    This patch adds full Unicode support to SoX on Windows by grabbing command line arguments as UTF-16 and converting them to UTF-8 internally, requiring minimal code changes.     This patch was written by LoRd_MuldeR <mulder2@gmx.de> in order to add full Unicode
    support to SoX on the Windows platform.
    Note that this patch grabs the CLI arguments as UTF-16 and converts them to UTF-8
    internally, which is the solution that required minimal code change.
    Drawback of this method, if any, is that we need to convert from UTF-8 to UTF-16
    for all Win32 and CStdLib calls...
