Synopsis

The 74th Constitutional Law Amendment brought urban local Self Governance in India which
also be called as a Municipal Governance. The main intention behind implication of same
amendment was rapid urbanization in India which leads to an economic growth of the country.
The objective of this amendment is that to provide adequate assistance and policy guidance to
sub-national entities. The constitution of India provides 18 functions under Art. 243W of the
constitution. This is also led to a decentralization of administrative functionaries in India. These
local bodies are regulating by the state legislations. But in the present matter of fact, most of the
states have been failed in implementing such provisions of the 74th Amendment Act. In this
Paper, the author will focus on how states failed to implement such policies and also what are the
current administrative policies implemented by the union and state legislatures for the proper
implementation of provisions of 74th Amendment Act.
