Statistical Training Schools
Under reorganization of DES additional manpower for two Training
Schools Jammu/Srinagar has been provided for teaching of statistical
trainees. The additional manpower created for the purpose is as
under:

Role of DES
Designated as the nodal agency for coordinating
and integrating statistical activities in the state.
Government has also very lately declared DES as
State Agricultural Statistical Authority (SASA).
The DG, E&S is designated as Additional Chief
Registrar of Births and Deaths in the state.
DG, E&S, is a major HoD, who is vested with the
powers of administering non gazetted cadre of
E&S cadre and Reviewing Authority for APRs of
the gazetted cadre upto the rank of Joint Directors
(P&S). 12
Role of DES
DG, E&S is also designated as member secretary for
SLEC, apex body for finalizing development
evaluation.
DG, E&S also functions as Registrar of Statistical
Exams, conducted by DES for in-service non
gazetted statistical personnel.
DG, E&S acts as a member of the standing
committee constituted by the CSO, MOS&PI, GoI
for assessing requirements of statistical system in
the country

Functions/Activities of DES
Official Statistics Section
The main section of the DES and acts as data bank in the
DES.
Collects and compiles statistical data, called Official
Statistics, emanating from day-to-day working in various
Departments of the state government.
Prepares Digest of Statistics, the flagship Publication of
the DES and provides data for Economic Survey Reports
and other publications on economic analysis.
State Income Section
Prepares state level income estimates like Gross State
Domestic Product (GSDP), Net State Domestic Product
(NSDP), Per Capita Income estimates. Has recently
started compiling Index of Industrial Production (IIP)
and the District Domestic Product (DDP) Estimates. 14

Price Statistics Section
Weekly retail prices of some of the essential
commodities are collected from all the district
markets.
Weekly wholesale prices are collected from eight
districts viz., Srinagar, Baramulla, Anantnag,
Pulwama, Jammu, Poonch, Udhampur and Kathua.
The weekly price returns on retail prices of food
commodities and wholesale price of agricultural
commodities for the two centers of Jammu and
Srinagar are furnished to various state/central
government offices on regular basis. 15

A monthly price bulletin reflecting the price data is
issued regularly by the DES.
The DES has started collection of prices of 14
essential commodities viz. 1. Rice, 2. Wheat, 3.
Atta, 4. Gram Dal, 5. Tur/Arhar Dal, 6. Sugar, 7.
Groundnut Oil, 8. Mustard Oil, 10. Vanaspati, 11.
Milk, 12. Potato, 13. Onion and 14. Salt, on daily
basis for the two capital cities of Jammu and
Srinagar from August 2006.
The daily prices of these commodities are
transmitted to the monitoring cell working in the
PM’s Office.

Vital Statistics Section
Recording of Births and Deaths is an important
source of demographic data for socio economic
development and population control.
The Directorate collects data on births and deaths
through 286 registration units spread across the
state. The data collected compiled , analyzed and
disseminated in the shape of an annual
publication titled “Vital Statistical Bulletin”.
Indicators like birth rate, death rate, infant
mortality rate, maternal mortality rate, etc are
generated from the registered data.
Latest issue of this Bulletin for the year 2007
stands issued. 17
Functions/Activities of DES
National Sample Survey Section
At the national level National Sample Survey Organization is
mandated to conduct large scale sample surveys for collecting
socio-economic data employing scientific sampling methods.
However, these surveys provide figures for the national and state
levels only.
The DES also participates in these surveys on double matching
sample basis i.e. for every sample selected by the NSSO, the DES
uses its field agencies to collect information from two samples to
cull district level figures for their use at the state level.
Earlier the districts of Leh and Kargil were not included in the
NSSO surveys, but they have been brought under the ambit of NSS
work from 2006-07.
Presently the field work of 65th round of NSS is under progress since
July 2008 and will conclude ending June 2009. The subject
coverage of this round of this survey is Domestic Tourism, Housing
Condition, Particulars of Slums

Surveys Section
Scrutiny, tabulation, analysis and report writing of
the Integrated Sample Survey, operationalised by
the Animal /Sheep Husbandry department is done by
the survey section of the DES.
The Survey throws out data on production of milk ,
meat , eggs etc. in the state.
The latest issue of the ISS report for the year 2006-
07 stands released.
Below poverty line survey and literacy survey are at
their final stages of completion. The section has
also recently concluded a survey on sex-ratio. 19

Censuses
The gigantic task of 5th Economic Census, which
gives data on number and type of establishments in
the unorganised sector, was successfully completed
last year despite manpower shortage and disturbed
condition prevailing in the state.
A comprehensive report of the census has been
prepared and stands released.
Similarly the field work of Minor Irrigation Census,
with DES as the nodal office was completed within
scheduled timeframe.

Evaluation Section
Besides surveys the DES conducts evaluation studies of
projects, schemes and Programmes implemented in the state
through the Evaluation Machinery of the DES at
State/Regional and District Level to assess their rate of
success or failure.
The section deals with the designing and administration of
Evaluation Studies and also provides technical inputs to the
field functionaries for carrying out the Evaluation process
scientifically at Regional and District levels.
Round about 100 Evaluation Studies are to be conducted
during a financial year. The Department has released
Compendia of 350 Evaluation studies in two volumes for the
benefit of the users. 21

Statistical Trainings
Two Statistical Training Schools are functioning at
Jammu/ Srinagar for imparting training to the in service
non gazetted Statistical Employees of E&S Organisation
to equip them with the necessary knowledge and skills
required for discharging their duties efficiently and
effectively.
These Training Schools have been provided with
computer labs equipped with latest electronic gadgets.

