1. GENERAL

1.1 INTRODUCTION

Qatar Petroleum has awarded the contract LC18102700, Front-End Engineering Design
(FEED) and related services for upgrading and replacement of fire protection system at
Berth 6 in Meessaid port to Gulf Engineering and Industrial Consultancy.

1.2 BACKGROUND

Berth#6 facilities including fire protection systems were constructed to cater for import and
export operations of bulk raw and refined hydrocarbon products such as gasoline, jet fuel,
and gas oil and decant oil. As such, reliable operability of the Fire Protection System is
provided in a state of continuous readiness to ensure adequate fire protection on
continuous basis.

The berth 6 was commissioned by QP Refinery in 1988 to serve importing & exporting of
finished Petroleum products. The loading/unloading area comprises of 5 ship
loading/unloading arms with pipelines from berth to refinery. The berth facility includes
Operations control room, Pig launching/receiving areas, substations, and Fire protection
facilities.

The Fire Protection System at Berth#6 was commissioned in 1988. As a result of an


extended period of service and various mechanical defects due to ageing and severe
corrosive environment, the fire protection system reliability has been significantly
degraded leading to frequent breakdown of various critical components of the system for
prolonged periods. Therefore, QP intends to upgrade and replace the existing fire
protection system with the latest compliant system and ensure business continuity.

1.3 PROJECT OBJECTIVES

The objective of this project is to provide the FEED to upgrade and replacement of
Mesaieed Port Berth # 6 Fire Protection System on priority basis considering following
main aspects:

Upgrading of Fire Protection System on Berth#6 to meet QP fire and safety Philosophy
(QP-PHL-S-001) and QP standard for fire protection system for marine berth
terminals(QP-STD-S-028), NFPA design standards and Qatar Civil Defence requirements
(i.e. FW flow rate, FW pumps types, Jockey pump spare philosophy, fire control room,
foam/water monitor remote control, etc.).

Improvement of firefighting system’s operability and reliability.

As per industry standard practice, to ensure continuous /uninterrupted Berth operation, a


complete and fully independent new Fire Protection system shall be installed with proper

interconnection to the existing system for smooth changeover without affecting berth
operations

1.4 DOCUMENT OBJECTIVE

Objective of the document is to present the findings from the site visits on 28th Nov 2018
performed by the team mentioned in Section 2.2, to familiarize with the proposed
firefighting system of berth no.6, existing facilities, validate the tie-ins, and other interfaces
required to perform the project scope. Ultimate objective is to perform scope verification
exercises as related to project scope, since the work entails extensive brown field
modifications to existing facilities.

2. SITE SURVEY

2.1 SURVEY METHODOLOGY

The preliminary site survey was conducted to collect necessary existing information and
details, to understand the scope of work and re-verification of Scope of Services. The site
survey was conducted by multidiscipline engineering with a specific checklist. Key items
of interest are:-

a) To verify and validate the location equipment proposed in the scope of services.
b) To verify the feasibilities of all tie–ins to validate Scope of Services.
c) To verify the existing equipment, facilities, process piping lines, crossings and
piping tie-ins to validate with Scope of services.
d) To verify the location of existing facilities such as Existing pipe supports, MOVs,
JBs, DBs.
e) To verify the Firefighting Pipe routing and equipment’s inside the stations.
f) To verify the electrical tie-ins, exiting cable entry, Cable trench, cable crossing,
area
g) inside the stations
h) To verify the existing F& G systems, Instrument cable routing etc.,
i) To verify any interference with existing nearby berths/facilities.

2.3 VISITED SITES.

Berth No. 6 in the MIC port is located about 50 kilometers to the south of the Qatar Capital,
Doha. The approximate location is at latitude 24o59’27” North and longitude 51o32’57”
East.

3. ENVIRONMENTAL

The environmental impact of Qatar Steel and the QAFCO will be on the Design,
construction QATAR steel environmental impact to be considered for material selection.

