VCM TECHNICIAN’S PROTOCOL

Final Testing and Sealing (FTS)

This activity is performed at least three (3) days before Election


Day.

NOTE: The VCM Technician shall bring his fully charged mobile phone (with
charger) and writing pen. VCM Technician should provide their Complete Name,
Employee ID, Contact number and Email address (if available) to the Technician
Coordinator. When calling NTSC, provide your Employee ID.
ATTENDANCE
The VCM Technician shall arrive in the assigned polling place not
later than the time specified by the Election officer of the concerned
municipality.
IMPORTANT: Send text message to the NTSC for attendance reporting
according to the guidelines provided. If unsuccessful in sending a text message,
send a text message to your respective Coordinator requesting assistance to
report your attendance to NTSC.
BALLOT BOX RECEPTION
The VCM Technician shall conduct the following activities:
 Receive the ballot boxes assigned to the polling place from the logistics
provider.
 The number of ballot boxes should correspond to the number of VCM boxes
received.
 Ensure that all the components of the ballot box are complete - top cover, metal
guide, ballot box and inner bin.
IMPORTANT: Send text message to the NTSC for status reporting (BALLOT BOX
RECEPTION) according to the guidelines provided. If unsuccessful in sending a
text message, send a text message to your respective Coordinator requesting
assistance to report the status of reception.
RECEPTION
 THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):

IMPORTANT: Send text message to the NTSC for status reporting (RECEPTION)
according to the guidelines provided. If unsuccessful in sending a text message,
send a text message to your respective Coordinator requesting assistance to
report the status of reception.
 Receiving from the VCM Technician each VCM box with the corresponding
ballot box and bringing to the assigned polling place.
 Showing to the public that the VCM box is sealed.
 Removing the seal and opening the VCM box.
 Getting the checklist.
IMPORTANT: The checklist has to be signed by the BEI and VCM Technician to
ensure all contents are complete.
 Verifying if the serial number of the VCM matches with the serial number
indicated in the checklist.
 Verifying the contents of the VCM box:
o 1 Checklist Inserted in "Ziploc like" bag number 3 (letter size or similar)
o 2 Security Tie wraps 1 to seal the Main SD, 1 to seal the Backup SD
o 2 Sealing kit blue to be used in the WH (1 at the bottom and 1 at the top
of the box)
o 21 Thermal papers
o 1 Sealing kit green to be used in the polling center at the end of the FTS
(1 at the top of the box)
o 1 Sealing kit yellow to be used for the reverse of the kits at the end of the
Election (1 at the top of the box)
o 11 Tie wraps regular tie wraps in Ziplock 3
o 10 FTS Ballots inserted in "Ziplock like" bag number 5 (double letter size
or similar)
o 1 USB Modem inserted in "Ziplock like" bag number 4 together with SIM
card inserted.
o 1 Password sheet inserted in "Ziplock like" bag number 1 the 9 passwords
required
o 1 PE Sleeve
o 1 Packaging tape
o 24 Marking pens 2 boxes of 12 Marking pens
o 1 Adaptor
o 5 Cleaning Sheet
o 1 Battery Cable with Butterfly Nuts
o 1 Headset
o 1 Ballot Box top cover as a separate package
o 1 Inner Bin for Ballot Box as a separate package
o 1 Battery As a separate package

 Opening the battery box and verifying the contents as follows:
o Battery
o Battery cable
o Butterfly nut and bolt
o Tool
 Connecting the blue wire of the battery cable to the black or negatively charged
terminal of the battery using the tool, butterfly nut and bolt. Connecting the red
wire of the battery cable to the red or positively charged terminal of the battery.
 Opening the BGAN box (if applicable) and verifying the contents as follows:
o 1 BGAN Antenna
o 1 Electrical Extension the male connector with two legs, the female
connector with two holes
o 1 Power adapter
o 1 BGAN Battery
o 1 SIM CARD international telco provider. Has to be installed
o 1 Power Cable
NOTE: Call the VCM Coordinator for any missing peripherals. Always provide
your Employee ID number.
 Retrieving the auto sealed stickers that contain the PIN for the BEI’s and the
Re-zero PIN.
 Distributing the auto sealed stickers to the Poll Clerk and Third Member
respectively. The BEI Chairman shall keep the Re-zero PIN.
 Opening the auto sealed stickers to reveal the PIN.
 Retrieving the test ballot from the VCM box.

