R. Mohan Kumar

Jayakishan’s experience spans over 20 years in project planning and development, policy advisory
and structuring project transactions especially for development under Public-Private-Partnership
(PPP) frameworks. Having worked across multiple sectors including transportation, urban
infrastructure, commercial and industrial infrastructure, and tourism, he has played the role of an
adviser to central and state governments, corporates and development agencies on various
project, policy and strategy initiatives.
An electrical engineer and a master’s in business administration, Jaykishan started his career
with Feedback Ventures Ltd., and has worked with L&T Infrastructure Finance Company Ltd.
(infrastructure project finance arm of the Larsen & Toubro group) and DIMTS Ltd. (a joint
venture of IDFC with the Government of Delhi) before taking up his current role at iDeCK.
Dr. V Sathyanarayana

Dr. Sathyanarayana holds a Doctorate in the area of Infrastructure Laws from the prestigious
National Law School of India University, Bangalore. He is also a postgraduate in Business Laws
(NLSIU) and English (Mysore University). He has extensive experience in the urban sector,
specially water and sanitation projects, sanitary landfills, commercial properties etc.
He has contributed to Policy and Regulatory matters in the transportation sector. Particularly, the
road sector in Karnataka and has overseen bid process management for several highway projects,
airports, ports and rail infrastructure across India.
Among Sathya’s major achievements are:
A Master Trainer in the National PPP Capacity Building Program
Key Resource Person at the Administrative Training Institute at Mysore, to train officers in
the Government of Karnataka
At the IDFC Foundation, he has trained officers of Government of Nigeria & the Infrastructure
Concession Regulatory Commission at Lagos.
Before joining iDeCK in the year 2000, he was working in the Finance Department’s Project
Monitoring Unit, of the Government of Karnataka for nearly two years dealing with
monitoring of External Aided Projects. Prior to that, he was working in various capacities in
the Central Government for nearly 18 years.
Sumitha Rao

Sumitha has assisted Government of Karnataka in preparation of various policy and legislations
such as Karnataka Infrastructure Development and Regulation Bill, Minor Airport Policy,
guidelines for providing financial assistance to food processing industries, Karnataka Tourism
Trade Facilitation and Regulation Bill etc.
She has been actively involved in various capacity building programmes in the PPP sector. She
as a master trainer on several Training of Trainers Programmes conducted under the National
PPP Capacity Building Programme (NPCBP) of the Department of Economic Affairs,
Government of India has conducted training on tender documentation, contract drafting, contract
monitoring, dealing with post contract legal issues etc. Further, Sumitha has undertaken capacity
building for various government agencies in Karnataka and is an active trainer in the
Administrative Training Institute in Karnataka, India.
Sumitha was earlier working with National Law School of India University (NLSIU), one of the
premier institutions of law in Asia, as a researcher for around 3 years. In her tenure with NLSIU,
she has taken teaching courses for distance education students on various subjects including
Environmental Law, Law of Contract etc.
