Title : PROJECT ELT (Eloquence in Language Teaching)

III. Rationale:
Republic Act 9155 succinctly mandates the Department of Education in all its
offices, including the national, region, division, districts and schools, to build into their
strategic plan relevant in-service professional development for their human resource.
Hence, education policy-makers are currently giving special emphasis to the training
and development of in-service personnel and since being an English language
teacher is not an easy task, it is imperative that every teacher handling English must
possess a strong and good command in language utilization because If there is
incongruity between what is conveyed and what was intended to be taken, then even
the best teaching decisions can lead to futile results of teaching-learning process.
Such is further strengthened by the enactment of Republic Act 10533 otherwise
known as “Enhanced Basic Education Act of 213” which stated that language
teachers must be guided by the natural processes of language development which
are spiral progression, interaction, integration, learner-centeredness,
contextualization, and construction to produce globally competitive graduates who
can integrate the language conventions, principles, strategies and skills in an
authentic situations, learning across the curriculum, and fending themselves in
whatever field of endeavor they may engage in.
Thus, there is a need for the teachers to nurture and develop ability to
understand and use language appropriately in a real rather than simulated social and
school environment. This includes grammatical, sociolinguistic, discourse that
includes textual and rhetorical, and strategic competence.

IV. Objectives:
At the end of this training program, the participants are expected to:
a. acquire skills in interpreting oral speech utterances correctly;
b. gain knowledge in comprehending interlocutor’s reaction;
c. familiarize with the different techniques of repairing communicative bias or
difficulties which are caused by specificity of a speech form; and
d. change communicative strategies flexibly.

V. Project Description
This is a two-day Seminar-Workshop which primarily aims to power-up the
participants towards a more competitive English Language Teachers. This activity also
aims to provide interaction among teachers to discuss ways of accomplishing
departmental and overall targets and developments as regard to Strategic competence.

VII. Implementation Strategies


The English Language Teachers in selected public secondary schools in the
second congressional district of Oriental Mindoro will convene at the school Gymnasium
of President Diosdado Macapagal Memorial National High School. Resource Speakers
from prestigious institutions of higher learning in Manila will be invited to provide the
latest updates, issues, and important concerns in the development of Strategic
Competence of the participants.
It will be ensured that the objective of the activity is well-understood and
accepted. All participants are expected to actively engage discussion and listen
attentively to the resource speakers and insights to be shared by their co-participants.
VIII. Monitoring and Evaluation
Conduct of activities related to Project ELT will be facilitated by the project
proponent and will be supervised by Education Program Supervisor in English. The
Head Teachers and Master Teachers will assist in monitoring the overall implementation
of the activity.

IX. Project Beneficiaries


The English Language Teachers of the public secondary schools in the second
congressional district of Oriental Mindoro are the main beneficiaries of Project ELT as
this primarily aims to address issues concerning the development of their Strategic
Competence.

X. Proposed Date and Venue


This project which covers a two-day activity will be conducted on May 20-21, 2019
at President Diosdado Macapagal Memorial National High School at Barangay
Bulaklakan, Gloria, Oriental Mindoro.
