1 SCOPE OF WORKS
1.1 Brief Description of Scope of Works
The structure of the North-South Commuter Railway Project (NSCR) is designed
independently from the existing structure of the North Railway project. Total
length of this contract package is 23.6 km (from -2km886 to 20km740) of main
line and the Works include, but not limited to, the following major work items:
1) Embankment Works: 1.8km
2) Viaducts: 21.3km
3) Bridge (River and Road Crossing): 0.5km
4) Stations: 7 elevated stations
5) Ancillary Works (utilities, protection of historical station building, fencing,
etc.)
The new depot is designed near Valenzuela Station and east side of main tracks
line. A part of existing proposed land is previously utilized as a work site for the
Northrail project and the existing Northrail structures will be cleared out by the
DOTr prior to commencement of construction activities. The land area of the new
depot is almost 14.1 ha and has a plan to make 1.0~2.5 m embankment for
preventing flood. The Depot access track allows exiting trains to north bound
(Malolos) and turning back trains from Malolos via a crossover.
Detail Scope of Works is referred to the Specifications and Drawings which shall
be read together with other contract documents.

1.2 Embankment works


Embankments are generally adopted in suburban areas following considerations on
urban functions and landscape aesthetics and also due to particular constructive
reasons. Approx. 1.8 km of embankment in Caloocan area is designed through the
railway, with average height of approx. 6.5 m. Reinforced-Soil Railway Structures
with Rigid Facing (RRR), which is a new technology to construct Geosynthetic-
Reinforced Soils (GRS) retaining wall, is employed for embankment works.

1.3 Viaducts
The NSCR pass through a relatively densely populated urban area where viaducts
will be the dominant civil and architectural feature in the urban environment.
Some appropriate structural types of viaducts and bridges with alternative options
were evaluated from Cost, Constructability, Environmental impacts and aesthetics,
Structural Characteristics and Maintenance requirement. The following basic
structural forms are employed for the Project:
1) Super structure: Precast pre-stressed concrete segmental box girders erected
by erection gantry with typical spans of 40m
2) Pile Foundation: Multiple-pile foundation-small diameter multiples pile with

pile caps
3) Sub Structure: Cast-in-place reinforced concrete piers.

1.4 Bridge (River and Road Crossing)


Numerous numbers of river, canal, waterway, road, path, access and etc. crossing
the railway, however, within section of viaduct, most of them will generally be
unaffected as the viaduct will span over the these crossings.
The principle in the selection of bridge types for river crossing is to reduce as much
as possible the need to construct piers within the river channel as this directly
relates to the effect of the Project on flooding along the river banks. The sizing of
the structures is based on the required hydrological assessment and clearance above
the design flood level as specified by the DPWH.
The Pre-stressed Concrete Box Girders with Continuous Balanced Cantilever by
casting in place are designed for the major river and the road crossings.

1.5 Stations
The NSCR Station buildings are at two (2) or three (3) levels, with a length of 180.0
m by an average width of 30.0 m (corresponding with the minimum available
NSCR ROW); each coach is about 20.0 m long and a train has 8 coaches (for a
total length of 160.0 m); with an extra length of 10.0 m at each end, the NSCR
station measures 180.0 m long.
Platform and roof structures each are supported on integral 3-dimensional moment
frame structure, with the tracks supported on a precast segmental pre-stressed box
girder on cantilever piers. Foundation systems for both the platform and viaduct
consist of pile caps with bored in-situ concrete piles.
The NSCR Stations have either an outboard platform or an island platform. The 2
Station levels (platform level and concourse level) are interconnected by vertical
access systems consisting mainly of stairs and escalators, as well as lifts for select
passengers (disabled, elderly, pregnant women, children, and the like). Ramps also
connect the concourse level and/or FGL on the Station plaza. All gates and ticket
dispensers are at the concourse level.
The enclosed concourse level areas consist of main entry areas, small offices,
elevator lobbies, queue and circulation areas, including stair/ escalator threshold
areas, ticket vending areas, gates/ turnstiles, comfort rooms and utility areas. The
un-enclosed concourse level areas consist of drop-off areas, sidewalks ramps and
steps. The platform level consists of platform and circulation areas, including
stairs/ escalators threshold areas and utility areas.
The electrical and mechanical systems included in the station are as follows, but
not limited to:
1) Power Supply and Distribution System including Grounding and Generator
System
2) Lighting and Emergency Lighting, Socket outlet system;

3) Fire Alarm and Detection System;


4) Lightning Protection System;
5) Building Automation System;
This contract package includes the construction of seven (7) elevated stations;
1) Tutuban Station (3 levels)
2) Solis Station (3 levels)
3) Caloocan Station (2 levels)
4) Valenzuela Station (3 levels)
5) Meycauayan Station (3 levels)
6) Marilao Station (3 levels)
7) Bocaue Station (2 levels)

1.6 Ancillary Works


The identification of potential conflicts with existing utilities is undertaken
including the consultation with the utility service providers by the DOTr. Identified
conflicts will be referred to the utility providers for identification of relocation
requirements. Utility services which impact on the railway alignment include
electrical and communication lines. Water and gas pipelines will, in principle, be
relocated, diverted and/or removed by the utility services provided under the
coordination of the DOTr in advance.
The Temporary Protection of historic station from deterioration caused by
buildings construction works are included in the works. The conservation or
relocation of the historic station buildings will be undertaken by DOTr after the
completion of the Works.
The Contractor shall also be responsible for coordination with other contractors,
especially the railway system contractor under the design build contract package
CP04 E&M Systems and Track Works for the interface of the design and the
construction.

1.7 Temporary Construction Yards


Temporary Construction Yards are to be provided by the Contractor for each
package (CP01 and CP02) in order to use as material storage and fabrication.

The Contractor can utilize the temporary yards of Tayuman Rd. (33,800m2) and
Samson Rd. (39,600m2) as shown table 11.1.3. and figures 11.8.5 and 11.8.6.

The Contractor needs to negotiate a lease fee with the owners of these properties.
The Contractor shall search for lands for the temporary Construction Yards except
for these 2 locations.

1 SCOPE OF WORKS
1.1 Brief Description of Scope of Works
The structure of the North-South Commuter Railway Project (NSCR) is designed
independently from the existing structure of the North Railway project. Total
length of this contract package is 14.0 km (from 20km740 to 34km743) of main
line and the Works include, but are not limited to, the following major work items:
1) Embankment Works: 0.4km
2) Viaducts: 13.4km
3) Bridge (River and Road Crossing): 0.1km
4) Stations: 3 elevated stations
5) Ancillary Works (utilities, protection of historical station building, fencing,
etc.)
A detailed Scope of Works is referred to the Specifications and Drawings which
shall be read together with other contract documents.

1.2 Embankment Works


Embankments are generally adopted in suburban areas following considerations on
urban functions and landscape aesthetics and also due to particular constructive
reasons. Approx. 0.4 km of embankment at Bocaue area is designed through the
railway, with an average height of approx. 8.5 m. Reinforced-Soil Railway
Structures with Rigid Facing (RRR), which is a new technology to construct
Geosynthetic-Reinforced Soils (GRS) retaining walls, and is employed for
embankment works.

1.3 Viaducts
The NSCR passes through a relatively densely populated urban area where viaducts
will be the dominant civil and architectural feature in the urban environment.

structural characteristics and maintenance requirements. The following basic

1.4 Bridge (River and Road Crossings)


Numerous rivers, canals, waterways, roads, paths, and accesses cross the railway,
however, within each section of viaduct, most of them will generally be unaffected

as the viaduct will span over these crossings.

1.6 Ancillary Works
