M900/M1800 hybrid cells sharing BCCH are advised to be

Before a MS can use GPRS services, it must attach to the network (similar to the IMSI attach
used for circuit-switched GSM services). The MS’s ATTACH REQUEST message is sent
tothe SGSN. The network then checks whether the user is authorized, copies the user profile
from the HLR to the SGSN, and assigns a Packet Temporary Mobile Subscriber Identity
(P-TMSI) to the user. This procedure is called GPRS attach. For MSs using both
circuitswitched
and packet-switched services, it is possible to perform combined GPRS/IMSI attach
procedures. The disconnection from the GPRS network is called GPRS detach. It can be
initiated by the MS or by the network.
