1.0 SCOPE
This specification defines the minimum requirements for the design, materials,
fabrication, inspection, testing, and preparation for shipment of Skidded Assemblies
which will be installed by others at the “PACIFIC RUBIALES ENERGY PROJECTS”.
1.1 VENDOR's
VENDOR's Scope of Supply
• Design and detailed drawings for approval prior to initiation of any material
procurement or fabrication. Design calculations, computer analysis and
drawings shall be certified by a registered professional structural engineer.
• Structural steel skids fabricated and constructed in accordance with this
specification and international code applicable.
• Mounting of equipment.
• Associated piping, conduit, wiring, instruments, valves, controls, necessary
walkways, platforms, stairs, ladders, cages, platforms and minor equipment
not necessarily shown on the P&ID. Those ones shall conform to the
following requirements:
o Ladders shall have a maximum width of 18 in. Rungs shall be
round with a ¾ in., minimum diameter. Ladders 12 ft tall or taller
shall be equipped with cages beginning approximately 7 ft-6in.,
above the deck or floor level.
o Platform and stairs shall be floored with 1 in. X 3/16 in. serrated
bar grating. Platform shall be minimum width of 36 in. Both ones
shall be equipped with two bar handrails and kick plates.
o Handrails posts shall be spaced no more than 8 ft. on
platforms/walkways and 8 ft. horizontally on stairs. Post shall be
within 2 ft of platform and walkways corners.
o All of them shall be hot galvanized after fabrication.
• All painting required for skid, pipe, primed equipment, etc.
• Control Panels.
• Lifting gear.
• All required insulation.
• Shipping crates, rust inhibitors, flange protectors, and all other items
required for packing and shipping.
• Any special tools required for operation and maintenance of the packaged
assembly.

Unless otherwise indicated, the codes specifications, and standards referenced or
elsewhere in this specification shall be in accordance with the latest edition in effect at
the time of inquiry. Where the latest edition of a referenced code, specification or
standard changes the original intent of that reference, the VENDOR shall notify the
CUSTOMER in writing and get resolution of the conflict before proceeding. The
descending order of invoking priority for specifications and reference documents are
as follows:
• Purchase order and subsequent change order
• This specification including data sheets
• Attachment specifications
• Industry standards and good practices for engineering, manufacturing, testing and
shop/field assembling.

3.0 REQUIREMENTS
3.1 General Requirements
3.1.1 Transportation and shipping constraints limit the maximum skid size
(including crating) to 11 1/2 feet (3505mm) high by 15 feet (9572mm)
wide by 60 feet (18288mm) long, and a maximum allowable weight of
70 metric tons.
3.1.2 The skidded assembly shall be a self-contained unit. No instruments,
piping, or equipment shall extend beyond the skid edge.
3.1.3 The unit shall be complete and ready for operation upon installation at
the construction site.
3.1.4 The unit shall be designed for service in high humidity in the open. The
VENDOR shall be responsible for the design, engineering, coordination,
testing, delivery, and proper functioning of the whole unit.

3.1.5 In general, items shall be designed for continuous duty. All equipment
and materials shall be new.
3.1.6 All instrumentation and electrical items shall be provided and installed in
accordance with the P&IDs and conform to I-PROY-
PROY-Q-011:
011: “Specification
for Electrical and Instrumentation Items on Mechanical Packages”
3.1.7 The unit shall be completely wired, instrumented, and piped. Wiring and
piping shall be routed so as not to interfere with the maintenance of
equipment. Control wiring shall be routed to a common junction box with
terminals clearly identified for connections by others. Power cables to
electric motors will be provided and routed by others.
3.1.8 All inlet, outlet, utility and drain connections shall be flanged and
extended to termination at the edge of the skid with one connection for
each utility.
3.1.9 Where drawings are provided showing skid edge piping connections, the
plan and elevation locations must be held and the pipe connection
centerline shall be held to plus or minus 1/8 inch both horizontally and
vertically.
3.1.10 Skids shall have provisions for anchor bolting to the foundations; the
VENDOR shall supply an anchor bolt layout for equipment proper
installation. Clamping of skids is unacceptable. Provisions for levelling
the skids shall also be provided.
3.1.11 Adequate ladders and/or stairs and platforms shall be provided for
operating and maintenance access to all instruments, controls and
valves. Handrails must be continuous, uniform in height, and safe to
slide hand along. Vertical ladders shall have safety chains across the top
handrail stanchion. Ladders and handrails shall conform to OSHA
requirements where applicable.
Floor grating shall not be used as a mounting surface for equipment or
supports.
3.1.12 Interconnecting skids shall be joined by flanged piping that has been
checked for proper fit-up by assembly in the fabricator's shop.
3.1.13 All piping and instrument tubing (316SS) shall be rigidly supported for
service and shipment. The support and installation shall be made to
allow piping to be removed without cutting of main structural members.
3.1.14 Temporary structural elements provided to protect equipment during
transportation shall be easily removable. Welding shall be avoided.

