Providing Consultancy Services for getting Statutory Clearance (EC from MoEFCC

and NOC from SPCB) for Expansion Cum Modernization of Bokaro Steel Plant
(SCOPE OF WORK)

1.0 SCOPE OF SERVICES


1.0 MECON's Scope of Services for carrying out the Consultancy Services for preparation of
EIA/EMP report for grant of Eenvironmental Cclearance for modernization-cum-
expansion of Bokaro Steel Plant (4.606 MTPA Crude Steel Production).
Scope of Services of MECON shall cover the following:

i) Preparation and submission of FORM-I to SAIL-BSL on the project information


PFR/FR/DPR provided by SAIL-BSL, as per the requirement of MoEFCC
notification dated 14.09.2006 and subsequent amendments.

ii) Rendering technical assistance to SAIL-BSL for on-line submission of the Form-I
along with other supporting documents to MoEFCC website.

iii) Provide technical assistance to SAIL-BSL and presenting the project before members
of Expert Appraisal Committee (EAC), MoEFCC, New Delhi.

iv) Subsequent to approval of ToR by MoEFCC the Baseline Environmental Data


covering relevant environmental parameters (as mentioned in clause 1.1.2 below) for
standard ToR as well as additional ToR condition for Integrated Steel Plant, shall be
monitored for one full season other than monsoon season.

v) Preparation of Draft EIA/EMP report based on one season baseline data as per the
project specific ToR approved by MOEFCC. The EIA/EMP report shall be in
accordance with the latest stipulations of Ministry of Environment, Forest and
Climate Change (MoEFCC), Govt. of India.

vi) Rendering Technical Assistance to SAIL-BSL during the Public Consultation


Process.

vii) Incorporation of proceedings of public hearing and SAIL-BSL's commitments and


the cost involved in fulfilling the commitments in the Final EIA/EMP report.

viii) Rendering Technical Assistance to SAIL-BSL during presentation to the EAC,


MoEFCC for Environmental Clearance.

The scope of work is based on the recently issued TORs for similar type of Projects
presently followed by MoEFCC. However, if during finalization of ToR, MoEFCC
specifies any additional monitoring or parameters (other than mentioned in clause 1.1) or
any additional studies, the same may be carried out by MECON at an additional cost to
be mutually discussed and agreed upon.

1.1 Details of scope of work

1.1.1 Filling of Form -I & Presentation to EAC/MOEFCC

On receipt of work order & copy of FR/TEFR/Pre FR and other details of the project,
MECON shall carry out the following-

• Submit a filled in draft Form-I and other related documents.


• Provide technical assistance in uploading online ToR application for the project.
• Technical assistance in presenting the case along with SAIL-BSL to EAC, MoEFCC.

1.1.2 Base line Monitoring and Preparation of EIA/EMP report

Once ToR is granted by MoEFCC, the data generation work shall begin in a period other
than monsoon for one full season. However, the baseline data generation work shall be as
mentioned hereunder.

Assessment of existing environmental status (Baseline data)

The study area considered for baseline data generation will be taken 10 km radius around
the project site. Baseline data generation will be within the study area and will be carried
out with respect to meteorology, air, water, noise, soil, ecology, socio-economic factors
and land use. This will be carried out for one full season (three months continuously)
other than monsoon as follows:

1.1.3 Air

i) Monitoring of Ambient Air Quality (AAQ) in the study area will be conducted at
maximum 8 (Eight) locations. The monitoring of pollutants will be Particulate Matter
(PM10 & PM2.5), Oxides of Nitrogen (NOx) and Sulphur Dioxide (SO2) twice a week
throughout the monitoring season. One sample of 24 hour duration will be taken on
each monitoring day for PM10, PM2.5, SO2, and NOx. Characterization of RSPM in
selected samples (if specified in the approved TOR by MoEFCC). CO will be
monitored on selected days on one hourly basis. However, sampling and analysis for
Lead, Ammonia, Benzene, BaP, Arsenic and Nickel shall be done on selected days
only.

ii) A Meteorological Station will be set up wherein wind speed and direction, air
temperature, relative humidity, rainfall and solar radiation will be recorded at hourly
intervals continuously throughout the monitoring season. Mixing heights will be
determined from published literature.

