The success for construction site safety can be done by trust of everyone. Make the plan and help
together by everyone. All project managers have a duty that make safety work and also have a responsible to
staff’s safety.
Staffs must be responsible to his own action and follow the safety regulations under the concept
“NOT SAFE NOT WORK”
Subcontractor must make the safety work place by report the unsafe incident and co-operate with
safety officer and follow the safety regulations.
This safety manual is the basic regulations for the construction site safety work. But the regulations
will not be any mean if not followed. So staffs must have safety awareness for all time.
Before work the inexperienced work or using equipment must think, learn and ask for an advice
before work and work safely. And be reminded that always have a safety awareness at all time.

Safety Management
1) Subcontractor must read this safety manual to understand the rules, regulations and instruction of using
equipment by types of working.
2) Subcontractor must provide full time safety officer due to the law
2.1) Project manager must passed the safety officer Management level training
2.2) Supervisor must passed the safety officer Supervisor level training
2.3) Subcontractor must provide Safety officer Technical level for work that has not over than 49
workers, Advanced Technical level for 50-99 workers and Professional level for more than 100
workers.
2.4) Provide safety officer as 1.2.1-1.2.3 are due to the law. Sometimes must followed customers
regulations.
3) Subcontractor must prepared data and document and send to Project Manager and Safety Officer of Thai
Shimizu before work as follows
3.3) Safety plan for maintenance work, construction building that higher than 15 meters or
construction that has an area more than 2,000 square meters.
Subcontractor must provide the training for new staff. Worker who can train with Thai Shimizu must
be over 18 years old (with ID card). In case of alien must has right work permit with application form.

1) New staff must pass the safety training before receive the ID card and allowed the work in the construction
site.
2) Subcontractor has responsible to the specific safety training as confined space, crane operation, rigger,
signal man, pile diving etc.
4) For some project, training may followed the customer’s regulations and also specific safety training.
Subcontractor must study the data of the customer and plan by their needs. By not effected to the work.
5) In case of rush or temporary work, subcontractor must apply the form to safety officer of Thai Shimizu for
the shot training for operation under 7 days.
6) Specific safety training could be except if worker was trained by the reliable organization and has a
certificate that not expired.
Health Support
Every project must do an exercise activity about 5 minutes before work and provide the rest time in
day and evening. In case of rush, project director must provide enough time to rest and provide activity that
support health and hygiene or information board. As should provided

Safety Inspection
Subcontractor must join the safety inspection to control working area and also an equipment to be
safe. Worker who notices the unsafe act or incident must report to supervisor and safety officer to improve the
situation to be safe. In case of unable to control must report the Project Manager immediately.
1.1) Daily Safety inspection, subcontractor must join the inspection with Thai Shimizu and send the
improve report within 24 hours.
1.2) Weekly Safety Inspection, Safety officer, Project Manager or agent of subcontractor must join the
inspection with Thai Shimizu and send the improve report within 24 hours.

1.3) Monthly Safety Inspection, Thai Shimizu Safety Manager, Safety Committee, Project Manager,
Safety officer of Thai Shimizu and Safety officer and Project Manager of subcontractor must join the
inspection.
1.4) Safety Inspection from the OHSAS 18001 system certifier company, Internal Inspection,
Inspection and Evaluation by Shimizu Corporation. All of inspection that was mentioned above, subcontractor
must be inspected too.
Machine, Heavy machine and equipment must be inspected before use. Details of an inspection as follows
2.1) Machine and heavy machine: Subcontractor must prepare the documents, certificate, and
inspection sheet form and send to safety officer. Then inspection tag will be put on the machine. Tag will be
expired in 45 days for the longest. Example: Subcontractor bring machine to inspect on 1-15th of the month,
tag will be expired in the end of the month. If inspect after 16 th of the month the tag will be expired in the
end of next month. Inspection must be done before the tag was expired.
2.2 ) Electrical machine or electrical equipment inspection: After the inspection, safety officer will
put inspection tag on the machine. Tag will be expired in 45 days for the longest. Example: Subcontractor
bring equipment to inspect on 1-15th of the month, tag will be expired in the end
of the month. If inspect after 16th of the month the tag will be expired in the end
of next month. Inspection must be done before the tag was expired.
2.4) Scaffold Inspection before use by Thai Shimizu safety officer and subcontractor
2.5) Electrical Machine and Equipment before use is a duty of user and supervisor that must
inspect before use
3) Machine and Equipment Inspection is the duty of the users and supervisor must check the safety before
use.