INSTALLATION
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 Ensuring that the designated location within the polling place has all the
requirements needed by VCM: proper lighting, electrical outlet, tables and
chairs and proper ventilation.
 Showing to the public that the SD Card slots labeled A and B, which stores the
main and back-up SD card, is sealed.
 Assembling the ballot box.
 Placing the VCM machine on top of the ballot box.
 Opening the thermal paper printer cover.
 Checking if the roll of paper is properly installed (refer to the VCM Operator’s
Manual) and closing the printer cover.
 Connecting the power adaptor to the VCM AC power port (20VAC) and
plugging the other end to the electrical outlet.
 Connecting the battery to the VCM DC power port (12VDC).

 Turn on the VCM.
IMPORTANT: The battery must be placed on some insulated material (i.e.
cardboard or styrofoam).
 Waiting until the VCM displays the message “PLEASE INSERT SECURITY
KEY FOR AUTHENTICATION”.
 Placing the iButton security key on the security key receptacle. Waiting until
the VCM displays the following messages “PLEASE CHOOSE YOUR ROLE”
Choose “MEMBERS” and then choose “BEI MEMBER”. The VCM will require
PIN. Enter BEI Member’s PIN. After successful entry of PIN, the VCM will
display “BEI MEMBER PIN IS CORRECT. THANK YOU”. The VCM will return
to the options. Choose “POLL CLERK” Enter PIN. After successful entry of
PIN, VCM will display the MAIN MENU.

DIAGNOSTICS
THE IT-Capable Member SHALL PERFORM THE FOLLOWING
ACTIVITIES with the assistance of the VCM Technician (when
requested):
 Conducting an initial test to ensure the readiness of the machine:
o Selecting UTILITIES >RUN DIAGNOSTICS option.
o Performing the entire Diagnostics routine.
IMPORTANT: One of the ten test ballots will be used for the Scanner diagnostics.
Do not shade any oval in the test ballot.
 After performing the diagnostic, the VCM will return to the VCM DIAGNOSTIC
screen.
 It shall automatically print the DIAGNOSTIC REPORT.
IMPORTANT: The report should contain the status of each activity whether
Passed / Failed. If not, the BEI with the VCM Technician shall verify which
component failed and repeat the diagnostics. If the problem persists, the VCM
Technician shall call the VCM Coordinator.
 After printing the report, the VCM will return to the MAIN MENU.
 The diagnostics report should be placed in the envelope provided for the
purpose.
 Returning the test ballot used for diagnostics to the remaining nine test ballots.

IMPORTANT: Send text message to the NTSC for status reporting
(DIAGNOSTICS) according to the guidelines provided If unsuccessful in sending
a text message, send a text message to your respective Coordinator requesting
assistance to report the status of diagnostics. *(Installation is included in
Diagnostics)

OPEN VOTING
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 The BEI Member will select “ELECTION” then choose “OPEN VOTING” option
in the Main Menu. Choose “BEI Member”
 The VCM will request for a PIN.
 The BEI Member enters his PIN. After successful entry of the PIN, the VCM
will display “BEI Member PIN is correct. Thank you”
 The VCM will return to the options. Choose “POLL CLERK”. He shall enter his
PIN.
NOTE: If either of the PINs were not accepted, the VCM Technician shall assist
the BEI. If the problem persists, call the VCM Coordinator.
 The VCM will automatically print the Initialization Report showing zero (“0”)
vote for each candidate including the geographic information (province,
city/municipality, barangay, voting center and clustered precinct).
 Detaching the Initialization Report. *Note that the status of the VCM is now
OPEN.
 All members of the BEI, including the representatives of the political parties,
candidates or citizens arms present will sign the Initialization Report.
 Placing the report inside the envelope provided for the purpose.
 The VCM will automatically return to the MAIN MENU, press “BACK” to
proceed with the scanning of ballots.
 The VCM will display the message “PLEASE INSERT BALLOT”. This indicates
that the VCM is now ready to accept ballots.
IMPORTANT: Send text message to the NTSC for status reporting (OPEN
VOTING) according to the guidelines provided. If unsuccessful in sending a text
message, send a text message to your respective Coordinator requesting
assistance to report the status of open voting.