3.1.15 Skids shall be of all welded construction. Structural welding shall be in


accordance with ANSI/AWS D1.1, Structural Welding Code-Steel.
Welders and welding procedures shall be qualified in accordance with
ANSI/AWS D1.1. Inspection shall be in accordance with ANSI/AWS D1.1.
Welds requiring stress relief should be avoided.
3.1.16 If some bolting is required for shipping and handling, the bolts shall
meet the requirements of Paragraph 3.5.2.
3.2 Structural Requirements
3.2.1 A design report, including drawings, design, assumptions and
calculations, shall be submitted for each skid for review and acceptance
by the CUSTOMER.
3.2.2 All design drawings and calculations shall bear the seal and signature of
the registered professional engineer responsible for the design.
3.2.3 The design drawings shall show a complete design with sizes, sections
and the relative locations of the various members. Floor levels, column
centers and offsets shall be dimensioned. Plans shall be drawn to a
scale large enough to convey the information adequately. Plans shall
indicate all skid dry, operating, and hydro test weights, locations of
required supports and centers of gravity, and all support reactions
required for foundation design.
3.2.4 Shop drawings shall show complete details necessary for the fabrication
of assemblies including locations, type, size and extent of welds
materials to be used and surface finish requirements.
3.2.5 Shop drawings shall detail bolted connections. Welds shall be indicated
by standard AWS symbols.
3.2.6 Equipment shall be attached to the skid frame by bolts to preclude
movement due to:
• Lifting, transportation, and installation. Full NDTs shall be provided
on all lifting eye and spreader bar material and attachment welds.
Pad eyes, slings, shackles and other rigging appurtenances shall be
designed in accordance with API RPO 2A for an onshore lift, and
shall be identified on Vendor lift drawings along with lift weight,
maximum sling load, minimum sling angle and lift center of gravity.
• Wind or seismic load on equipment.
• Thermal expansion.
• Torque from rotating equipment.

• Differential reaction from suction and discharge pressures on


compressors or pumps.
3.2.7 Skids shall be designed for dry, operating, and hydro test conditions. A
superimposed live load of 100 pounds per square foot shall be applied
to all skid open areas for each loading condition. Total package weights
and centers of gravity locations for dry, operating and hydro test
conditions shall be shown on approval drawings.
3.2.8 For hydrostatic test loading, the allowable stresses may be increased by
20 percent. A maximum of deflection of L/200 and a maximum bending
stress of 18 kips per square inch shall be allowed on primary
longitudinal beams designed for the appropriate considerations of
loading and support, as stated for Cases I and II that follow. L shall be
taken as the distance between supports or the length of cantilevers as
applicable. Design shall be for either Case I or Case II, whichever is
applicable.
Drain couplings shall be 2 in. 3000# (psi) screwed couplings, unless
specified otherwise.
Case I
Skids which have saddle-mounted vessels shall have primary transverse
beams located for direct, continuous saddle support. Primary
longitudinal beams shall be designed for two supports with overhangs at
each end not exceeding 20 percent of skid length. The locations of
supports for primary longitudinal beams shall coincide with vessel
saddle locations or else vessel saddle locations shall be placed between
longitudinal support locations.
Case II
For skids which do not have a saddle-mounted vessel, but are composed
primarily of piping and related equipment, the longitudinal members
shall be designed for two supports with overhangs not exceeding 20
percent of the skid length at each end of the skid. The load shall be the
portion of the total weight that will be applied to the beam plus the
weight of applicable skid members.
The design locations of all supports for primary longitudinal skid beams
shall be shown on approval drawings. Final support locations shall be
permanently marked on skid beams.
3.2.9 The size and number of primary longitudinal members to be
incorporated in the skid shall be the least number of rolled sections that

