HISTORICAL BACKGROUND OF THE COMMUNITY EXTENSION

St. James Academy is a non-stock, non -profit catholic educational institution, thrust in
the service to the humanity which based on the belief that God created every human
being with inherent dignity and worth and that each person entitled to all available
services and opportunities for his full growth and development for a more societal
transformation in serving among people in the community especially the marginalized
sectors of the society.
Community Extension Services is the office that implements
the community development and outreach program of the catholic educational
institution. It facilitates the implementation of program and services that geared towards
empowering communities especially the poor, less privileged, the deprive and the
oppressed. (Elman1998).
St. James Academy, through the Community Extension Service (CES), which indulge in
the community service wherein it will serve competently; systematic training in the
character and intellectual - spiritual formation thereby experience personal growth and
development. It is also includes motivating and directing students, faculty, NTP and the
administration on the community service and providing them with opportunities for
community exposures and volunteer service.
In response to the provisions of the 1987 of the Philippines Institutions, declares that
the State shall adopt an integrated and comprehensive approach toward health and
community development. Article XII, Section1: the National Economy and Matrimony,
state that the goals of the national economy are a more equitable distribution of
opportunities, income, and wealth; a sustained increase in the amount of goods and
services produced by the nation for the benefit of the people; and an expanding
productivity as the key to raising the quality of life for all, especially the underprivileged.
In aid of the varying necessities of our clients, the foundation conceptualized community
and family based programs which aim to extend developmental, rehabilitative and
preventive functions as well as equip the community members with proper knowledge
and attitude in honing their skills. Moreover, it aims to provide basic undertakings
towards the promotion of health, education, value formation and entrepreneurship
facilitation.

Being the catalyst and inspiration toward the achievement of a better quality of life in the
family, the community and the country, our vision is focused in the promotion of the
general welfare and total development of nearby Community in general, adopted
community in particular. Aside from their enhanced physical, physiological, social, and
spiritual development, other leading concerns of this institution are the primary health
care, enriched skills for income generation and acquisition of proper knowledge and
information on their rights and responsibilities.

In 1967, the social action program of St. James Academy was concretized through the
initiative and hardwork of Sr. Marie Lorraine M.M., Principal and Miss Rufina Punzalan
in the San Bartolome Center, Incorporated. Adult education and vocational training were
offered which helped raise the earning capacity of the poor.
St. James Academy, Malabon Started by the Mryknoll sisters in 1969 through foreign
funding. Generally the projects mobilized adopted barangays to become dynamic
progressive and productive. They implement various projects and activities that are
designed according to the needs and resources of both the school and the community.
They are implemented on the institutional level by the school proponents. The different
endeavors also promote processes and learning experiences towards the development
of well-rounded persons-person with sound values and attitudes, ably equipped with
entrepreneurial and livelihood skills who can participate actively and contribute
meaningfully to local, regional and natural development utilizing various methods, the
projects enhance the use of a person inherent capabilities for self-improvement.
In the late 1967, the outreach program was called ALAY KAPWA, it is the charity work
of the school and social services to the poor and the underprivileged. The Punzalan
family was very much dedicated and committed to the school community and their
initiative and generosity became the foundation and the bridge of all the success stories
of the school community outreach.
During the time of sister Imelda Paredes, the SJA ALAY KAPWA became the most
well-known act of charity in providing social action and services to the most
underprivileged groups and societies.
In 1983, Sr. Imelda Paredes,O.P invited Nilda Zarate,rsw to work at St. James
Academy. She was that time the social worker at the Department of Social Welfare and
Development main office in Quezon City. The directress Sr. Loreta Oranza together
with the social worker Nilda Zarate took over the responsibility of the community
outreach in the year 1984.
This time the vocational courses like sewing,tailoring, baking, cooking and beauticare
was established that catered 25 students on the first opening of the vocational courses.
Later on the students increased in population to the estimated no. around to 200-250 in
total. The teacher/ trainer on the sewing and tailoring in the history were Mr.Jaime
Bueno and Mrs Belen Bueno, while the teacher/trainer of the beauticare was Miss
Matilda Salao. Due to the expansion number and increase of the student’s population,
the vocational courses were transferred to the compound of San Bartolome Church,
now 7’11” (seven-eleven) convenient store. The San Bartolome church and St. James
Academy joint together on the implementation of the vocational courses.
In 1997-2005, the Outreach Program of St. James Academy was expanded and
adopted the Tonsuya Community during the time of Sr. Leonila Jimenez (Directress)
.The school built-up a Preschool Center for the kindergarten pupils at the Barangay
Tonsuya for the first time, however after a year of implementation (around two-three
years) the Preschool Center in Barangay Tonsuya of St. James Academy was affected
by the fire burnt in the Barangay vicinity. The Preschool Center was stopped in
operation because of the incident.
In 2005-2011, slowly the operation of the vocational courses was fully stopped due to
the natural death of the vocational trainers Mr and Mrs. Bueno, sewing/tailoring and
Miss Matilda Salao,beauticare trainor.
Through the efforts and commitments of all the Directress in the history, they organized
and enhanced the programs and activities of the school’s outreach programs in their
term. (Sr. Felisa Sinobago, Sr. Rosalinda, V. Guerrero, O.P, and Sr. Lina Tuyac, O.P.
Sr. Leonila Jimenez, Sr. Maria Sofia D. Taguinod, O.P, Sr. Leonor M. Pagarogon, O.P
and Sr. Aida T. Frencillo, O.P. ) All of them were remarkable in terms of social action
and social involvement to the school-community outreach activities and programs.
In 2011-2015, Sr. Bambina P. Lapara O.P, directress, took over the responsibility of the
school community outreach through the CES-in-charge Miss Myravic Diaz. They tried
to save the sewing area and vocational area by complying the necessary documents to
the TESDA, however it was not materialized because of unavailability of the
trainers/teachers and budget deficiency. Though other legacy programs like Alay
Dunong, Kapit-bahay-kapitbuhay, Pamaskog Handog, Jail Visitation, Community
Visitation and ERDA scholarship program was continued and implemented.