VOTING PROCESS
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 Giving a ballot to a voter.
 Requesting the voter to fill out his ballot.
 Examining the ballot if properly filled out by the voter and returning the same
to the voter.
 Requesting the voter to insert the filled ballot in the ballot entry slot and waiting
until the ballot is cast.
 Monitoring the VCM screen to make sure that the ballot was successfully
accepted. The message “YOUR VOTE HAS BEEN CAST.” should appear.
 VCM will print a receipt, BEI will review the receipt.
NOTE: Repeat this step until all the ten test ballots are cast.

CLOSE VOTING
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 The Chairman places the iButton on top of the iButton security key receptacle
and will enter his PIN.
 The VCM will display the MAIN MENU. Choose ELECTION.
 Press “CLOSE VOTING” option in the Main Menu. The VCM will request for a
PIN. Chairman will enter his PIN. After successful entry of PIN, the VCM will
display “Press OK to add a digital signature to the Election Results” “Number
of digital signature 0/3”. Press “OK”.
 The Poll Clerk will place his iButton on top of the iButton security key
receptacle. VCM will ask for a digital signature. Poll Clerk will enter his PIN.
VCM will display “Press OK to add a digital signature to the Election Results”
“Number of digital signature 1/3”. Press “OK”.
 The BEI Member will place his iButton on top of the iButton security key
receptacle. VCM will ask for a digital signature. BEI Member will enter his PIN.
VCM will display “Press OK to add a digital signature to the Election Results”
“Number of digital signature 2/3”. Press “OK”.
 The Chairman will place his iButton on top of the iButton security key
receptacle. VCM will ask for a digital signature. Chairman will enter his PIN.
 After all three digital signatures are successfully added, VCM will display this
message “The digital signature has been added successfully. “
 Note that the VCM status is now CLOSED.

IMPORTANT: Send text message to the NTSC for status reporting (CLOSE
VOTING) according to the guidelines provided. If unsuccessful in sending a text
message, send a text message to your respective Coordinator requesting
assistance to report the status of close voting.

PRINTING THE ELECTION RETURNS


THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 The VCM will print eight (8) copies of Election Returns (ER) for National
returns.
 The VCM will print eight (8) copies of Election Returns (ER) for Local positions.
 After printing, the VCM will display the message “DO YOU WANT TRANSMIT
THE ELECTION RETURNS?” Press “NO”.
 The VCM will automatically print the 22 copies of National and 22 copies of
Local returns.
 After printing, the VCM will display “THE AUTOMATED CLOSE VOTING HAS
BEEN COMPLETED.”
 The BEI detaches the ER from the VCM.
 The BEI places the ER inside its corresponding envelope.

NO TRANSMISSION FOR FINAL TESTING AND SEALING

IMPORTANT: Final testing and sealing does not require transmission of results.

RE-ZERO
 THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 The VCM will automatically return to the MAIN MENU, Select UTILITIES, then
choose RE-ZERO option.
 The CHAIRMAN will enter the Re-zero PIN. While the VCM is re-zeroing all
data, it will display “Ensuring that vote counters are set to zero…”
 The VCM will print the INITIALIZATION Report.
IMPORTANT: Send text message to the NTSC for status reporting (RE-ZERO)
according to the guidelines provided. If unsuccessful in sending a text message,
send a text message to your respective Coordinator requesting assistance to
report the status of re-zero.

VALIDATION OF THE RESULTS


THIS ACTIVITY COVERS THE VALIDATION OF RESULTS
GENERATED BY VCM AGAINST THE MANUALLY TABULATED
RESULTS.

NOTE: If the discrepancy is not resolved by the BEI and VCM Technician, the
VCM Technician shall inform the situation to the VCM Coordinator. The BEI and
the VCM Technician shall receive assistance to resolve the discrepancy.

SHUTDOWN
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 After it has printed the report, the VCM will display “Re-zero has been
completed successfully” and VCM will ask “Please press the OK button to
shutdown the system.” Then Press “OK”.
 Disconnecting the battery from the VCM.
 Disconnecting the battery cable from the battery.
 Disconnecting the Power cable of the VCM from the electrical outlet.
 Disconnecting the Power cable from the VCM.

SEALING
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
IMPORTANT: Ensure that the VCM is shut down before inserting any memory
card to the access compartments.

