Importancia ecológica
La Paya es un parque muy rico en especies de palmeras, con especies
representativas de más de dos docenas de géneros. Las especies animales
importantes de La Paya incluyen al oso hormiguero gigante, el jaguar, el mono
churuco, el mono cotudo, el tití, el tapir o danta, el venado rojo, el manatí y dos
especies de delfín de agua dulce y rico en aves y especies de cocodrilos.
Amenazas
La Paya ha sido un sitio muy difícil de administrar debido a su ubicación remota,
problemas en la propiedad de la tierra y conflictos políticos locales. La inmigración
al distrito del Putumayo se intensificó después de 1957, cuando un camino abrió la
región a la exploración del petróleo. Si bien la exploración petrolera disminuyó
después de 1973, el influjo de colonos y el impacto en la tierra asociado con los
mismos es todavía la amenaza más grande al parque. La agricultura de quema y
tala, el uso de la tierra para pastoreo y la sobreexplotación de la fauna acuática,
especialmente de peces y tortugas, continúan sin que se ejerza ningún control
sobre ellas. Además de los problemas asociados con la deforestación, la erosión, la
agricultura insostenible y la sobrepesca, los colonos locales practican la caza furtiva
y capturan animales para el comercio ilegal de vida silvestre. Estas actividades
constituyen una fuente de presión no natural sobre ciertas especies de mayor
tamaño o más vistosas que poseen un mercado potencial.

Amenazas
Desde la década de 1950, se taló cerca del 85% del bosque en la región y la
deforestación continua siendo la principal amenaza a la Sierra Nevada de Santa
Marta. La deforestación con fines agrícolas y de pastoreo ha reducido el volumen
del agua generada dentro de las 35 cuencas hidrográficas, lo que afecta
directamente la economía agrícola de las tierras bajas del Valle del César. La
situación empeora a medida que los bosques se talan completamente para dar
lugar a tierras de cultivo, las colinas empinadas sin vegetación sufren los efectos
de la erosión y la tierra se lava y ahoga los ríos y los arroyos con la capa
superficial del suelo y el polvo.

El 9 de abril de 1948 fue asesinado el candidato presidencial del partido liberal Jorge Eliecer Gaitán.
Dicho acontecimiento generó en Bogotá y en Colombia una nueva era de violencia. Se enfrentaron a
muerte liberales y conservadores.
En medio de las dificultades propias de un país en guerra, fue necesario delegar la presidencia en manos
de un militar, el General Gustavo Rojas Pinilla, quien se comprometió a pacificar el país.
Una vez que el país logró cierta estabilidad, los conservadores y los liberales acordaron que se alternarían
el poder, cada cuatro años y durante 16 años. Dicho acuerdo se conoce como el Frente nacional.
