ABSTRACT
Anent to the enactment of Republic Act No. 10912, otherwise known as the “Continuing
Professional Development (CPD) Act of 2016”, which requires CPD as the mandatory
requirement for the renewal of Professional Identification Card, this paper examines the level of
acceptance of the midwives in all of the municipalities in the province of Guimaras, towards
Continuing Professional Development (CPD) activities and determine which factor greatly
influence the acceptance of the CPD activities.
A 12-item self-constructed survey questionnaire was developed and validated by the
researchers and subject specialists.
The respondents, who are midwives from the five different municipalities of Guimaras,
have shown a result of “neutral/undecided” in all six (6) areas: family finances, K+12
awareness, government resources, schools preparedness, advance competencies, and
employability.
The collected data suggests that the government which implements this reform and
advocates professional development has an inadequate information dissemination program to
the community, particularly to the midwives who are covered by this implemented law.
Moreover, stigma among medical practitioners, specifically the midwives, perceive CPD activities
as an additional expense for the family and earning so or participating in these mandatory CPD
activities guarantee landing on the already stiff job placement.
Furthermore, schools within the district and are not available to provide adequate
trainings for these mandatory CPD among the midwives in the province of Guimaras. This study
is designed with a longitudinal perspective. Hence, future researches could be conducted to

further investigate on the levels of acceptance of healthcare professionals towards CPD units to
update and validate the data with the current trend and changing outlooks of healthcare
professionals most especially the midwives.

CHAPTER I
INTRODUCTION
BACKGROUND OF THE STUDY

Amidst the advancement of the technology and the advent of sophisticated, state of the
art, modern medical equipment, health care professionals are still considered the most
important play-maker in the field of medicine.
Lee (2014), emphasized that there are aspects of medicine that are entirely based on
medical knowledge, technical expertise, and data analysis could be reasonably automated
without much consequence, however, there are elements of healthcare that computers just do
not possess the capabilities of handling: bedside manner, making tough decisions from
incomplete patient data, dealing with human psychology, and so on.
However, with the many breakthroughs and innovations that surfaced in the medical
field, health care professionals should upgrade their competences; acquire novel knowledge
that would enable them to grow more productive and more efficient to fulfil what is on their job
descriptions.
To actively respond to the challenges of the rapidly changing workplace in the medical
field, continuing professional development (CPD) of health care workers had been made a pre-
requisite in the practice of the midwives in the Philippines.
Republic Act No. 10912, otherwise known as the “Continuing Professional Development
(CPD) Act of 2016”, is an act which requires CPD as the mandatory requirement for the renewal
of Professional Identification Card.
The continuing professional development (CPD) for many professionals, specifically the
midwives, had been a heated discussion among health care professionals.
In the already tight schedule of health care professionals, continuing professional
development should be viewed not as added burden rather as an engaging and worthwhile
activity. Conversely in many unfathomable circumstances, earning CPD units have been
neglected by many.
Republic Act No. 10912, Resolution No. 2016-990 otherwise known as Continuing
Professional Development Act of 2016 aimed to promote and upgrade the practice of
professions in the country. Towards this end, the State shall institute measures that will
continuously improve the competence of the professionals in accordance with international
standards of practice, thereby, ensuring their contribution in uplifting the general welfare,
economic growth and development of the nation, thus, aiming to produce competent workers
most especially in the field of medicine, specifically the midwives.
This study aims to examine the level of acceptance of the registered midwives from the
different municipalities of the province of Guimaras in pursuing continuing professional
development. This further aims to determine which factor greatly influence the acceptance of
the proposed mandatory CPD requirement and shed some light for further comprehensive plans
to aid the health care professionals to be equipped of the pedagogies needed in the field of
medicine.

The purpose of this study is to investigate the factors influencing the level of acceptance
among health care professionals, most especially the midwives, towards accomplishing /
earning the required CPD units as mandated in the Philippines.
Specifically, this study seeks to answer following questions:
1. What are the evident factors influencing the level of acceptance among
health care professionals of continuous professional development of
midwives in the province of Guimaras?
2. What are the evident factors influencing the level of acceptance among
health care professionals of continuous professional development of
midwives in the different municipalities in the province of Guimaras?
THEORETICAL FRAMEWORK
This study is anchored on the grounded approach theory. To Charmaz (2016), grounded
theory refers to a set of systematic inductive methods for conducting qualitative research aimed
toward theory development. The term grounded theory denotes dual referents: (a) a method
consisting of flexible methodological strategies and (b) the products of this type of inquiry.
Increasingly, researchers use the term to mean the methods of inquiry for collecting and, in
particular, analyzing data. The methodological strategies of grounded theory are aimed to
construct middle-level theories directly from data analysis. The inductive theoretical thrust of
these methods is central to their logic. The resulting analyses build their power on strong
empirical foundations. These analyses provide focused, abstract, conceptual theories that
explain the studied empirical phenomena. Theory : Not Grounded Approach Theory- change

CONCEPTUAL FRAMEWORK
This study zeroes in on the professional development of the midwives in the country and
in investigating factors that affects / influences the levels of acceptance with the said mandated
requirements. The research model suggests the six (6) input variables that may impact the level
of acceptance perceived by the registered midwives to the proposed CPD activities by the Civil
Service Commission. These factors are six underlying independent variables, namely: Family,
Awareness, Government Resources, Schools Preparedness, Advance Competencies, and
Employability.