5. TECH HSE:

The objective of the Preliminary Site Visit is to familiarize with existing fire protection
facilities in Berth 6# area. Physical, operational condition of the fire water/foam solution
network has been observed throughout the visit as well options alternative location for fire
water network and system.

5.2 FACILITIES SURVEYED:

The existing facilities are visited are as per list in Section 2.4 of this document.

5.3 SITE SURVEY DATA:

This preliminary site survey data involves only physical verification of

Following observations made as part of site visit;

1. The existing fire water network caters around the major units of berth including
Loading arm, loading/unloading area, pig launcher/receiver area etc.
2. The existing fire water network comprises of following discharge units and
equipment’s
 Foam tower monitors for loading arm area protection
 Fire Water curtains at loading berth area
 Deluge activated sprinkler system for Pig launcher/receiver area
 Fire water main pumps (Diesel driven)
 Jockey pump
 Foam skid comprises of foam concentrate tank, pump and proportioning unit
 Fire hydrants
 Fire/Foam Monitors
 Hose boxes
3. It is observed that existing Fire water network has been exposed to corrosion at
many places and leakage from multiple points observed during fire test.
4. Fire water intake sump and Fire water pump house including Foam skid shall be
relocated.
5. Existing control room building shall be relocated.
6. Existing fire control tower building is exposed heat radiation due to fire in loading
arm/vessel area. The new fire control tower shall be relocated from existing
location.
7. Deluge activated sprinkler system for pig launcher receiver area is considered in
the existing fire water network.
8. Available options for alternate building/equipment location.
5.4 EXISTING FACILITIES

Berth #4 is located beside berth #4 on the north side. Currently the FW system at berth
#4 is tied with berth #6 FW system with single supply line for FW and foam systems each.
Berth #4 for QATEX and SEEF for loading their products. The two berths are physically
separated by a fence and access is provided through the road on the west side of berth
#4.

Berth #6 firefighting system is comprised of the following:


a) Sea water intake system shared with adjacent Berth-7 (CT-7),
b) Fire Control tower
c) Pump house 2 x main diesel driven fire water pumps and 1 x electric jockey pump.

e) One 44,000 litres foam storage vessel with dual foam proportioning system at a set
rate of 3%.
f) Four (4) x foam / water tower monitors
g) Deluge protected pig launcher area
h) Fire water and foam solution ring main (inclusive of 8 x 65mm fire hydrants + four
(4) water ground monitors + one (1) foam/water ground monitor).
i) Deluge system for the protection of 1 x control tower, four (4) x foam/water monitor
towers, and five (5) x loading arms
j) Loading/unloading Arms and associated equipment, piping.

5.5 PROPOSED FACILITY

The Proposed Facility shall be designed to meet the requirement. In order to complete
the Facility, sections given below needs to be upgraded / modified/ replaced accordingly:

The new upgraded Fire protection system for Berth 6.

Provision of two numbers fire water tie-ins to supply berth #4 FW system equipped with
motor operated valve(MOV) and 2 more tie-ins for future extension of FW network for
berth CT-07, 09, 10, 10A and 10B (Engineered by others).

The execution philosophy will be that existing facilities will be dismantled after the
installation and successful commissioning of new facilities

Seawater Intake Channel shall be preferably extended from the existing Sea water intake
system at Berth 7 provided for current Fire Water pumps, if found technically feasible.
This shall be studied in consideration to the execution philosophy, detailed underground
survey, and physical condition of existing sump at CT-7 based on visual inspection,
capacity requirements and intake flow regime of the area and confirmed during FEED.
Alternately, a new sea water intake and associated underwater pipeline may be proposed
and finalized based on techno-economic feasibility.

Piping and fittings shall be designed and installed as per NFPA 20 and Shell DEP. Piping
shall be designed as ring main arrangement. Material selection for pumps and piping
components shall be suitable for sea water service and severe corrosive environment.

Proposed remote control firefighting foam / water monitor towers is located based on the
FERA study.

Fire water/foam ground monitors for exposure protection.

Automated deluge protection system to provide water curtain between ship and shore.