will most effectively and economically satisfy the greater of calculated


design requirements due to the loading and support conditions outlined
above in the Cases I and II, or as required for lifting.
3.2.10 The longitudinal primary members incorporated in the skid shall be
compact sections with top and bottom flanges adequately braced to
prevent distortion of the package during lifting, transportation, and
installation. The spacing of transverse members shall not exceed Lu for
the primary longitudinal members. Lu shall be as defined in the AISC
specification.
3.2.11 Where tubular ends are provided, a primary longitudinal member shall
terminate at the center line of the skid tubulars. Transverse end beams
shall be located 1.5 feet from tubular center lines. The skid tubulars
shall extend transversely 4 to 6 inches beyond the primary longitudinal
members and shall be capped with end plates.
3.2.12 The primary transverse beams, including the end beams, shall be
compact sections. They shall extend completely across the skid. If the
skid has interior primary longitudinal beams, the transverse beams shall
be welded to them in a manner sufficient to develop the full bending
strengths of the transverse members across the joints.
3.2.13 Diagonal bracing shall be placed throughout the length of the skid and
arranged in such a manner as to provide 'truss' action in resisting lateral
forces. The bracing system shall be designed to sustain a force equal to
a minimum of 20 percent of the total lifted load applied to any corner of
the skid from any lateral direction. The bottom surface of these
members shall not project below the bottom flanges of the primary
transverse beams. Piping and equipment mounted on the skid shall not
be considered effective as bracing.
3.2.14 If holes drilled in a beam flange or holes cut in the web of member result
in exceeding the allowable stresses specified by AISC, the member shall
be reinforced with welded plate having a thickness sufficient to provide
the additional required area. In no case shall plate less than 1/4 inch
thick be used.
3.2.15 Welded stiffeners with a thickness of 3/8 inch, or greater as required,
shall be installed at points of higher concentrated loads.
3.2.16 Metal thickness at the point of equipment bolting shall be 3/8 inch
minimum.
3.2.17 1-1/4 inch serrated bar grating conforming to ASTM A569, latest issue,
shall cover all open areas on top of the skid around the mounted

equipment. Grating shall not be used as a mounting surface for


equipment or supports.
3.2.18 Loadings caused by piping reactions that are to be transmitted by the
skid to the foundation shall be considered in skid design.
3.2.19 The skid for a reciprocating or rotating engine shall be designed for
lateral stability. Lateral deflection of skid beam relative to foundation
due to unbalanced forces shall be less than 0.002 inches.
3.2.20 There shall be operating accessibility to all instruments, controls, and
valves, and accessibility shall meet OSHA safety requirements.
3.2.21 Platforms shall be equipped with:
• Handrails
• Mid rails
• Kick plates
Platform and stair treads shall be made from bar grating. Floor grating
shall be removable if specified.
3.2.22 The supports and installation shall allow piping to be removed without
cutting of main structural members.
3.2.23 The skid shall be designed to resist transportation forces resulting from
shipping, trucking, and/or transfers. In lieu of a detailed analysis for
such loading conditions, this criteria may be satisfied by applying a load
of 0.6 times the shipping weight of the equipment in the direction which
will cause the most severe condition for design. The point of application
of the load shall be the center of gravity of the equipment. All skid-
mounted equipment shall be considered including, vessels, pumps,
control panels, piping, etc. This criteria shall be used in the design of
equipment tie downs and skid-supporting members, as well as the
overall skid. Stress levels for members and connections subject to the
above forces will be limited to the 18 KIP per square inch allowable for
static load without the one-third increase.
3.3 Open Drain Collection Points
Points
3.3.1 A trough with cover shall be installed beneath all drain outlets (including
level bridle site glasses, sampling points, level gauges, level instrument,
etc.). The trough shall be designed to catch potential spillage and
effectively transport liquids to a common drain system.
3.3.2 Troughs or pipe shall have a minimum slope of 1/8 inch per foot.

3.3.3 Drainage through webs or intercoastals is not permitted.


3.3.4 Discharge points must be provided with accessible stainless steel
screens for preventing large, solid debris from entering the drain system.
3.3.5 Total clearance requirements for the troughs must be considered in
selecting structural members. Depths of main and intercoastal beams
must be such that, as a minimum, the above specified slopes are
achieved. Where section sizes permit, the maximum slope possible
shall be used.
3.4 Lifting of Skids
3.4.1 The skid shall be designed and constructed so that the complete
package, including all specified equipment piping, mounted and in
place, can be lifted with a spreader bar (or spreader frame if required for
sling clearance) to position the skid on a foundation. The VENDOR shall
design and furnish all the necessary gear to lift the completely
assembled package. All lifting gear, including slings, shackles and
spreaders, shall be supplied by VENDOR.
3.4.2 Skids with vessels shall not be lifted by the vessel lugs.
3.4.3 Skidded packages shall be designed and build for a single point lift with
slings to four padeyes.
3.4.4 The structure and lift system shall be designed in accordance with the
following criteria.
1. Each sling and shackle shall be selected to have a safe working load
no less than its share of the structure static weight, including the effects
of sling angle with the horizontal plane. Safe working load is defined as
the manufacturer's minimum ultimate load divided by four. Design sling
lengths shall be selected from common sizes available having not less
than a 60° angle with the horizontal when connected to the padeye. The
design sling lengths and shackle sizes shall be specified on the padeye
drawing. Design sling lengths and shackle sizes shall be reviewed by
CUSTOMER prior to finalizing the design.
2. Each lift point (padeye) and connection of the padeye to the structure
shall be designed to carry no less than its share of the structure static
dead weight, plus a 100 percent load factor. The effect of design sling
angle with the horizontal shall be included in the design of the padeye
and the connection of the padeye with the structure. The padeye and
connection for the padeye to the structure shall also be designed for a
simultaneous out-of-plane load equal to 5 percent of the axial load on

