1. GENERAL

1.1 Scope

This Specification covers the requirements for Roadworks, including parking, hardstand
areas and road carriageways; and associated works including kerbing, footpaths and
signs for the Greater Gorgon Development Project.

1.2 Applicable Documents

The applicable Company documents, Codes, Industry Standards and Government


Regulations are referenced below. Unless specified and/or as indicated in the project
documentation, current editions of these reference documents shall apply.

The roadworks design shall comply with the Drawings and/or Government requirements
and Statutory Regulations.

2. DEFINITIONS AND ABBREVIATIONS

Definitions
Approval Approval by the Company.
Class B (Basecourse) Class B material as specified in G1-TE-C-0000-SPC5004
shall define the Basecourse layer.
Bituminous Surfacing Road seal consisting of hot sprayed bitumen and cover
aggregates in single or multiple layers.
Asphaltic Concrete (AC) Road seal consisting of compacted, premixed hot
bituminous concrete.
CSP Cement Stabilised porting of the pavement layer consists
of Class B material (Basecourse), cement and potable
water as specified in G1-TE-C-0000-SPC5006.
Flexible Pavement A flexible pavement consists of Class B and a Class S-B,
constructed of unbound materials.
Seal Layer Bituminous surfacing or asphaltic concrete layer.
Class S-B (Sub-base) Class S-B material as specified in G1-TE-C-0000-
SPC5004 shall define the sub-base layer.
Sub-grade Sub-grade is the final finished layer to the underside of
the Pavement layer.
Unsealed road Road with the wearing surface consisting of the
basecourse layer without a seal layer.

3. GENERAL REQUIREMENTS

3.1 General

All roadworks shall be in accordance with this Specification and the referenced
Australian Codes and Standards. Work within this Specification shall also comply with
the requirements of Local, State and Federal Government bodies.
Any discrepancies between Codes and Standards, and this Specification shall be
referred to the Company for resolution.
All roadworks and related activities shall be constructed to the design lines, elevations
and details shown on the drawings. Design lines and elevations not specified on the
drawings shall be interpolated or extrapolated from those specified in a linear manner.

3.2 Construction Access and Temporary Roads

The contractor shall ensure that all temporary works to maintain by-pass roads,
detours, including all warning lights, signs, fences and the like comply with the
requirements specified in G1-NT-PLNKH250032, Site Health, Safety & Environment
Management Plan, Phase 4. Details of the proposed temporary works shall be
provided to the Company for approval prior to the start of those works.
The Contractor, when sizing machinery and determining construction sequence shall
keep in mind that existing road widths and existing cleared areas shall not be
increased. Hence the Contractor shall size their machinery and construction sequence
accordingly.
Construction activities shall be based on the use of the construction access roads as
shown on the drawings. If additional access roads or laydown or work areas are
required a proposed layout shall be submitted to the Company for approval.
Unless otherwise shown on the drawings, temporary road pavements and hardstands
shall consist of a minimum of 150 mm of S-B material or other Company approved
material as specified in G1-TE-C-0000-SPC5004.
Tracked vehicles and large earth moving plant shall be routed or mobilised in such a
manor that damage to either natural substrata or placed fill pavements, which form part
of the existing or future permanent works, is avoided.

3.3 Material Processing

Feed stock for the production of materials as specified in G1-TE-C-0000-SPC5004 shall


be won from the material excavated from the Company designated areas. The
Contractor shall select Company approved rocks for crushing during blasting and
excavation operations. The selected feed stock shall be supplied to a Company
nominated area for the production of aggregates.

4. PAVEMENTS MATERIALS

4.1 Flexible Pavements

The basecourse and sub-base materials shall be as specified in Doc No G1-TE-C-


0000-SPC5004 - Specification for Site Preparation.

4.2 Cement Stabilised Pavements

Cement Stabilised Pavements shall be as specified in Doc Nos G1-TE-C-0000-


SPC5005 Specification for Cement Stabilised Pavements – Materials and G1-TE-C-
0000-SPC5006 Specification for Cement Stabilised Pavements –Function.

4.3 Bituminous Surfacing (Two coat chip seal)

4.3.1 Bitumen

The bitumen used shall be straight run, slightly blown bitumen, distilled from asphaltic
base petroleum. The bitumen shall be Class 170 with a viscosity of between 140 and
200 Pascal seconds at 60oC. The bitumen shall conform to AS 2008 and the current
Austroad Specifications. The minimum bitumen density at 25oC shall be 1.0 kg/l.

