Tree-mendous plantings

Over the last 15-years community members, landholders
and state environment bodies have worked together to
change a landscape, planting over 1-million trees.
A celebration of the Grow West milestone was held in the
Pentland Hills, with thanks and acknowledgments to many
volunteers for the ongoing restoration.
Grow West began in 2003/2004 and was born out of a need
to improve rural land in the Upper Werribee Catchment.
It started as a program to control serrated tussock, rabbits
and to manage erosion, but has grown into one of Australia’s
most ambitious landscape restoration programs.
As a collective, Grow West has planted over 1.3 million trees
and revegetated 5,233 hectares.
“This is a hugely significant place and taken on with stars
in our eyes,” CEO of Conservation Volunteers Association
(CVA) Phil Harrison said.
“The project has been incredibly rewarding with passion,
energy from key individuals in the organisation.
“Key leaders have been a critical factor to get the job done.
“It has only been successful because we work with others as
a collective,” he said.
“This project is now a case study, an example of what we
believe can make a difference within a community; locally,
interstate, nationally and internationally.”
Current Grow West partners include the Department of
Land, Water, Environment and Planning, Port Phillip &
Westernport CMA, Moorabool Shire, Melbourne Water,
Southern Rural Water, Parks Victoria, Conservation
Volunteers Australia, Trust for Nature, local Landcare and
community environmental groups and landholders.
Grow West’s long-term vision is to connect large areas of the
Brisbane Ranges National Park, Werribee Gorge State Park
and the Lerderderg State Park.
The Victorian Government is currently supporting Grow
West to implement a three-year project to protect threatened
plants and animals in the Brisbane Ranges National Park,
Werribee Gorge State Park and the Lerderderg State Park.

Dear Editor,
Tip Vouchers – (M/News 9 April 2019)
Once again, we have an example of the tail wagging the dog.
Clearly the bureaucrats and some councillors have little
regard for over taxed ratepayers.
The $5000 cost of providing free tip vouchers can be offset
by cost reductions in many other areas, indeed I would
support two independent reports into the economic viability
of all councils as around 80% of council income is required
to maintain the councils, and around 20% is used to provide
services to the ratepayers.
In the 21st century there is no requirement for councils to
exist in their current form and change must come and due
to space limitations, I cannot provide more details as to how
and what changes should happen.
In closing I and all of my friends will exercise our democratic
rights and not vote for councillors who opposed free tip
vouchers. I welcome comment from those councillors.

Easter will cause a date change for an Anzac
Day service in Bacchus Marsh this year, with
the March to be held on Thursday 25 April.
Although it’s a break in tradition, as
the march is usually held on the Sunday
proceeding Anzac Day, regular services will
still be held in Main Street and include the
Dawn Service.
This year will also see the presentation of
three potential designs for a new plaque on
the Avenue of Honour, to commemorate
hundreds of veterans who aren’t named on
the trees.
Bacchus Marsh RSL Treasurer Bruce Lawton
said the designs were “quite outstanding,”
and the RSL is excited to reveal the successful
design at the ceremony.
“It will be a very busy day,” said Mr Lawton.

Murderer lies on

Convicted for the murder of Bacchus Marsh man Paul
Hogan, and yet to be sentenced, a 29-year old female Hong
Kong national faced a further charge of perjury in the
Supreme Court of Victoria.
Yu Tung Lo appeared silent, sleepy, stone-faced and
handcuffed before Justice Paul Coghlan on Tuesday 16 April
2019.
The court heard at 5.50pm on the day of the murder,
Tuesday 24 May 2016, the Sexual Offences and Child Abuse
Investigation Teams (SOCIT) responded to an act of sexual
assault against Lo, who had presented at a hospital. Police
were not aware of the death of Mr Hogan and treated the
complaint as a sexual assault.
In a 25-page statement to police on 25 May 2016, Lo claimed
she had been repeatedly raped by two men, made threats to
kill against her, taken her passport and would kill her family
in Hong Kong.
But it was all lies.
Lo was arrested the same day.
In court, Justice Coghlan asked Ms Lo to stand and how she
would plead to the perjury charge.
In a soft voice, Lo replied “guilty”.
Victim impact statements were read aloud to the court,
including that of the murdered man’s mother, Valda Hogan.
Ms Hogan, an emotionally broken woman, turned and
tearfully looked at the accused whilst Crown Prosecutor
Patrick Bourke read her statement.
“For the murder of my son you made plans; you carried
out your plans. I made a promise to him to help police catch
whoever did this.
“The wonderful team of many is why you were both caught.
I’ve sat in court and listened to all the lies you told. You don’t
care who you hurt,” the statement read.

“I myself have shed oceans of tears, pouring down my face. I
have nightmares where I yell and scream in my sleep, trying
to save my son.
“The constant pain in my chest is like being shot with a
cannon.
“I can’t get over it as a mother and should not have to. Death
may take all, but no one will take the memories.
“You chose to blame everyone else, you even blamed the
shooter,” Mr Bourke read.
“We have a life sentence. The five young children have a life
sentence without a father.
“You are only sorry because you got caught.”
The statement was signed – “Paul’s mum”.
Another victim impact statement read in court stated, “we
have watched the family grieve; instead of time healing, it
gets worse.”
“We all know what a shotgun can do to someone and we
have to live with that. My heart breaks for all the family,” the
court heard.
Lo’s defence counsel Peter Chadwick QC told Justice
Coghlan this was a ‘domestic situation’.
“Ms Lo has no priors, no criminal convictions, was 26 at the
time of offending, has been in custody since May 2016, near
on 3-years and is a significant period in custody on remand
for a young woman who has gone through two trials,” he
said.
Prosecutor Patrick Bourke said the murder would not have
occurred if Lo had not initiated it and driven it.
“Highly manipulative, totally dishonest. To engage a shooter
and refer to Hogan as an ‘it’. In the jury’s words “did all those
things”. The murder was initiated and perceived for Ms Lo’s
benefit.
“Her encouragement, direction and persistence began this
murder,” Mr Bourke said.
“There has been no expressed remorse for the offending.”

