Narrative Report on
2018 Gender and Development

Pursuant to Section 36 of Republic Act No. 9710, otherwise known as the Magna Carta
of Women (MCW), all government departments, including their attached agencies, offices,
bureaus, state universities and colleges, government owned and controlled corporations,
local government units and all other government instrumentalities shall adopt gender
mainstreaming as a strategy to promote women’s human rights and eliminate gender
discrimination in their systems, structures, policies, programs , processes, and procedures.
To ensure that an absolute, definite, genuine and potential gender biases are
removed, the government embarked on gender and development (GAD) as one of its priority
programs. GAD focuses on the principle that development is for all. Everyone in society,
female or male, has the right to equal opportunities to achieve a full and satisfying life.
Women and men enjoy the same conditions for realizing their full human rights and
potentials to contribute to development as well as benefit from the results.

Alubijid National Comprehensive High School- Senior High School with its faculty
and administration conducted and participated in this year’s Gender and Development
activities. The District Gender and Development (GAD) Seminar with the theme "VAW
Free Community Starts With Me" on December 17, 2018, 8:00am to 5:00pm. On the other
hand, school-based seminar was conducted the following day December 18, 2018 at
ANCHS.

The rationale of the seminar as stated in Division Memorandum N. 72, s. 2017 is:

Republic Act No. 9155 (R.A. 9155) defines Basic Education as the foundation in
which subsequent learning can be based and the realization of basic learning needs.
Schools as the center of the learning process serves the most important tool that
provides the learners the skills, knowledge, values and mechanism necessary to
address the elimination of inequalities and gender based discrimination among
women, men and children.

DepEd therefore, strengthen both Formal and Informal Education in order


to achieve a gender fair society and directed division offices and schools to implement
advocacy activities on Gender and Development. One of these activities is the
celebration of the 18th Day Campaign to End Violence Against Women which is
observed annually from November 25, 2018 to December 12, 2018 with the theme:
VAW Free Community Starts With Me. It supports the goal to protect the human rights
of women and commitment to ending VAW and the continued pursuit for a common
vision of a VAW Free Community (Presidential Proclamation No. 1172, s. 2006,
Republic Act 10389, s. 2013).

To promote awareness in observance of the event, a reinforced mandate


from the Philippine Commission on Women directing all instrumentalities
including the Department of Education to undertake related activities such as the
conduct of trainings, seminars, workshops and other GAD activities, with both
external and internal stakeholders as participants.

And with the objectives:

a. increase awareness of right bearers on Gender and Development


Program and increase of duty bearers in eliminating gender based
exploitation and discrimination.

b. forge partnerships among stakeholders to achieve the effective


attainment of the mandated thrusts, programs and projects of GAD.
c. Raise awareness to all teachers, non- teaching personnel and other
stakeholders in the promotion of gender equality and non-discrimination through
their engagement in the curriculum, learning materials, teaching methodologies,
and support services that should not only aim at eliminating gender stereotypes,
but also transforming gender relations toward empowerment and social change.

All of these where adopted in the District and School based level.

The seminar was highlighted with a message delivered by different resource speakers
during the District level Seminar. They emphasized on the role of women and to celebrate the
great contribution of women all throughout the world. It is the lessons we have taken from
the past and the knowledge we draw on the live today and to shape the future. The time of
women as second class citizens are over but there are still huge challenges and that we have
to be vigilant in upholding women’s right all across the globe. This equal-co-existence should
continue to develop to create a better harmonious world where men and women can have the
same privileges to jobs and all happiness that this world affords us.

In the school-based GAD, expert teachers were assigned topics and issues on different
concerns of women and came up with suggested solutions on how to eliminate biases in
school. A concrete example of this is the automatic reporting of cases of violence of women in
school especially on the learners. Which will be followed immediately by a counselling to be
conducted by our resident guidance counsellor. All of these suggestions shall take effect
immediately and that all teachers agreed that the following year , there should be zero case
of gender biases among the learners and the teachers.

ANCHS is one with the Department of Education and the nation as well in the
elimination of violence against women and children and instead will be the frontrunners in
creating change to foster equality among gender.
