Rules & Regulations of Ph. D.

(Doctor of Philosophy) Degrees

PREAMBLE
1. The University will award the following Doctor of Philosophy (Ph. D.) Degrees
i) Ph. D. (Doctor of Philosophy) in Modern Medicine, Homeopathy, Dental Sciences,
Ayurveda, Unani, Nursing, Pharmacy and Para-medical Sciences.
ii) Ph. D. degrees are to be considered as doctorate degrees where supervisory
guidance is compulsory.
iii) Ph. D. degrees may be awarded in all disciplines wherever recognized
postgraduate qualifications are awarded by the University of Health Sciences or other
Universities subject to the fulfillment of the following guidelines:
(a) Proposal for Ph. D. works shall be accepted from candidates who have completed
MD / MS / MDS/ MD (Ayurved) / MD (Homoeopathy)/ MD (Unani) / M. Pharm /
M.Sc. (in para-medical sciences and Nursing) or equivalent Master Degree duly
recognized by the West Bengal University of Health Sciences, Kolkata.
(b) A candidate shall not be able to submit his thesis before two years after his
registration for Ph. D. course.
(c) For starting Ph. D. courses, the Department/ institution shall have the following
facilities namely: -
(i) Adequate facilities for experimental medicine, experimental surgery or
any other experiments as required for this purpose.
(ii) Ancillary Departments with adequate equipments and staff.
(iii) Adequate facilities for advanced research work and laboratory
investigations in the departments of Biochemistry, Physiology,
Microbiology, Pathology, Radio-diagnosis, Molecular Biology, Genetics,
Reproductive Biology and other sciences.
(iv) The concerned Ph. D committee shall inspect the department /
institution for considering infrastructural facilities of the centre where the
thesis works will be done before accepting the proposal.
(d) A supervisor for a Ph. D. degree shall be Professor or Asso. Prof. having experience
in PG training in a recognized institution and with at least 10 years of teaching
experiences after obtaining PG degree of which 5 years shall be as Asst. Prof. /
Lecturer. The supervisor(s) shall submit his / her Bio-Data along with his/her
publications for recommendation by concerned Ph. D. committee of this University.
Proforma of Bio-Data of Supervisor(s) is annexed (annexure 1).
(e) Every candidate shall carry out work on an assigned research project under the
supervision of a recognized Supervisor(s), the result of which shall be written up and
submitted in the form of a Thesis. Research Work for thesis shall be aimed at enriching
the existing knowledge and understanding of the subject as well as contributing to the
development of a spirit of enquiry, critical analysis, acquaintance with the latest

advances in the subject and the manner of identifying and consulting available literature.
Research work shall be an original work done by the candidate.
2. i) The application for registration for Ph. D. (Doctor of Philosophy) shall be made to the
Registrar in the prescribed form for consideration by the relevant Ph. D. committee
Eligibility for
Registration accompanied by four or more as required printed or typed copies of the scheme of work
proposed to be undertaken for research with a processing fee of Rs. 2,000/- (Rupees Two
Thousand) only and two copies of photograph of the candidate. Candidate should submit 8
(eight) copies of Synopsis for circulation to different Universities.
ii) A person who has obtained the Post-Graduate degree as mentioned in clause 1. (iii)(a)
above from this University or other universities recognized by this University is eligible to
apply for registration for the degree of Doctor of Philosophy.
iii) A person who has obtained the requisite qualification from another University or other
Institute recognized by this University or such other qualifications as may be considered
sufficient for this purpose by this University shall also be eligible for registration for Ph. D.
Degree.
iv) A candidate shall submit a statement that he is not currently enrolled as a student in any
course of studies or registered for the doctorate degree in any other University and shall
undertake not to be thus enrolled or registered so long as he / she is registered for the
Ph. D. degree at this University.

3. i) The Head of the Department and Institution, both, shall forward the application to

Procedure for the Registrar together with a proposal in the prescribed form.
Registration ii) A candidate applying for Ph. D. registration may choose his/ her own
Supervisor(s).
iii) Registration for Ph. D. degree shall be granted to a candidate provided that the
concerned Ph. D. Committee is satisfied that: -
a) It shall be possible for the candidate to maintain regular contact with his / her
Supervisor(s) at his University/ Institution throughout the entire period of his / her work
for at least 6 months in every year.
b) The experimental part, if any, of the work can be carried out at any of the institutions
affiliated by this University or in other recognized institution or research organisation or
Industry where adequate facilities for carrying out such work exist.
c) Case of registration for Ph. D. degree of a candidate intending to carry out a research
work of interdisciplinary nature shall be considered at a joint meeting of the Ph. D.
committees for the Faculties concerned and Supervisor(s) may be approved in case the
proposal is accepted.
d) If the Ph. D. committee accepts the candidate for registration then the candidate shall
have to register his / her name by paying a ‘Ph. D. Registration Fee’ of Rs. 5,000/- (Rupees
Five thousand) only within one month of the date on which the decision of the committee is
communicated to him / her. A candidate from other university shall have to obtain migration

