Introduction

Location
The Euro Tower building is located in North Central Bucharest at the junction of
Barbu Vacarescu street and Lacul Tei boulevard. The site is a triangular plot of
area 1,820 sqm. The building has significant frontages on Lacul Tei boulevard to
the North West and Dinu Vintila street to the East and enjoys excellent visibility
from Barbu Vacarescu street. The adjacent uses are office to the North,
residential to the West and south and the famous Circus Park covering 26
hectares to the East, which provides a pleasant relief to the busy urban
environment.
The building is only a 5 minute drive away from Piata Victoriei and has easy
access to the Otopeni airport, to the Northern residential area of Pipera and to the
future connection to the highway Bucharest – Brasov. Situated at the crossing of
Barbu Vacarescu street on Lacul Tei boulevard, the building enjoys excellent
traffic flows in and out of the city, due to its dual carriage way configuration

Public Transportation
The site is well served by existing public transport. The Metro station Stefan cel
Mare is located at the cross between Stefan cel Mare street and Barbu Vacarescu
street, approximately 300m meters from the building. Trams run on Barbu
Vacarescu street, with a stop located at the north-west corner of the Euro Tower
building. The Euro Tower offices are served by several bus routes, with a stop
located in front of the building.

General Building Arrangement


The building is a Class A office development in terms of its location, access,
specifications, design and building management. The building will comprise a
ground floor area with public reception hall, commercial space and back of house
facilities, 18 A-Class office floors and 5 basement levels of plant and parking.
Approximately 18,000 square metres of above ground construction provide just
over 16,500 square metres of rentable area. The five basement levels provide
200 parking spaces plus additional valet parking.
An underground parking structure of 290 car parking is planned across the street
on the limit of the Circus Park.

Architectural Concept

Building Modulation
The building modulation is done at international standards on a 7.5m column grid
and a 1.5m space planning grid. Due to the geometry of the plan variations occur,
occasionally columns are spaced at 10m to co-ordinate with the 2.5m parking
module. The typical office floor to floor height is 3.85m.

Access, Deliveries, Waste Disposal.


The site enjoys pedestrian access around all sides whilst the principal vehicular
access will be via Lacul Tei boulevard from the east. The main entrance to the
building will be located on Lacul Tei boulevard.
Access to the ramp will be controlled by automatic barriers and the entrance to the
first level basement will be fitted with a suitable automatically operated door. The
access ramp to the first basement will have sufficient headroom for a 7.5T truck.
Deliveries will be primarily handled at first basement. Lift and stair access will be
provided from the basement levels to reception.

Vertical Circulation.
The ground floor lift lobby is immediately visible from the main entrance subject to
visual control from the reception desk and access control by security turnstiles.
The building will be provided with a single group of six lifts in the main core
specified to provide very good levels of service to the 18 above ground office
floors. In order to maximize efficiency, the lift group will be provided with a
selective control device system which will enable passengers to ‘book’ their
destination floor electronically from the reception lobby. The lift group has a
designated goods lift going to first basement level and two fire fighting lifts.
A separate passenger lift connects the five basement parking levels to the ground
floor reception area, where passengers must disembark and pass through
reception and security before continuing their ascent to the office floors.
The building will have three staircases all located around the central lift core. One
stair serves the full height of the building from the lowest basement level -5, to the
roof plant at level 19. The second serves all occupied floors from ground level to
level 18 and the third connects all basement levels to ground floor reception.

Functional Layouts

Ground Floor Level


The main entrance to the building will be from the north-west from B-dul Lacul Tei.
A prestigious fully glazed reception area, approximately 4m high, will present a
striking image to the street and provide an excellent impression to visitors. The
reception desk location will have sight lines to both the entrance and the lift lobby.
Public toilets will be provided off reception.
The ground floor lettable area is capable of Café or other commercial use and the
building services systems are designed to deal with kitchen extract and waste.
Good quality urban landscape enhances the setting of the project and assists in
integrating it into its urban context. Good external lighting and building signage
will be provided as this is an important aspect of projecting the image of the
building. The soffits to the portico will be fitted with integral lighting to provide
good illumination around the building perimeter.
The external area covered by the building is an opportunity for an outdoor café
and the area will be provided with services to enable a demountable service island
to be operated during the summer months.
The external areas beneath the building will be finished in granite paving with good
quality planters, street furniture, lighting and signage. Other external areas shall be
soft landscaped

