with various propositions that are mostly
misunderstood and have implications on
government operations. Undecided 2010
provides some details on the propositions on

Voters tackle Pot, Taxes, the Budget and lots of fees in 2010 Propositions

Coming into the November election, there are a Proposition 20 - Congressional Redistricting

Proposition 22 - Local Taxpayer, Public Safety
and Transportation Protection Act
This proposition, if passed, would prohibit the

possibility of the next governor appropriating
funds for the general fund from local

Proposition 23 - Suspension of AB 32/ Cal Jobs
Initiative
If passed, this initiative would suspend the green
house gas emission law (AB 32) until unemployment
drops to 5.5 percent.
Proponents claim that the bill will provide for more jobs
in industries that are required to curtail their emissions
due to AB 32.
Opponents claim that the oil companies are going
after California from stepping outside of the American
norm and putting heavier restrictions on emissions in
order to increase sales on gasoline.
Proposition 24 - Repeal Corporate Tax Loopholes
Act
If passed, Proposition 24 would stop tax breaks for
corporations that are scheduled for 2010 and 2012.
These breaks were approved in budget negotiations
by Governor Schwarzenegger.
Proponents, such as the California Teacherʼs
Association claim that this levels the playing field on
fair tax formulas for corporations.
Opponents contend that the tax incentives would
provide for a growth in Californiaʼs economy by
providing business the opportunity to operate without
having to pay higher taxes than in other states.
Proposition 25 - Passing the Budget on Time Act
If passed, the proposition would change the
requirement for passage from 2/3 of the Legislature to
1/2. The proposition also puts forth a provision that
would forfeit Legislator pay when a budget is not
passed on time.
Proponents say that this would expedite the budget
making process by incentivizing passage due to pay
cuts. Also, it is a lower amount of votes necessary to
pass.
Opponents to the proposition only oppose the vote
count which could easily be used towards raising
taxes without needing a greater number of votes.
Proposition 26 - Hidden Taxes Initiatives Act
If passed, the proposition would take “fees” and
rename them to “taxes.” Along with that, new fees (or
taxes) would require a 2/3 vote for local and state
revenue increases.
Proponents say that it will stop hidden taxes on food
and gas in order to raise revenues without needing a
2/3 vote in the legislature.
Opponents claim that big industries such as oil,
tobacco and alcohol want you to pay for their mistakes
by passing Prop 26.
Proposition 27 - Financial Accountability in
Redistricting Act
If passed, this proposition would remove all
redistricting power from the 14-person California
Citizens Redistricting Commision. This is being used
as a counter to Proposition 20.
IF PROPOSITION 20 & 27 ARE PASSED, THE
PROPOSITION WITH THE MOST VOTES GOES
INTO EFFECT.
Proponents claim that elected officials have the
authority and duty to redraw district lines in the state
legislature, Board of Equalization and Congressional
districts.
Opponents contend that the power grab of the
legislature is to ensure a continuation of partisan
redistricting.
