Infrastructure Development Corporation (Karnataka) limited (iDeCK):


Infrastructure Development Corporation (Karnataka) Limited (iDeCK), is a joint venture between the Government
of Karnataka (GoK), Infrastructure Development Finance Company Limited (IDFC), and Housing Development
Finance Corporation Limited (HDFC). Since 2000, iDeCK has been working closely with government departments
and agencies as well as private sector clients across the globe for development of infrastructure in transportation,
tourism, urban development, industrial and renewable energy. With a dynamic government department, the result
is an entity whose ideas help build nations and transform the economic and social landscape of a country.

PPP Capacity Building Trust (I-CAP):


A separate Trust known as the India PPP Capacity Building Trust (I-CAP) under the Trusteeship of iDeCK that partakes in
knowledge sharing through training programs with special focus on frameworks and procedures governing PPPs. This is
accomplished through the extensive work iDeCK and other group companies in the IDFC ecosystem have undertaken.
Over the past two decades, this eco-system has been responsible towards infrastructure development in over 600
projects in various States and in sectors of Tourism, Transport (Airports, Ports, Roads, Highways, and Metro), Energy,
Water, Housing, Urban Infrastructure, Solid Waste Management, Legal Documentation, etc. These have been key roles
ranging from project development, financing, equity holder, developer and in certain cases, the independent engineer –
all of which provides deep practical insight into the project life cycle.

Global Capacity Building & Consultancy Limited (GCBCL):


Global Capacity Building & Consultancy Limited is a consultancy firm that provides management, technical, legal
and financial consultancy services for the development of infrastructure through PPP Apart from PPP consultancy
GCBCL provide environmental, social and disaster risk management services to Government agencies/projects and
private agencies as well. Besides consultancy services GCBCL has professional capacity building team to develop
various skills of personnel and organizations as per need-base requirements
TRAINERS PROFILE

R. Mohan Kumar
Resource Expert, I-CAP

Mohankumar’s engagements includes diverse roles as government advisory, urban infrastructure


advisory, infrastructure project finance, structured finance, investment banking and corporate
banking. His main areas of expertise lie in Investment decision analysis, institutional business
processes, account planning, strategy, managing procurement process, credit and market
intelligence, credit risk assessment frameworks, and evaluations of policies, programmes and
instruments for various sectors.
A post graduate in Financial Management from IIM Bangalore, MohanKumar started his career
with SBI Capital Markets Limited (1992- Sept 1999) before moving on to IDFC Ltd (Sept 1999
– Sept 2015) and subsequently to IDFC Bank (Oct 2015 – April 2017). He carries with him 15+
years of experience in the very specialised field of Infrastructure. He is now a freelance
consultant and working on assignments with Pureplay Consulting, Engineering and Auditing
Firms, sticking to his competence in areas of Projects - Finance and Advisory.
Needless to say, his work always involved developing an in-depth study of market (demand –
supply) and regulatory (guiding policies and extant laws) environment and delivering credit
and/or advisory solutions basis that understanding.
Mohankumar has nurtured and guided large teams that have performed to excellence under him.
He has handled (sourcing, execution and management) a peak time portfolio of about INR 6500
Crores comprising assets across sectors, including urban and real estate sub-spaces.
K. Jayakishan

Jayakishan’s experience spans over 20 years in project planning and development, policy advisory
and structuring project transactions especially for development under Public-Private-Partnership
(PPP) frameworks. Having worked across multiple sectors including transportation, urban
infrastructure, commercial and industrial infrastructure, and tourism, he has played the role of an
adviser to central and state governments, corporates and development agencies on various
project, policy and strategy initiatives.
An electrical engineer and a master’s in business administration, Jaykishan started his career
with Feedback Ventures Ltd., and has worked with L&T Infrastructure Finance Company Ltd.
(infrastructure project finance arm of the Larsen & Toubro group) and DIMTS Ltd. (a joint
venture of IDFC with the Government of Delhi) before taking up his current role at iDeCK.

Dr. V Sathyanarayana
President-Corporate Affairs & General Counsel,
iDeCK Director, I-CAP

Dr. Sathyanarayana holds a Doctorate in the area of Infrastructure Laws from the prestigious
National Law School of India University, Bangalore. He is also a postgraduate in Business Laws
(NLSIU) and English (Mysore University). He has extensive experience in the urban sector,
specially water and sanitation projects, sanitary landfills, commercial properties etc.
He has contributed to Policy and Regulatory matters in the transportation sector. Particularly, the
road sector in Karnataka and has overseen bid process management for several highway projects,
airports, ports and rail infrastructure across India.
Among Sathya’s major achievements are:
A Master Trainer in the National PPP Capacity Building Program
Key Resource Person at the Administrative Training Institute at Mysore, to train officers in
the Government of Karnataka
At the IDFC Foundation, he has trained officers of Government of Nigeria & the Infrastructure
Concession Regulatory Commission at Lagos.
Before joining iDeCK in the year 2000, he was working in the Finance Department’s Project
Monitoring Unit, of the Government of Karnataka for nearly two years dealing with
monitoring of External Aided Projects. Prior to that, he was working in various capacities in
the Central Government for nearly 18 years.

Sumitha Rao
Vice President- Legal
Resource Expert, I-CAP

Sumitha has assisted Government of Karnataka in preparation of various policy and legislations
such as Karnataka Infrastructure Development and Regulation Bill, Minor Airport Policy,
guidelines for providing financial assistance to food processing industries, Karnataka Tourism
Trade Facilitation and Regulation Bill etc.
She has been actively involved in various capacity building programmes in the PPP sector. She
as a master trainer on several Training of Trainers Programmes conducted under the National
PPP Capacity Building Programme (NPCBP) of the Department of Economic Affairs,
Government of India has conducted training on tender documentation, contract drafting, contract
monitoring, dealing with post contract legal issues etc. Further, Sumitha has undertaken capacity
building for various government agencies in Karnataka and is an active trainer in the
Administrative Training Institute in Karnataka, India.
Sumitha was earlier working with National Law School of India University (NLSIU), one of the
premier institutions of law in Asia, as a researcher for around 3 years. In her tenure with NLSIU,
she has taken teaching courses for distance education students on various subjects including
Environmental Law, Law of Contract etc.