4.3.2 Cutting Oil

The cutting oil to be used shall be medium curing cutting oil conforming to the
requirements below:

4.3.3 Fluxing Oil

The fluxing oil shall be slow curing petroleum product distillate fuel oil conforming to the
requirements below.

4.3.4 Seal Aggregates

The aggregate produced for First Coat Seal and Second Coat Seal shall be as
specified in Doc No G1-TE-C-0000-SPC5004 - Specification for Site Preparation, for
size 7mm and 14mm concrete aggregates respectively.

4.4 Asphaltic Concrete

4.4.1 Bitumen Binder

The bitumen used shall be Class 170 residual bitumen conforming to AS 2008 and
having a durability figure of not less than 10 days.

4.4.2 Tack Coat (Bitumen Emulsion)

Bitumen emulsion for use as a tack coat shall be class CRS/170-60 conforming to
AS1160 and shall be subject to testing, as indicated in AS 1160 and Company
approval.

4.4.3 Aggregate

The aggregate produced for inclusion in asphaltic concrete shall be as specified in Doc
No G1-TE-C-0000-SPC5004 - Specification for Site Preparation.

4.4.4 Mineral Filler

The mineral filler shall be defined as all material passing a 0.075 mm AS sieve and
shall consist of dry mineral dust in accordance with AS 2150.

4.4.5 Asphaltic Concrete Assessment

All asphaltic concrete shall be assessed in accordance with the Marshall method of
design. The design shall produce a material which satisfies the limiting values listed
below:
• Bitumen content 5% - 7%
• Marshall Stability (minimum) 8.0 kN

• Marshall flow: 2 - 4 mm
• Percentage voids in compacted mix: 3% - 5%
• Voids in constituent aggregate (minimum): 15%

4.4.6 Asphaltic Concrete – Job Mixes

The Contractor may submit alternative mix designs to those described in this
specification, provided it can be demonstrated that the mix has been used in previous
works and that the aggregate types and relevant properties of such mixes conforms
with the limiting values given above.

4.4.7 Asphaltic Concrete – Testing

Sampling and testing of asphalt mixes shall be in accordance with AS 2891 Methods for
Sampling and Testing Asphalt.

5. PAVEMENT CONSTRUCTION

5.1 Flexible Pavements

5.1.1 Basecourse & Sub-base

The basecourse and sub-base shall be constructed as specified in Doc No G1-TE-C-


0000-SPC5004 - Specification for Site Preparation.

5.1.2 Cement Stabilised Pavements

Cement stabilised portion of pavements shall be constructed in accordance with the


document G1-TE-C-0000-SPC5006 - Specification for Construction of Cement
Stabilised Pavements

5.2 Sprayed Bituminous Surfacing

5.2.1 Construction of Bituminous Surface Layer

5.2.1.1 General

The design and the proposed methods of supply and application of all bitumen seals
shall be submitted for approval prior to commencement of the works.

5.2.1.2 Preparation of Basecourse Surface

The basecourse to be sealed shall be swept free of loose stones, dust, dirt and foreign
matter so as to uncover, but not dislodge, the stones of the compacted basecourse.
Sweeping shall be carried out immediately prior to applying the prime coat and shall
extend 0.5 m beyond the edge of the First Coat Seal.
Where approved by the Company, the pavement may be patched by treating with prime
and filling with asphalt prior to sealing.

5.2.1.3 Preparation of Existing Sealed Surfaces

Existing sealed surfaces shall be swept free of loose stones, dust, dirt and other foreign
matter.
Defects in the existing bitumen seal shall be made good by implementing methods
approved by the Company.

5.2.1.4 Control of Sealing Works

No bitumen spraying shall be started until the basecourse has been inspected and
approved by the Company.
The Company shall be advised of the width, length and section of roadway to be
sprayed at any one time. The area to be sprayed shall be limited to that which can be
covered with aggregate at the specified rate within 10 minutes of spraying. The bitumen
sprayer shall be guided so that the edge of the spray conforms at all times to the set out
line.