Sufficient numbers of 12 kg & 50 kg dry chemical powder fire extinguishers/trolleys


capable of handling as per requirements of NFPA 10.

Sufficient nos of hydrants for site area coverage and jetty area. The hydrant shall be two
way type 2 nos x 65 mm connection.

Decommissioning & Demolition of existing fire protection systems.

6. CIVIL / MARINE

Visited Berth-6 along with QP officials and surveyed the existing facilities of sea water
intake chamber, pipeline routing and pumps.

Berth #6 firefighting system is comprised of Sea water intake system shared with adjacent
Berth-7 (CT-7).

6.2 BRIEF SUMMARY

Referring to the drawings of existing facilities of fire water system including sea water
intake structures and understood the scope of work to be carried out through physical
ground verification.

Existing Pump house in Berth-6 and water intake channel is checked and understood that
it is in working condition.

The routing of intake channel from intake chamber at CT-7 berth are physically seen.

It was understood that existing U/G facilities are in line with Plan and Sectional drawings.

Space availability to provide new channel and sump in case existing fire water demand is
not sufficient was tentatively identified and to be finalised during this FEED Engineering.

6.3 PROPOSED ACTION PLAN

a) Hydrodynamic model will be run for predicting the variation of tides and currents at
the mouth of sea water intake pipe with and without proposed intake discharge
(Existing facilities)

b) Hydraulic computations of flow through pipeline for sea water Intake Chamber to be
studied.

c) Check the adequacy of the existing sea water pipes based on the hydraulic
computation. If not, design the pipes for proposed discharge.

d) For the proposed/existing sea water facilities for the proposed sea water intake will
be confirm through hydro-numerical modelling studies.

e) The report will be prepared including conceptual design of sea water intake facilities
(existing / proposed) for the proposed discharge for fire water facilities.

7. CIVIL AND STRUCTURAL

7.2 CIVIL / STRUCTURAL DESCRIPTIONS.

Preliminary site survey was done referring to the existing as-built drawings, plot plans,
piping / equipment layout and Project SOS. The entire birth #6 plot is well defined with
fences, roads, kerb stones, Concrete pavements etc. Except the area occupied by
building structures, equipment, piping corridors, and loading arm rest of the area is graded
and paved evenly throughout. The birth #6 is separated by fencing with either side of the
plots namely Berth-4 and CT-7 Birth.

1. Fire water Pump house:

The existing fire water pump house is a steel frame structure with side claddings.

Since birth #6 facilities are commissioned 30 years back, the equipment and structural
component looks extremely corroded to the sea shore environment. The pump house floor
is by concrete grade slab. Pump house consist of monorail for maintenance facilities. Pipe
trenches and Drainage facilities found inside the house. From CT-7 birth, sea water intake
channel is lead to this pump house for the fire water supply. The location for new pump
house was discussed with other discipline criteria along with civil scope point of view.
2. Control Building:

The control building is a single storied masonry structure. It has control room, electrical
room, store room, rest room and an entrance lobby. The location and planning for new
control building is discussed and to be finalized along with relevant disciplines feasibility
studies.
3. Foam storage shelter:

It is a steel structure located nearer the fire pump house. Foam storage skid and a diesel
pump is housed inside the shelter. It consist of monorail arrangement for the maintenance.
RC grade slab is provided. Consisting of plumbing, drainage, firewater system and Cable
trenches. The foam storage vessel will be upgraded to the latest technology and trends.
4. Fire water / process lines

The fire water / process pipe lines are supported by concrete Pedestals / sleepers and
few location in pipe racks. At two locations road crossing pipe rack arrangements noted.
5. Concrete trenches and duct banks

Concrete trenches and duct banks are constructed for underground pipe lines and cable
trays provisions. As per fire protection studies FERA / Hazop the new routes will be
proposed and supporting arrangements will be done accordingly.
6. Fire Control tower

The control tower located on the concrete pedestal block. The possible location of new
tower will be finalized after FERA study recommendation.
7. Fire water Monitor Tower

Each fire water monitor towers are supported on the RC block foundation by base plate
anchor bolt arrangement.

