Registry of Intramuros Cultural and Historical Properties
The Registry of Intramuros Cultural and Historical (RICH) Properties is a comprehensive database on
heritage and noteworthy sites, monuments, and conforming new structures within the historic district of
Intramuros, Manila. The Registry was specifically established with the purpose of aiding the Intramuros
Administration, its Technical Committee on Architecture and its Planning and Management Division in
matters related to planning and policy implementation, by serving as a comprehensive survey and
reference material on the historical and cultural landscape of Intramuros.
In 1979 the unique cultural and historical importance of Intramuros was reaffirmed when then President
Ferdinand Marcos enacted Presidential Decree (PD) No. 1616 and established the Intramuros
Administration as a special and separate agency independent from the City of Manila to govern and
direct the development of Intramuros as a monument to the Hispanic heritage of the Philippines. On
Paragraph 3, Section 2 of the PD 1616, the Technical Committee on Architecture (IATC) was created as
the main arm responsible for regulating new development in Intramuros. In its 37 years of existence, the
IATC reviewed, inspected and approved new development, a procedure necessary prior to the issuance
to both Building and Occupancy Permits; And whilst the Implementing Rules and Regulations of the PD
1616 served as the main guide for the processes of the Committee and the technical expertise of its
members vital, it, however, managed to develop even without a comprehensive registry. Thus, the RICH
was conceived in 2015 primarily as a means of aiding the Committee in creating informed decisions on
two basic points: 1) the systematic identification of the history of individual parcels of lots in
Intramuros; and 2) mapping of important sites, monuments, and conforming structures.
Two previously important surveys or cultural mapping initiatives served as inspiration of the RICH
during its conception: 1) Project 297, the Architectural Survey of Manila by the Ateneo de Manila
University Institute of Philippine Culture; and the 2) Philippine Registry of Cultural Properties (PRECUP)
of the National Commission for Culture and the Arts (NCCA). Starting in 2008 and concluding in 2016
with two volumes worth of books on the pipeline, Fernando Nakpil Zialcita and Czarina Saloma’s eight
year-long Project 297 is perhaps the most comprehensive survey on Architectural heritage in Metro
Manila; while NCCA’s PRECUP, established by the State by virtue of Republic Act 10066, is the country’s
official registry of built-heritage. Cultural Mapping has been recognized by UNESCO as a crucial tool and
technique in preserving intangible and tangible cultural assets, and has developed into a specialized
interdisciplinary study encompassing a wide range of fields, techniques and activities from
anthropology to geography. The RICH, although in broad sense may also be referred to as cultural map,
is more specifically a survey on the history of properties.
Registry of Intramuros Cultural and Historical Properties
Inclusion in the list is determined by six categories, namely:
Category I
The first category includes properties whose ages are fifty (50) years or more from the date of
construction, with 2020 as yardstick for computation. The principle behind this category is based on
Republic Act 10066, and as such, is considered presumed important cultural properties by the state.
This category applies to structures, monuments and sites such as plazas.
Examples: San Agustin Church, Araullo Building, Carlos IV Monument, Plaza Roma, Manila Cathedral,
Plaza Willard, Fort Santiago, among others.
Category II
The second category includes properties with direct relation to important historical figures, or persons
of cultural interest such as National Artists, National Scientists, National Heroes, or to important
historical events. Like the first category, the principle behind this is also based on Republic Act 10066,
and as such, properties that fall under this classification are also considered presumed important
cultural properties by the state. This category also applies to structures, monuments and sites such as
plazas.
Examples: Fort Santiago, American Barracks, Baluarte de San Diego, Postigo de la Nuestra Senora de la
Soledad, Manila Cathedral, among others.
Category III
Properties that may or may not necessarily fall under the first two categories, but whose construction
merits notice due to the conformity with the overall historical atmosphere of Intramuros, with emphasis
on Spanish colonial architecture. To be included in this list, a structure needs to be classified as
“Conforming” by the Intramuros Administration Technical Committee on Architecture, or be a recipient
of any recognition from the Intramuros Building Awards, conducted every five years. This category
includes new constructions, renovated or face lifted structures, and reconstructions.
