Introduction
The Department of Science and Technology (DOST) is the premiere science and
technology body in the country charged with the twin mandate of providing central
direction, leadership and coordination of all scientific and technological activities, and of
formulating policies, programs and projects to support national development.

Plastic pollution in the river is a real problem. Tons of waste- most of it plastic is added
to the river every year passed by that’s why developing the “WaterBin” from the company
of Better World Solutions will have a huge impact on the environment, it will try to stop the
water bottles, plastic bags, styrofoam and other debris before they ever make out into the
open rivers, the DOST should support this project because of the three main reasons:
this is a project that aims to protect the marine animals in the rivers and oceans
which is prone to different kinds of trashes and debris because of the people that
are throwing their garbage
it develops upstream solutions for waterways adjacent to high population areas in
San Luis
lastly, to combat the plastics and trash that pilling up the rivers and saves from
being devastated and polluted.
Rationale or Background
The Waterbin is a floating bin that sucks in floating debris, such as plastic. It can be
installed in any body of water with a calm environment. The bin is estimated to catch 1.5
kilograms of floating debris per day, including micro plastic up to 2 mm small. The amount
of plastic caught depends on the weather and, of course, the amount of plastic pollution.
The Waterbin is placed in “debris problem areas”, which are the places where floating
debris collects, as this is the place where the wind and currents bring the waste. Connected
to the floating ring on the surface is a mesh bag that collects the debris, made from recycled
plastic. The bags can hold up to 20 kilograms of waste, and is even able to clean up oil with
simple oil absorption technology adapted for the catch bag. It works because the water
pump creates a flow of water into the bin bringing with it all floating rubbish and debris.
The rubbish/debris is caught in a natural fibre catch bag and the water is then sucked out
the bottom of the bin and up to the water pump where it is then pumped back into the
marina. No fish are caught by the bins, because they tend to swim underneath them. While
it also cannot collect large items (like the 20 L container above) it does create enough flow
to push larger debris up against the bin, allowing for easier hand-collection. The catch-bag
can be removed, cleaned and replaced, allowing for 365 days of operation. The bin works
as follows: a submersible water pump, capable of displacing 25.000 litres (6604 US gallon)
per hour is plugged into a 110/220V outlet, sucking in the water. The water is then pumped
back into the marina, leaving the litter trapped in the catch bag. The bin can run 24 hours
per day, and needs to be checked frequently to prevent the bag from flowing over with
debris. The main reason for choosing this project is to make a solution for the never ending
problem of the river which is being polluted we are devoted to help solving the
sustainability issues of the river and environment Microplastics can also find their way into
the stomachs of marine mammals, birds, and even (as nanoplastics) in plankton. Macro
plastics have been found suspended in the water column at depth by divers. They are in our
clothes, our food, our skin, our water. Plastics are everywhere. Waterbin Project is a clean
tech start up on a simple and ambitious mission: to help solve the global problem of river
plastic pollution and river conservation. Water bin Project develops innovative upstream
solutions for cleaner and more sustainable river for the Luiseño. The significance of this project
is to collect and reduce the amount of mismanaged debris that from the land enter into the
river, to encouraged, because it’s a lot quicker and more effective to find a solution to a
common goal than to fight against each other and to even clean up cyanobacteria in the
near future, bacteria that can be damaging to human health.
Project Description
To achieve the desired cleanliness of river and maintain the environmental status
leading to the development of the health of every individual and the marine animals
as well
Decreasing the waste in the river like plastic bottles, plastic bags and other debris
and making the Pampanga River the cleanest river in the Philippines
Community participation to involve all members of the public with activities
contributing to a solution for ocean plastic pollution.
Through this innovation San Luis, Pampanga will become well-known for having a
quite helpful innovation the benefits are, WaterBin are installed in the water to collect and
reduce the amount of mismanaged debris that from the land enter into the ocean. Science &
Research programs are used to understand and expand the knowledge of the consequences
of ocean plastic pollution affecting the flora, fauna and human health. Education
programs to create awareness around the issue and promote a more conscious and
sustainable consumer behaviour to the younger generations. Community participation to
involve all members of the public with activities contributing to a solution for ocean plastic
pollution. Industry participation is encouraged, because it’s a lot quicker and more effective
to find a solution to a common goal than to fight against each other. Legislation and
lobbying, because support, change and reform are needed for the world we live in today.
Also, it will benefited the nature as becoming abused by dirty situation of environment,
through this it will benefits the people.
As I evaluated data and information within the town of San Luis, Pampanga I found
out that many residents approved the proposal because of its usefulness and
resourcefulness. On the survey taken this can change the outlook of the town in near future
if this will be address. Indeed, the municipality can become inspiration to the other town as
we want to undertake the project that is water-pollution free.
The total budget that will be allocated in this project will cost Php. 100,000.00 that
will be used for buying 2 water pump, the components or materials that will be needed in
constructing the WaterBin , payment for the operators and installers.
On accomplishing the entirety of the project the total amount that is needed to
spend is Php. 100,000. The payment for the operators and installers will be Php.25,000,
another Php. 25,000 for the 2 water pump that will be needed for the Waterbin to work and
the remaining Php. 50,000 will be budget to the materials of WaterBin that would make 50
pcs of it.