1.1.4 Water

Monitoring of water quality, limited to a maximum of Surface Water (eight), Ground


Water (eight) will be done in the study area. A total of maximum 16 (sixteen)
monitoring/sampling points will be selected in consultation with SAIL-BSL. Grab
samples collected once during the monitoring season will be analyzed for relevant
parameters.

1.1.5 Noise
Noise Monitoring shall be done at 8 (eight) locations in the study area. Leq noise will be
monitored at hourly intervals for 24 hours at each location once during the monitoring
season.

1.1.6 Soil
5 (Five) top soil sampling points will be selected around the site in the study area.
Samples will be collected once during the monitoring season for physico-chemical
parameters.

1.1.7 Ecology (Flora & Fauna), Demography, Socio-Economic Study and Land Use
Pattern.
Following studies shall be carried out in respect of the project site and in the study area.
i) Ecological Studies: Assessment of existing environmental status of flora and fauna
within 10 km radius of study area in and around the project site shall be conducted
once during the monitoring season.
Location of Wild life Sanctuary/Reserve Forest/Other Forest with respect to plant
location.

ii) Socio-Economic Study: Socio-Economic Study will be conducted within the study
area covering demographical pattern, land use pattern and socio economic factors.
Ecological studies and socio economic study will be based on the data/information
available and collected from different Central & State Government Agencies,
Published Literature and augmented by limited field survey.

iii) Land-Use Study: Land Use Study of the study area shall be conducted involving
preparation of thematic maps produced through satellite image (LISS III/IV)
processing, for incorporation in the report.

1.1.8 RISK HAZARD


Study of Risk Hazards due to the proposed units of the plant will be prepared on the basis
of the Feasibility Report (FR)/TEFR/Detailed Project Report (DPR) / Disaster
Management Plan (DMP) and other inputs provided by SAIL-BSL.

1.1.9 INTERPRETATION OF DATA/RESULTS

i. Carry out Environmental Impact Assessment (EIA) based on above, separately for
construction and operation phase of the project.

ii. Study of environmental impacts of construction activities and the environmental


aspects of disposal of wastes (if any) generated during construction.

iii. Find out the impact of air emissions (PM, NOx, SO2) on ambient air quality of the 10
km area of the proposed plant including the existing plant. For this, details of air
emissions, Stack height will be obtained from the FR/DPR and from SAIL-BSL.
Impact on air quality - Ground Level Concentration of air pollutants will be predicted
by using computerized dispersion models.

iv. Environmental Management Plan (EMP) shall be prepared on the basis of the
FR/TEFR/DPR and inputs from SAIL-BSL. EMP will also include scientifically
based green belt. Further recommendations for post-project monitoring, setting up of

environmental laboratory and organization for pollution control department will also
be indicated.
1.1.10 Impact of the proposed project will be evaluated with respect to gaseous emissions,
liquid & solid waste and other environmental effects of plant operation.

1.1.11 EIA report with computerized dispersion model, noise etc will be prepared in line with
scope of work.

1.1.12 TECHNICAL ASSISTANCE:

i) MECON shall render technical assistance to SAIL-BSL for getting the ToR (Form-I)
approval and getting the EIA/EMP reports cleared by MOEFCC, Government of
India. These services shall extend for a period of maximum one year from the date of
submission of Final EIA/EMP report.

ii) All reports prepared by MECON shall be in English only. However executive
summary prepared by MECON shall be submitted both in English & Hindi.