Examples: The Ayuntamiento and the Eduardo Cojuanco Jr Building (reconstructions); NCCA Building,
DOLE Building, and Bayleaf Hotel (renovations); and Ironcorn, Plaza San Luis, and the Almanacer
Building (new construction).
Category IV
The fourth category includes structures that may or may not necessarily fall on the first three
categories, but is standing on a parcel of land with historical value—that which has direct relations to
historical figures or historical events. This category is added to the RICH in keeping with its aim of being
a comprehensive survey on the history of properties and lots in Intramuros. As such, in creating the
fourth category, the long lost architectural treasures of Intramuros may still be included in the present-
day registry, adding it as part distinct historical layers. This category refers specifically on the lots, with
no prejudice for or against existing structures standing on the lot.
Examples: While it does not conform to the first three categories, the Clamshell building is included in
the fourth category since it is standing on a lot previously occupied by the Ateneo de Manila University.
Examples of other lots included in this category are: Pamantasan ng Lungsod ng Maynila (PLM),
standing on the old Jesuit Compound and the Cuartel de Espana; and the Mapua Institute of
Technology, standing on the lot previously occupied by the San Francisco Church and the Capilla de
Orden Tercera; among others
Category V
The fifth category inclusively covers all monuments regardless of age or notable origins.
Examples: Carlos IV Monument, Isabel II Monument, Scouts Monument, among others.
Category VI
The last category inclusively covers plazas, parks, gardens, and open spaces of age or notable origins.
Examples: Plaza Roma, Plaza Willard, Plazuela de Santa Isabel, ASEAN Garden.
Standardization of Name. For standardization, the names assigned to the individual properties are
based on present official reference. In cases where the name of the structure is unknown, the block and
lot numbers are used instead.
Arrangement. Location is the primary standard for the arrangement of properties. The properties are
arranged according to their assigned blocks and lots in the Cadastral survey of Manila.
RICH Number. The RICH Number consists of 11 characters in the form of B000-L0000-01. B000
indicates the block where a property is located; L0000 indicates the lot; while the last set 01 is the check
sum. In cases where a property has neither block nor lot, as in the case of properties in untitled or public
lands, the property will assume the B000 of the nearest block, while X0000 will be used instead of
L0000. X0000 will at the same time be the checksum for such cases.
Coordinates. The coordinates are primarily based on data readily provided by Google Maps
Ownership and management. The RICH is exclusively owned by the Intramuros Administration, and is
maintained by the Planning and Management Division.
Sources
Nature of sources: The research on which the present form of the RICH id based mostly on secondary
material, with limited primary materials used.
Foundational research: While every effort was exerted in compiling this list, much work remains in
establishing the fundamental research based on primary materials. This step is necessary for making
encompassing historical judgments or comprehensive conclusions about structure, sites, monuments,
open spaces, and building ensembles for which the primary records the Intramuros Administration does
not have access to.
Disclaimer. Although the Planning and Management Division tries to ensure the total accuracy and
completeness of this list, the Division concedes that occasional errors are inevitable and correction will

This list is a technical reference documenting specific architectural, structural, and civic interventions
undertaken at Intramuros over the period 1571 to present. It does not, however, provide in-depth
analysis of aesthetic, functional, economic, or legal issues concerning general conservation principles
and processes of heritage conservation.
Future work: More work at the archival level is necessary, in order to get to the point where the RICH List
can inform the following issues:
- Future use of structures, individual buildings, building ensembles, open spaces, or spaces over
which ruins exist;
- Retaining parts of an original building or reconstructing ruins;
- Resolving administrative continuity for maintenance and construction purposes;
- Obtaining specialist advice for interpreting, resolving, and carrying out design changes in
relation to conservation.
