The LPRAT Workshop started with the preliminaries - Registration from 8:00
,- o'clock to 9:30. Simple program followed, the Prayer and Pambansang Awit through
video presentation. The introduction of participants by MLGOO Maybelle Luis - Santos
and then the message of Mayor Erdio E . Valenzuela where he thanked the CSO LPRAT
members who are very active, participative and supportive in all the BUB 2017
processes, especially the CSO assembly which was conducted last November 5, 2015.
The activity was attended by twenty six (26) LPRAT members and six (6) others.
After the preliminaries, the Chairman thanked the members present for their
unending support and cooperation in the various activities of the CSOs especially the
workshops in identifying the priority PPAs for inclusion to the 201 7 GAA. Before the
Mayor gave the floor to the DILG Officer, he informed the body that though there were
numerous identified projects during the CSO assembly, he urged them to just shortlist
those that were identified which will make a major impact especially in areas on Solid
waste management/ environmental protyction wherein Dingras is being called to the
DENR Regional Office because of the absence of Sanitary Landfill until today. He also
made mention of the rehabilitation/upgrading of the Munucipal
Abattoir/ Slaughterhouse which concerns the consumption of clean meat for the
people.
It was at this juncture that he passed the microphone to the Ms. Maybelle Luis
- Santos, MLGOO, who discussed the salient features of DBM-DILG-DSWD-NAPC
Joint Memo Circular dated November3, 2015. After a thorough discussion of the new
features of JMC # 7 , team is now ready to ' the workshop proper. Then passed the
microphone to the MPDC and concurrent BUB Focal Person, Engr. Noel Salvatierra for
the workshop proper.
LPRAT settled on to include the following projects in the LGU's 2017 Local
Poverty Reduction Action Plan (LPRAP) after some brainstorming, interactions and
discussions, to wit:

The total amount of the proposed projects funded by NGAs is Php 22,00,000.00
while the LGU's counterpart is Php 2,So0,000.00. It was reiterated that the Project of
the proposals must follow the template given by the DILG based on JMC # 7 . The
presence of SB Joey Apostol was very crucial because it will facilitate the early
deliberation of the Resolution approving the revised list of the 2016 LPRAP.
It was emphasized by the MLGOO to follow the timelines set during the
Provincial LPRAT Orientation.

Dingras is a 2nd class municipality and known as "The Rice Granary of Ilocos Norte" due to its vast
agricultural lands. It lies on the southeast part of the province, 20 kilometers southeast oflaoag city, 85 kilometers
north ofVigan City, 250 kilometers from Baguio City and 466 kilometers north of Manila. It can be reached the
municipality by means of land transportation coming from north and south. It is bounded on the north by
Municipality of Piddig, on the south by the municipalities of Solsona and Nueva Era. Dingras has divided into
two municipalities which Dingras remains its name while the municipality of Marcos has been created under
R.A 3753 on June 22, 1963 that separated from the municipality ofDingras.
Dingras has a total population of 3'8,744 with 8,053 households with 31 barangays, six barangays within
the poblacion .while 25 barangays are classified as rural areas. The average annual growth rate is 1.13% that
farming is the primary source of income.of the people. It has a total land area of i 7,962 hectares, ranks 8th in
size among the municipalities including 2 cities of Ilocos Norte. It occupies 5.2% of the total land area of the
province. For the total area
of the municipality, 6,725 hectares are devoted to farming activities such as the
producti~n of rice, eom-iu,:id high value commercial crops, other marginal areas have engage in livestock
production, backy~ fuising ·for livestock is another off-farm activity as livelihood income generating of
household in the coinmunity.
As of 2014, the ending inventory for livestock in the Municipality has a total of 10,225 heads of cattle,
1,759 heads of carabao and 7,068 heads for swine. On the other hand, there were 7,267 heads of swine and 887
heads of cattle had slaughtered in the Municipal slaughterhouse.
The abattoir industry in the Philippines was assessed by an ASEAN-Australian Appraisal Mission in
1977. This mission recogni~d abattoirs as critical areas requiring attention and observed that in the Philippines