To encourage the safety awareness by compliment worker or company that has great cooperation
with safety activity. Otherwise worker or company that breaks the rules must be punished.
1) Compliment Provide the safety award to the worker/supervisor/subcontractor and organization that
follows the safety regulations.
2.1) 1st Stop the work until supervisor and worker who breaks the regulations reviewed the
regulations again and agrees in writing that there will be more control and take action to improve
working condition to be safe.
2.2) 2nd Stop the work, reviewed the regulations again and agrees in writing that there will be more
control and take action to improve working condition to be safe and also fined in accordance with the
rules of the scheme.
2.3) 3rd or in case of seriously or willful misconduct, worker of subcontractor will not permitted to work
in the construction site, fined in accordance with the rules of the scheme and also take action to
improve working condition to be safe before continue the work.

Work Permit
System
1) Before
work,
subcontractor must apply for work permit from Thai Shimizu staff.
2) Work permit valid only shown.
3) Work permit that complete must specified date, time, equipment, work area, work details, inspector
signature, licensee and licensor.
Licensee when signed in the license means understand in work and admit to follow all the
rules that shown in
work permit.
Licensor is the last person to decide that the equipment or working area is safe to work and
prepare for safety with fire protection.
4) Must be installed in the area where the original license was granted to be noticeable before work.
5) In case of working in many areas may require more than one application for a work permit by type of work.
6) Some project work permit must follow customer’s regulations.
Types of Work Permit
1) Cold work permit
Permission for general work that doesn’t has heat or fire spark as painting, paving asphalt, brick
work, plastering grass etc. or control in clean room maintenance, renovation work.
2) Hot work permit
Permission for the work that may cause heat such as metal cutting with gas or electric welding weld
with gas or electricity or work that cause chemical reactions to generate heat or ignition.
3) Confined space entry permit
Permission for work in the area or within the device that narrow with poor ventilation or toxic
chemicals, vapors of oil or gas and there is not enough oxygen to breathe. Such distillation, tank, hose
access, ground which was dug down to a depth of 1 meter or more from the edge of where the band was
shut down completely.

Cleansing: Wash with soap or detergent
Face Protection
1.Face Shield used in metal cutting saws, sanding or polishing the surface with sand or working with
chemicals.
2.Filter mask used in the various categories.
3.Ventilation Hood used in a work that has dust, steam, fume of the chemicals.
Hand, Fingers Protection
1.Gloves used to project from heat.
2.Protection Gloves used in work that has to touch sharp things or using knife or
scissors.

1.Overall leather used by worn in the front side of the body to protect fireball from welding/cutting or boiling
asphalt
2.Armlet used as fireball protection from boiling asphalt
Lifesaving equipment
1.Safety Belt must be able to take at least 1150 kilograms and must be a big hook type
2.Safety Rope must have test certification
3.Basket must has calculation list and test certification
4.Full Body Safety Harness (2 Big Hooks Type) used in steel structure work and work at height
Always inspect before use.
Cleaning: Wash with mild soap, water and warm water. Then let it dry in the shade.
Rub with peanut oil, castor oil, or oil for leather.
Working Cloths
Generally, worker must wear proper clothes and PPEs.
1.Working with machine must not wear loose clothes, bracelet, necklace, necktie, scarf and worker who has a
long hair must wear hair covering or caps. Because there may roll into the machine and cause a dangers.
2.Worker who doesn’t wear proper clothes or doesn’t wear proper PPEs is not allowed to work in the
construction site.
3. Always inspect the equipment to be in a good condition.
4.Working with chemical must
Wear chemical protection glasses.
Wear rubber gloves.
Wear safety mask.
5. Work that causes fragment that bounce off metal surface as grinding etc.
Must wear safety glasses to protect the metal flakes.
Must wear leather gloves.
6. Work with high concentration of light such as cutting welding etc.