In the year 2015, the new adopted community at the Asinan Compound Barangay San
Agustin had been established. The legacy program has already practiced annually,
however one of the long time sponsor and partner- the ERDA foundation ended its
partnership to the school. Through the effort of the new Community Extension Service
in-charge Miss Marivic Abrio,rsw she found a way that that school’s legacy in helping
the education to the less fortunate students in the public school will continuously be
implemented even without the presence of the program partners through the SIKAP
Educational Assistance Program. (Samahan para sa ikauunlad ng aming pamilya)
sponsored by the SJA employees. After a year, the Educational assistance offered the
college level education to the adopted community aside from the High school and
Grade school levels.
This year 2018-2019, the new Director Sr. Nanita M. Handugan, O.P had so many plans
for the Community Extension programs,such as the operation of the Alternative
Learning Sytem (ALS)TESDA or vocational training center, and other charity work to be
a service to others and the community as well.
In the year 2017- 2019, the feeding program was reborn again through the partnership
of the Kabisig ng Kalahi Foundation, Knorr-Unilever and the monitoring and assessment
of the Department of Social Welfare and Development Office and the Local Government
Unit.

The school community outreach has so many names before it was being finalized
to a Community Extension Services, to wit:
1. Alay Kapwa (Earlier on 1984)
2. Mother Francisca Outreach Program (1990-1995)
3. Mother Francisca Community Service (1995-1999)
4. Mother Francisca Outreach Learning Center (1999- 2007)
– Preschoolers/Tonsuya
5. Mother Francisca Outreach Center (2007-2008)
6. Mother Francisca Extension Services (2008-2009)
7. Mother Francisca Outreach Vocational Center (2009-2012)
8. Community Extension Service Center-(2012 up to the present)

A. 1999-2001 HISTORY (Phase 5 and Phase 6 Tonsuya Adoption)


Mother Francisca Outreach Program now, (Community Extension Services Office) of St.
James Academy initiates a community research at Phase 5 and 6 Letre Tonsuya,
Malabon. This research aims to know the condition and needs of the community it
served. It aims to help the needy Filipino families to develop social responsibility, active
citizenship for the improvement of community partners in Malabon.
It is significant to note that the accomplishment of the Mother Francisca outreach
Program is attained through the financial and moral support received from the St.James
Academy Administration, Students,Faculty and Staff, benefactors and people of
community partners of Malabon.