8. Road crossings (pipe lines & cable trays)

There are two road crossings pipe racks found at the plot. One at emergency gate and
another one near to the control monitor tower.
9. Electrical Substation Building

As per SOS, there is no change in the existing substation building arrangement. But the
cable trenches are noted and observed for any changes according to Electrical
requirement.

7.3 PROPOSED FACILITY

The Proposed facilities shall be designed to meet project scope of services requirement.
In order to complete the facility, given below systems needs to be upgraded / replaced
accordingly.

The new fire protection system for Berth 6.

Location for new fire water pump house and foam storage shelter will be proposed based
on feasibility study by all the discipline. The existing geo technical report will be referred
for the new location foundation type and feasibility. Topographic and underground
scanning survey report is referred for the construction feasibility.

Location for new control building will be proposed based on feasibility study by respective
discipline. The existing geo technical report will be referred for the new location foundation
type and feasibility. Topographic and underground scanning survey report is referred for
the construction feasibility.

Supports and its foundation for Fire water line and process line are proposed according
to piping routing feasibility and existing conditions of the routing. Types of supports
provided as per piping requirement.

8. ELECTRICAL

8.1 OBJECTIVE:

8.5 FIRE PROTECTION SYSTEM CABLE ROUTING

Physically examined the existing cable route and adequacy for running the proposed
cables for the fire protection system. Further study has to be conducted to know existing
cable trays can accommodate the new cables.

Cable Routing for electrical equipment’s will be done as per QP guidelines and the
proposed fire protection system are routed using appropriate cable trays along with the
proposed firewater pipe using ‘U’ clamp or other cable tray supports.

8.6 ADEQUACY CHECK FOR UPS

Physical examination of UPS is conducted and upon receiving critical load list from other
discipline, UPS adequacy check shall be conducted.

10.3 PROPOSED FACILITIES:

According to the Fire water demand and as per the QP Fire safety philosophies the
following will be provided;

a) 4 nos of Fire water pump package Diesel operated


b) 2 Nos of Jockey pump package.

For the 4 nos of fire water pump 4 nos of Diesel storage tanks will be provided with
minimum 2.6m3 capacity per tank.

In the intake sump the chlorination will be done using Chlorination skid and the bio particle
removal will be done using Biocide injection skid.

For preparation of Foam for the foam to inject in to the Foam line, the Foam storage tank
is placed near the pump house and the Foam proportionating skid will prepare the
required proportion of foam mixing with water taken from the Sea water line. The
Proportionating skid portion will have the following;

10.4 EXECUTION OF THE SCOPE:

As per the fire water demand the Fire water pump package will be designed and installed
at the new pump house location. The Biocide injection package and the Chlorination
package will be designed to neutralize the water used for maximum demand. The Foam
proportionating skid will be designed to cater the appropriate dilution given in the fire
safety philosophy and QP-STD-S-028. The Foam tank capacity will be verified to supply
the total foam need of the worst case fire and to maintain an inventory for 60min of supply
to all foam monitors as per QP-STD-S-028. The pumps in the Foam skid and for charging
the Foam tank will be as per the capacity of the tank determined to maintain the foam and
the requirement needed for operation. The location of these facilities will be finalized
based on the outcome of FERA and other HSE studies. The HSE Studies outcome will
be suitable updated in corresponding facilities.

