PROTOCOL FOR AFFILIATION OF TRAINING INSTITUTES WITH HEALTHCARE SECTOR SKILL
COUNCIL
Guidelines for training institutes seeking affiliation with Healthcare Sector Skill Council (HSSC) are as follows:
1. Applying Job role: Each training institute has to clearly specify if they wish to get affiliated under non PMKVY or PMKVY
through application letter along with application form.
a) Affiliation/Renewal of training institutes by HSSC would be done under non PMKVY. Training Institutes who wish to apply under PMKVY 2
has to apply through SMART portol. http://www.smartnsdc.org/
b) Each training institute has to specify clearly the name of the skill center(s) along with the job roles for which they are applying for each
center under NON PMKVY. For this, they have to refer to the list of job roles available with HSSC enclosed as Annexure-1.
c) List of job roles to be applied from SMART Portal for participation under Pradhan Mantri Kaushal Vikas Yojana 2 (PMKVY 2) are General
Duty Assistant (GDA), Home Health Aide (HHA), Pharmacy Assistant, Emergency Medical Technician- Basic, Front Line Health Worker,
Diabetes Educator, Diet Assistant, Vision Technician.
2. Physical Inspection: HSSC shall conduct physical inspection for each training centres applied by training partner for
affiliation for applied job roles, physical inspection fees shall be payable by the TP as per the fees structure laid down by
HSSC (Annexure 5). HSSC also reserves the right to conduct surprise audits of the training centres as & when required.
3. Faculty: Each training institute has to employ at least one trainer/job role/batch/skill center as per the qualification standards laid
down by HSSC enclosed as Annexure-2.
4. Infrastructure facility: Each training institute providing “Onsite Training” should fulfill the requirements for infrastructure facility
as lay down by HSSC enclosed as Annexure-3. Each training institute providing “Online Training” should fulfill the requirements
for infrastructure facility as laid down by HSSC enclosed as Annexure-3.
5. Tie Up with Healthcare Organizations: Each training institute providing practical exposure /On job Training through associated
hospitals/healthcare organizations/diagnostic centers etc. needs to plan the same as follows:
1) Maximum 6 students shall take part during OJT with Healthcare Organization or associated healthcare
organization/diagnostic centre with 2 students placed at each shift in a day comprising of total 6 students per day job role

wise per healthcare organization. Accordingly for a batch of 20 to 30 students, at least 5 organizations departments to be
associated as per patient load/bed capacity/machines available.
2) Affiliation for job roles such as Cardiac Care Technician, Operating Theater Technician, Radiology Technician, X Ray
Technician, Emergency Medical Technician Advance, Dialysis Technician, Dental Assistant etc. would require MOU
necessarily with atleast 5 healthcare organizations/diagnostic centers for a batch of 20 to 30 students for each applied skill
center. For rest other remaining job roles, MOU to be done with atleast 2 to 3 healthcare organizations depending upon the
patient foot fall.
3) Attachment with the associated healthcare organization/diagnostic centre should be in radius of upto 5 to 10 Kms. Moreover,
HSSC may consider the same in certain situations after interview/panel discussion/geographical area on case to case basis.
6. Equipment: Each training institute has to deploy the minimum essential requisite equipment at each skill center for each applied
job role as per the list laid down by HSSC.
7. Terms & Conditions (to be submitted with application form): Each training institute has to agree with all terms and conditions
laid down by HSSC enclosed as Annexure-4.
8. Fees Structure: Each training institute has to remit fees time to time as per heads mentioned at Annexure 5 as well as remit
fees time to time post affiliation for various mandatory activities like curriculum, training of trainers, assessment of trainees,
course content, etc. for each job role or skill center as per fees structure laid down by HSSC, to be announced time to time.*
9. Sign and Stamp of training institutes: Each training institute has to submit the application form, all of the listed enclosures, &
terms and conditions duly signed and stamped by the training institute at each and every page.

*The Trainer’s qualification criteria are set by the HSSC. Given above is an indicative qualification criterion which may subject to revision by HSSC time to time. ***HSSC
preserves the rights of selection of candidate on case to case basis.
**Moreover, HSSC may consider other qualifications also in certain situations after interview/panel discussion on case to case basis.
*All above job roles are subject to further RPL certification in the prescribed job role as well as platform skill certification in Trainer QP-NOS with 80% of score.
**Apart from above qualification criteria, the candidates who would be HSSC certified in the prescribed job role with atleast 5 years of work experience (after certification in
case of fresh training and before certification in case of RPL) would also be eligible to be the Trainer subjected to platform skill certification in Trainer QP-NOS with 80% of score.