PROJECTS IMPLEMENTED LAST SY 1999-2001


St, James Academy proposed a community development projects which aimed to
improve the health, education and socio-economic condition of the people promoting
constructive self-reliance; the following are one of its objectives:
1.) To enable the people preserve their health through medical and dental services,
referrals to the hospital, nutritional feeding and health and sanitation in the
community base projects
2.) To help residents adult and youth seek employment by training them in
vocational skills program which includes: scholarship program from public
schools and outreach center funded by the COE, Mother Francisca Scholarship
(high School and College Level) ERDA Foundation INC,, Rotary club and
Navotas and other benefactors
3.) To enable income generating projects which will harness their potential skills and
resources of the school and community it served.
4.) To help residents become socially responsible and active citizens by training and
education

B. 2001-2005 (Barangay Tonsuya Phase 6 and Barangay Tañong Community


Partners)

In 2001, St. James Academy’s Mother Francisca Outreach Center had the desire to
help a marginalized community develop through a Pre-School Center. Fortunately, the
Barangay Captains of Tañong and Tonsuya Phase 6 offered their communities. Sr.
Melba Jimenez, O.P Coordinator visited the two (2) areas. Sr. Melba Jiminez, O.p found
Barangay Tonsuya Phase 6 with more or less 50 houses as the preferred site to be the
adopted community. She perceived the hospitality and openness of barangay captain
and the residents were very inspiring despite the poverty stricken condition of the
people and the place.

St. James Academy decided to immediately put-up the center (pre-school) which was
materialized through a BAYANIHAN of the officials and the residents. The initial
enrolment in 2001 was 25 and the same number of pupils in 2002. The smiling faces of
these young mothers and the pupils are more than what was described in their
graduation day with joy and gratitude in their hearts. In 2003, another set of pupils
graduated with 25 graduates. In 2004, there were 23 preschool pupils marched in their
graduation day being presented by the “Alda Marcha” as part of their instrumental
music.

Mrs. Mary Ann Arro, a resident of the area (Barangay Tonsuya) has been recognized as
the most persevered and committed teacher of the center. The Educational Research
Development Assistance (ERDA) has been co-sponsoring the program since then.

St. James Academy celebrated its 79th Foundation and 25th years of Dominican
presence. In search for a CENTER-PIECE project for hid dual Anniversary, the
Administration of St. James Academy specially OP SIENA SISTERS, awed by the
success stories of GAWAD KALINGA housing project wherein it inspired them to
duplicate the same project in Malabon with an initial 25 houses.
In S.Y. 2005, the school new directress Sofia D. Taguinod, O.P took up the cudgels for
more resolute initiative in the adoption of Barangay Tonsuya Phase 6. The ultimate goal
of this project is to fully develop Phase 6 into a community whose residents will be
socially, culturally, economically and spiritually secured.

Linkages with Couples for Christ’s “Bahay Kalinga” and the city government of Malabon
through its barangay level had been already instituted. A substantial budget has been
allocated solely for “Adopt Tonsuya” project and in the incoming school years as well.

Tonsoya Phase 6 Development Program is deemed by the institution as its


consummate goal in ameliorating the lives of Malabon’s marginalized society and
tangible manifestation of SJA Vision-Mission Statement to UPLIFT HUMAN DIGNITY”
our Preferential Option for the Poor.

C. 2001-2002 COMMUNITY PARTNERS: DISIERTO RIVERSIDE TAÑONG,


MALABON CITY, METRO, MANILA
The area covered is Disierto Riverside Tañong Malabon City, and it is part of Barangay
Tañong, located along riverside of the barangay. It is very low-lying area which is prone
to disaster especially when high-tide and monsoon rain come. It has a total land area of
33.83 hectares or 2.15 % of the total land area of the municipality of Malabon. It is
bounded in the North by Rizal Avenue, San Agustin, Sought by Dagat-dagatan, East by
Tonsuya River and lastly the West by Malabon-Navotas River. The total number of
population of Disierto Riverside Tañong is 3, 327 living in 557 households

D. 2015-PRESENT Barangay San Agustin-Asinan Compound

In SY 2015-the new adopted community has been identified at Asinan Compound


Barangay San Agustin Malabon City. It is located along Arellano Street and it is
incorporated in Asinan factory or salt production.The ocular visitation has been made by
the school heads and the administrative officers. The community survey was conducted
on November 2015 and finished February 2016. The composition of the family consists
of two hundred thirty (230) in population or seventy six (76) household members. It is in
between the Sacristia Street and Arellano Street. The houses are barely subsistence
near the Navotas and Malabon Bay. The houses are all make-shift which about 3-5
square meters. There were no source of electricity on the area; they only use gas and
kerosene lamp, battery-operated portable flashlight, car batteries, solar lights as their
main source of light and electricity.

