CHAPTER 1

1. INTRODUCTION

This chapter deals with background, problem statement, objective of the research,

significance of the research and scope and Limitation of the research.

1.1. Background

Cenderawasih University or better known as Uncen, is a public university in

Jayapura, Indonesia. was established on November 10, 1962 . The University consists of

9 faculties and FKIP is one of them. In FKIP there is an English language study program

which is one of the favorite study programs on this campus, which also will be a place

for data retrieval for researchers. Please note that entering the University of

Cenderawasih can be done through several test and non-test channels (school grade

selection). The two most popular lines of test and non-test for prospective students are

SBMPTN and SLSB.

Joint Selection of State Universities or abbreviated as SBMPTN is a selection in

the admission of new students in the university environment using a national written test

pattern which has shown various benefits, both for prospective students, universities, and

national interests. For prospective students, written examinations are very beneficial

because they are more efficient, inexpensive, and flexible because of cross-regional

mechanisms. This SBMPTN is said to be more transparent because the tests are carried

out simultaneously throughout Indonesia so as to minimize the existence of fraud

committed by irresponsible individuals. This selection is also said to be more objective


because the answer examiner and the assessment are carried out by the central

committee so as to minimize fraud done by individuals from each university itself.

Whereas SLSB which stands for Local Selection outstanding students is a non-

test selection held at the University through Invitation to each school around the

university itself. In SLSB there are no written or unwritten tests (interviews). Selection is

done through an assessment of the learning outcomes of prospective students while in

high school. Those who are in a certain rank in high school will be given the opportunity

to study at the University if they meet the criteria or requirements that have been set.

What are the criteria still not known, therefore some people consider this entry point not

transparent and not objective because it can be played by the university itself. Some

universities have their own rules regarding the achievement of prospective students in

high school, some universities stipulate that only those with the top 5 ranks are also the

top 10 or the top 3 in high school. However, the advantage of this entry point is that the

related University is more concerned with high school students in the surrounding area,

especially if the University is a favorite university, certainly high school students around

the university have a smaller chance to study at the university.

SBMPTN and SLSB is actually a good system if managed properly. The

SBMPTN presents a more competitive and fair selection for those who want to enter

college. SLSB provides opportunities for students who have tried their best while in high

school to get good grades in school. Online hard work is like being paid by following

this non-test path. But not a few have questioned the credibility of SLSB because this

pathway is vulnerable to being played by irresponsible individuals. Besides that the level
of each school around the University is also not the same so the best students in school A

do not necessarily have the same level of knowledge as the best students in class B.

Then with some of the elaborations mentioned above, is the SBMPTN better than

SLSB or is there a difference between student achievement through SBMPTN and

students who go through the SLSB path. All of that will be proven after this research is

done.

1.2. Problem Statement

According to the statement above, the research question is formulated as follows:

is there any difference in achievement between students who enter the English

language education program through SBMPTN with those who go through the SLSB?

1.3. Scope and Limitation

This research is limited to the problem of differences in academic achievement of

students who entered through 2 different pathways which have been mentioned

previously, namely SBMPTN and SLSB in the English Language Education Study

Program at the Cenderawasih University 2017/2018 academic year. With content, this

research is limited to data collection activities from the study program (List of Semester

1 and 2 student grades) and essay method test questions to find out the reading and

writing comprehension of 2017 students so that it can be seen that there are differences

in student understanding through the pathway..

1.4. Objective of the Research

The objective of research is to find out whether students entering the Cendrawasih

University English education program through SBMPTN with students entering through

SLSB have differences in academic achievement.


1.5. Significance of the Research

The result of the research is expected to be useful reference for the English

language teaching Study program of Cenderawasih university, for the Prospective

students and for the researcher herself.

a. For the Cenderawasih University

By conducting this research the researchers hope that the university can increase

credibility during the prospective student selection process. With this research as a

reference which selection process should be improved.

b. For the prospective student

This research as a preference to know the best way to enter university.

c. For the Researcher

by using this research perhaps to the researcher will get the benefit to fulfill the final

assignment. The researcher will know what the differences in the two entry points

are.

1.6. Definition of key terms

To avoid the misunderstanding in this research, there are several terminologies that the

writer feels necessary to explain them. The terminologies are as follow:

a. SBMPTN is one of the university entrance admissions that is mostly attended by

prospective students throughout Indonesia because of its transparent selection and

greater integrity. The joint selection of State Universities is an extension of the

SBMPTN before changing the name of the UMPTN or known as the State Higher

Education Entrance Examination.


b. SLSB stands for local selection of potential students. This selection prioritizes

students who go to school in areas that are still one province with the campus that

held the selection. Conducted without written or unwritten tests, this selection only

assesses students' learning outcomes during high school. This makes SLSB like a

gift for students who really try to get the best grades while in high school.
CHAPTER 2

2. REVIEW OF RELATED LITERATURE

The chapter two consist of two section. In this chapter, the writer would like to discuss some

theories related to the research. The first is theoretical foundation of this research and its

variables, and the second is the hypothesis of this Research. The first section is aiming to

provide background information and to identify what other have said in order to make the

problem clear and avoid the miss perception under the research. The second section is aiming

to show the allegations of the author regarding this problem.

2.1. Teorithical Foundation and The Variables

There are several meanings that might mislead the reader, to avoid these things

the author has provided some below.