and other ASEAN countries, there are numerous abattoirs which are old and unsanitary. As abattoirs are key
elements in the production and distribution chain for meat, it is essential that they be as hygienic as possible in
order to reduce economic losses due to premature spoilage of meat caused by contamination and to prevent the
spread of both human and animal diseases. It is also reported that there is an urgent and expensive need for an
improvement in the hygiene and organization of abattoirs supplying the needs of the general population.
The good condition of the slaughterhouse signifies the assurance of hygienic and excellent meat brought
it to the market for the meat consumers. It is also therefore that slaughterhouse must be in response to the need
for globally competitive meat and meat product industry development.
The existing slaughterhouse owned and operated by the local government unit ofDingras is considered
"old edifice" that really needs for rehabilitation or improvements. The said structure should be develop and
improve in order to conform to the ideal standard set by the National Meat Inspection Service (NMIS) to come
up with the thrust for globally competitive that nowadays the Philippines facing the challenges as entered into the
ASEAN iJitegration.
The rehabilitation and improvements of the municipal-slaughterhouse aims to provide excellent meat
and protect the meat consuming public by responsive to the consumers' welfare through food safety and globally
competitive meat industry development and specifically to rehabilitate the slaughterhouse, to enhance industry
and consumer confidence in the food regulatory system, to protect the meat consumers from unsanitary,
misbranded, contamination and adulterated meat.
The existing municipal slaughterhouse is in need for renovation/improvements some parts is not
suitable for the slaughtering activities. There must be an immediate renovation and repair to accommodate ,the
ever increasing volume of slaughtered animals. The said slaughterhouse upon approval for the repair and
renovation will be guided according to the guidelines, structural design, policies and that will be conformed to
the National Meat Inspection Service and the Local Government Unit programs' thrust.
ACTIVITIES DATE
1. Validation and assessment of the project 2nd week of November 2016
2. Bidding process/awarding of the contract 1st week of February 2017
3. Renovation/repair of the slaughterhouse/completion 4th week of February/May 2017
4. Full Operation of the Slaughterhouse 1st week of June 2017
The renovation and improvements of the existing slaughterhouse will be a guarantee to safeguard the
health specifically those meat consumers. A good slaughterhouse will dictate a good and better quality of meat
being delivered to the market or households for consumption. It is the duty and responsibility of the state to
oversee the general welfare of the people by implementing the strict enforcement of the law.

II. Rationale:
We are now living in a high technology and facilities are already upgraded that made our
youth capable to handle or operate computers and gadgets which is their secondary focus that
leaded the corruption of their moral values.
The experience that we had is the reason for us to acquire the projects stated above which
is so important for us CSO's as other means to achieve our goals.
We say that our Youths are the hope of our nation so we have to take them in order that
we will have a peaceful and productive nation.
One of the factor of a progressive and peaceful Municipality is to have a community that
knows how to fear God and to obey His words so they shall be able to govern their lives, responsible
to society, concern to others, and to environment.
So as early as possible, we have to inculcate values to them so that they will not into a
delinquent youths.
LGU-Dingras through the MSWDO will have a Moral Recovery Program to our
Elementary Pupils and High School Students, Out of School Youths and Pantawid Pamilya
Members through lectures and information dissemination in order for them to acquire knowledge
and attitudes towards the program.
With these program we can boast the morals of our children, youth and pantawid members
as well as eradicate crimes such drug addiction, rape, and others.
According to the result of some survey, there are lots of Youth that morals is not
important to them already considering that we are already in computer age.