5.2.1.5 Protection of Other Work

All necessary precautions shall be taken to prevent bitumen, asphalt or other seal
materials from entering or adhering to other works. Immediately after the aggregate
has been spread over the binder, steps shall be taken to clean off any excess seal
material from gratings, manholes, kerbs, channels, and other road appurtenances.

5.2.1.6 Longitudinal and Transverse Joints

Bitumen spraying shall be to the full width as nominated on the Drawing. In the event
full width spraying is not possible the Contractor shall seek approval from the Company
to spray in sections. When spraying in sections the contractor shall provide a minimum
lap of at least 100mm over the adjoining section.
Aggregate spread on previous sprays must be kept clear of the overlap strip.
The spraying of the binder for each 'run' of the sprayer shall commence and finish on a
strip of two layered, bitumen adhered building paper laid across the surface
beforehand.
The width of the protective strip of paper shall not be less than 900mm or such
additional width as may be necessary to ensure correct spraying rates for the full
spraying width.

5.2.1.7 Pavement Prime Application

The basecourse shall be primed with hot cut back bitumen. The cut back bitumen
prime shall contain 50% residual bitumen by volume and shall be applied at a ambient
temperature. The other 50% shall be Company approved cutting oil.
The prime shall be carried out under favourable weather conditions. The surface shall
be prepared as specified in this specification and shall be sufficiently dry to permit
adherence to and penetration of the basecourse and the First Coat Seal aggregate and
binder.
No prime shall be applied whilst the basecourse temperature is less than 20oC, during
wet or windy conditions, or when adverse weather conditions are likely to occur at any
time during the prime application.
One hour or more after prime spraying, any free bitumen adjacent to the First Coat
Seal, shall be covered with clean quartz sand or other durable rock fines. The rate of

application shall be sufficient to prevent adhesion to the wheels of subsequent traffic.

5.2.1.8 Seal Binder

The seal binder shall consist of 98% Class 170 residual bitumen fluxed with 2%
distillate, unless otherwise approved by the Company.
The First Coat Seal Binder Application Rate shall be 2.16 l/m2 and the Second Coat
Seal Binder rate shall be 1.15 l/m2. Prior to commencing works the Contractor shall
verify the Binder Application Rates are suitable to site specific conditions by conducting
a trial section for Company inspection and approval.
The seal binder shall be heated to a temperature necessary to carry out the operations
of cutting (if required) and/or spraying. The temperature of the binder shall be between
165oC and 175oC at the time of application. At no time during the heating shall the
upper temperature be exceeded.

5.2.1.9 First Coat Seal Aggregate

The aggregate for the First Coat Seal shall be 14mm nominal size.
The nominal coverage application rate for 14mm aggregate is 90 square metres per
cubic metre.
The aggregate shall be rolled into the binder with rubber multi tyre, pneumatic rollers
until the aggregate is firmly embedded into the binder.

5.2.1.10 First Coat Seal Maintenance

The First Coat Seal pavement shall be maintained in a satisfactory condition until the
seal coat aggregate is applied. Any damage to the First Coat Seal which occurs during
this maintenance period shall immediately be made good. At least 24 hours shall
elapse before the application of the Second Coat Seal binder and aggregate
commences.

5.2.1.11 Second Coat Seal Aggregate

The aggregate for the Second Coat Seal shall be 7mm nominal size.
The nominal coverage application rate for 7mm aggregate is 190 square metres per
cubic metre.
The Second Coat Seal binder shall be applied on top of the First Coat Seal aggregate,
and the Second Coat Seal aggregate rolled into the binder until it is firmly embedded.
The aggregate shall be rolled into the binder with rubber multi tyre, pneumatic rollers.
The application of the Second Coat Seal shall not start until at least 24 hours after the
First Coat Seal has been completed.

5.2.1.12 Precoat for Aggregates

The pavement First Coat and Second Coat aggregates shall be precoated with a
precoating agent prior to spreading. Details of the proposed precoating agent together
with its application rate and method shall be provided to the Company for approval.

5.2.1.13 Cover Aggregate Application

After spraying the binder, the pavement cover aggregate shall be applied uniformly and
evenly distributed over the sprayed surface by an approved mechanical spreader.

