This refers to the President's guidance to all Departments to strictly ‘observe timeliness and high standards in the submission of reports, memoranda and ‘other documents requiring presidential decision, action or attendance. Related to this, the President issued a memorandum to all Cabinet Secretaries dated May 4, 2011 emphasizing the importance of giving him sufficient lead time to read and study the documents submitted to him prior to attending any meeting or engagement. Guidelines. Consistent with the President's guidance, we would like to provide you with the attached Guidelines for All Departments and Agencies in Conducting Complete Staff Work for the Presidency. Please ensure the prompt dissemination of these guidelines to your respective teams. For immediate compliance. GUIDELINES TO ALL DEPARTMENTS AND AGENCIES IN CONDUCTING COMPLETE STAFF WORK (CSW) FOR THE PRESIDENCY Invitations and requests for meetings with the President Pursuant to the President's guidance on this subject as stipulated in his memo dated May 4, 2011 and his subsequent instructions during Cabinet meetings, the President expects our strict observance of the following timelines: 1.1 At least one month prior notice. Invitations for the President's attendance to events should be received by his office at least one (1) month before the date of the event. Such invitations should already include the following: 1.1.1. Brief desoriftion of the event and its significance to the President's Priorities; 1.1.2, Proposed venue and list of attendees; and 1.1.3. Potential issues to be raised, as applicable (see Section |! below for / additional requirements should the invitation be accepted and a briefing paper and/or speech required) 1.2 At/least two weeks prior notice. Requests for meeting with the President should be received by his office at least two (2) weeks before the meeting schedule. All requests for meeting should include the following information: 1.21. Issue or problem to be discussed: 1.22 List of attendees; and 1.2.3\ Concise briefing paper (ve., three to five pages maximum) on the issue to be discussed, The strict observance of these timelines will provide sufficient jéad time for the President to prepare for the events and/or meetings. . Briefing Papers andMemoranda for.the President Equally important, the President expects thé Departments to have undertaken complete staff work (CSW) on all briefing papers and memoranda submitted to him. This means that all briefers and memoranda for the President (MFP) should be characterized by the following: 21 Concise MFPs and agency reports. Memoranda and/or reports for the President should contain only the most important and salient points and be no longer than two to three pages in length. Any memo or report longer than three pages should include a one- to two-page Executive Summary. Long MFPs and reports that do not have executive summaries shall be returned to the concemed Department and/or agency for further staff work. Annexes may be attached as supporting documents. Page 1 of 2 2.2 Close inter-agency coordination. All issues elevated to the President must have benefitted from the inputs and comments of other concerned stakeholders and agencies. Some examples of these are the following: 2.2.1 Issues and/or proposals that require budgetary allocation or have budget implications should already contain the comments of the Department of Budget and Management (DBM); and 2.2.2. Those with legal implications should include the comments of the Department of Justice (DoJ) andlor the Office of the Solicitor General (OSG), as the case maybe Il, Presidential Directives Provision of’timely feedback. The Departments and all otfier agencies are expected to submit reports on the status of implementation of presidential directives/ and programs under their respective sectors and’ recommend presidential action when needed. Agency updates should reflect real results and accomplishments that give the President a clear picture of how-a concern has been addressed or a situation has improved within a given timeframe. 74 Page 2 of 2