certificate from his / her present university and then to register himself / herself with this
University by submitting his / her application for registration along with necessary fees.
e) In case of failure to register within the prescribed time or within the time extended by the
Registrar, the application shall be deemed to have been cancelled.
f) Registration shall remain valid for 5 (five) years from the date of registration. The relevant
Ph. D. Committee may, however, extend the period of registration for another term on the
merit of individual cases on sufficient grounds provided that such extension shall not exceed
beyond another term.
g) The Registrar shall maintain a register of registered candidates for the Ph. D. degree for
each discipline in the prescribed form.

4) I) The registered candidates shall have such privileges as to the use of the Libraries and
Laboratories of the University / Institution / Department and of affiliated Institutions after

II) A registered candidate shall work under the guidance of the Supervisor(s) approved by
the Ph. D. committee.
III)A registered candidate shall abide by such regulations as may be prescribed by the
Ph. D. committee from time to time.
IV)After every one year of the work, the candidate is to submit a report duly signed by the
Supervisor(s) in not exceeding 1,000 (thousand) words to the University for consideration
by Ph. D. committee.

5) A registered candidate shall have to reside normally for a minimum period of six months per
year, at the University/ Institution/ Community where he/she is supposed to carry on his / her
Residence
requirement works under supervision of his/her supervisor(s), for which the permission has been granted by
the University.

Supervisor
6. I) Qualifications and experiences of the Supervisor(s) has already been laid
down in the clause 1(3)(d), but if the supervisor himself / herself is registered for
Ph. D. degree, he/she shall not be eligible for appointment as supervisor for other
Ph. D. candidate.
II) In special cases, the Ph. D. committee may approve a Supervisor from outside this
University.
iii) A registered candidate shall have to work for a minimum period of 2 (two) years after
registration. If the supervisor certifies that the candidate has carried out research for two
years after his /her registration and that the thesis embodied the Research works worthy of
consideration, then the Ph. D. committee may permit a candidate to submit his/her thesis.

iv) If there is any change in the title of thesis, the candidate shall inform the Registrar through
the Supervisor(s) about the changes in title of thesis at least 1 (one) year before the date of
submission for consideration and approval of changes by the concerned Ph.D. committee.
v) The Supervisor(s) shall give a certificate in the prescribed form when the registered
candidate submits his/her thesis along with his/her reports.
vi) Not more than 2 (two) candidates may work under the guidance of a Supervisor holding
the post of Assoc. Prof. at a time, and not more than 3 (three) candidates under the guidance of
Supervisor holding the post of Professor at a time.
7. Before submission of thesis the candidate shall have to appear before the Seminar
Committee constituted by this University.
8. (i) The thesis shall be an original contribution to knowledge, and must bear
evidence of the candidate’s having carried out individual investigations in his chosen
field.
(ii) He shall state in the preface whether the work is based on the discovery of new
facts by him or of new relations of facts observed by others, and how the work
contributes to the general advancement of knowledge. He shall also state the
sources from which his information has been derived and the extent to which he
has based his work on the work of others and shall indicate which portion or
portions of his thesis he claims as original.
(iii) A candidate cannot submit as his/her thesis work for which a Degree has been
conferred on him/her by this University or any other University or Institution, but
a candidate may incorporate work which he/she has already submitted for a
Degree or other academic award in a thesis covering a wider field, provided that
he/she shall indicate in the preface any work which has been so incorporated.
Submission of
Thesis 9. (i) The fee for submitting a thesis is 5,000/- (Rupees five thousand)
only.
(ii) A registered candidate shall have to submit four typed or printed copies of the
thesis embodying the result of the research he has carried out together with four
copies of a synopsis of the thesis. Where Joint Supervisors are appointed,
required copies of the thesis are to be submitted. These copies of the thesis
should be submitted to the Registrar together with a fee of Rs. 5,000/- (Rupees
five thousand) only payable to this University for this purpose.
(iii) The fee so paid is not refundable.
(iv) Theses should be submitted on or before quarter ending on 31st March, 30th
June, 30th September and 31st December.
Examination
of Thesis 10. (i) The Ph. D. committee shall recommend names of 6 (six) persons
(three from this country and three from abroad) who are well-known authorities
on the subject for appointment as examiners of a thesis to the Vice-Chancellor.