FINAL TESTING AND SEALING (CONCLUSION)


THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 Ensuring all contents of the VCM box is complete using the list provided during
reception.
 Seal the VCM box with GREEN sealing sticker.
 The PPCRV may place their seal, if there’s any.
 Packing the battery and all peripherals.
 Packing the BGAN and all peripherals in the BGAN box (if applicable).
 Storing the VCM box, battery box, ballot box, and BGAN box in a secured area
inside the polling place.
 Leaving the VCM box, battery box, ballot box, and BGAN box inside the polling
place properly secured.

Election Day (ED)

NOTE: The VCM Technician shall bring his fully charged mobile phone (with

5:00 am ATTENDANCE
The VCM Technician shall arrive in the assigned polling place not
later than 5:00am.
IMPORTANT: Send text message to the NTSC for attendance reporting
according to the guidelines provided. If unsuccessful in sending a text message,
send a text message to your respective Coordinator requesting assistance to
report your attendance to NTSC.

RECEPTION
The VCM Technician shall conduct the following activities:
 Proceed to the VCM box from where it was securely placed.
 Check the VCM box/boxes and ensure that the green sealing sticker are still
intact and there are no signs of tampering.
IMPORTANT: Call the VCM Coordinator if there are signs of tampering of the
VCM.
THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 Showing to the public and the watchers present that the VCM box is sealed
and the ballot box is locked and empty.
 Package of official ballots and the Book of Voters are both duly sealed.
IMPORTANT: Verify with the BEI if they have ballots with them. Send text
message to the NTSC for status reporting (BALLOT RECEPTION) according to
the guidelines provided. If unsuccessful in sending a text message, send a text
message to your respective Coordinator requesting assistance to report the
status of reception.
 Removing the seal and opening the VCM box.
 Getting the checklist.
 Verifying if the serial number of the VCM matches with the serial number
indicated in the checklist.
 Verifying the contents of the VCM box as per list indicated in the reception
during testing and sealing.

NOTE: SD Card Compartments “A & B” that contains the main and backup SD
cards of the VCM should be intact and sealed.
 Opening the battery box.
NOTE: Call the VCM Coordinator if any peripherals or supplies are missing.
 Retrieving and distributing the PINs among the BEI’s.

assistance of the VCM Technician (when requested):
 Assembling the ballot box.
 Placing the VCM machine on top of the ballot box.
 Opening the thermal paper printer cover.

THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 The BEI Member will select “ELECTION” then choose “OPEN VOTING” option
in the Main Menu. Choose “BEI Member”
 The VCM will request for a PIN.
 The BEI Member enters his PIN. After successful entry of the PIN, the VCM
will display “BEI Member PIN is correct. Thank you”

PIN.

6:00 am VOTING PROCESS


THE BEI SHALL CONDUCT THE VOTING PROCESS ACCORDING TO
THE PROCEDURES SET FORTH BY THE GENERAL INSTRUCTIONS
FOR THE BOARD OF ELECTION INSPECTORS.
In case of a situation, problem or issue that affects the operation of
the VCM, the Technician must report it to the Lead Technician and
the VCM Technician Coordinator.

THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):

 Requesting the voter to insert the filled ballot in the ballot entry slot and waiting
until the ballot is cast.

receipt and give the receipt to the Voter for review. Once reviewed, the voter
will drop the receipt in the Voter’s Receipt Receptacle.

05:00 pm CLOSE VOTING


THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the
assistance of the VCM Technician (when requested):
 The Chairman places the iButton on top of the iButton security key receptacle
and will enter his PIN.
 The VCM will display the MAIN MENU. Choose ELECTION.
 Press “CLOSE VOTING” option in the Main Menu. The VCM will request for a
PIN. Chairman will enter his PIN. After successful entry of PIN, the VCM will
display “Press OK to add a digital signature to the Election Results” “Number

receptacle. VCM will ask for a digital signature. BEI Member will enter his PIN.
VCM will display “Press OK to add a digital signature to the Election Results”
“Number of digital signature 2/3”. Press “OK”.
 The Chairman will place his iButton on top of the iButton security key
receptacle. VCM will ask for a digital signature. Chairman will enter his PIN.
 After all three digital signatures are successfully added, VCM will display this
message “The digital signature has been added successfully. “

PRINTING THE ELECTION RETURNS


THE BEI SHALL PERFORM THE FOLLOWING ACTIVITIES with the

SIGHT FACING THE SKY. Neither tree nor anything can
block the sight. It MUST be set either in a window that faces to
Southeast or in a patio/backyard/front garden.

