CHAPTER 1

PROJECT SUMMARY

This chapter includes the rationale of the project, project location, descriptive

definition of the project, objectives and project constraints.

Introduction

Solid waste is one of the most visible environmental problem in the Philippines.

This is caused by the continuous growth of population, the increasing urbanization and

the intensification of economic activities and not to mention the contribution of

undisciplined and uneducated citizens.

As laws regarding to cleanliness, sanitation, and solid waste management are

passed, still, the problem on solid wastes is prevalent. In action to these problems, local

government with the help of concerned legislators, take necessary action to solve this

widespread problem of the country.

Managing municipal waste from residential, commercial and institutional sectors

became a challenge on the Municipality of Mabini. The Municipality deal with a variety of

wastes, large volume of waste and behavior and attitude of the citizens. According to RA

9003, municipalities tasked is to provide services such as collection, transportation,

storage and final disposal. In Municipality of Mabini, the compliance to Republic Act 9003

is distant with respect to waste management practices and final disposal.

As of 2018, the Municipality of Mabini, Batangas has a total population of 47,847

in 9,550 household. It is composed of 34 barangays of which three (3) are within urban
influence of the Poblacion and thirty-one (31) are rural. The Municipality has a total land

area of 4,296 hectares.

Land uses in the barangays are predominantly residential land uses, especially in

rural areas. Other land use classifications are present in some barangays which are either

designated as urban barangays and/or special use barangays such as industrial and

tourism barangays. Urban barangays are: Anilao Proper on the western side, Talaga East

on the eastern side and Poblacion on the center of the upper northern side. The three (3)

barangays have notable commercial areas and public markets while the Poblacion is the

Central Business District (CBD) of the municipality with commercial, institutional,

educational, medical and religious services and land uses. Industrial barangays are on the

eastern side of the municipality along the coastlines of Batangas Bay. Tourism areas and

land uses are present at the western side of the municipality along the coastlines of

Balayan Bay as shown in Figure 1.

Figure 1 shows the Municipality of Mabini that is geographically located at

coordinates 13045” latitude and 121056” ESE longitude on the southwestern portion of

Batangas Province. It is bounded on the north by the Municipality of Bauan, on the east

by the Batangas Bay, on the west by Balayan Bay and on the south by the Maricaban

Strait.

At present, twenty-two (22) barangays have MRF but only nine (9) are functional.

These are barangays San Francisco, Solo, Pulong Niogan, Sta. Ana, Majuben, San

Teodoro, Malimatoc II, nag-Iba and Pulong Balibaguhan. In terms of collection of solid

wastes generated, it is done by the municipal government level. The daily collection of

solid wastes from 6:00 AM to 3:00 PM covers only the following barangays and areas:

1. The whole of Barangay Poblacion

2. The three (3) municipal markets: Mabini Public Market at the Barangay Poblacion;

the Anilao Multi-Purpose Facility and Market at Barangay Anilao Proper and the

Talaga Flea Market at Talaga East

3. The public elementary schools: San Francisco-Calamias-Mainaga Elementary

School at Barangay Mainaga; Mabini Central School at Barangay Pulong Niogan

and Talaga Elementary School at Barangay Talaga Proper.

4. 22 barangays: San Juan, Mainaga, Calamias, San Francisco,P. Niogan,Anilao

East, Anilao Proper, Majuben, San Jose, Ligaya, Bagalangit, San Teodoro, Mainit,

Malimatoc I, Malimatoc II, Gasang, Saguing, Talaga Proper, Talaga East, P.

Balibaguhan, Poblacion, Bulacan.

In 2011, the municipality convert the site intended as Municipal Slaughter House

to Municipal Eco-Waste Processing Center, Materials Recovery Facilty for Solid Waste

Management located at Sitio Mailayin, Pulong Niogan, Mabini, Batangas. This is in

compliance to Republic Act 9003 or the Ecological Solid Waste Management Act of 2000
which was enacted to provide a framework for managing the growing problem of solid

waste in the country. This also serves as an appropriate technology to reduce the volume

of waste dumped to the Sanitary Landfill, Bauan Solid Waste Management, Inc.