2.0 EXCLUSIONS FROM THE SCOPE OF SERVICES OF MECON


The following are specifically excluded from the scope of services of MECON:
2.1 Monitoring of stack, effluent, solid waste, work zone air quality & Noise for the existing
SAIL-BSL facilities, the data regarding the same shall be provided by SAIL-BSL.
2.2 Pre-feasibility Report (PFR) for the revised project in accordance with MoEFCC's
Guideline No. J-11013/41/2006-IA.II (I) dated 30th December, 2010.
2.3 Data related to existing facilities of BSL as required for the EIA studies shall be arranged
by SAIL-BSL.
2.4 Detail engineering of the suggested measures.
2.5 Petrological, chemical and trace elements analysis of all raw materials and their source
with co-ordinates and MOU, if required then the same has to be provided by the SAIL-
BSL (if asked by MOEFCC).
2.6 Any study related to engineering of any facilities.
2.7 R&R studies including preparation of land schedule of the project oustees and
Displacement and Rehabilitation plan for land oustees (if any). If required, the same shall
be prepared by SAIL-BSL and provided to MECON for inclusion in the EIA Report.
2.8 Preparation of Forest De-Reservation Proposal (and its clearance), Compensatory
Afforestation Plan and Site Specific Wildlife Conservation Plan (and its approval)
including primary survey of flora & fauna, if applicable.
2.9 CRZ studies and its clearance, if required.
2.10 EIA study for auxiliary facilities (if required) beyond the project areas (e.g. water drawl
point & letter regarding availability of water, if any).
2.11 Soil Testing for Civil Works such as litho-logs, geotechnical data of bore-hole SPTN
values, pumping test results etc.
2.12 Any statutory fees required to be paid to statutory bodies.
2.13 Permission for water drawls from State.
2.14 Preparation of CSR plan and budget allocation.

3.0 TIME SCHEDULE

public hearing in 20 copies along with 1 comments / observations, if any on the

3.8 Submission of Final EIA/EMP report along 15 days after receipt of proceedings of
with duly filled in questionnaire for PH including clients commitments in
submission to MoEFCC for Environmental response to PH.

3.9 The above time schedule assumes that all inputs/data/ reports/ any other information
required by MECON shall be made available by SAIL-BSL within 15 days of receipt
of Order by MECON and the obligation of SAIL-BSL / other agencies shall be duly
fulfilled in time.
3.10 MECON shall render technical assistance till clearance by MoEF/JSPCB.

4.0 FEES AND TERMS & CONDITIONS
4.1 MECON’s fee for Preparation and submission of FORM-1 & Providing consultancy for
getting EC, as per the Scope of Services as detailed under clause 1.1
i) 10% of fee on initial site visit & kick off meeting.
ii) 20% of fee on Submission of Draft Form-1.
iii) 10% of fee after presentation before EAC, MoEFCC on ToR.
iv) 30% of fee on mobilization of equipment and start of Baseline Data Monitoring work.
v) 15% of fee on submission of Draft EIA/EMP Report to SAIL-BSL.
vi) 5% of fee on submission of Final EIA/EMP Report to SAIL-BSL.
vii) 5% of fee after presentation for EC at MoEFCC.
viii) 5% of fee on receipt/grant of final EC by MoEFCC.

4.2 The above fees are exclusive of tours. Any tour other than monitoring tours to site BSL
within India, if required, shall be as per requisition of SAIL/BSL. The tours undertaken by
MECON personnel will be reimbursed on submitting relevant details on actual as certified
by MECON accounts personnel. Such cost shall include up and down air/rail/taxi fares,
daily allowance and local travel cost as per MECON TA rules. The expenditure on tours
shall be limited to 10% of the Consultancy fees (Basic price).

4.3 TAXES and DUTIES


a) The above fees are exclusive of "GST".
b) GST shall be additionally borne and paid by Client along with each payment/ invoice
at prevailing rate at the invoice date.
c) Income tax may be deducted by the SAIL-BSL as per the existing statutory rules.
TDS certificate to this effect shall be issued by the SAIL-BSL to MECON within
same quarter.
4.4 Mode of Payment
The fees (along with GST) are to be paid to MECON LIMITED at Ranchi within 7
(Seven) days of the receipt of invoices.
All payments are to be made by A/c Payee at par Cheque or through RTGS/NEFT in F/O
MECON LIMITED in State Bank of India, Doranda Branch, IFSC Code: SBIN0000212
A/c No. 10923551604 or Axis Bank, IFSC Code: UTIB0000106, A/c no.
106010200010681.
In case of deduction of tax at source, Form 16A shall be issued within the prescribed
time limit as per provisions of Income Tax Act, 1961