8) The vehicles must not block the traffic or emergency water cable.
9) Vehicle must be in a good condition, nothing broken. (No leak of oil or black smoke)
10) Do not move any material by hanging with the machine without tighten. For prevent swing or fall.
11) Driver must give signal before he turn or change the path of his vehicle. And turning back by sudden is
not allowed.
12) Any material that come out of the car more than 0.15 meter from side or 1 meter from front or back should
be tie with some flag or something red and make sure that it can be seen clearly.
13) During driving no phone is allowed.
14) Only the car that has been design specifically is allowed to use as transport.
15) Provide traffic mirrors and signs in every crossroad.
16) Transporting large material shall be avoid during rush hour and inform to owner, nearby community
government or related organization.
17) Pull the hand break and turn off engine before get out of the car and put wheel to the proper directions.
18) While filling the fuel must turn off the engine and do not suck the fuel cable.
19) If there was chemical or flammable materials in the vehicle must provide fire extinguisher at least 1.
20) Driving over electrical cable, fire hose is prohibited.
21) If driver get of the car must wear a helmet, long pants, shoes, rubber boots.
22) Do not drive backward if can’t see the route clearly. If necessary must have a watchman.
Fire Protection
9) Transportation, storage and using of gas cylinder must be on a cart and place vertically and tie tightly.
10) Lighting a fire is prohibited. If necessary must asked for the Hot Work Permit.
11) Provide emergency plan to control the emergency situation by project manager.
12) Provide the emergency call number that included all related organization.
13) Fire extinguisher must be inspected.
14) Smoke in the smoking area.
15) In case of fire, all worker and staff must gather at the assembly point.
8) Do not lay the cable across the ridge, the edge of a sharp metal.
10) Provided “Electric Warning Signs”, photo, name and contact number on the
electrical panel board.
14) Do not use broken electrical device or inspection tag was expired.
Electrical Work
1. Worker that work for maintenance, extension, install the electric equipment or related with electrical must
wear dry clothes and wear rubber boot and working by follow the lock out tag out system.
2. Electrical hand tools must have an electric insulation at handle.
3. Do not use broken electrical equipment until fixed.
4. In case of electrical inspection, maintenance or installation must switch off, lock and tag.
5. Check electrical leak before use the equipment.
6. Keep tidy after use.
7. Strictly follow the rules when working in dangerous area.
8. Do not use metal ladders and other materials that transmit electricity while working with the electrical.
9. Keep an equipment to dry and check equipment regularly.
10. Do not work while the electrical system still not shut down. If necessary must provide experienced worker
to cooperate and must wear electrical insulation suit.
11. Use only inspected electrical equipment.

Crane Operation
1) Related worker must pass the crane operation training.
2) After crane/tower crane/mobile crane/crawler crane was fully installed must inspect and test before use
under control by engineer.
3) Crane must be inspected and test punctually.
4) Lifting gears must have an inspection once a month by using
monthly color tape.
5) Do not lift over workers at any case.
6) Blocked the working area and provide warning signs.
7) Provide daily inspection.
8) Provide lifting material protection to not be worn by a sharp of materials.
9) Provide lock to prevent sling not to slip off the hook.
10) Do not use damaged/broken crane or in the unsafe condition at any case.
11) Provide light and sound alarm during the operation.
12 Maintenance signs must be tagged when maintenance.
13) Provided load limit at the crane and hook pulley.
14) For tower/overhead crane must provide bumper at the tip of the rails.
15) For tower crane must provide load chart in the operation room.
16) For mobile crane must provide load chart in the visible area.
17) Hydraulic level must be in the proper level.
18) Outriggers must fully extend and working area must be stable and put a steel plate to support crane.
19) Do not use over capacity of the crane.
20) Do not operate crane in the manhole area, if there were no
soil erosion protection.
21) Do not use crane near a high electric cable less than 4
meters.
22) Do not use crane when light is not enough or bad weather.
23) After used the crane must fully kept the arm before moving.
24) Use rope to support the materials not to sway while lifting.
25) Do not lift materials that have someone hang on with at any case.
26) Crane operator must stand by in the operation room at all time while operate.