General Issues and Schedule of Areas


The internationally recognised space planning grid of 1.5m x 1.5m is co-ordinated
with the façade module and primary structure, though some variations are
inevitable due to the irregular nature of the planform.
Steel framing to the central core ‘tube’ provides the primary rigidity and is assisted
by intermittent bracing and dampers at the facades. The structural setting out is
driven by the efficiency and flexibility of the typical office floor and co-ordinates
with the basement parking. Floor loadings are to good international standards with
enhancements for archive and IT areas:
- office area – live load 3.5 kN/sqm
- archive areas – 7.5 kN/sqm
Protection of the occupants of the building is achieved principally through
structural robustness and fire safety measures including floor by floor
compartimentation, sprinkler, adequate means of escape, smoke control, fire
fighting access and emergency signage and lighting.

General Description of Internal Finishes

Common Areas – Lift Lobbies


Floor – will be good quality natural stone installed on screed support and including
a thermo-insulation barrier.
Ceiling – will be a combination between continuous ceiling and aluminium tiles.
The materials proportion is of 60% continuous ceiling and 40% aluminium tiles.

Common Areas – Toilets


Floor – Ceramic tiles on screed support.
Wall -- The cubicle dividing walls will be a system of light prefabricated modern
walls, including doors and ironmongery.
Ceiling – Waterproofed ceiling tiles including metallic structure will be installed.

Office Area
Floors – on the office perimeter an approximately 90cm wide strip of screed will
be poured and in the area enclosed by it, raised floor will be installed. The floor will
be covered by fire proof smokeless office carpet, medium standard, good quality.
For skirting, plastic profile with carpet will be fixed on the walls.
Ceilings – mineral fibre tiles including the metallic structure, tegular, incorporating
lights and grilles will be provided. On the perimeter area continuous ceiling will be
installed to liaise the mineral fibre suspended ceiling and it will incorporate
ventilation grilles.
The finished floor to ceiling height is 2.8m, which combined with the generous
perimeter glazing will achieve a light and spacious feeling.

Meeting Rooms
The installation equipment will be dimensioned to create the premises of quick
installation without major demolition works in case one of the future tenants
require. For the moment the area will be finished same as the office area.

Archives, IT Room and Kitchenettes


The installation equipment will be dimensioned to create the premises of quick

For the archive, areas have been design by the structural engineers to
accommodate higher load than the rest of the office space.
For the IT rooms locations have been establish in order to avoid the HVAC water
pipes and to ensure a high load capacity.
Regarding the kitchenettes, water and sewerage raisers will be provided. The
raisers will be covered with masks.

Façades, External Doors and Windows, Balconies

Ground Floor façade current design proposes a structural thermo-insulated


glazed façade with glass mullions. Two layers of laminated float tempered glass
will compose the structural thermo-insulated panel. The structural mullions will be
tempered laminated float glass. At the top and bottom the glazing will be placed in
thermally broken aluminium profiles.

Curtain wall system – will be non-structural with horizontal and vertical coverings,
including anchorage. Two diagonals will divide the curtain wall area. The upper
area glass will differ from the glass in the area under the diagonal, being a darker
shade of grey.

Balcony – smoking areas doors will be thermally broken aluminium profiles,


including ironmongery on both sides, self closing system, locking system. The
glass will follow the specifications same as façade glass.

Lift shafts exterior walls will have a ventilated façade system. The ventilated
façade system will support the weight of the aluminium framed fixed glazed
windows and provide a proper thermo-insulation. The windows will liaise with the
finishing.