SCOPE AND LIMITATIONS OF THE STUDY

This exploratory qualitative-descriptive study was conducted at the different
municipalities in the province of Guimaras. The 50 respondents were midwifery practitioners.
This study made use of a researcher-made survey questionnaire validated by subject
specialist of IMAP. To elaborate the findings, the results obtained from the participants are
analyzed a posteriori.
This study is designed with a longitudinal perspective. Hence, Future similar studies
could be conducted to further investigate on the levels of acceptance of healthcare
professionals towards CPD units to update and validate the data with the current trend and
changing outlooks of healthcare professionals most especially the midwives.
SIGNIFICANCE OF THE STUDY
The results of this study will be beneficial to the following:
Government Sectors. To device or craft programs that will lead to the
accomplishment of the researchers recommendations.
Healthcare Professionals. To raise awareness and develop an inquisitive minds to
further investigate on the data presented by the researchers.
Academe. To address the needs presented by this paper.
DEFINITION OF TERMS ICM DEFINITION

CONTINUING PROFESSIONAL DEVELOPMENT (CPD)
San Pedro (2017) defined CPD as inculcation, assimilation and acquisition of knowledge,
skills, proficiency and ethical and moral values, after the initial registration of the professional
that raises and enhances the professional’s technical skills and professional competence.
In this study, CPD refers to the requirement to be presented to in the renewal of
professional card of midwives in the country.
MIDWIVES- USE OTHER DEFINITION NOT FROM WIKIPEDIA
Wikipedia (2018) coined midwives as a health professional specializing in pregnancy,
childbirth, postpartum, women’s sexual and reproductive health (including annual
gynaecological exams, family planning, menopausal care and others), and newborn care.
In this study, it refers to the professionals who are required of the CPD units. Moreover,
midwives are the participants of this study.

REVIEW OF THE RELATED LITERATURE

REVIEW OF THE RELATED LITERATURE AND STUDIES- additional lit on CPD units
Midwifery has had numerous contributions in the old civilization and even in today’s
modern society. Midwifery is, in fact, one of the oldest professions in the world and is thought
to have arrived prior to the nursing and medical professions (Pezaro, 2017).
In the Philippines, midwives had prided themselves with several accomplishments in the
society for birthing babies that turned out to be professionals and experts in various fields.
Unfortunately, there are not enough midwives in the country to render maternal and
child care especially to the rural populations, who are remote from accessing maternal health
services from a doctor (Vesagas, 2013).
Furthermore, Vesagas (2013) emphasized that there are not enough midwifery schools
that produce competent midwives in the country.
There may be a number of graduates that earned the degree through a two-year
Graduate in Midwifery ladderized curriculum and had able to take and pass the Midwifery
Licensure Examination by handling 20 deliveries, assisting to at least 20 deliveries, render cord
care to 20 newborns, suturing 5 cases of vaginal lacerations, and rendering 5 intravenous
insertions as eligibility prerequisites for taking the said examination.
However, renewing a license appeared to be a strenuous activity for many health care
professionals, most especially to the midwives. Under the Continuing Professional Development
Law, workers covered by the Professional Regulatory Commission are required to seek
opportunities to boost their skills and knowledge.
San Pedro (2017) – defined CPD as inculcation, assimilation and acquisition of
knowledge, skills, proficiency and ethical and moral values, after the initial registration of the
professional that raises and enhances the professional’s technical skills and professional
competence. The primary aim of continuing professional development (CPD) is improvement in
the provision of services among professionals in the country. CPD would enable professionals
and practitioners in the country to provide quality and service, delivery, and fulfillment of the
stated job objectives / description.
However, these added requirements had been a heated topic for the shortage of
workforce in the country, most especially in the field of midwifery. Pasion (2017) added that
professionals would have to shell out thousands worth of extra cash when they renew their
license.
The same problems are reoccurring in other countries. Davids (2006) explained that the
problem points to the fact that professional nurses in South Africa are not aware that it is their
responsibility to continue learning and to seek learning opportunities in order to address their
learning needs after obtaining a basic nursing qualification.
There are a lot of factors and kind of challenges one may anticipate that prevents
healthcare professionals from participating in CPD activities.
In the study of Arunachallam (2009) 63% of the respondents revealed that family and
social commitments might prevent them from engaging in CPD activities. Moreover, Gould, et.
al. (2007) in the study of Arunachallam (2009) stated that the demands of undertaking CPD
conflicted with home and domestic commitments and emphasized that that time was a factor
especially when having to travel to CPD venues and arranging child-care, which is inconvenient
to many health care professionals.
Arunachallam (2009) furthermore revealed that finances could deter the desire of health
care professional to earn CPD units where 5 % from the Nursing and Midwifery Council of
United Kingdom determined that the cause of non-compliance was due to financial constraints
as short courses, conferences, and the like are expensive if no financial assistance is provided
by the employer.
Furthermore, 56% of the respondents of the study felt that their employers may place
restrictions on them for engaging in CPD activities for often; only senior management is
permitted to go to CPD activities (Arunachallam, 2009). VARIABLES SHOULD BE BASED ON
LITERATURE