Elevator Work:
1) Must have the regulations of using elevator.
2) Must show load limit and number of max passengers.
3) Monthly inspection by engineer and keep record.
4) Do not ride on the top of elevator, except installation, inspection, maintenance or demolishing.
5) Elevator controller must pass the training.
6) Provide daily inspection.
7) When elevator I not ready to use must lock and signs.
8) If load the cart or movable tools must lock the wheel before load.
9) Do not keep chemical in the lift.
10) Provide the emergency electrical system or support system in case of blackout.

Piling Work
1) Pile driving machine operator must pass the training before work.
2) Subcontractor must make the transportation, installation, inspection plan of
pile diving machine and send to Project manager and safety officer to apply
for the work.
3) Subcontractor must make the method and plan for Project Manager to
consider before work.
4) Before work every day, piling machine must be inspected that safe to use.
5) Lifting gears that use to transport pile must have an inspection once a month by using monthly color tape.
6) After fully installed shall be confirmed by an engineer follows the machine’s standard before use.
7) Provided load limit and instruction for using pile driving machine at the operator can read properly.
8) Daily provided supervisor to inspect all of the pile diving machine tools that are safe to use and keep
record.
9) Provided steel structure and falling material prevention over the operator.
10) Change the pile cover when the pendulum stopped in the safe place.
After worker who changes the cover got out from the rail, supervisor shall
provide a signal to continue the work.
11) Pile that has hole’s diameter longer than 15cm must be covered after
dived immediately.
12) In case of pile diving machine was damage/broken or in the unsafe
condition, do not use before fixed and in the safe to use condition.
13) Do not work while the weather is bad. If necessary shall be approved by
an engineer.
14) Assign engineer to control test load of the pile diving machine.

15) Provide warning signs and not allowed unrelated worker to enter testing area.
16) Provide safety box or lifeline on the pile diving machine to let the operator hang on during installation,
demolishing or maintenance.
Excavation
1. Before do an excavation work that has a depth more than 50 centimeters must do
the risk assessment and apply for a work permit to inspect that area has an electrical
cable, water pipe or other utilities or not.
2. Drill or dig a pit, ditch etc. must provide hard barricade and warning sign. In the
night must provide the proper light signal.
3. Dig a pit, ditch etc. or similar work that deeper than 2 meters must provide design
calculation and method of working by engineer before work.
4. Operation in the pit that deeper than 2 meters must provided
4.1) Proper access way
4.2) Proper water pump
4.3) Proper air ventilation and light
4.4) Supervisor who passed first aid training and stay around manhole
4.5) Communication devices
4.6) In case of using crane, heavy machine or material placing around manhole must provide soil
erosion prevention
4.7) Operator must experience and trained
4.8) Do not put the soil in the manhole area. If necessary put at least 2 meters away.
4.9) Inspect excavated area after the rain.
4.10) Around the excavation the use heavy machine must provide watchman.
4.11) Every machine must be inspected before use.
4.12) The machine must have warning sign while working.

Fall Prevention
1) Temporary walkway that higher than 150 centimeters must wider than 45 centimeters and must provide
handrails at 90 centimeters height 2 level handrails.
2) Working on or in the pole, stanchion, shaft or beam that height from 4 meters
above or working in tank, pit, funnel or other that in the same condition must provide
handrails 2 levels, safety net, toes board and also proper lifeline and safety belt for
safety work.
3) Construction that has a funnel or opening floor that may cause falling must be
covered strongly or provide safety net, handrails on the 90 centimeters height and
the toes board that not lower than 7 centimeters and also provide warning signs.
4) Working on the building that has opening floor must provide lifeline or proper 2
level handrails.
5) Working on the roof, subcontractor must install 2 level lifelines into the steel. The
length between lifelines must not over than 6 meters and test that strong to use.
6) Provide proper scaffolding with good access way and also provide safety net to
be the entrance-exit for the roof.
7) For steel structure work, subcontractor must make proper temporary walkway
and lifeline.
8) Before install purlin on the roof, subcontractor must install the safety net and test before work.
9) Subcontractor must provide the shoes cleaning device to prevent from slipping.
11) While working if feel not good or sick must stop the work and report to supervisor immediately.
14) Do not place materials on the roof, must kept and tie tightly.
Scaffold Erection
1) Do not erect when bad weather.
2) Do not erect near the high voltage electric cable in 4 meters range.
3) Erector must be experience and healthy