The routine monitoring and assessment of the microbiological quality of water is the key
priority for both water suppliers and surveillance agencies. Microbiological quality is of
principal concern because of the acute risk to health posed by viruses, bacteria and helminths
in drinking water. Therefore, monitoring and assessment of drinking water is primarily a
health based activity which emphasises the protection of public health through ensuring that
the water supplied is of a good quality.
Hence, the Department of Health is , mandated to formulate standards with regards to
access to safe drinking water. Chapter II (Water Supply), Section IX of the Code on
Sanitation of the Philippines states that "Standards for drinking water and their
microbiological and chemical examinations, together with the evaluation of results, shall
conform to the criteria set by the National Drinking Water Standards." The government
recognius recent quality-related developments in the water sector. Thus, the portable water
equipment for microbiological analysis was developed as a means to detect water impurities
such as water borne pathogens and other chemical and physical hazards that could be
ingested. Through this breakthrough, minimizing risks and therefore prevent deleterious
health repercussions that results from lifelong exposure to this impurities through
consumption of water.
It is therefore recommended that RHU-Dingras must purchase of 1 unit Portable Water
Equipment for Microbiological Analysis for us to have a safe drinking water.
This aim to provide a healthy living community by (1) providing safe high quality
drinking water that has the trust of the people ofDingras and (2) monitor and assess drinking
water within a short period of time.

So as early as possible our Day Care Children has to learn the basic hygiene in order for
them to become healthy and strong.
Some of us parents do not give priority to the needs of our children. Like teaching them
to brush their teeth 3 times a day, wash their hands before and after eating, etc.
With this activity children will learn to know the importance of having beautiful and clean
teeth, healthy lifestyle ad total hygiene. I
This is a great help to us especially to our young children because we believe that teaching
them is one of the best behavior that they will never forgets they grow.
This project is intended to our enrolled Day Care Children in the 31 Day care Centers of
Dingras, !locos Norte. Wherein they will be provided with hygiene kit/materials in order for them
to know the importance of Proper Hygiene and improve their health condition.

According to the World Health Organization (WHO), the goal of Primary Health Care
is beneficial for all especially to our Senior Citizens. It aims to reduce health exclusion and
social disparities.
Today, our Senior Citizens most especially to our less fortunate ones could not afford
to buy their medicines considering that they could no longer earn for their living.
The provision of Essential Medicines is very vital because being prepared for
emergency situations is necessary like or those Senior Citizens who will have injury or
illness.
Said project is very important considering that nowadays we are suffering from hard
life especially the Senior Citizens. Most of them cannot afford to buy their prescribed
medicines so the LGU-DINGRAS, ILOCOS NORTE made a move to address the needs of our
elders. This project is a great help to them because their family's expenses for their
medicines will be lessen.

The LGU Dingras addresses the needs of our school children by providing them
security through the construction of school fence. As per observation a lot of. problem
arises due to rampant destruction of school physical facilities which includes buildings,
chairs, water system and school garden plants.
The six schools are in dire need of the construction of school fence to secure our
physical facilities and pupils from intruders as well as the astray animals.

The six schools of Dingras I and II namely Medina-Parado E/S, Dingras West Central
E/S, Hilaria Salvatierra Memorial E/S, Sulquiano E/S, Bacsll E/S and Francisco E/S will be the

great help to the security of our clienteles and the school as well.

I. BASIC INFORMATION
It is the thrust of DSWD to improve the socio economic sufficiency of our Pantawid Pamilya
beneficiaries in Dingras. This is realized by livelihood projects that augment the income of
Biguenos. Though these are commendable efforts, there is a more enduring means to empower
its constituents in their pursuit for a better life, and that is the development of skills that will
allow them to compete in the local and international job market, or engage in a business of their
own.
To achieve this thrust, as part of the MOA and partnership of DSWD and the Local
Government of Dingras, llocos Norte was utiliz_ed to integrat~ all the basic requirements of
specialized skills and training to give extra qualification for its future labor force, lead them to
employment or entrepreneur ability.
One such training is Meat Processing in Dingras. The skill will enable the trainees to learn
how to process meat and add value to it for their own use and to earn extra income for their
families.
The training will use various approaches like modules but essentially applying the
principles of experiential learning such as lecturers, demonstration and discussions.
