Anent to the enactment of Republic Act No. 10912, otherwise known as the “Continuing
Professional Development (CPD) Act of 2016”, which requires CPD as the mandatory
requirement for the renewal of Professional Identification Card, this paper examines the level of
acceptance of the midwives in all of the municipalities in the province of Guimaras, towards
Continuing Professional Development (CPD) activities and determine which factor greatly
The respondents, who are midwives from the five different municipalities of Guimaras,
have shown a result of “neutral/undecided” in all six (6) areas: family finances, K+12

The collected data suggests that the government which implements this reform and
the community, particularly to the midwives who are covered by this implemented law.

This study zeroes in on the professional development of the midwives in the country and
in investigating factors that affects / influences the levels of acceptance with the said mandated
requirements. The research model suggests the six (6) input variables that may impact the level
of acceptance perceived by the registered midwives to the proposed CPD activities by the Civil
Service Commission. These factors are six underlying independent variables, namely: Family,