ANNEXURE-4
Terms & Conditions for Affiliation by HSSC
(To be submitted along with the application form)
Applicant Training Providers/institutes that has applied for affiliation shall be required to fulfill the following terms and conditions:
1. The Training Providers/institutes and their respective applicant skill center(s) should provide the trainings as per model curriculum/participant
handbook/facilitator guide per student (as per terms & conditions for procuring the same through HSSC) prepared by Health Care Sector Skill Council
compliant to the respective National Occupational Standards.
2. The Training Providers/institutes and their respective applicant skill center(s) should ensure that admission of students is as per the eligibility conditions
prescribed in the NOS for the applied job role.
3. The Training Providers/institutes and their respective applicant skill center(s) should ensure that at least one trainer per job role per skill center is available
in the facility while applying for Affiliation. Trainers or facilitators should be either HSSC trained and certified or will undergo the “train the trainer”
program before initiation of batch.
4. The Affiliation shall be subject to an on-site surprise inspection, which may be conducted by HSSC anytime during the validity of Affiliation. The renewal of
Affiliation shall also depend on satisfactory performance of skill center.
5. The training institute shall offer HSSC or its representative, full cooperation during physical inspection in:
a. Access to the facility.
b. Assess to the attached/associated facility relevant for training.
c. Access of all relevant information and documentation.
d. Access to all records and personal files pertinent for
e. Affiliation process
f. Access to interview relevant personnel (trainers, managers etc).
6. The Training Providers/institutes and their respective applicant skill center(s) shall provide well equipped facility for theory and practical assessment of the
students.
7. On grant of affiliation, the Training Institute shall:
a. claim Affiliation in only those skill centers, which has been affiliated by HSSC (applicable for Training Institute having more than one skill centre)
b. not use its Affiliation for misleading the community or learners and will not entail unauthorized use of HSSC logo or Affiliation however this may be
used in the TPs documents, brochures for advertising purpose only in compliance with the requirements of HSSC.
c. Carry out branding activities as per HSSC protocol and guidelines

8. The applicant training Institute shall pay all the applicable fees such as application fees; document compliance fees; physical inspection fee, annual
Affiliation fee time to time as per fees structure laid down by HSSC enclosed as Annexure-5.
9. The affiliated training Institute shall pay all the applicable (post-Affiliation) fees such as fee towards content, fee towards training and certification of
trainers, fee towards assessment and certification of trainees, etc. as shall be determined by HSSC from time to time.
10. It is the responsibility of the training provider/institute to inform HSSC regarding below changes within 30 days:
a. change in TPs legal, commercial, ownership or organizational status
b. change in the top management, coordinator, trainers, SPOC and any other key personnel
c. change in mobilization or placement strategy
d. addition of new job role or skill center
11. The applicant/affiliated training Institute shall respond promptly to the changes initiated by HSSC in its Affiliation criteria, policies and procedures once
informed by HSSC. However they will be given sufficient notice and time, as in the opinion of HSSC is found reasonable, to carry out adjustments in its
system.
12. HSSC may suspend or withdraw Affiliation of the training Institute / stop processing application of an applicant institute, as per HSSC policy, on one or
more of the following grounds:
a. during a physical inspection, applicant training Institute does not comply with the affiliation requirements
b. Non-payment of pre-affiliation, post Affiliation and annual Affiliation fee.
c. non-cooperation with HSSC
d. refusal to allow examination of relevant skill center, documents and records by HSSC & its appointed representative
e. Result of complaint analysis or any other information, which indicates that the training institute no longer complies with requirements of HSSC.
13. The affiliated training providers/institutes shall enroll batch minimum of 20 learners/ day and maximum of 30 learners/ day for assessment per skill center
14. The affiliated training institute and its respective skill center upon suspension or withdrawal of its Affiliation shall immediately cease its use of all
promotion material that contains any reference to the HSSC Affiliation.
15. The affiliated training institute is required to inform HSSC, if any of the proposed assessor(s) happens to be associated with them in any capacity during
last 2 years. They shall also inform the HSSC regarding any malpractice by the assessor or associated organization during the assessment at the time of
assessment or within a week of the same.
16. HSSC absolves itself of any legal or financial liability arising out of any act involving any accidental or consequential damages to personnel/equipment at
any time.
17. The affiliated training institute/ Skill Center is mandated to apply for renewal atleast one month before expiry of affiliation certificate provided by HSSC.

Renewal of applicant shall be done on the basis of past records as per HSSC guidelines for renewal.
By signing this document, it is implied that a training institute as an applicant and after Affiliation agrees to comply at all times with all Terms and Conditions
for affiliation by HSSC.

to HSSC.
**Physical Inspection fees would be non-refundable in case HSSC aligns or coordinate for
the same.
*Number of inspections shall be decided by HSSC based on number of centres and number
of job roles and accordingly physical inspection fees shall be charged to training provider.
Training institute with more than 49 centers shall be entitled for discount of 20% in the
physical inspection fee for skill centre.
Post-Affiliation

GUIDELINES AND PROCESS FOR RENEWAL OF AFFILIATION WITH HEALTHCARE SECTOR SKILL COUNCIL
Who are eligible for renewal?
Training providers/institutes have to apply for renewal along with the renewal fee at least 2 months before expiry of the affiliation date.
The Training providers/institutes can download the application form online through the website or can get directly from HSSC & submit the
application form, documents and fees through online means (E copies). Please refer to the Guidelines for training providers/institutes
seeking affiliation with Healthcare Sector Skill Council for filling and submission of application form.
For renewal of affiliation, the fees charged as per number of skill centers and number of job roles (Fees as per Annexure 5)
Once affiliated, affiliated shall be subject to surprise visits and annual renewal fees (as per annexure 5)
On renewal of affiliation revised certificate of affiliation will be provided to the Training providers/institutes.
Training providers/institutes has to agree with terms and conditions laid down by HSSC.
