AE-8A/AE-8D Steering Committee Roles

The SAE AE-8A/AE-8D Steering Committee is the administrative advisory


board for SAE Subcommittees AE-8A and AE-8D. The Steering Committee
assists the AE-8A/AE-8D Chairpersons in reviewing membership a minimum
of once yearly, as required by the Aerospace Council Organization and
Operations Guide. The Steering Committee also assists AE-8A/AE-8D
Chairpersons by performing other administrative functions such as selecting
meeting locations and recording task group membership. On all questions of
procedure, the current edition of Robert's Rules of Order Newly Revised shall
prevail. In all cases the Steering Committee Roles and Responsibilities are
subordinate to the requirements of the AE-8 Committee Charter and the
applicable Subcommittee Charter(s). These Rules and Procedures may be
amended at any time subject to the approval of the Steering Committee and
the Chairpersons of AE-8A and AE-8D.

The Steering Committee is comprised of appointed Steering Committee Task


Group Leader, officers of AE-8A and AE-8D (Chairperson, Vice Chairperson,
Secretary), Task Group Leaders, special appointed members by AE-8A or AE-
8D Chairpersons, SAE staff representative, and members of AE-8 Committee.
Steering Committee Members have full voting rights and privileges within
the Steering Committee.

The deliverables of the Steering Committee include:

 Operating ground rules and procedures for Steering Committee


 Revise Subcommittee Charter when requested
 Maintain Task Group membership records
 Provide requested recommendations to Chairperson(s)
 Selection of Subcommittee meeting locations and dates
 Review of voting membership body
 Maintain attendance and voting records
 Administering Subcommittee elections for Chairperson subject to the
AE-8 Chairman's approval as stated in the Aerospace Council
Organization and Operations Guide

Steering Committee Responsibilities

The Steering Committee will monitor and insure the following processes are
followed within the Subcommittee:

Election of Subcommittee Chairperson

(Note: the Aerospace Council Organization and Operations Guide specifies


that the Technical Committee Chair (e.g. AE-8 Chairperson) appoints the
chairperson of subcommittees. However, AE-8A and AE-8D have historically
been open to voting on the subcommittee chairperson in the case that more
than one person is interested in the leadership position.)

The AE-8D/AE-8A Chairperson must commit to attendance of all of their


leadership Subcommittee meetings and attend SAE AE-8 Committee
meetings for the length of their term. The term of office for Chairperson is
normally a minimum of three years and maximum of six years. The election
of the Chairperson will be administered by the Steering Committee.

Nominations — a call will be issued for nomination of candidates for


the office of Chairperson of SAE Subcommittee at time of vacancy.
Candidates should be nominated to the Steering Committee Leader.
A candidate may be nominated by any voting member of the
Subcommittee, including the nominee him/herself. In the case that
more than one nomination is received and the nominees are willing
and have their sponsoring organization's support to serve, an election
will be held. SAE AE-8 Committee Chairman must concur with
selection of candidate(s). Concurrence of candidates is required by
SAE AE-8 Committee before proceeding to ballot.

Balloting — a slate of candidates listed alphabetically will be prepared


and then distributed to the voting members or recognized alternates
present at a regularly scheduled Subcommittee meeting at the time of
vacancy. The winner will be determined by majority vote. There will
be no absentee ballots. Voting will not be conducted on the
Subcommittee Web Forum. In the event of a tie, the candidates will
participate in a run-off election by ballot.

Vice Chairperson
The Vice Chairperson's term will run concurrent with the term of the
Chairperson. The Vice Chairperson will be appointed by the Chairperson with
the concurrence of the Steering Committee. The position shall provide
support to the Chairperson. The Chairperson may also direct the Vice
Chairperson to perform certain functions the Chairperson is unable to carry
out, such as preparation of the meeting's agenda, running regular meetings,
and making formal presentations on the Subcommittee and its work to AE-8
Committee. In the event of a vacancy of the Chairperson's seat, the Vice
Chairperson shall fill the vacant seat and the Steering Committee will issue a
call for Chairperson nominations.

Secretary and Task Group Leaders


The Secretary shall be appointed by the Chairperson. Other members of the
Subcommittee to include project or task leaders may, at the discretion of the
Chairperson of the Subcommittee, be appointed to perform specified
functions as deemed necessary.

Subcommittee Membership Terms/Attendance

The membership terms for Voting Members will be continuous according to


the conditions described herein and the Charter of the Subcommittee. Any
member who is not present by means of a delegate or alternate for more
than three successive meetings shall be notified in writing and their
continued participation as a voting member will be reassessed by the
Steering Committee. Any voting member not voting on two consecutive
ballots shall be notified and their continued participation as a voting member
will be reassessed by the Steering Committee.