(ii) The Vice-Chancellor shall appoint 3(three) examiners including the Supervisor
from recommended names of which 1(one) shall be from this country and 1(one)
shall be from abroad. But if after thorough search, the University fails to find
examiner from abroad, a distinguish person in concerned field from this country
may be appointed as an examiner.
(iii) The examiners will be requested to state reasons in support of their opinion.
(iv) A thesis which has been directed to be resubmitted by the Ph. D. Committee
may be submitted again after due revision, modification or alteration but not
earlier than six months from the date of communication of the recommendation
to the candidate and a fee of Rs. 1000 (Rupees one thousand) only shall have
to be paid at the time of resubmission of thesis. A thesis may be resubmitted
only once.
(v) If all the members of the Board of Examiners of thesis are of the opinion that the
candidate may be awarded the degree, he/she shall be asked to appear at
viva-voce examination.
Viva-Voce
Examination 11. (i) Vice-voce examination will be conducted by Supervisor(s) and
one of the examiners of the thesis or an expert in the field from this State.
(ii) The Ph. D. committee shall recommend to the Vice-Chancellor, names of
persons for appointment as examiners at the Viva-voce examination.
(iii) The Vice-Chancellor shall appoint one person who is not a teacher of this
University and is a well-known authority on the subject, and the Supervisor(s) of
the candidate, as examiners for the viva-voce examination. In case the
Supervisor is not available, the University shall appoint another examiner in his
place.
In case the Supervisor of a candidate submitting Ph. D. thesis is not a
teacher of any affiliated institution of this University, Vice-Chancellor. shall
appoint the nominee of the Ph. D. committee who will be an eminent teacher of
the concerned subject. He shall be present at the viva voce as an examiner of
viva voce.
In the event of a foreign candidate proceeding abroad after submission of
the thesis, two competent scholars in the field abroad may be appointed as an
examiner for the viva voce.
(iii) The examiners at the oral examination may ask question beyond the subject of
the thesis in order to satisfy themselves that the candidate has adequate
knowledge of the particular branch of the subject on which he has submitted the
thesis. Internal Examiner will act as the Chairman of the viva voce examination.
(iv) If the examiners are not satisfied, the candidate may be directed to appear again
at the viva vice examination after six months. Such a candidate shall pay an
additional fee of Rs. 5,000/- (Rupees Five thousand) only.

(v) This University will award the degree on recommendation of the Executive
Council.
12. The members of the Board of Examiners shall be paid an honorarium of Rs. 1,000/-
(Rupees one thousand) only or as may be determined from time to time by the
Executive Council of the University for the examination of the thesis and for the oral
examination, an honorarium of Rs. 500/- (Rupees five hundred) only or as may
be determined from time to time by Executive Council shall be paid to an examiners of
the oral examination in case he is not one of the examiners.
Honorarium will be paid to the examiners at the same rate as mentioned above for
re-examination of the thesis.

13. Provisions for D. Sc:


The candidate may submit high quality original research works carried out independently and
which has resulted in discovery of new facts or any observation which is unique in nature as
thesis along with published papers if any on the said research work and recommended by
2 (two) eminent persons of any of the following categories:
i. Persons with D. Sc. Degree
ii. Renowned scientist of reputable organisation(s).
iii. Well-known authorities on the concerned subject.
The candidate shall submit 6 copies of the thesis to the Registrar of this University.
There shall be 4 (four) examiners of the thesis (two from this country and two from abroad),
who will be appointed by the Vice-Chancellor on recommendation of the Ph. D. committee.
After the thesis is recommended by all four of the examiners the candidate shall have to appear
in viva-voce examination and before the seminar committee constituted for this purpose.
Registration fee shall be Rs. 1,000/- (Rupees one thousand) only. Fees for Submission of
thesis shall be Rs.10, 000/- (Rupees ten thousand) only. For viva-voce examination, the fee
shall be Rs. 5,000/- (Rupees five thousand) only or as may be determined from time to time by
the Executive Council.

In the case of other University students, necessary application for registration


should be made to the Registrar, WBUHS, Kolkata separately along with Migration
Certificate in original and registration fee immediately after registration for the Ph. D.
program.

Documents to be submitted at the time of applying for Ph. D. Registration

1. A Photocopy of the filled in application form along with the original form.

2. 2 (Two) attested photocopies of Master Degree Marksheet / Certificate.

3. 2 (Two) attested photocopies of WBUHS Registration Certificate.

4. 6 (Six) copies of plan of work duly countersigned by the supervisor(s).

5. ‘No Objection Certificate’ from employer in original along with a Photocopy of


the same, in case of employed applicant.

6. Two Photographs (2.5cm X 3.5cm), one to be affixed on this form with the
supervisor’s signature & seal & one to be attached (for use in the Ph. D.
registration letter) with this form.