The application of the cover aggregate shall commence immediately after the spraying
of the seal binder, and shall be completed within 10 minutes after spraying. If any delay
occurs in the application of the aggregate, spraying shall be immediately suspended.
Areas insufficiently covered with aggregate shall be re-run with the mechanical
spreader or covered by hand as directed by the Company. The length of spray runs
shall be limited to ensure compliance with pre stated requirement.
The nominal cover aggregate size shall be as shown in Table below:

After the satisfactory application of the aggregate for each seal coat, the surface shall
be rolled with a minimum of four passes of a rubber multi tyre, pneumatic roller.
After rolling, the surface shall be drag broomed in order to achieve an even distribution
of aggregate after the initial rolling. Distribution of aggregate shall be carried out so that
embedded aggregate is not dislodged.
After brooming, the surface shall then be rolled with a rubber multi tyre, pneumatic roller
for a minimum of twelve passes. Any loose aggregate not incorporated in the seal after
the completion of rolling, shall be swept off the road surface without causing damage to
the seal.

5.2.1.14 Adjustment to the Application Rates

The spray application rate shall be within ±5% of the design application rate. The
application rates for prime, seal binder and aggregates shall be confirmed for site
suitability by means of a trial selection on the basecourse.
If an adjustment of the application rate is required, the proposed changes shall be
submitted to the Company for approval, after the trial and prior to continuing with the
road sealing works

5.2.2 Plant and Equipment for Bituminous Surfacing

5.2.2.1 Bitumen Sprayers

Bitumen sprayers shall have at least 5 kilolitres capacity and shall comply with the
requirements for bitumen sprayers set out in the Austroad Publication, "Specification for
Mechanical Sprayer of Bituminous Materials". The sprayer shall have been tested for
uniformity of transverse distribution and calibrated for overall rates of application.
The tests shall be performed within 18 months prior to use of the sprayer in the works
and up to spray rates at least 15% higher than specified. The certificates and charts
applying to such tests shall be made available for inspection by the Company.

5.2.2.2 Rollers

The Contractor shall size rollers to prevent crushing of the seal aggregates. Should the
Contractor wish to use another type of roller other than a rubber multi tyre, pneumatic
roller, approval shall be sought from the Company prior to mobilising any plant to BWI.

5.2.2.3 Brooms

A rotary road broom approximately 2m wide is required and the broom shall be capable
of being turned to an angle of up to 45 degrees from the road centreline.
The rotary drawn broom shall be capable for use as a drag broom or a drag broom shall
also be provided.

5.2.2.4 Bitumen Road Tanker and Site Storage

Bitumen road tankers and site storage shall be suitably lagged and fitted with heater
tubes, temperature gauges and circulation system. Site storage provision shall be in
accordance with all necessary statutory and safety requirements. The Subcontractor's
proposed site layout design shall be submitted for approval at least one week before
mobilising this equipment to site.

5.2.2.5 Mechanical Spreader

The Contractor shall submit details of a proposed mechanical spreader to the Company
for approval. The mechanical spreader shall be capable of spreading a uniform layer of
aggregate on the sprayed binder. The mechanical spreader shall be fitted with
removable cut-off attachments to allow the aggregate spread width to match the
required width on the pavement. If the full pavement width is not possible then the
Contractor shall submit a method proposal to spread aggregate in sections.

5.3 Asphaltic Concrete

5.3.1 Construction of Asphaltic Concrete Layer

5.3.1.1 General

The design and the proposed methods of supply and application of all Asphaltic
Concrete shall be submitted for approval prior to commencement of the works.

5.3.1.2 Emulsion Tack Coat

A tack coat as specified above shall be applied to the prepared surface at the rate of
0.6 litres/sq m, or as directed by the Company.
The Company may direct the omission of the tack coat. No asphalt mix shall be placed
on the tack coat until the emulsion has broken and the water has completely
evaporated.
The Company may direct the pavement area ahead of the asphalt paving machine to
be resprayed and may specify the time to be allowed between spraying of the tack coat
and the placing of the asphalt mix.

5.3.1.3 Placing Asphalt Mix

The asphalt mix shall be spread in accordance with AS 2150-2005 Hot Mix Asphalt - A
Guide to Good Practice.
The temperature of the asphalt mix at the time of initial rolling shall be in accordance
with AS 2150-2005 Hot Mix Asphalt - A Guide to Good Practice. No asphaltic concrete
shall be placed when the ambient temperature is less than 10oC.
The asphaltic concrete shall be placed in one layer by a Company approved asphalt

paving machine conforming to AS 2150.


