To manage supply chain risk through counterintelligence
training, and for other purposes.
8 Not later than 180 days after the date of the enact-
9 ment of this Act, the Director of the Office of Manage-
10 ment and Budget, in coordination with the Director of Na-

1 tional Intelligence, the Secretary of Homeland Security,
2 and the Administrator of General Services, shall establish
3 and implement a counterintelligence training program for
4 officials with supply chain risk management responsibil-
5 ities at executive agencies (including programmatic, infor-
6 mation communications technology, and acquisition offi-
7 cials). The program shall be designed to prepare such per-
8 sonnel to identify and mitigate counterintelligence threats
9 that arise during the acquisition and use throughout the
10 lifecycle of information and communications technology.
11 SEC. 3. REPORTS ON IMPLEMENTATION OF PROGRAM.
12 Not later than 180 days after the date of the enact-
13 ment of this Act, and every 180 days for the next three
14 years, the Director of the Office of Management and
15 Budget, in consultation with the Director of National In-
16 telligence, the Secretary of Homeland Security, and the
17 Administrator of General Services, shall submit to the ap-
18 propriate congressional committees and leadership a re-
19 port on implementation of the program required under
20 section 2.
21 SEC. 4. DEFINITIONS.
22 In this Act:
23 (1) APPROPRIATE CONGRESSIONAL COMMIT-

1 congressional committees and leadership’’ and ‘‘in-
2 formation and communications technology’’ have the
3 meanings given the terms in section 4713(k) of title
4 41, United States Code.
5 (2) EXECUTIVE AGENCY.—The term ‘‘executive
6 agency’’ has the meaning given the term in section
7 133 of title 41, United States Code.
