PROCEEDINGS OF THE COUNTY BOARD OF JACKSON COUNTY, MINNESOTA

March 12, 2019

The County Board of Jackson County, Minnesota held a special meeting, in conjunction with the Heron
Lake Watershed District (HLWD) Board of Managers, in the cafeteria room of the Jackson County
Resource Center, 402 White Street, City of Jackson, Minnesota, on March 12, 2019. The following
members of the Jackson County Board of Commissioners were present: Don Wachal, James Eigenberg,
Scott McClure and Philip Nasby. County Auditor/Treasurer Kevin Nordquist, Drainage Ditch
Supervisor Dave Macek, County Coordinator Steve Duncan and Deputy County Coordinator Trish
Schulz were also in attendance. Commissioner Catherine Hohenstein was absent.

CALL TO ORDER

Vice-Chair McClure called the meeting to order at approximately 2:00 p.m.

Motion was made by Commissioner Wachal and seconded by Commissioner Eigenberg to accept
the agenda. The motion carried with four “ayes”, no “nays” and one “absent” (Hohenstein).

Joint discussion was held between the Jackson County Board of Commissioners and the HLWD Board
of Managers regarding drainage ditch authority administration as related to Judicial Ditch 3 and other
cross-jurisdictional drainage ditch issues and projects. John Kolb, legal counsel from the Rinke
Noonan law firm, was in attendance and provided insights on how to approach various cross-
jurisdictional drainage ditch authority administration issues. No County Board action was taken at this
meeting.

Commissioner Wachal had to leave the meeting at 3:20 p.m. to attend another meeting on behalf of the
County.

ADJOURN

Motion was made by Commissioner Eigenberg and seconded by Commissioner Nasby to adjourn
the meeting at 3:59 p.m. The motion carried with three “ayes”, no “nays” and two “absent”
(Hohenstein and Wachal).
