Issue Date:
1. SCOPE
This procedure covers the definition, revision, certification, as-built presentation and
distribution of documents to record the as-built condition of the Strategic Reservoirs Project In
Makkah Phase II And Taif Phase I project.
The term "document" covers both construction drawings and other documents as listed in
section 3.2 below.
The following documents are referred:
 QP10-G-5281_G02_Description of Project and Works_Rev_2

 QA10-G-5282_G03_Project_Execution_Rev_2
 Project Procedure Manual( Rev May 2009)
2. GENERAL
All of the construction drawings regarding the pipeline, station be corrected and/or completed
during progress of the works, in accordance with any field deviations, or any other changes so
that they show the actual as-built state, being marked "As-Built".
These "As-Built" construction drawings shall be submitted to SWCC Field Office for approval,
after completion of the works, but not later than 3 months after issue of the last Mechanical
Completion Certificate (MCC).
The receipt, checking and approval of these as-built drawings by SWCC will be a basic
condition for issue of Preliminary Acceptance Certificate by SWCC. Approval of As- Built
Documentation is a pre-requisite for the issue of PAC.

3. DOCUMENTS TO BE INCLUDED IN THE "AS-BUILT DOCUMENTATION PACKAGE"

List of documents to be included in the "As-Built Documentation Package" shall be issued for
approval of Engineer/Employer as a separate document, which will later be used as a "List of
Contents" for the package.
The package shall consist of two major groups
3.1 CONSTRUCTION DRAWINGS

This group will include all basic design, detailed design and vendor design drawings. These
shall be subject to checking and approval by SWCC Field Office for conformity with site
records, correct incorporation of field changes (i.e. DRN's) and correct representation of
the actual field information. Distribution of this group of documents shall be done after approval
by SWCC/F is given.
3.2 REPORTS
This group shall include the following documents to be submitted and distributed in a separate
dossier and not subject to two-stage procedure of transmission for approval and for
distribution. These documents are called "reports" in short in the remaining text for
convenience.
 Design data
 Hydraulic system design and calculation reports
 Piping stress analysis and elasticity calculation reports
 Pipeline wall thickness calculation reports
 Voltage drop calculation reports
 Control valves and measuring orifice calculation reports
 HVAC calculation reports
 Structural analysis reports
The documents to be included in the as-built package shall be at "Status A" (approved without
comments) or "Status D" (for information) and stamped "FOR CONSTRUCTION" or "FOR
INFORMATION" respectively and also bear the approval sticker accordingly showing status
"A" or "D".

No document bearing approval "Status B" (approved as noted) shall be submitted to SWCC/F
for as-built certification.
Any document which has been withdrawn or superseded by another document shall be
identified accordingly on the list of as-built documents.
The cancelled documents shall not be included in the as-built documentation package
4. APPROVAL AND DISTRIBUTION PROCEDURE
a. Preparation of the List of Documents
A list of documents shall be prepared as a separate document and submitted for approval of
Engineer and Employer. The documents included in this list shall be prepared for submission
for as-built.
b. Preparation of Reports
All cloud marks, revision triangles and previous stickers will be removed and a new revision
number as "AB" shall be added on the title block.
c. Preparation of Construction Drawings
One of the following procedures shall be applied.
d. Construction Drawings for which no Field Change Record (i.e. DRN) is Applicable
All cloud marks, revision triangles and previous stickers shall be removed and a new revision
number shall be given as "A0". An "As-Built" sticker as the sample below shall be applied onto
the drawing, filled out except the certification signature and date.
Detailed construction drawings such as isometrics, pipe and cable support layouts and cable
route drawings shall be updated prior to submittal. The drawings prepared as above shall be
transmitted to SWCC/Field by a transmittal for approval.
e. Construction Drawings for which Field Change Records (i.e.DRN's) are Applicable
The contents of the applicable DRN shall be incorporated into the drawing and highlighted by
cloud marks locally and indicated in the revision description line at the title block corresponding
to revision "A0".

If the drawing has already been revised to reflect the previous DRN's and been issued "For
Construction" previously, then, only the DRN's issued thereafter shall be clouded showing the
revision number "A0" and referring to the DRN number in the revision description line of the
title block.
It shall be ensured that all of the applicable DRN's are duly incorporated in the drawing before
submittal to the Employer's approval.
The "As-Built" sticker as the sample above shall be applied onto the drawing and filled out
except signature and date.
f. Submission for Approval
After preparation of the construction drawings by one of the two applicable methods as
described above, one original and one copy shall be submitted to SWCC/Field only, for review
and signature of the "As-Built Sticker" of the original one.
Transmittals for approval of as-built drawings shall be numbered starting from "AF-SF- R-0001"
and following the consequential order. SWCC/Field office shall review and sign the sticker of
the original drawing and return to PM for distribution. If SWCC/Field does not approve the
drawing, the original will be returned without signing the sticker, and attached with a review
comments report. Such drawings shall be corrected accordingly and issued for approval again.
Revision number shall remain "A0" during these subsequent submissions. The drawings shall
be submitted in succession until signed stickers are issued by SWCC/Field.
g. Distribution of As-Built Documents
The originals of the as-built construction drawings certified by the Employer with the above
procedure and the as-built reports shall be grouped according to the discipline and duly bound
as one original package of "As-Built Documentation".
Four (4) copies of this package shall be prepared in AutoCAD files and copied onto a series
of CD-ROM's. The index and operation manual for downloading from the CD- ROM's shall be
prepared and submitted together with the CD-ROM's.

Issue Date:
The signed-out "As-Built Stickers" cannot be converted into digital files and therefore shall not
be included in the digital files of documents to be presented in the CD-ROM's.
Documents of the vendors, which cannot be provided in digital form, shall be scanned and
digitized from their hard copies and included in the digital presentation as scanned file formats.
The original and digital copies shall be distributed according to "Project Standard Document
Distribution Schedule" in Appendix 1 of "Project Procedure Manual", as follows:
One copy of digital package : Shall be submitted to SWCC Engineering Department

(i.e. SWCC/Field).
One copy of hard package : Shall be submitted to SWCC Plant Management One
copy of digital package : Shall be submitted to SWCC Plant Management