This study aims to examine the level of acceptance of the registered midwives in
attending CPD activities as requirement in the renewal of professional identification card in the
province of Guimaras, and with high hopes be able to resolve the multi-faceted issue in
promoting better workforce in the Philippines.

CHAPTER III
RESEARCH METHODOLOGY

RESEARCH METHODOLOGY
This qualitative research aims to investigate the factors that influence the levels of
acceptance among midwives in the province of Guimaras towards compliance of the required
CPD units. The research was conducted using researcher-made survey questionnaire in the
different municipalities in the province of Guimaras. The results were combined into key themes
spanning across countries using a grounded theory approach.
RESEARCH DESIGN-describe (qualitative-quantitative # of respondents thru the use
of sampling) --------Does not enumerate sample population get the profile of midwife.
The instrument used to gather data was a validated researcher-made survey
questionnaire. The 12 – item self-constructed survey questionnaire was developed and was
validated by the researchers to assess the level of acceptance of midwives to the proposed CPD
requirement in renewing professional health cards in the different municipalities of Guimaras.
Furthermore, the content validation of the instrument was facilitated by the experts in the field
of health care profession. The valuators were professors and instructors at Integrated Midwives
Association of the Philippines (IMAP) Foundation School of Midwifery, Inc. The survey
questionnaire was focused on the factors influencing the registered midwives towards CPD
activities in the province of Guimaras. The factors were:

The five – point Likert Scale was used for elicit responses from the respondents of the survey

RESPONDENTS OF THE STUDY-POPULATION STUDY/BASIC PROFILE OF

The participants of this study are the licensed midwives practicing their profession at the
province of Guimaras. The participants of the study selected through cluster sampling, so as the
health care professionals / practitioners from the different municipalities in the province of
Guimaras are properly represented.. include no. Of respondents

DATA GATHERING PROCEDURE- state validation reliability of the instrument
Permission to conduct the study to the respondents was secured from the local chief
executives from the different municipalities of the province of Guimaras.
The researchers will conduct and administer the survey from one town to another to
provide orientation before the survey to ensure the quality of the study. The respondents will
be given 40 minutes to answer the survey questionnaire. The whole administration, including
instruction will take about 55 minutes.

After the data had been gathered, the data will be properly encoded, analyzed, and
arranged according to their frequency as yielded by the responses of the participants.
Moreover, the average weighted mean were taken to determine the results of the accumulated
responses.
The five – point Likert Scale was used to interpret the level of acceptance stated as: (5)
Strongly Accepted, (4) Accepted, (3) Neutral / Undecided, (2) Not Accepted, or (1) Strongly Not
Accepted.

As shown in table 1, the average weighted mean of 3.26 from the responses of the
midwives in the province of Guimaras is nearer to 3 than 4. Therefore, the equivalent category
of 3.26 is Neutral / Undecided. From this result, it revealed that the midwives deemed CPD
activities as additional expenses and there is not enough budget to support the CPD activities.
However, average weighted mean of 3.26 when interpreted weighs neutral / undecided. These
results suggest that there is no sufficient budget or family income to support the CPD activities
yet the respondents accepted / welcome the idea that attending may entail additional budget or
expenses for the family finances. Concluding that their readiness for CPD activities is still
undecided and hypothetically the healthcare professionals, particularly midwives be swayed or
encouraged to attend CPD activities if there is sufficient income for the family to do so.

As shown in table 2, the average weighted mean of 2.69 from the community sector is
nearer to 3 than 2.Therefore the equivalent category of 2.69 is “Neutral/ Undecided”. From this
result, it simply means that the government which promotes this educational reform is lacking
of information dissemination program to the community, particularly to the midwives in the
province of Guimaras. The medical practitioners were not fully aware of the nature and
implementation of the mandatory CPD activities. The results that yielded neutral means part of
the population are aware of the program and the rest are unaware of the program.