Future Partitioning Allowance


Perimeter Offices
The infra-structure of the mechanical, electrical, public health and life safety
systems are provided such that perimeter partitioning can be located at any point
for up to 40% of the total perimeter of the building at each floor level.
The mechanical, electrical, public health and life safety infra-structure are
designed and installed to accommodate 40% of the total perimeter length on each
floor to become partitioned offices, whilst the remaining area of the floor would be
open plan configuration.
Each perimeter office is based on a 15m2 planning module, with up to 40% of the
total external perimeter on each floor level. The remaining areas of the perimeter
and internal areas are based on an air conditioning control zone of 30m2. The
ceiling, glazing, etc, are designed to maintain this principle throughout.
Perimeter walls, façade glazing are designed to correspond with the planning
module. It is possible to install a 100mm wide partition against straight vertical
walls or mullions on grid lines, and this is detailed to ensure that there is no gap for
air/sound transmission behind.
The ceiling design and lighting installation must correspond with the 15m2 planning
module.
A standard ceiling system is installed with main runners and cross tees and it must
be possible to remove ceiling tiles even when partitions have been erected on grid
lines.
Meeting Rooms
The infra-structure of the mechanical, electrical, public health and life safety
systems are provided such that 10% of lettable area on each floor level can be
converted for the use of meeting rooms. This includes additional allowances for
ventilation rates as well as cooling capacity to offset the internal gains due to
occupancy.
Equipment Rooms
There is the provision for tenants to install their own computer equipment.
Adjacent to the central cores in each of the tenanted areas on each floor, an area
of 25m2 has been designated for the tenant’s computer equipment room. Within
this zone there will be no services installed above the ceiling with the exception of
lighting, power and fire alarm. Pipework and ductwork distribution will be routed
around the outside of this area.
Archives/Storage – Office area
Within each tenanted area there is a 73 sqm (117 sqm on the large floors 1-4)
space designated as “Archive/storage”. This area is treated as general office
space when considering the design and installation of the mechanical, electrical
and life safety systems.
Archives/Storage – Below ground
Within car park area there are spaces designated as 700 sqm “Archive/storage”.
These areas are provided with heating, ventilation, lighting and life safety.

Generator System
A standby diesel generating set will be provided as part of the base building
specification for all life safety and essential systems

Interior Lighting
Within office spaces the lighting installation will be achieved using 600mm x
600mm, high frequency, fully recessed, modular fluorescent luminaires with a
glare limiting index of 19.
In addition, recessed high frequency low energy compact fluorescent downlights
will be provided to supplement the general lighting, where required, due to wall,
column and suspended ceiling layout constraints.
Lighting within the entrance, reception area, circulation, lift lobbies and core areas
will be provided by feature downlights, wall mounted uplights, feature spotlighting
to artworks / structure and other decorative lighting, designed to a high standard.
Within the toilet areas, recessed compact fluorescent downlights and wall-
mounted pelmet light fittings above vanity units will be provided.

Fire Safety Systems

Sprinkler System
The entire building will be provided with sprinkler protection throughout all areas,
including the basement car park, offices and common parts.

Hosereel System
Fire hose reels will be installed through the building.

External Fire Hydrant Systems


External water hydrants are provided around the perimeter of the building at
ground floor level.

Dry and Wet Risers


Dry and wet risers will be installed. All pipes will be provided and concealed within
the landlords areas where possible but with landing valves readily accessible.

Pressurisation System for Fire Escape Route


The primary means of escape staircases and routes are provided with a
pressurisation system. The system generally comprises roof mounted supply fans
connecting to the vertical ductwork risers with supply grilles provided at each floor
level. Provision for appropriate means of pressurisation exhaust and release from
the staircase pressurisation system are incorporated within the ventilation and/or
opening of windows/louvres at each floor level, incorporated within the
architectural design.

Smoke Ventilation System to Basement Car Park Levels


The basement car park levels are provided with smoke ventilation. In general,
natural smoke discharge system is preferred to the mechanical.
All necessary provision of make up supply air at ground floor is via automatic
opening doors and shutters/louvres linked to the fire alarm and smoke ventilation
control systems.

Foam
The foam inlet system is provided for the oil storage rooms associated with the
generators and boilers, in accordance with Romanian Norms.

Fire Shutters in Basement


In order to compartmentalise the car park into zones, fire shutters will be installed,
operated by the fire detection/control system.

Safety & security systems


Fire alarm system throughout the building.

Public address system will be provided as part of the integrated fire safety
systems, and for paging announcements, messages and warnings.

Gas detection and alarm systems within the basement car parks and in boiler
rooms.

Intrusion detection system to protect the building from unauthorised access.

Pre-programmed proximity card access system for the building, which will
provide access into controlled areas of the premises by authorised persons at
authorised times.

CCTV system

A telecommunications equipment room will be located in the basement, with


sufficient space for four service providers.

Data and Telecommunications Systems


A vertical data and telecommunications backbone distribution system will go
through dedicated risers within the building. The vertical distribution will be
installed to each floor level and will be designed to serve each tenant (assume 1
tenant on the ground floor, 2 tenants on floors 1 - 4 and 1 tenant on floors 5 - 18).

The vertical distribution will comprise 10 telephone pairs for each tenant and a 2
core fibre optic cable for the data section terminated on to patch panels. The
cabling will be installed on to dedicated telecommunications and data tray and
trunking containment. The containment will extend to the roof to facilitate tenant
satellite installations.