Tower placement lacks
communication

A 30m tall mobile phone tower that
suddenly appeared in Millbrook
has, ironically, been revealed to be a
testament to a lack of communication.
The Vodafone tower is built on land
owned by Victorian Rail Authority
VicTrack – but is located just 100m from
Eddie Sullivan’s house.
It wasn’t until Eddie returned from a
holiday that he discovered his new eye-
wateringly close backyard feature.
“I returned from Perth and saw the
pole laid out on the ground,” Eddie told
the Moorabool News. “The next day, it
was underway.”
“In my opinion, the tower is intrusive,
and unfortunately placed considering
the rural aspects of Millbrook. Had
consultation taken place, the tower
could have been moved a couple of
hundred metres east which would not
have affected the integrity of the project
and would not have had the impact that
it has on my property,” he said.
That appears to be the point – there
was never any requirement for council
to even notify, let alone consult,
anybody about the tower for which
they had approved a planning permit
application more than a year ago.
The tower was built as part of the
state government’s Regional Rail
Connectivity Project, so it falls neatly
within a clause in the planning laws
that states that any tower built with
even part government funding is
exempt from notifying or advertising
its permit application to build the
tower.
Mr Sullivan says that, in his opinion,
that clause has been hijacked by the
tower’s contractor to give them the
ability to build the cheapest version
possible, not even consulting about
putting the tower further from his
home at a likely increased cost.
“If this had happened in a built-up
area, there would have been outrage.”
The health effects of the tower’s
proximity to Eddie’s house was the
main concern of Woodlands Ward
Councillor Pat Toohey, when the matter
came up before the April 3 council
meeting.
“What about radio frequency
emissions? No one is telling us, as a

emissions,” Eddie told the Moorabool
News.
Eddie had called for council to
investigate the matter and it was the

tabled at the April 3 meeting and which
found no issues to be addressed.
‘This does not cut it for me,” Eddie

investigation. This is not fair.”

A failed attempt to get rid of an illegal item
saw a man face charges before Magistrate
Gregory Robinson in the Bacchus Marsh
Magistrate’s court on Friday April 12.
The court heard 46-year-old Dimitrios
Paraskevoulis was found in possession
of a brass pen pistol and ammunition
after a search warrant was granted to his
Maddingley home late last year.
It was on December 20 that the accused’s
house was searched by police, the items were
found in a bum bag along with six grams of
green vegetable matter.
“He [Paraskevoulis] was getting rid of [the
pistol] for a friend’s father,” the accused’s
lawyer said. “The device is incapable of
being fired,”
“He was considering how to get rid of it
and his intentions were to get rid of it,”
Paraskevoulis’ lawyer said.
“It’s a bit of a weird story,” Magistrate
Gregory Robinson replied.
Paraskevoulis was convicted and fined an
aggregate amount of $1000, having to pay an
additional $124.30 in costs with the items in
question to be forfeited.

Just Another Day in WA!

Ever wanted a peek into the
workspace of local artists?
Artists from the Ballan, Mt
Egerton and Gordon areas
will open their studio doors
around town this weekend,
for the inaugural ‘Open Stu-
dios’ event.
Majority of the artists will
be exhibiting at Gordon
Hall, with some allowing
visitors to step inside their
personal studios.
Event organiser and fea-
tured artist Michele Winsor
said the event came about
after a group of local artists
suggested showcasing their
work in the local community.
The studios will show-
case an array of different
mediums, as Ms Winsor
describes, “we have a black-
smith, a couple of people do-
ing ceramics, pottery dem-
onstrations, life drawing,
dyeing, a few painters, cop-
per and limestone sculptors,
photographers, and photo
collages.”
“It’s been in an interesting
exercise in making it hap-
pen,” she said.
Although Ms Winsor said
the event will be great “to
get feedback from people as
it can be very solitary doing
artwork,” she highlighted
the importance of letting
locals see the different op-
portunities and happenings
throughout the community.
“I don’t think [many resi-
dents] are aware that there
are a lot of things going on
in the community, especially
those who commute to Mel-
bourne,” she said.
“I’m hoping it will just open
their eyes to all the things
that are sort of around
them…it can sometimes be
hard to find like-minds, and
there’s a lot more here than
people realise.”
The Open Studios exhibi-
tion will be held at various
locations between Ballan,
Gordon and Mt Egerton
from 10am-3.30pm on Satur-
day 27 – Sunday 28 April.

The Junior Committee welcomes new players,
new families, returning players & families and
sponsors to season 2019. This season is filled
with so many things that are new and exciting.
We have formed an Under 9s team for footy that
is open to all boys and girls who want to make a
start in footy.
Our lighting project has come to life and our kids
have been training under them now since daylight 8/151 Gisborne Rd,
savings finished. It’s created a whole new world
of opportunity for our club and we hope to have Darley VIC 3340
