B.C. ORGANICS INFRASTRUCTURE PROGRAM

Staff will be submitting an application for grant funding for the Central Landfill Organics Facility and the
Creston Landfill Organics Facility through the B.C. Organics Infrastructure Program as part of the proposed
regional composting program. The municipalities of Castlegar, Creston and Nelson, along with the
Regional District of Kootenay Boundary (RDKB), recently committed to partnering in this program, which
will strengthen the application. The Board has approved using short-term borrowing to fund the RDCK’s
share of the construction costs of composting facilities at both the Creston landfill and the Central landfill.
The Board directed staff to prepare final cost estimates and principal repayment terms for a short-term
loan for the facilities, to be presented at the June meeting.
AGREEMENT FOR REGIONAL FLOOD MAPPING PROJECT

The Board received the final report on the Regional Flood Hazard Risk Assessment which was funded with
Stream 1 National Disaster Mitigation Program (NDMP) funds in 2017. The Board approved that the RDCK
enter into a new funding agreement under Stream 2 of the NDMP with Public Safety Canada and
Emergency Management BC for the Regional Flood Mapping project. The flood mapping project will be
informed by the results of the Regional Flood Hazard Risk Assessment project and the recent acquisition
of LiDAR for the region. The results of both projects and LiDAR will inform community planning, risk
reduction (mitigation) strategies, support future funding opportunities for risk assessment and mitigation
projects, and inform assessment of wildfire-related impacts, especially as they relate to changes in creek
and river hydrology.
SOFI REPORT
The 2018 Statement of Financial Information Report (SOFI) was received by the Board, and was approved
for release in accordance with the Financial Information Act, with a copy to be filed with the Ministry of
Municipal Affairs and Housing. The report will be made available on the RDCK website shortly.
REGIONAL BROADBAND MOU

The Board approved the Memorandum of Understanding (MOU) with the Regional Broadband Committee
for the purpose of measuring the state of broadband connectivity in the Columbia Basin/Kootenay
Boundary. This is part of the Columbia Basin/Kootenay Boundary Connectivity Strategy, endorsed by the
RDCK and other partners in the fall of 2018.

CBT WILDFIRE RISK REDUCTION COLLABORATIVE FUNDING
The Board directed staff to apply to Columbia Basin Trust (CBT) for funding in the amount of $400,000 to
further enhance and promote the ongoing RDCK Wildfire Risk Reduction Group (WRRG) collaboration
surrounding wildfire mitigation in the RDCK.