Compaction shall be in accordance with AS 2150, except as follows:
• Compaction shall initially be by rolling with at least two passes of the smooth, steel
drum tandem roller. Immediately following the initial rolling and while the asphalt is
still hot, roll with not less than twelve passes of the self-propelled pneumatic-tyred
roller. The final roll shall have a maximum of two passes of the smooth, steel drum
roller, while the asphalt is sufficiently warm to produce a smooth, dense surface.
The use of vibratory rollers adjacent to structures shall be at the discretion of the
Company. The Contractor shall submit a method proposal to the Company for
approval, outlining but not limited to:
o Compaction equipment to be implemented
o Estimated ground vibration level
o Precautions utilised to prevent damage to the surrounding structures such as
exclusion zones
Rolling with in these areas shall not commence until the Contractor has received
approval from the Company.
• If the asphalt begins to heave or crack, in no circumstances shall the rolling
continue until the cause has been determined and Company approved corrective
measures implemented. Drums and wheels of rollers shall be kept wet with water
and clean during all the rolling operations.
• Any joints necessary shall be formed to ensure that the finished profile is smooth
and even over the joints without ridges or depressions. Joints shall be waterproof.
Joints shall be in accordance with AS 2150.

5.3.1.4 Surface Requirements

The surface of asphalt, after compacting, shall be smooth and dense, and shall conform
to the line and levels shown on the drawings and the following requirements.
The surface of the finished pavement shall be free from depressions exceeding 3mm
when measured from the underside of a 3m straight edge, placed parallel to the
centreline of the road. The rate of change of deviations shall not exceed 1mm per 0.2m
both transversely and longitudinally. The pavement shall have a crown/crossfall as
detailed on the drawings.
The surface of the compacted asphalt shall, at al locations, be within 5mm of those
surface levels shown on the drawings.
The Contractor shall provide, at all times, with each paving machine, a 3m straight
edge. The contractor shall test for compliance with the specified lines, levels and
surface finish immediately after initial compaction. Any variations shall be corrected by
removing or adding materials as may be necessary. Rolling shall then be continued as
specified. After final rolling out, and before final acceptance, the smoothness shall be
checked again. This procedure shall be repeated, if required, until accepted by the
Company.

5.3.2 Plant and Equipment for Asphaltic Concrete

5.3.2.1 Mixing Plant

Asphalt shall be manufactured in an approved mixing plant by either, batch mixing,


continuous mixing or drum mixing at the option of the Contractor.

All mixing plant and equipment and associated facilities shall be subject to approval by
the Company prior to the commencement of the works and shall conform to the
requirements of AS 2150.

5.3.2.2 Transportation Trucks

The asphalt shall be transported from the mixing plant to the work in metal bodied
trucks previously cleaned of all foreign materials. Each load shall be covered with
canvas or other suitable covering of sufficient size and thickness to minimise loss of
heat from the mixture.

5.3.2.3 Asphalt Paving Machine

The machine used for placing the asphalt mix shall be equipped with all necessary
control devices to maintain levels and line, and also Company approved sensing
equipment to provide longitudinal joint matching. It shall further be equipped with a
vibrating screed capable of achieving 85% of the final compaction.

5.3.2.4 Static and Vibrating Steel Wheel Rollers

The rollers shall be self propelled and shall have a minimum mass of 8 tonnes for the
static rollers and 6 tonnes for the vibrating rollers. The vibrating rollers shall be capable
of varying amplitude and/or frequency to suit the properties of the asphalt mix being
compacted.

5.3.2.5 Pneumatic Tyred Rollers

These rollers shall be self propelled, pneumatic tyred, multi wheeled rollers of mass not
less than 10 tonnes. The rollers shall have minimum wheel loads of 9kN and smooth
tyres capable of being inflated to 620 kPa.

6. UPGRADE OF EXISTING ROADS

Where existing BWI roads are to be upgraded, the sub-grade, sub-base and
basecourse shall be constructed to the requirements of Doc No G1-TE-C-0000-
SPC5004 - Specification for Site Preparation. Where the existing pavement is to be built
up, it shall be lightly tyned and graded to remove deleterious material. The existing
surface shall be watered and rolled to achieve a tight and uniformly bound surface
Road surface seals shall be constructed where shown on the drawings and in
accordance with this specification.

