WITNESSETH:
WHEREAS, Section 5 of Article XIII of the 1987 Constitution provides that the State shall
recognize that the right of farmers, farm workers, and landowners, as well as cooperatives
and other independent farmers’ organizations to participate in the planning, organization
and management of the agrarian reform program and shall provide support to agriculture
through appropriate technology and research and adequate financial, production,
marketing and other support services;
WHEREAS, Section 36 Chapter IX of RA 6657 as amended by Republic Act No. 9700, provides
that the DAR shall pursue integrated land acquisition and distribution with support services
to ensure that the farmer-beneficiaries are provided extension services by way of planting,
cropping, production and postharvest technology transfer, as well as marketing and
management assistance and support;
WHEREAS, the DAR is implementing the Convergence on Livelihood Assistance for ARBs
Project (CLAAP) to facilitate an increase in the income of Agrarian Reform Beneficiaries
(ARBs)through technical capacity development and the provision of seed capital assistance;
WHEREAS, selected ARBOs has agreed to participate in the implementation of the Project to
serve as conduit in the provision of CLAAP interventions to ARBO members that were
identified as eligible beneficiaries of the Project;
NOW THEREFORE, in consideration of the foregoing premises, DAR and the ARBO have
mutually agreed to engage in the implementation of CLAAP particularly in the provision of
skills training and provision of seed capital assistance for livelihood/microenterprise projects
to eligible1 CLAAP beneficiaries in accordance with the following terms and conditions,
THUS:
Sec.1. Obligations of the DAR
The DAR shall:
1. Provide technical capacity development in the maximum amount of
PhP10,000.00 per eligible CLAAP beneficiary,and seed capital assistance2 in the
maximum amount of PhP15,000.00 per eligible CLAAP beneficiary, that are
members of ARBOs duly recognized by the DAR.
2. Pass and approve ARBO Board Resolution that will authorize the ARBO Chairperson
to enter into and represent the ARBO in this Agreement.
3. Pass and approve ARBO Board Resolution specifying, among others, (i) that the
project concept/idea came from the CLAAP beneficiaries themselves and that the
project will respond to interests and needs of said beneficiaries, and (ii) identify an
eligible CLAAP beneficiary as CLAAP focal person.

4. With the assistance from the Provincial Project Development Officer for CLAAP,
develop the livelihood/microenterprise project proposal and submit to the DAR
Provincial Office (DARPO) for onward submission to the DAR Regional Office
(DARRO) for evaluation and approval.
5. If possible and by virtue of an ARBO resolution, provide any of the following items as
counterpart for the livelihood/microenterprise project:
a. Land where the proposed livelihood/microenterprise shall be located;
b. Start-up capital for, including among others, agri-machinery, enterprise-
processing operations, etc.;
c. Labor costs related to the establishment of the
livelihood/microenterprise project;
d. Rent to be incurred in the use of, among others, facilities, machineries,
etc.
Sec. 3. Prohibition
The ARBO shall not lease-out, encumber, transfer, sell or otherwise dispose of any part of
the approved livelihood/microenterprise project without the written consent of DAR or its
successor agency.
Sec. 4. Reporting
The CLAAP Project Development Officer, in coordination with the ARBO, shall prepare and
submit quarterly reports to the DARPO for onward submission to the DARRO, DARCO and
DSWD on the implementation of CLAAP interventions. The report shall contain the
following:
a. Type of skills training conducted
b. List of CLAAP beneficiaries that underwent the training (gender-disaggregated)
c. Financial Statement3 of the livelihood/microenterprise project
d. Volume of Production (if applicable)
