OCTOBER:
RBI approved formation of ‘Kerala Bank’ having Rs 650 bn in deposits
Rs. 36,000 cr to be injected into system through purchase of govt bonds: RBI
Reserve Bank of India (RBI) increased lenders’ single borrower exposure limit for Non-Banking
Financial Companies (NBFCs) -from 10% to 15% of capital funds, until 31st December 2018.
RBI laid down norms for the efficient functioning of Central Counterparties (CCPs).These
norms provide framework for guaranteed settlement services in the markets offered by them
and lessen counterparty risks.
RBI issued guidelines for operating Electronic Trading Platforms (ETPs) to transact in eligible
instruments. Trading on electronic platforms is being encouraged across the world as it
enhances pricing transparency, processing efficiency & risk control.
RBI released operational guidelines to facilitate payments among prepaid instruments (PPI)
such as mobile wallets. Inter-operability among mobile wallets, & between bank account & e-
wallet would be enabled through the UPI system.
SEPTEMBER:
Reserve Bank of India (RBI) approved PayU India to operate its own NBFC.
RBI amended Reserve Bank of India (Note Refund) Rules, 2009-renamed to The Reserve Bank
of India (Note Refund) Amendment Rules, 2018.

RBI imposed a penalty of Rs 5 crore on Karur Vysya Bank for non-compliance of its directives.

JULY:
RBI-announced-to buy-Rs 10,000 crore of government bonds through open market operation
(OMO).
Nearly two dozen Banks & Financial Institutions, including SBI & LIC, signed the inter-creditor
agreement (ICA) framework to speed up the resolution of stressed assets which are under the
500-crore rupee bracket. The framework is part of the Project SASHAKT. The objective is to
resolve stressed assets fast, & will primarily focus on NPAs in the 50 crore to 500 crore
bracket.
Sunil Mehta Committee, set up to look into the faster resolution of stressed assets,
recommended the creation of an asset management company for the resolution of stressed
loans worth more than Rs. 500 crores. It recommended a five-pronged strategy Project
'SASHAKT' to deal with Non-Performing Assets in the country's banking system.
Mehta Committee also proposed a Bank Led Resolution Approach (BLRA) for loans between Rs
50 & Rs 500 crore-to implement a resolution plan in 180 days.
Insolvency & Bankruptcy Board of India notified the IBBI (Insolvency Resolution Process for
Corporate Persons) (Third Amendment) Regulations, 2018. IBBI has mandated that a
resolution professional should determine whether a corporate debtor indulged in fraudulent
transactions within a specified time period during the resolution process.

This will be the second meeting this year between the defence ministers after their meeting during the
defence ministers’ meeting of the Shanghai Cooperation Organisation (SCO) in April.
The two sides are likely to deploy troops from both sides informing each other before carrying out any
patrolling on the disputed areas along the 3488-km border.
To resolve differences in setting up of a hotline between the armies of the two countries has been
suggested.

Highlights:
The 23rd India-Russia Inter- Governmental Commission on Technical & Economic Cooperation
(IRIGC-TEC) was co-chaired by her and Mr.Yuri Borisov, Deputy Prime Minister of the Russian
Federation.
The last meeting of the Commission was held in New Delhi in December 2017.
This is her 3rd visit in Russia in 11 months.
A festival of India covering 22 cities over a six month period is currently underway in Russia.
Both sides agreed to organize the first ever India-Russia Business Summit involving major companies
from both sides in early October in India.
To enable electronic visas for Indian nationals visiting the Russia far East.
Cooperation in areas such as agriculture, infrastructure, transport and Science and Technology.
The commission has met in the run up to the 19th India-Russia Annual Summit which is expected to
be held in India early October.

i.EAM paid floral tributes to late Shri Lal Bahadur Shastri, at his memorial on Shastri Street, who had
passed away in Tashkent in 1966.
ii. He signed the Tashkent Declaration that formally ended a war between India and Pakistan.She also
inaugurated a two-day Uttar Pradesh Mango Festival in Tashkent.
On June 8, 2018, External Affairs Minister Sushma Swaraj started her 5 day tour to South
Africa.
i. She would attend BRICS meeting of foreign ministers held on June 4 and meeting of IBSA (India,
Brazil, South Africa)
ii. The two day celebration would be marked by the release of joint commemorative stamps of Oliver
Tambo and Pt Deen Dayal Upadhayaa.
iii.On June 4 ,2018, EAM chaired the ministerial meeting of IBSA (India, Brazil, South Africa) with the
aim to work to deepen coordination among the three countries on major global issues.This meeting
was held in Pretoria , South Africa.
External Affairs Minister Sushma Swaraj embarked on a seven-day tour to Europe on 17 June

memorial at Villers Guislain, a town around 200 km from Paris.

ii.External Affairs Minister Sushma Swaraj and Mr. Xavier Bettel, the Prime Minister of
Luxembourg discussed on a wide range of issues including enhancing bilateral and India-EU trade and

On 30th and 31st August, the Minister will participate in the 6th RCEP Trade Ministers’ meeting

On 1st September 2018, he will take part in the 6th East-Asia Economic Ministers’ Meeting (EAS-

ASEAN including India, China, US, Russia, Japan, South Korea, Australia and New Zealand.
This is followed by the 15th India-ASEAN Economic Ministers’ Meeting. The theme of the meeting