BGAN is now in “Antenna Pointing state”. Point the BGAN on the given
direction and elevation by using the compass. If the compass is not
working, wait for a beeping sound indicating the acceptable signal.

By using the compass, face yourself to North then turn clockwise to
121° going to East Southeast (ESE). Point the BGAN on that direction
and elevate (tilt) at 60°.

Step 8: Minimum signal strength of 50 dBHz is required for an


acceptable signal to start.
Step 9: Turn on the BGAN by pressing and holding the ON/OFF
switch for about 3 seconds.
Step 10: The LCD displays the “Wideye” logo for about 10-15
seconds. This indicates a successful power up.
Step 11: The LCD displays the “Use stored GPS?” message. Use the
UP/DOWN buttons to tap NO option and press the Enter
button beside the UP button to confirm selection.
Step 12: BGAN performs GPS acquisition automatically for about 5
minutes.
Step 13: The “New GPS fix” displays in the LCD for 2 seconds.
Step 14: A new estimated azimuth direction and elevation angle
where the BGAN should point displays in the LCD. The GPS
symbol indicates that a new GPS coordinate is in use. Press
the Enter button.
Step 15: The LCD of the BGAN should show the signal strength bar.
Press the Enter key when the maximum signal strength is
obtained.

the network.
Step 17: LCD displays the message “connection successful”.

Step 18: The service provider’s name will be displayed. Wait for at
least two (2) minutes before starting transmission. This will
allow the BGAN to fully establish network connection to the
service provider.

o iSAVI Transmitting Device: (SIM is already inserted)


Step 1: Gently attach the battery in the direction as shown until a

Step 2: Slide the Ethernet adaptor over the side of the transceiver
where the SIM and USB slots are located. Make sure that the
rubber flap cover is open.
Step 3: Insert the micro USB plug of the Ethernet Adaptor to the
transceiver’s micro USB port. Place the unit on a flat and
steady platform.
Step 4: Plug the Ethernet cable to the Ethernet Adaptor installed on
the unit.
Step 5: Connect the other end of the RJ45 cable to the VCM.
Step 6: Plug the power adaptor to the power port.
Step 7: Connect the power adaptor to the power source.
Step 8: Place the iSavi outside in a position with a clear view of the
sky. Press the power button to switch on.
NOTE: Leave the device on for a minimum of 1 minute to acquire a GPS fix before
connecting to the network the first time.
o iSAVI LED Visual Pointing Mode:

Step 1: Tilt the Terminal up or down in the direction of the flashing


green light until both “up: and “down” LEDs are solid green.
Step 2: Rotate left or rotate right the iSavi in the direction of the
flashing green light until both “left” and “right” LEDs are solid
green
Step 3: When all four tilt & turn LEDs are solid green, press the
flashing “Exit Pointing Mode” button. Your iSavi will now
connect to the network.

o Audio Assisted Pointing Mode:


Step 1: Switch into Audio assisted pointing mode by pressing and
holding “Exit Pointing Mode” button for 5 seconds.
Step 2: The four antenna pointing LEDs will change into a flashing
green pattern when antenna pointing audio mode is
activated.

Step 3: The beeping sound indicates the signal strength. The
frequency of the beeping will become higher when the signal
is stronger.
Step 4: First, tilt the terminal up to 45 degrees from the horizontal.
Turn the terminal slowly until the beeping frequency is
maximized.
Step 5: Tilt the terminal up or down and fine tune the position until
the beeping frequency heard is increased.
Step 6: “Exit Pointing Mode” button will turn to flashing green when
the signal strength is good enough for network registration.
Step 7: Press the “Exit Pointing Mode” button to exit antenna
pointing mode and start network registration.
NOTE: Once network registration is completed, all the LEDs will turn off after
one minute.

NOTE: If there is no electricity, use the backup battery power.

IMPORTANT: In case of transmission failure, the BEI will follow the appropriate
procedure for re-transmission based on the General Instructions. If the BEI is
unable to resolve the problem, the BEI shall perform the contingency plan.
