DEVELOPMENT ORDER

In Malaysia, any building / settlement that one intent to build must firstly
obtain the approval of Development Order (or in Bahasa is called as
Kebenaran Merancang). Or else, anything that you build (or even the
extension / renovation of your house) is considered as illegal settlement /
extension.

In order to get this Development Order sort out, developer or client must get
their consultant team on board. Well, market norm practice is to appoint the
following consultants:

1. Architect – to furnish client with all necessary drawings and will act as
the Superintendent Officer (S.O).
2. Town Planner – to advise regarding the local planning rules &
regulations and will submit the complete set of D.O. submission to OSC
on behalf of client / developer.
3. C&S Consultant – to advise client regrading the necessary civil &
structural requirement and also to provide the necessary drawings.
4. M&E Consultant – to advise client regrading the necessary mechanical &
electrical requirement and also to provide the necessary drawings.
5. Quantity Surveyor – to advise regarding the preliminary cost /
feasibility of the project and later stage for tender and claim
verification.
6. Land Surveyor – to sort out the land matters.
But as development in Malaysia especially in Kuala Lumpur (KL) and Selangor
area has becoming more strict, there are a lot of other new rules imposed
which the developer might need or really have to appoint the following
consultants:

1. Landscape Architect – to fulfill the local authority requirement of the


green areas required and furnish all the necessary drawings required.
2. Traffic Consultant – to carry out traffic studies and provide the Traffic
Impact Assessment (TIA) report.
And when it comes to marketing stage, most likely the developer will start to
engage the Interior Design (ID) consultant. But this usually happens at later
stage after D.O submission approval. (I will explain further about this in my
future post).

What is Development Order actually?


Development Order is basically the confirmed planning of the development.
Meaning to say whatever is approved during the D.O. stage must be followed
later on. The developer / client must settle off the land matters / preliminary
design and as well as firm on the type of development as well as the build up
area, number of units and number of parking provided.

All these must be coordinated by the consultant team and also from the
developer side. Weekly / fortnightly Client- Consultant Meeting (CCM) may be
required in order to coordinate on this submission and this process may takes
up about 6 month to 2 years before D.O. is finally approved.

Submission of D.O.
D.O submission can be made to the local authority department which is called
One Stop Centre, OSC. OSC will act as a coordinator for the local authority
internal department and also toward the external approval agencies like
SYABAS, TNB and IWK.

Basically, be it OSC in Selangor or KL, it wont differ much as the overall


process and functions are almost the same.

confirmation of supply from any of local telco provider and microwave
clearance letter from all telco provider

BOMBA – there is no submission required, but prior submission, architect


must made a courtesy checking with Bomba officer for any comments.

All these need to be furnished and complied in order to submit your D.O. For
development in Petaling Jaya area, town planner need to upload all of the
documents online before submitting the hard copy to OSC counter.