Pre-Budget Economic Survey
For the first time in the history of the state, the Directorate of
Economics and Statistics prepared Pre-Budget Economic Survey
2006-07
on the national pattern
presented review of the major developments in the economy of
the state during the preceding years and also assessing the
emerging trends so as to bring out the considerations and
concerns relevant to the formulation of budgetary and economic
policies for the coming years.
Presented in both the Houses of State Legislature one day prior
to the presentation of State Budget by the Hon’ble Minister for
Planning & Finance in January 2007.

The work done by the DES in this behalf was
highly appreciated by all.
In this way the state entered the league of a few
states which prepare Per-budget Economic
Survey report.
The second edition of the voluminous report,
containing more than 500 pages with updated
and analysed information and covering almost
all the sections of state economy with richer
content was again presented in the State
Assembly in the budget session on January 15,
2008 and got appreciation from various quarters.

Village Amenity Directories (VADs)
a warehouse of information pertaining to the actual present
status of amenities and infrastructure available at the village
level
VADs with updated reference period 2006-07 have been
prepared on a modified format of around 90 columns
containing information pertaining to the status of amenities
and infrastructure available at the village level for the rural
areas and at the ward level for the urban areas, covering all
the Blocks and Constituencies in each District of the state.
Apart from Andhra Pradesh, J&K is the only other state
which collects and maintains basic data at the village/ward
level.
The scope of the Directory is now being expanded to
include basic information about 230 parameters of Local32
Area Planning.

Below Poverty Line Survey 2007
A multi-dimensional initiative for assessing the
proportion of people living below poverty line in the
J&K State
Was also designed to provide useful data on the
volume of unemployment, both among educated and
uneducated youth, together with latest literacy rate
achieved in the State and other parameters linked to
poverty.
Draft final report of the survey has been submitted to
the state government for approval.

District Domestic Product and Per Capita Income
Preparation of estimates of District Domestic Product and
Per Capita Income is another novel initiative taken last year.
The district level estimates were prepared, both at current
and constant (1993-94) prices for the first time for the year
2002-03.
The Directorate started another exercise to update the
district level estimates for the year 2004-05 and 2005-06
and the report for 2007-08 is ready for released.

National Sample Survey Organization (NSSO) Surveys
The DES is also mandated to conduct regular surveys on
various Socio-Economic aspects and are undertaken at the
behest of National Sample Survey Organization (NSSO),
GoI on double matching sample basis.
The data collected through such Surveys was not made use
of in the past. That efforts made in the field were wasted by
confining the valuable information to the filled-in schedules
merely accumulating dust in the stores of the Directorate.
Three (03) reports on different subjects/themes have been
generated in the last two years from the same field data
which was not earlier made use of at all and these reports
stand published.

Quarterly Statistical Newsletter
This quarterly publication gives full coverage to the Statistical
activities being carried out by the DES.
The publication of Statistical Newsletter had previously been
abandoned by the Directorate. It has been revived since June 2005 and
is now being issued regularly on quarterly basis.
Besides, it also contains articles on statistics, economy and
development.
The April-June 2007 issue of Statistical Newsletter was dedicated to
Prof. Mahalanobis, the father of Indian Statistical System.
Efforts of the Directorate of Economics and Statistics taken in this
venture have been highly appreciated by the Ministry of Statistics and
Programme Implementation, GOI and by the Chief Statistician of
India, along with other users.

Evaluation
The DES undertakes Evaluation of development programmes
implemented by the government.
This legitimate job of the DES had acquired a back seat after
remaining unattended for quite a long time in the past.
Was given a fresh lease of life during past three years. Concerted
efforts were made to bring on rails this programme by reactivating the
whole evaluation machinery at various levels since 2005.
About 38 evaluation study reports of selected programmes at the
State/Division/ District level have been released during the last two
years after getting the reports cleared both from Technical Advisory
Committee (TAC) and State Level Evaluation Committee (SLEC).

Induction Training of Direct recruit batch of ADs
Apart from routinely providing training to the non gazetted staff of the
Planning and Development Department, an Induction Course of two
months duration was organized for the first time in the history of the
Department for the batch of 32 newly recruited Assistant Directors
(P&S) which joined the Department in February, 2007 after a gap of
14 years.
Subsequently, the entire batch of trainees was sent to the Central
Statistical Organization (CSO), New Delhi for two week’s specialized
training course from 16th to 27th April, 2007 to get training in the
country’s premier statistical organisation and also to get a feel of the
statistical system existing at the national level.
The course at CSO was arranged with the personal efforts of the DES
and specially designed by the CSO for the trainees of J&K State.
The efforts made in this behalf have been highly appreciated by the
State and the Central Government.

The Directorate of Economics and Statistics
came up with a new initiative –quarterly
development Journal, titled “Janib-i-Manzil”,
the first issue of which was released in July,
2008 by Prof. Abijeet Sen, Member Planning
Commission.
The journal is dedicated to analysing the
economic and development issues pertaining
to our state.
The third issue of the Journal is ready for
release.

The first ever publication titled Socio-economic
Profile of J&K- 2008 has been released.
It presents comprehensive information on history,
geography, culture, heritage, polity of the J&K
State.
The publication as expected has been appreciated
by the readers ranging from officials in the state
government, common people of the state, tourists
from abroad and from within the country and also
to the student community.

The publication titled “Performance of Jammu