4.5 CHANGE IN SCOPE OF PROJECT, REPORT AND/OR CONSULTANT’s
SERVICES

Should the scope of project and/or scope of services increase and/or time scheduled
get extended due to changes suggested by SAIL/BSL or for reasons beyond
MECON’s control, MECON shall be paid additional fee which shall be mutually
discussed and agreed.

The Change order will be finalized as per BSL change order procedure.

5.0 OBLIGATIONS OF CLIENT(SAIL-BSL)


To enable MECON to carry out their commitment in respect of the scope of services
detailed in Clause 1.0 above, Client shall provide the following information and data as
detailed below in time and free of cost to MECON.
5.1 To provide the relevant environmental data of the existing BSL facilities as required for
EIA/EMP studies.
5.2 List of raw materials and chemicals required along with quantities, storage facility at BSL
and their source and mode of transportation.
5.3 Details of emissions, effluents, hazardous waste generation quantities and their
management.
5.4 Details of plant, stack details (height, top diameter, flow rate, exit gas temperature), stack
emission data (SO2, NOx, PM emission quantity), water balance, layout, etc.
5.5 Details of Clean Technology adopted / to be adopted for reducing the overall pollution load
from Steel Plant units.
5.6 FR / TEFR / DPR of the project giving water balance, energy balance, gas balance, material
balance for the present proposal.
5.7 Data related to existing facilities of BSL as required for the EIA studies
5.8 FR/DPR or any other report providing technical details along with all relevant drawings,
maps, Toposheets,
5.9 Pre-feasibility Report (PFR) for the revised project prepared in accordance with
MOEF&CC's Guideline No. J-1101314112006-IA.II (I) dated 30th December, 2010.
5.10 Detailed project report / present (as-built status report) / any other report.
5.11 Certified copy of Environmental compliance report from regional MOEF&CC.
5.12 Furnish all details of raw material characteristics, size and composition.
5.13 Details of site, Layout, fuel, water & water intake well details.
5.14 Water linkage, fuel linkage confirmation letters from authorities concerned. MOU with ash
users of brick, cement manufacturer etc.
5.15 Geo technical study report done for structural design and other detail data of plant site etc as
required for facilities and as required in ToR.
5.16 Piezo metric study pumping test results along with necessary drawings, etc. as required.
5.17 R&R studies including preparation of land schedule of the project oustees and
Displacement and Rehabilitation plan for land oustees.

5.18 To provide corner-coordinates of plant, and the extent of type of land - Government /
Private / Agricultural / Barren / Marshy / Forest, etc and the extent and type of land acquired
by or to be acquired by the project.
5.19 Work zone monitoring data with respect to stack, effluent, solid waste, work zone air
quality & Noise (as monitored by BSL during regular post-project monitoring schedule for
submission to statutory bodies) for the existing SAIL-BSL facilities shall be provided for
inclusion in EIA/EMP report.
5.20 Authentication of list of flora/fauna by forest department and preparation / approval of
Forest Diversion Proposal and Site Specific Wildlife Conservation Plan, if applicable.
5.21 Provide any other relevant information / data / reports I facilities as available with SAIL-
BSL from time to time for completion of the work.
5.22 Cost estimates of the management measures and other commitments made by SAIL-BSL in
response to public comments during Public Hearing along with the proceedings of
public hearing.
5.23 Liaison with all Government and Statutory bodies.
5.24 CSR budget allocation and plan along with photographs.
5.25 Existing green belt development status within and around plant premises marked on layout
drawings and along with photographs.
5.26 Corporate Environmental Policy
5.27 Provide security and Laboratory space free of cost for MECON personnel visiting
/monitoring.
5.28 Payment of fees towards various statutory clearances from the authorities