7. DRAINAGE FOR ROADWORKS

All underground piping, drains and culverts shall comply with the requirements of Doc
No G1-TE-C-6400-SPC5001, Underground Drainage Systems.
Earth cut drains shall be constructed to conform to the cross-sections, levels and
grades as shown in the Drawings.
Drains shall be excavated to provide an even grade with no obstructions or hollows
which may impede the flow of runoff.
Batter slopes of earth cut drains shall be smoothly shaped to a uniform plane from top
to bottom. The batter shall not at any point vary from the specified slope by more than
50mm measured normal to the specified batter slope.

Specification for Site Prep or as directed by the Company, shall be incorporated into the
project works.
The whole of the works shall be finished to ensure that there will be free drainage with
respect to stormwater run-off and that there are no areas which will retain water.

8. CONCRETE KERBS, INVERT CHANNELS AND CROSSOVERS

8.1 Materials

All concrete works shall conform to the requirements of Doc No G1-TE-C-0000-


SPC1048, Concrete Construction Requirements.
Concrete for kerbing shall have a minimum characteristic compressive strength of
25MPa (N25) and shall comply with AS 3600. Concrete for extruded kerbing shall have
a maximum aggregate size of 10mm and a slump of 70 mm or less. The exposed
surfaces of kerb, invert channels and crossovers shall be finished to a steel float
unpolished finish.

8.2 Construction

8.2.1 Extruded Kerbing

Plain concrete kerbing, having a continuously uniform profile, shall be cast by extrusion
forming. The extrusion machine shall be fitted with an automatic control which will
adjust the position of the forming tube while the machine is in operation. Immediately
after extruding, the kerb and channel, invert channel or kerbing shall be trowelled to a
smooth finish.
The extrusion process shall be such that the finished kerb will present a well compacted
mass with a surface free from voids and honeycombs. The kerb shall be laid true to
line and grade.

8.2.2 Cast In-Situ Kerbing

Plain concrete kerbing, kerb and channel, invert channels which are not suitable for
extrusion, and reinforced kerbs and crossovers shall be cast in-situ.
Formwork for the kerb face shall be removed to allow finishing to proceed whilst the
concrete is still green.

8.2.3 Concrete Kerb Jointing

8.2.3.1 Contraction Joints

Where an expansion joint and a contraction joint would coincide, the expansion joint
shall be provided. The next contraction and expansion joint shall be located from that
joint according to the rules stated below.
Contraction joints in plain concrete sections shall be provided at not more than 2.5m
intervals, at the sides of entry points and tangent points of curves unless otherwise
specified on the drawings. Contraction joints shall be a 10mm deep sawn or tooled
groove in the concrete.
Contraction joints in reinforced concrete sections shall be provided at not more than

5.0m intervals, at tangent points and other changes in section size or shape.
Reinforcement shall be continuous through the contraction joints and the joint shall be
formed by sawing.

8.2.3.2 Expansion Joints

Expansion Joints shall be located at not more than 7.5m intervals and shall be formed
by a 10mm gap that completely separates the adjacent sections of concrete.
Expansion joints for plain concrete sections may be formed by sawing the concrete to
provide the specified gap width.
Expansion joints in reinforced sections shall be complete with suitable dowel bars and
be sealed with a flexible joint sealant. The dowel bars shall be greased on one side of
the joint and shall have a cap on the greased side.
The expansion joints shall be sealed with a mastic which has a bitumen impregnated
canite back-up sheet approved by the Company. Details of the proposed joint sealer
shall be provided prior to commencement of the works.

8.2.3.3 Construction Joints

The first 150mm of any new pour for extruded kerbing shall be cut away and removed.
The gap between old and new work shall be filled by hand placing, rodding and shaping
of the concrete until a satisfactory shape and finish has been achieved.
Expansion joints shall be used where practical as pour breaks or construction joints.
Contraction joints shall be used as pour breaks or construction joints for reinforced
concrete sections by lapping the reinforcement.

8.2.3.4 Sawn Joints

Saw cuts in the concrete for contraction joints and at least one side of expansion joints
shall be installed within 24 hours of placing the concrete for that section.

9. FOOTPATHS

Footpaths shall be cast in situ concrete, concrete brick/block paving or as specified


otherwise on the drawings.

9.1 Materials

9.1.1 Concrete Footpaths

Concrete grade for footpaths shall be blinding concrete (S15) as specified in G1-TE-S-
0000-SPC1049.