However, for almost 7 years of operation, the Municipal Eco-Waste Processing

Center, Materials Recovery Facility shown in Figure 2 needs improvement and

modification to make it more effective and efficient arm for managing municipal solid

waste.

Figure 2 shows the slaughter house that is converted to Municipal Eco-Waste

Processing Center, Materials Recovery Facility. The existing storage for solid waste is

unpleasant and untidy. In its physical conditions, the existing storage for solid waste is not

complying with the standards of what a solid waste facility should be. Thus, an

improvement and modification of material recovery is needed to provide proper solid waste

management, as well as to comply with the 10-year ESWM Plan of the Municipality of

Mabini.
Project Location

For the design one and two, the Material Recovery Facility (MRF) will be modified

and improved at Sitio Mailayin, Brgy. Pulong Niogan, Mabini, Batangas. The existing

location as shown in Figure 3 was authorized by the Sangguniang Bayan (SB) to convert

the site intended as Municipal Slaughter House to Municipal Processing Center MRF for

. Figure 3 shows the map of the MRF. It has a total land area of 1,694 square

meters. On the left side of the facility, it can be seen that there is no residents living on the

vicinity. On the right side and along the road, less residents are living nearby the vicinity.

Figure 4 shows the vicinity map of the MRF.

Figure 5 shows the distance between the existing Material Recovery Facility to the

Sanitary Landfill, Bauan Solid Waste Management, Inc. The existing MRF is located in

Barangay Pulong Niogan and the final disposal facility is located at Malindig, Bauan,

Batangas. From the MRF to the Bauan SLF, it can be reached in an estimated travel of

28 minutes by means of vehicle and it has a distance of ______km.

Descriptive Definition of the Project

Material recovery facilities are designed to efficiently receive, sort, process and

recycle materials. The modified design shall receive solid waste generated from 34

barangays. The solid wastes in the facility will be managed and operated by ENRO since

it is under their jurisdiction. The budget for this project will be given by the Department of

Environment and Natural Resources.


The proposed design 1 will consist of the following:

a. A material recovery facility that includes area for recyclable wastes, residual

wastes, compostable waste, special waste, equipment, receiving and sorting

area.

b. A garage for the garbage collector vehicle.

The solid waste is segregated by the segregator machine. After segregating,

compostable are to be shredded to minimize volume. The shredded wastes are to be

put to the composter.

For the design 2, it will consist of the following:

a. A material recovery facility that includes area for recyclable wastes, residual

wastes, special waste, equipment, receiving and sorting area.

b. A building consists of administration office, room for workers and a comfort

room.

c. A compost facility for the organic waste.

The solid waste is segregated manually. After segregation, compostable are to be

shredded to minimize volume. The shredded wastes are to be collected for composting.

Objectives of the Study

The general objectives of this project proposal is to design a feasible Material

Recovery Facility (MRF) in Mabini, Batangas and to achieve the following specific

objectives:

1. To provide the following submittals:

 Plans and specifications


 Bill of materials and cost estimation

2. To prepare a facility operation and maintenance plan

Design Scope and Delimitation

The project focuses on the design of a Material Recovery Facility that would cater

the waste generated in the Municipality of Mabini. Collection and transport of waste,

segregation of waste, storage, and recycling of solid waste are considered in the design

of MRF. The design of Material Recovery Facility has two options; the manual MRF and

the automatic MRF. The project design focuses on sanitary engineering considerations

such as water supply, sewage and waste disposal, solid waste management and a grasp

on the project’s environmental impacts and mitigating measures. However, schemes and

systems on other design considerations were cited by the proponents for better

comprehension of the proposed project such as the structural system, fire protection

system and the like. Bill of Materials and Cost Estimated and the Facility Operation Action

Plan are considered, however, the implementation and construction of the facility are

beyond the scope of the study.
