1 Incomplete – Major elements are missing or incomplete
2 Basic - Only meets the basic or minimum requirements or criteria
3 Satisfactory - Meets most of the requirements or criteria
4 Good to excellent – Meets all or sometimes exceeds requirements or criteria
5 Exemplary – Outstanding performance on all elements and aspects