9.1.2 Brick and Block Paving

Where designated on the drawings, footpaths shall be paved with either brick or
concrete block pavers suitable for the purpose.

9.2 Construction

Prior to commencing construction works, the Contractor shall submit a method proposal
for Company approval. Works shall not commence until Company approval is received.

9.2.1 Earthworks for Footpaths

Concrete, brick and block paved footpaths shall be constructed directly on the
compacted Subgrade, unless stated otherwise on the drawings.
Footpaths shall not be constructed until all drainage, sewerage and other services, and
kerbing have been completed.

9.2.2 Dimensions and Profile

Unless shown otherwise on the drawings, footpaths shall constructed to the widths,
lines and levels shown on the drawings, and be constructed with no crossfall.
Where the path is constructed in the road reserve, the longitudinal profile of the path
shall be the same as the longitudinal profile of the adjacent kerbing. Elsewhere, the
path longitudinal profile will be such as to achieve a uniform grading and generally
conform to the surrounding finished-ground or as shown on the drawings.

9.2.3 Concrete Footpath Jointing

Concrete works shall conform to Doc No G1-TE-C-0000-SPC1048 Concrete


Construction Requirements.
Where an expansion joint and a contraction joint would coincide, the expansion joint
should be provided. The next contraction and expansion joints shall be located from
that joint according to the rules stated below.
Contraction joints shall be provided at 1.5m centres and shall be neatly defined using a
jointing tool and smooth trowel finish for 80mm either side of the joint.
Expansion joints shall be constructed at 6.0m intervals and shall provide a 12mm gap
between adjacent sections of the concrete for the full depth of the footpath. An
approved 12mm thick bitumen impregnated filler board, the full depth of the concrete,
shall be inserted in the joint to finish flush with the surface of the path.
Details of the proposed filler board shall be provided to the Company for approval.
Expansion joints shall be marked out with an edging tool to match the appearance of
contraction joints.
Apart from the joint edges, the surface of concrete footpaths shall have a broomed
finish.

9.2.4 Placement of Brick and Block Paving Footpaths

Brick and Block pavers shall be laid in accordance with the manufacturer’s
recommendations. , Shape, thickness, laying patterns and colour for the Brick or Block
pavers shall be specified on the contact Drawings.

10. ROAD CROSSINGS FOR SERVICES

Backfilling over all service ducts shall be as specified in G1-TE-C-0000SPC5004


Specification for Site Prep.

11. ROAD EDGE GUIDE POSTS AND REFLECTORS

Guide posts shall be erected where shown on the drawings. The posts shall be of the
flexible type and be supplied and installed in accordance with MRWA Specification 602

12. PAVEMENT MARKINGS

Road pavement marking shall consist of:


• Painting longitudinal road markings using white road marking paint. The Contractor
shall submit the proposed water based paint specification for Company approval
prior to mobilising the paint to Barrow Island.
• The installation of longitudinal lines, transverse lines and other markings (i.e.
holding lines, pavement markings, parking bays), using a long life Company
approved thermoplastic or cold applied plastic material in accordance with
AS4049.2.
Regulatory line markings, where shown on the Drawings shall be applied in accordance
with MRWA Specification 604 - Pavement Markings.

13. GUARD RAIL

Guard rails shall be steel ‘W Beam’ (Ingal Civil Products – FLEXBEAM) or approved
equivalent, as shown on the Drawings, and installed in accordance with the
manufacturer’s recommendation. All steel items shall be hot dip galvanized to AS/NZS
4680.

14. SIGNAGE

14.1 General

The supply and installation of all new sign boards, posts, fasteners and other materials
for traffic signs at the locations shown on the drawings shall include the removal and
reinstatement of existing signs where required.
Where streets or roads are labelled by name or number, signs shall be installed so that
each new street is signposted at its ends and at each intersection with other streets.

14.2 Materials

The traffic signs and associated hardware shall be manufactured in accordance with
the requirements of AS 1742 and AS 1743.