As shown in table 3, the weighted mean of 2.72 from the community sector is nearer to
3 than 2. Therefore the equivalent category of 2.72 is “Neutral/Undecided”. The medical

practitioners or the midwives are not fully aware or do not have enough idea if the government
has allotted enough budget to support healthcare professionals to avail / attend free CPD
activities. However there are programs in the government providing free CPD trainings like
Updates on Midwifery Profession and Practice, Scientific Seminars, Boosting Knowledge in

As shown in table 4, the weighted mean 2.69 it revealed that school preparedness is
nearer 3 than 4. However the mean of 3.02 for the respondents is nearer to 3 than 4.
Therefore the equivalent category of 3.02 is “Neutral/Undecided” which means that the
community is not aware or no idea if the schools are equipped to provide quality and relevant
CPD activities for healthcare professionals. While the mean of 2.36 from the respondents is
nearer to 2 than 3. Therefore the equivalent category of 2.36 is “Not Accepted”. The
respondents express that there are no available schools in the districts that could provide CPD
trainings for the midwives in the province of Guimaras. These circumstances should be met in
order for the willing healthcare professionals to attend CPD activities within their respective
districts.

As shown in table 5, the weighted mean of 3.30 from the responses is nearer to 3 than
4 and the equivalent category of 3.30 is “Neutral / Undecided”. Basically, the healthcare
professionals has not sighted whether engaging in the CPD activities will equip them with
pedagogies per se that has practical uses in the medical field. Since the previous these data
shows their being unaware of the benefits of the program, the results yielded undecided. Part
of the population is aware of the benefits of CPD activities in the advancement of their careers
but some are still unaware of its benefit.

As shown in table 6, the average weighted mean of 3.41 from the community sector is
nearer to 3 than 4. However, the mean in the healthcare professionals responded and accepted
the statements under the Employability factor that states, participating in the CPD activities are
not reciprocated assurance of high chances of becoming employed and have jobs in the medical
field, yielded 3.56 with the equivalent category of “Accepted”. The average weighted mean
weighing 3.41 as interpreted, weighs neutral. This only shows that only part of the population is
aware of the perks of raising employability stats attending CPD activities could bring about.
CHAPTER V
SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

SUMMARY OF FINDINGS
The respondents, who are midwives from the different municipalities of Guimaras, have
shown a result of “neutral/undecided” in all six (6) areas: family finances, K+12 awareness,
government resources, schools preparedness, advance competencies, and employability.
The collected data suggests that that the government which implements this reform and
advocates professional development has an inadequate information dissemination program to
the community, particularly to the midwives who are covered by this implemented law.
Moreover, stigma among medical practitioners, specifically the midwives, perceive CPD activities
as an additional expense for the family and earning so or participating in these mandatory CPD
activities guarantee landing on the already stiff job placement.
Furthermore, schools within the district and are not available to provide adequate
trainings for these mandatory CPD among the midwives in the province of Guimaras.
CONCLUSIONS- BASED ON THE FINDINGS

CPD activities are perceived to be as an added burden to the families of midwives’ tight
household expenses. Campaigns and information dissemination on mandatory CPD activities
went ineffective and should be done intensively.
Moreover, the results suggest that the government lacks allocation on these CPD activities
as perceived by the midwives in the province of Guimaras and acquiring so these mandatory
trainings does not quantify to the placement of the midwives to the sought-after job in the
government, hence midwives, needless to derive, find it impractical to participate in these CPD
activities
With the same data gathered, when analyzed, transpire the beliefs of the midwives in
Guimaras who are kept at bay or withheld whether to engage in CPD activities having no
guarantee of securing the job amidst their learned or acquired competencies.
RECOMMENDATIONS
The findings laid the bases for the following recommendations:
1) The results of the present study should be furnished to the different agencies;
specifically to the law-makers in order to oversee and evaluate the relevance of the
study to the program to meet the needs of the medical practitioners especially those
who are majoring in Midwifery.
2) It is recommended that public symposium and campaign should be done to disseminate
correct information and encourage medical practitioners most especially the midwives to
see the benefits of participating and engaging in different CPD activities and eliminate
the clouded stigma about CPD activities.

3) It is strongly recommended that the government should take broader steps in providing
support and making these CPD activities or courses available within the district, to
provide convenient access of information among midwives, even those who live in the
outskirts of the town.
4) It is further recommended that researchers who may wish to study the same inquiry
should take longitudinal study for this case, to have more clarifications and answers to
the question, such as if there are other factors that contributes to the non-compliance of
CPD activities among midwives that are not measured by this study.
5) It is likewise recommended that a replication of this study with other possible variables
may be further conducted to confirm the result of the present finding