STATUS OF SCHOOL OUTREACH PROGRAMS ON SY 2010-2014

The school has initiated collaboration with the bona-fide government units, the parish,
the local community and other organizations for a more responsive and dynamic
outreach programs.Through the Community Extension Services Office of the school,
these programs are coordinated and appropriately implemented by its leading offices
and groups.
In particular, the students’ awareness of the different social issues are stimulated and
heightened during the classroom discussions as integrated in the different subject
areas. After being challenged to translate their realizations to concrete actions, together
with their teachers and even non-teaching personnel, they consciously engaged
themselves to the different activities of the Outreach Programs. To name a few, they
deliberately offered financial assistance to the student enrolled in the High School
Evening Class; provided venues for Alay Dunong, Catechism Class,Kapitbahay-
Kapitbuhay and Feedng Program, assisted Jail Visitations; generously celebrated
Christmas during the Pamaskong handog; in cooperation with the Parents-Teachers
association, supported the Medical-Dental Mission; and in times of calamities, donate
cash and useful items for the victims. Though limited, the school can reach out even to
beneficiaries outside of Malabon City, like the recent typhoon Pablo that hit Davao del
Norte, Compostella Valley and its nearby provinces in Mindanao.

STATUS OF SCHOOL OUTREACH PROGRAM ON SY 2015-PRESENT:


St. James Academy is committed to become a leading Educational welfare agency
and center of charity, renowned for innovation and dissemination of new research
technologies and advocacies. In a collaborative, discipline, respectful and God loving
community, we offer relevant and value-laden programs and services to form competent
individuals.
It is committed to provide better enhancement for the welfare of the agency in
demonstrating dedication, honesty and competence. The philosophy in life of this
institution is devoted in the objectively works, realizing and accepting its responsibilities
towards the community, the society and the country. The school’s endeavor is to
improve the quality of life of the community and maintain transparency, optimize
operational efficiency and preserve the credibility and dignity of the individuals.
The value formation as one of the basic philosophy of the institution aims to provide
guidance to all the administrators, teaching and non-teaching and students as well in
recognizing their responsibilities in dealing with the issues in such manner that the
objectives of the agency has been achieved in an ethical way to help and foster a
culture of honesty and integrity in the performance of one’s duties, accountability and
willingness to help other people to be self-reliant and to satisfy their physiological, safety
and security needs; self-achievement, self- esteem and self- actualization.
Each individual should act with competence and diligence to bring honour and respect
for the institutional agency signifying the goals and objectives imparted in accordance
with its vision and mission. All their actions/performances shall be undertaken/executed
in the most disciplined and loyal manners in lieu of social, cultural, spiritual and ethical
aspects.

IV. GEOGRAPHICAL COVERAGE OF


OPERATION

COMMUNITY Partners: Barangay Letre Tonsuya Phase 6 and Phase 5, Barangay


Tañong and Barangay San Agustin Asinan Compound:

It was formally planned to envision a community development program in every adopted


community. To find out the existing condition of the adopted communities the
preliminary research was conducted annually to verify if the programs were
implemented.

1. Barangay Tonsuya Phase 6 and Phase 5:

The first adopted Community of Mother Francisca Outreach Program, now is called
(Community Extension Services Office) of St. James Academy is Phase 5 and 6 Letre
Tonsuya, Malabon in 1999-2001. The purpose of adoption is to help a marginalized
community develop through a Pre-School Center through the initiation of Sr. Melba
Jimenez. There were three operations: (1) Health Care Services (2) Education (Pre-
school Center) (3) Vocational Skills Training and Livelihood program

2. Barangay Tanong:

The second adopted community of the school is the area covered in Disierto Riverside
Tañong Malabon City in 2001-2005, and it is part of Barangay Tañong, located along
