PLANNING AND DESIGN OF HOTEL AND RESORT FACILITIES

INTRODUCING THE FIVE STAR GRADING SYSTEM FOR ACCOMMODATION


ENTERPRISES

There are five levels of accommodation standards ranging from one to five stars
applicable to hotels, resorts and apartment hotels. To obtain higher stars, progressively
higher service and facility quality, facility condition and improved business practices like
environmental management, which are determined by a points system should be provided
across all areas. A total of 1000 points have been set as the maximum number of points
that can be achieved by Hotels, Resorts, and Apartment Hotels.

The criteria are divided into seven (7) dimensions that are common to the abovementioned
categories except for the lounge area and the kitchen area which are applicable only to
apartment hotels. The percentage that these dimensions contribute to the total score is

STAR GRADING SYSTEM


Rule II. Star Grading System for Hotels, Resorts and Apartment Hotels

Section 1. Five Star Grading System. There are five (5) levels of accommodation
standards ranging from one to five stars. The star bands for Hotels, Resorts and Apartment
Hotels are as follows:

a. One Star: 25-40% achievement (251 to 400 points)


b. Two Star: 40-55% achievement (401 to 550 points)
c. Three Star: 55–70% achievement (551 to 700 points)
d. Four Star: 70–85% achievement (701 to 850 points) - These properties are upscale
in all areas. Accommodation is refined and stylish. Service is responsive, often including
an extensive array of facilities.
e. Five Star: 85-100% achievement (851 to 1,000 points) - These properties reflect the
characteristics of luxury and sophistication. The facilities are world class in every manner
and the meticulous service exceeds all guest expectations.

Referrence 2. THE 1992 RULES AND REGULATIONS TO GOVERN THE


ACCREDITATION OF HOTELS, TOURISTS INNS, MOTELS,

APARTELS, RESORTS, PENSION HOUSES AND OTHER ACCOMMODATION


ESTABLISHMENTS (DOT Philippines, Rules and Regulations on
Accreditation, 1992)

Section 8. Classification of Resorts. For purposes of accreditation, resorts shall


be classified as follows:
Class "AAA"
Class "AA"
Class "A"
Special Interest Resort

Section 9. Requirements for a Class "AAA" Resort. The following are the minimum
requirements for the operation and maintenance of a Class "AAA" Resort:

a. Location and Environment The resort shall be situated in a suitable location free of
noise, atmospheric and marine pollution.

b. Parking (If applicable) An adequate parking space with parking security shall be
provided free to guests.

c. Facilities and Room Accommodation The resort shall have its rooms, facilities and
amenities equivalent to those of a First Class Hotel required under Section 4 hereof.

d. Public Washrooms There shall be a clean and adequate public toilet and bathroom for
male and female, provided with sufficient hot and cold running water, toilet paper, soap,
and hand towel and/or hand dryer.

e. Sports and Recreational Facilities The resort shall offer at least four (4) sports and

recreational facilities.

f. Conference/ Convention Facilities Conference/convention facilities with attached toilets


shall be provided.

g. Employee Facilities Adequate and well-maintained cafeteria, locker rooms and separate
bathrooms for male and female employees shall be provided.

A Comparison of International Case Studies

To start with, let us briefly describe the complexity of hotel quality programmes,
which is influenced by the diverseness of the hotel sector in terms of supply and
demand. Different countries and regions can choose different approaches depending on
the features of the classification system (number of levels, symbol used, etc.) and the
nature of the programme (public, private). (Kotler et al., 2010).

Hotel Quality Classification

In Europe, hotels are usually ranked on a scale of 1 to 5 stars, with five stars being
the highest rating possible. In Australia and Canada, a 5-star scale is used,
sometimes using half star-increments. In the United States, hotels are generally
ranked on a scale of 1 to 5 stars by the Forbes Travel Guide while the American
Automobile Association (AAA) still uses the diamond on a scale of 1 to 5.

So far, no international classification has been adopted, even though several


attempts to unify the classification system have been made.

Reference 4. Coastal Shore Setbacks


Article 51. Water Code of the Philippines/
As per DENR Administrative Order No. 97-05

ARTICLE 51. The banks of rivers and streams and the shores of the seas and lakes throughout their
entire length and within a zone of three (3) meters in urban areas, twenty (20) meters in
agricultural areas and forty (40) meters in forest areas, along their margins are subject to the
easement of public use in the interest of recreation, navigation, floatage, fishing and salvage. No
person shall be allowed to stay in this zone longer than what is necessaty for recreation,
navigation, floatage, fishing or salvage or to build structures of any kind.

Similar zones are used in other countries for regulating the use of their coastal frontage and are
often referred to as "setback" zones, intended to preserve public access. However, no special or
individual right to access is given specifically to the owners of adjacent properties. In the absence
of special permission or license, the private owner of upland adjacent to the shore has no greater
right than any other individual to the use of the shore. Generally, observance of the setback zones
are required pursuant to DENR Administrative Order No. 97-05, which prescribes procedures for
retention of areas within certain distances along the banks of rivers, streams, and shores of seas,
lakes, and oceans for environmental protection.44 Under these rules, both private and public
properties are required to retain the setback zones as "pe11I1anent forest for stream or riverbank
protection", although seashores are included within the prescriptions.