the padeye at the pin hole. Stress levels for the padeyes and connection
of padeyes to the structure will be limited to the standard AISC allowable
for static load without the one-third increase.
3. Each skid structural member shall be designed for its share of the
total static dead weight plus a 100 percent load factor with each sling
carrying its share of the static dead weight.
4. Padeyes shall be symmetrically located about the center of gravity of
the package, with all equipment and piping mounted and in place.
Padeyes shall be oriented to prevent weak axis loading and shall be
positioned to allow adequate clearance for shackle installation. When
cutting padeyes from rolled plate, the padeyes shall be oriented in such
a manner that the direction of a maximum sling force is parallel to the
rolling direction of the plate.
3.5 Materials
3.5.1 Structural Steel
Structural steel shall conform to the ASTM steels approved in these AISC
specifications. ASTM-A36 shall normally be specified. Use of high
strength steels is subject to CUSTOMER approval.
3.5.2 Other Materials
1. Structural steel pipe shall conform to API 5L Gr. B (or for 24" O.D. and
larger A-36 rolled to API-2B is acceptable)
Structural steel tubing shall conform to ATM A500 Grade B or ASTM
A501.
Structural Bolts
1. Bolts for main structural connections shall be 3/4" or larger and shall
be high strength ASTM-A-325 Type I.
2. Bolts 5/8" and smaller shall be ASTM-A307. Plain washers shall
conform to ANSI B18.22.1.
3. When the structural steel is galvanized, bolts, nuts and washers shall
also be galvanized.
3.5.3 The Vendor shall furnish the Customer inspector with all mill
certificates (MTRs) for all pipe, structural shapes, bolts and plates. All major
load bearing structural members shall bear het numbers for identification.
Materials that cannot be properly and positive identification shall not be
used. Material traceability maps showing the material heat number shall be
maintained by the Vendor.

3.6 Protective Coating


3.6.1 The skid package shall be painted in accordance with specification No I-
PROY-
PROY-Q-004:
004: "Specification for Shop and Field Painting".
3.7 Welding Processes
All welding structural steel, procedures, welding and welding operators shall
conform to the American Welding Society - Structural Welding Code – Steel AWS
D1.1 and D1.5 as apply.
All welding shall be carried out to an Approved welding procedure specification.
All WPS and supporting Procedure Qualification Records (PQR) shall be
submitted to a Customer for approval prior to starting any fabrication.
Welders and welding operators shall be qualified in accordance with the AWS
section 4 requirements except qualification for T, K and Y joints shall be
qualified in the 6 GR position.
The Vendor shall bear all cost for WPS/PQR and other cost related welding
processes and qualifications.
3.7.1 All weld repairs shall be carried out on an approved weld repair procedure and
approved by the Customer prior to any repair work.
All weld and weld repairs shall be inspected and tested in accordance with
Section 4 in addition to any special requirements identified in the repair
procedure.

4.0 QUALITY ASSURANCE


4.1 General
VENDOR shall have to submit a specific Quality Plan for Customer approval
prior to start any work.
Vendor shall have to perform inspections and tests as specified in this
specification, on data sheets, and/or in referenced codes, standards, and
specifications.
4.2 Material Traceability
VENDOR shall provide material traceability to pressure-retaining parts in
accordance with specification No I-PROY-
PROY-Q-003:
003: "Material Traceability
Requirements."
4.3 Inspection
Customer and/or through his Third Part Inspection Agency, reserves the right to
inspect all material, fabrication, welding, workmanship, assembly, coating, test
and installation of all items.

Vendor shall have to submit an Inspection and Test Plan for Customer approval
and prior to start any work.
All NDTs shall have to be performed by authorized and qualified operators and
in accordance with AWS Section 6 parts E and F.
Radiographic, Ultrasonic, Magnetic Particle, Dye penetrant inspection shall be
performed under specific procedure submitted by the Vendor for Customer
approval after to start any work.
Inspection records signed by the Customer or by the TPIA, will be maintained
and filed in accordance with SELLER Specification Dossier fixed by the
Customer.

5.0 PREPARATION
PREPARATION FOR SHIPMENT
VENDOR shall submit for review and approval his procedure for testing, packing,
crating, shipping and storage.
Final preparations for shipment shall not be made until VENDOR has inspected,
witnessed or approved any required tests conducted by the VENDOR and approved the
skids.
Each component shall be securely anchored and temporarily braced (if required) to the
skid to prevent damage during shipment.
All loose items shall be boxed and shipped with the skid package.
A corrosion inhibitor shall be applied to the internal surfaces of all components except
non-metallic pipe.

6.0 VENDOR DATA REQUIREMENTS


VENDOR data requirements shall comply with the requirements of the Customer