11. INSTRUMENTATION

11.2 OBJECTIVE

The objective of the Preliminary Site survey is to familiarize with facilities in Berth 6# area.
And also mainly to understand the constraints with respect to the Fire Protection System
Upgrade

11.3 SITE OBSERVATION AS PER PRELIMINARY SITE SURVEY

 There are two control rooms, one at Refinery and Berth No. 6
 The DCS control room contain comprehensive indications of all significant local
process plant status and give an operator an overview of remote aspects of the
pipelines
 Alarm annunciation, display of process data and flow measurement are also
operational.
 All actions called for by plant operator to be checked by the control logic, to prevent
any undesirable or unsafe operations, if the logic permits the action will be processed.
If not, will not be processed due to any undesirable or unsafe condition.
 In the event of an emergency, such as a pipeline rupture, equipment failure, major
spillage, system fault or fire, the ESD system will shut down the system in a safe
manner by closing ESD valve, isolating storage areas and stopping pumps.
 On the indication of a fire alarm, notification from Berth #6 ESD or Refinery ESD, the
operator decides the necessity of activating the plant ESD system by means of the
control room ESD.
 On activation of any one of local ESD push button (Marine loading arm area, Pipeline
terminal, Slops tank). Control room ESD button any one of the area fire alarms Control
room, Loading Arm, Pipeline or detection of a control room fire alarm when the selector
switch is positioned to unmanned (auto) position, ESD system is automatically
activated to shutdown export/import system together with sphere receiver system.

 Activation of ESD system ensures the isolation of berth equipment from the pipeline
and product flow from refinery by means of closure of ESD valves on the export/import
pipelines.
 The berth is also made safe by stopping the slops and stripping pumps through the
dedicated ESD system.
 In addition to the ESD, added system security is achieved by issuing signals to all the
DCS to render the equipment in a safe condition.
 After eliminating emergency situation for the system, the facilities are independently
released from the dedicated ESD logic by means of the control room reset button.
ESD valves at field are manually opened by local push button after resetting ESD at
control room by means of reset button.
11.4 EXISTING INSTRUMENTATION FOR FIRE FIGHTING SYSTEM

Apart from Fire & Gas detectors and related panel, there are no other major
instrumentation devices in existing Fire Protection system.

12. TELECOMMUNICATIONS:

12.2 OBJECTIVE

The objective of the Preliminary Site survey is to familiarize with facilities in Berth 6# area.
And also mainly to understand the constraints with respect to the Fire Protection System
Upgrade

12.3 SITE OBSERVATION AS PER PRELIMINARY SITE SURVEY

As per the observation there is only PAGA system available in the Berth #6 facility. There
is no other systems available.

The proposed new systems to be provided are;

1) TETRA base station (Provided by OEM, Coverage to be checked)


2) VHF communication
3) IP Hotline (between Fire control building and CCB)
4) PA/GA
5) CCTV
a) Process Area – For infrared imaging facilities to assist firefighting operation
b) Security – For Entry and Exit Points

The design to be done using structured Cabling Network and other applicable QP
standards and guidelines.

Tie in for Fibre optic cable to be identified from the other ongoing project (FEED for MTBE
pipeline project from QAFAC to Refinery) and to be extended from the tie-in location to
the new Fire control building in order to extend Fibre optic cabling from QP LAN and
Communication Network

13. ARCHITECTURE

The proposed location of the Fire control building

The size of the Fire Control Building will be finalized and the control room layout (and
height) will be determined. All areas of the Fire Control Building are to be designed. The
fire crew areas in the ground floor are also be confirmed. The building design shall be
based upon safety, functionality and efficiency.

14. BUILDING SERVICES

The new fire control building will be provided the necessary Building elements as
mentioned below;

HVAC will be provided through DX type HVAC package unit (2 x 120% capacity with one
number working and one number standby) with ducting, diffusers, motorized dampers,
fire dampers, PLC based HVAC control panel and accessories. HVAC Control Panel will
be interlocked with F & G (Fire and Gas) panel and Electrical Panel during confirmed fire
detection, to shut-down the HVAC system.

Battery room will be served through same package unit with 100 % extract through EExd
type extract fan suitable for IIC environment (one working and one standby). Self-
contained Eyewash unit will be provided for battery room

Potable water and drainage services will be considered for building WC, wash basin and
battery room drainage. Storm water drainage will be considered and connected to nearest
soak away pit. Potable water will be connected from existing potable water network.

HVAC will be provided through DX type HVAC package unit (2 x 120% capacity with one
number working and one standby).