14.3 Street Name Signs

Street nameplates shall be made from 150mm high extruded aluminium. The
nameplate length shall be to suit the street name, but shall be not less than 450mm and
not longer than 1000mm. Street sign lengths shall be in multiples of 50mm. The
nameplate shall be reflectorised white with 100mm high black embossed lettering. The
lettering shall be of block type, series C in accordance with AS 1744. The street names
or labels to be used will be supplied by the Company or as shown on the drawings.
The street nameplate shall be attached to the post with a standard aluminium bracket
and two 10 mm diameter zinc plated bolts, or Company approved equivlant.
Posts for nameplates shall be 50mm nominal bore, medium grade galvanised steel
pipe, conforming to AS 1074. The top of each post shall be closed by means of an

approved galvanised end cap.


The posts shall be attached by a M10 galvanised bolt to a sleeve which has been
installed in the ground and encased in concrete.
The post sleeve shall project 50mm above finished ground level. The concrete around
the sleeve shall be Grade 20 (N20) having a minimum diameter of 450mm and a
minimum depth of 600mm below the finished ground level. The concrete shall be
finished level with final ground level and neatly trowelled off. Posts shall be set vertical.
The height of the underside of the lowest sign on the post shall be 2.4m.

15. EXISTING SERVICES

All existing services shall be located and all necessary steps taken to prevent any
damage.
The Company shall be notified immediately any services encountered during the
progress of the works and shall be marked on the 'as constructed' drawings.
The level of all sewer inspection openings, valve pits, manhole lids and similar surface
fixtures shall be adjusted to suit the finished ground or pavement level adjacent to the
surface fixtures.

15.1 Alignment

The road or pavement alignments shall conform to the construction centrelines shown
on the drawings.
Construction centreline pegs or suitable offset pegs, which can be used to reposition
construction centre-line pegs, shall be maintained throughout the course of the
roadworks. Offset pegs shall only be removed with the approval of the Company.

16. TOLERANCES

16.1.1 Layer Width

The outer top edge of any layer of the pavement shall be no closer to the road
centreline and no more than 100 mm further from the road centreline than the positions
shown in the drawings.

16.1.2 Layer Finished Levels

Tolerances for pavement finished levels of sub-grade, sub-base and basecourse are
specified below

17. QUALITY REQUIREMENTS

17.1 General

All testing systems, procedures and equipment, shall meet the requirements of the
Contract as well as the Standards referenced in this Specification.
Quality requirements shall be as specified in document G1-TE-Z-0000-SPC8501,
Specification for Supplier / Contractor Quality Requirements.

17.2 Inspection and Testing Plan

An Inspection and Testing Plan shall be provided in accordance with Specification for
Supplier / Contractor Quality Requirements document G1-TE-Z-0000-SPC8501 for
each ‘lot’ of works completed. All Inspection and Test Plans shall include test results
and a location diagram.
Inspection and Test Plans related to this specification shall comprise of the following
work categories by lot but not limited to:
• Sealing works
o Manufacture of Bitumen Prime
o Manufacture of Bitumen Seal
o Manufacture of Asphalt
o Placement of Bitumen Prime
o Placement of Bitumen seal
o Placement of Asphalt
• Construction of Footpaths

17.3 Testing

Inspections, sampling and testing of roadworks shall be carried out for placed materials,
in accordance with the Main Roads Specification 71-06-135 MATERIALS FOR
BITUMINOUS SURFACING TREATMENTS and at a frequency outlined in this
Specification.
The Company shall be advised when each layer is completed and available for
verification testing. The company reserves the right to nominate additional test
locations. It remains the Contractor’s responsibility to carry out any additional testing it
deems necessary, and all retesting of rectified work to verify compliance with this
Specification.

17.4 Frequency of Tests

The Contractor’s Inspection and Test Plans shall indicate the program of testing
appropriate for each individual lot of the roadworks.
The frequency, number and type of verification tests carried out for materials and works
shall be in accordance with the table below and this shall be taken as a minimum.

property is not acceptable, the Company shall be informed immediately and the whole

of the non-conforming material shall be isolated, replaced, reworked or rehabilitated as


required or as instructed by the Company.
For materials non compliant under the specification a Non Conformance Report shall
be generated. The Non Conformance Report shall be submitted to the Company for
acknowledgement of the non conformance as well as approval of the rectification
procedure. No works shall be commenced on subsequent works relating to that
particular non conforming area until the contractor has received approval to proceed
from the Company.
Where contaminated or rejected material exists within the area of the permanent work
the Company shall be notified. The materials shall then be disposed of to a nominated
area as directed by the Company.
