INTERBARANGAY INVITATIONAL BASKETBALL TOURNAMENT 2019

RULES, REGULATIONS AND SCHEDULE

1. ELIGIBILITY
a. All players must be twenty five (25) years old and below.
b. To be eligible to participate in this tournament, a player must be a resident of the
participating barangay for no less than (6) six months prior to the opening.
c. Entry fee of THREE HUNDRED PESOS (300.00) per team to be paid on or before
April 5, 2019.
2. TEAM COMPOSITION
a. Participating teams may have maximum of (15) fifteen players and a ll players will be
allowed to play in any game
b. Only those players who have played or have been present during the first round shall
be allowed to play in the second round.
3. UNIFORMS
a. No player shall allow to play without proper basketball uniforms.
b. Players on the same team shall not wear the same number,
4. TEAM DISCIPLINE AND CONDUCT OF PLAYERS
a. A team must be present at the playing court fifteen (15) minutes before the
scheduled match. In case a team will not show up after a grace period of fifteen (15)
minutes, THE TEAM WILL lose THE GAME by forfeiture
b. Any team who commits one (1) game default will have their entry fee forfeited without
prior notice.
c. Any team who commits two (2) consecutive game defaults will be withdrawn from the
tournament without prior notice.
d. Any player, coach or manager who commits any of the enumerated acts of violence
or UNSPORTSMANLIKE conduct shall be penalized with a technical foul and or a
suspension in the game depending upon the gravity of the violation/situation.
e. Players who are under the influence of liquor or any prohibited substance are not
allowed to play.
f. Only the team captain in the floor can communicate with the game officials including
table officials regarding technicalities but not judgment call. However, it should be in
a courteous and calm manner.
g. A player shall be disqualified / send out of the game if:
i. He commits two (2) technical fouls in a game;
ii. He commits two (2) unsportsmanlike fouls in a game;
iii. He commits both or combination of the two type of fouls mentioned.
iv. The technical committee has the power to disqualify any player that may
cause detrimental values to the league.
h. A team who “walked-out” on the game shall lose the game by forfeiture.
i. All postponed games will be re-scheduled at the end of the round.
5. GAME STOP PROCEDURE
a. If a game is stopped due to unavoidable circumstances like power failure, bad
weather condition and render the court is not unplayable.
i. If the match is in progress is stopped in the 1st or 2nd period, the game shall
be reset to a new game with another playing date. The score will be back to
zero and the time will be reset. NOTE: PLAYERS WHO ARE NOT
AROUND/PRESENT DURING THE MATCH WILL NOT BE ALLOWED TO
PLAY DURING THE RESCHEDULED GAME.
ii. In the game was stopped in the 3rd, 4th or overtime period, the game will be
resumed to another playing date adopting the score and the remaining time
of the game when it was stopped. NOTE: PLAYERS WHO ARE NOT
AROUND/PRESENT DURING THE MATCH WILL NOT BE ALLOWED TO
PLAY DURING THE RESCHEDULED GAME.
6. TOURNAMENT FORMAT
a. Single round robin series for the elimination round after the elimination round.
b. After the elimination round the No.1 in Bracket A meet the No.2 in Bracket B, No. 1 in
Bracket B meet the No. 2 in Bracket A for semi-final. Knock-out system however if the
No.1 team has no lose record shall beat twice of the No. 4 team. Then the winners shall
play for the championship best of three series, then the looser shall play for the 3rdplace,
one game only.
c. Allotted time for every quarter is 10 minutes.
d. Allotted time for warm up is 3 minutes.
7. THE COMMITTEE OFFICIALS’ AND REFEREES’ DECISION IS FINAL.
