SUBJECT : Intensification of Security Measures

DATE : November 13, 2018

1. References: Memorandum from RD, PRO-COR dated November 12, 2018,


with same subject as above.

2. This pertains to the report of firefight between Government Troops and


suspected CTs/NPA which read:

Please be informed that at about 4:30 in the afternoon of November


12, 2018, an information thru cellphone call was received by Maria Aurora MPS
from PO1 Leonel G Quematon of 1st APMFC Patrol Base situated at sitio
Boundary, Brgy. Villa, Maria Aurora, Aurora that a firefight ensued targeting
91st IB Philippine Army detachment perpetrated by undetermined number of
suspected CTs/NPA. Killed in Action (KIA) was identified as CPL Reynald
Bonga of 91st IB Philippine Army, who was hit by unknown caliber on the right
side portion of his body and still at the area.

Members of the 1st Aurora Provincial Mobile Force Company


(APMFC) Patrol Base who were at position on the lower portion, meters away
from the army detachment likewise engaged in retaliation of gunfire after
tracing the area to where the enemy firing originated. Firefight lasted almost 30
minutes and enemy slowly backing off at forested area with no reported
casualty on PNP side.

3. In this regard, all unit commanders are again reminded and directed to
conduct the following security measures in your respective AORs:

a. Conduct preventive and prophylactic combat patrols in coordination with


AFP.
b. Conduct social investigation not only for intelligence networking but to
know the community in your AOR.
c. Establish community partnership to get people’s support, organize the
communities and establish “pasa bilis” or alarm/alert systems.
d. Evaluate the deployment of troops and coordinate with AFP
reinforcements and actions to be taken incase of attacks, harassments,
and ambuscades.
e. Develop information operations depending on the peculiarities of your
AOR (culture, traditions, area, etc.).
f. Conduct Red Teaming Operations with all security providers and
managers in vital installations, malls, hotels, and the like to purposely
determine gaps and loopholes;
g. Conduct contingency planning in coordination with the AFP, LCE and
other stakeholders to ensure that potential response systems are put in
place;
h. Conduct immediate SIMEX/CEREX/COMMEX/MARLEX; and
i. Develop accordingly your Crisis Management Teams (with
stakeholders- LGUs, and LEAs) and Critical Incident Management
Teams.

4. Submit your actions taken NLT 5:00 P.M today (November 13, 2018) to

higher office.