4) Scaffold’s base must strong and stable and be able to take at least double weight of all
5) Scaffold structure must leveling properly
6) Stairs was cling tightly with the scaffold and install properly
7) Temporary work plate must be fully installed to the scaffold structure. Advice: Should use the work plate
that wider than 45 centimeters
8) Provide 2 level handrails around the scaffold and provide walkway
9) Install toes board or safety net to prevent falling material
10) Use proper joint and fit the working type
12) Base leveling screw must not turn the screw more than 3 out of 4 of the length of the screw
13) Mobile scaffold’s height shall not exceed 3 the width of the base
14) Scaffold’s height shall not exceed 3 the width of the base
15) Tower scaffold’s height must cling the structure with all level of the building
16) Load scaffold must be designed by an engineer and install follow the engineer
17) Tag the scaffold tag and warning sign and also barricade the demolishing area
Shoring:
Shoring must calculate and confirmed by an engineer for the topic as follows;
1) Steel shoring must be able to load twice of its weight. Steel that use for shoring must has a yield point not
less than 2,400kg per square meters and safety value not less than 2.
2) Wood that use for shoring must be strong and has safety value not less than 4.
3) Joint and connection points must be strong and stable.
4) Shoring support shall be able to load twice of its weight.
5) Shoring must be tie with ground or building part strongly.
6) In case of pouring concrete above the shoring must be inspected by engineer before use.
Chemical work
1. Label on the packages or containers of all kinds of chemicals.
2. Study the types and dangers of chemical before work.
3. Read label and follow the instruction strictly.
4. Avoid touching chemical directly.
5. Package must not be broken before moving.
6. Eating, Drinking, Smoking is not permitted while working.
7. Take off PPEs and wash your hands before eating, smoking or going to
toilet.
8. Unrelated person is not permitted to work with chemical.
9. In case of chemical leak must report to Eliminated by follow manual.
10. Used PPEs must clean or destroy by follow the instructions.
11. Wash your hands, take a shower and change clothes after work.
12. If touched by the chemicals such as acid, thinner, etc. must clean immediately.
13. Keep in the chemical storage after use.
14. Do not fire the remained chemical inside the container.
15. Do not spill or pour chemical into ground or gutter.
16. Avoid keeping or working with flammable chemical near the welding, cutting work.

Demolishing work
1) Must ask for permission follow the law.
2) Make the demolishing plan and offer to responsible person and Project Manager of Thai Shimizu.
3) Instruct worker about working method and procedure before start the work.
4) Follow the rules & regulations of customer.
Construction Underwater
1) Must make a safety plan, prevention plan and inform to worker by written.
2) Provide emergency plan and training.
3) Provide proper PPEs (Life Vest, Safety vest, etc.) enough for workers.
4) In case of using electrical equipment underwater must be a waterproof.
5) Must wear life vest at all time and vest must glows in night.
Working in confined space
Confined space means working area or working inside the things that narrow, small, bad air ventilation or has
a toxic gas, oil leak or gas leak and also lack of oxygen that cause danger as tank, pipe, ventilation pipe etc.
Dangers that may cause in the confined space are lacking of air, breath toxic, explode, burn, dust, steam,
lacking of light and noise.
1) Related worker (Operator, Controller, Watchman) must be trained before work.
2) Do not allow to work before work permit was applied and work details must be printed in the work permit.
3) Operator must wear proper PPEs.
4) Provide proper entrance and exit.
5) Provide enough proper air ventilation system.
6) Working space must have quantity of Oxygen not less than 21%
and flammable gas is 0% before operate and during the operation
properly.
7) In case of the entrance is an exit must use lifeline.
8) Provide the responsible person who can help in case of
emergency promptly.
9) Important things before work in confined space are checking the atmosphere and provided helper and
lifesaving equipment nearby.
10) Thai Shimizu’s work permit and ID card must be shown clearly in the entrance of confined spaces.
11) Risky work in confined spaces as painting, welding, cutting, chemical work or fire sparkling must apply for
a permit before work.