2.1.1 Comparison in this Research

Comparative communication research is a combination of substance

(specific objects of investigation studied in different macro-level contexts) and

method (identification of differences and similarities following established rules

and using equivalent concepts). A fundamental problem in comparative studies,

as trivial as it may sound, is comparability. For example, having drawn a media

sample in country A, what are the equivalents in countries B, C, and D? The

same holds for specific objects and concepts of analysis. Only objects that meet

the same function (or role) may be meaningfully compared with each other
2.1.2 SBMPTN

SBMPTN stands for Seleksi bersama masuk perguruan tinggi negeri (Joint

Selection to enter state universities). selection based on the results of the written

exam is divided into three methods, namely paper-based Writing Examination ,

Computer-Based Writing Examination (UTBK), and a combination of student

exam and skill exam results. For SBMPTN, achievements during school and UN

grades are not rated. so that the participants' acceptance is pure determined by the

results of the tests that have been carried out by the participants. Besides the

three methods above, participants must take several tests. The number of tests

that are followed depends on the number of study programs chosen by the

participants. Participants who choose study programs related to science must take

a test regarding the material, as well as others. However, the main requirements

for taking part in this selection are those who have graduated from high school

and have a diploma or other graduation certificate. SBMPTN participants can

choose three study programs with certain conditions. For participants who choose

one study program, they can choose study programs at any PTN. But, for

participants who choose two or three study programs, one of the chosen study

programs must be in a PTN that is in one registration area where the

participannts take the exam. ( Iwe , 2015)

2.1.3 SLSB

SLSB stands for Potential Local Student Selection. From the name we can

know that this selection was held by the university specifically for participants
who are domiciled in one area with the University. Cenderawasih University, for

example, only conducts this selection in the Papua region or maximally West

Papua.

This selection is done without written tests. Acceptance criteria are

determined by each university. however there are special requirements for

participants; they must have many achievements in high school. Minimum

achievement is determined by each University. Some stipulate universities that

only those with the top 5 ranks or the top 10 or the top 3 in high schools can

participate in this selection. After completing and fulfilling several requirements,

participants only need to wait until the graduation announcement arrives and see

whether the participant is accepted at the university or not. There are no written

or unwritten tests on this selection, all the determinations are really only based on

the results of the participants' achievements during high school.

2.1.4 ACHIEVEMENT

Achievement is something which someone has succeeded in doing,

especially after a lot of effort.( Collins , Definition of achievement

achievement in this case is the learning outcomes of students during their

education at Cendrawasih University. These learning outcomes can be seen from

a number of courses taken by students but only study subjects such as reading,

listening, writing and others. In order for this research to be truly objective, the
data taken is only in the form of pure value from students, without any additional

presence, or other attitude values.

2.2. Hypothesis

Based on the explanations above, I suspect that there is a significant comparison

between the achievement of the students of English study program, Cnderawasih

University who entered through SBMPTN and The one who entered through SLSB in

academic years 2017/2018.

3. METHODOLOGY OF RESEARCH

3.1. Design of the Research

In this research, the writer uses a design which is called comparison research.

“Comparison means Comparing two or more variables to see which one is better”

(Purba, 2014 : 18). This research design describes the comparison between the

Achievement of the students of English study program, Cnderawasih University who

entered through SBMPTN and The one who entered through SLSB in academic years

2017/2018.

This research has two Independent variables

a. Variable Independent 1: the Achievement (The scores of Writing, listening

, Reading and speaking skill) of the students of English study program,

Cnderawasih University who entered through SBMPTN in academic years

2017/2018.

Variable 2: Achievement (The scores of Writing, Structure and Reading skill) of the

students of English study program, Cnderawasih University who entered through SLSB

in academic years 2017/2018.

3.2. Population and Sample

a. Population
The totals of population of students are 60 students. They divided in to two classes.

They are: Offering A and B (2nd semester) . Every class consists of 30 students ( each

class have students who entered Through SBMPTN and the one Who entered

through SLSB)

b. Sample

In selecting the students as the sample, the writer used cluster random sampling

technique. The chosen class is offering B.

The steps to take cluster random sampling are:

1. The writer prepares 2 pieces of paper and each paper written by each class.

2. The writer rolls it.

3. The writer shakes the rolling paper.

4. The writer chooses one from the three rolling papers.

5. The writer opens the paper.

6. From the cluster random sampling, the writer find one class that is Offering B

3.3. Instrument of the research

The instrument of the research that used by the writer is oral test and documentation to

collect the data.

a. Oral test

The writer used oral test to know the speaking ability of students. The writer

doing interview with the student and the theme is Their Dream Job (the profession they

wanted after graduating from this university)

b. Documentation
The documentation in this research is the list of score in Writing , Reading and

listening of the students of English study program, Cnderawasih University who

entered through SBMPTN and The one who entered through SLSB in academic years

2017/2018. It aims to know the Achievement of students in Writing , Reading and

listening skill.

3.4. Data Collection

To collect the data for this research, the writer conducts several steps as follows:

a. Asking permission to the Dean of Teacher Training and Education Faculty of

Cenderawasih University

b. Asking permission to the of the headmaster of English study program of

Cenderawasih University.

c. Asking permission to the lecturers of the several subjects in English study program

of Cenderawasih University.

d. Determining the class as the sample in the research.

e. Preparing the instrument of the research.

f. Asking the data of the students in Writing , Reading and listening of the students of

English study program, Cnderawasih University.

3.5. Data Analysis

In order to describes The Achievement (The scores of Writing, Structure and

Reading skill) of the students of English study program, Cnderawasih University who

entered through SLSB in academic years 2017/2018. The writer used formula Mean,

standard deviation and T-Test Independent to calculate index the comparison of the

achievement of students in speaking , reading, writng, and listening skill.
