ELECTION

Sec 1. All Central Executive Committee Officers and the organization’s representative to the
Adamson University Student Government shall be elected at large in an election.
Sec 2. Unless otherwise provided by law, the date of the election of all Central Executive
Committee Officers shall be held two weeks before the end of the second semester.
Sec 3. All Class Committee Officers shall be elected by a plurality of the voting presence of
their respective classes two weeks after every start of the semester.
Sec 4. Bona Fide candidates for any election shall be free from any forms of harassment
and/or discrimination.
Sec 5. The Chairman of the Election Council shall be present on and/or during elections of
the Central Executive Committee and the AUSG Representative, unless otherwise the
Chairman has failed to show his/her presence, any member of the Election Committee
shall take his place except the representatives of the political parties.
Sec 6. No political Science student of Adamson University shall be eligible to run for any
positions in the Central Executive Council until and unless she/he has complied with
the following qualifications and requirements:
(1) Bona fide Political Science student of Adamson University at the time of the election;
(2) shall have resided at the organization at least two (2) semesters prior to the day of the
election;
(3) shall have at least fifteen (15) units load at the time of the election;
(4) shall not be a candidate for mid – year graduation
(5) Must not have failed final grades, including incomplete grades including dropped
subjects
(6) shall have complied with all other qualifications and requirements set by the Election
Committee, and as may be provided for by law; and
(7) Shall have submitted his/her certificate of candidacy to the Election Committee on or
before the deadline of the filing of candidacy.
Sec 7. No Political Science student of Adamson University shall be eligible to run for any
position in the Class Committee until and unless she/he has complied with the
following qualifications and requirements:
(1) Bona fide Political Science student of Adamson University at the time of the election;
(2) Shall belong to the class represented
(3) Shall have at least fifteen (15) units load at the time of the election; and
 (4) Shall have complied with all other qualifications and requirements set by the Election
Committee, and as may be provided for by law.
Sec 8. The Constitution and By – Laws of the Adamson University Student Government shall
be consulted for the qualifications of the AUSG Representative of this Organization.

ARTICLE XIII
ACCOUNTABILITY OF OFFICERS

Sec 1. All officers must at all times be accountable to all members of the organization, serve
them with utmost responsibility, integrity, loyalty, and act with a sense of justice.

Sec 2. The Members of the Central Executive Council and Council of Ministers may be
removed from duties and responsibilities through an impeachment for, and conviction
of, administrative violations including but not limited to culpable violation of the
Constitution and By-Laws of this organization, graft and corruption, and gross neglect
of duty.

Sec 3. (1) Any member of the organization can file a complaint in the Ministry of Students’
Rights and Special Concerns.
(2) The verified complaint shall be forwarded to the Congress within seven (7) days, which
shall be included in the Agenda in the next regular session. Emergency session shall be
called if the next regular session is more than seven (7) days away. The Congress then
shall convene as the tribunal to try and decide the case. When the presiding officer is on
question, the Congress shall elect a temporary presiding officer.
(3) No impeachment proceedings shall be initiated against the same Officer more than once
in an academic year.
(4) The Congress shall call the attention of the Officer in complaint to attend the trial session
and let him defend himself through a speech, or presentation of his pieces of evidence.
(5) No officer shall be removed without the concurrence of the three-fourths of the Congress
for the Central Executive Council, and two-thirds for the Council of Ministers.

ARTICLE XIV
AMENDMENTS OR REVISIONS

Sec 1. Any amendment to, or revision of, this Constitution may be proposed by:
(1) The Congress, upon a vote of three-fourths of all of its Members; or
(2) A constitutional convention.

Sec 2. Amendments to this Constitution may likewise be directly proposed by the members of
the organization through a written petition duly signed by three-fourths of the total
number of every year level. No amendment to, or revision of, this Constitution shall be
 authorized within five years following the ratification of this Constitution nor oftener
than once every three years thereafter.

The Ministry for Students’ Rights and Special Concerns shall provide for the
implementation and execution of this right

Sec 3. The Congress may, by a vote of two-thirds of all its Members, call a constitutional
convention.

Sec 4. Any amendment to, or revision of, this Constitution under Sections 1 and 2 hereof
shall be valid when ratified by the majority of votes cast in a plebiscite which shall be
held not later than sixty days after the approval of such amendment or revision.

ARTICLE XV
TRANSITORY PROVISIONS

Sec1. This Constitution shall take effect immediately after its ratification by a majority of the
votes cast in a plebiscite held for the purpose and supersede all previous Constitutions.

The foregoing Constitution of the Adamson University Political Science Students

Supremacy was approved by Central Council acting as Congress in its absence, on the
6th day of June Two thousand and fifteen, and accordingly signed on the day of June
Two thousand and fifteen at the Saint Vincent Building of Adamson University, by the
Commissioners whose signatures are hereunder affixed.
