Subject : ENDORSEMENT OF TECHNICAL EVALUATION

We submit the result of re-technical evaluation of ECSCI for the Pier Repair project at Mandaue
Terminal. First evaluation was held last September 27 which also covers additional repairs on
pier proposed by ECSCI.

Technical Evaluation for ECSCI

Based on the technical evaluation, ECSCI complied with the given approved scope of work.
However, they are proposing an alternative solution for the pier repair. They will be using glass
fiber fabric material which will be saturated with epoxy, and will be applied to surfaces above
and under water level for corrosion protection and strengthening of structure (Refer to Annex
1: ECSI Repair Methodology).

Technical Evaluation Result

After evaluating the bid of ECSCI, we conclude that ECSCI is capable of doing the repair works
with the methodology they proposed.

ECSCI presented a latest technology and solution that will use fiber reinforced polymer (FRP), a
matrix of polymeric material reinforced by ultra-high strength fibers. This is an alternative
approach which we find cheaper and faster. They have become a major player in a short span
of time, in the field of structural retrofitting in the Philippines since it came into existence in the
year 2000. It has gained a reputation of being a reliable provider of the latest technology and
solutions to structural problems.

Some of their projects wherein they applied the same method are as follows:
  PBR Main Pier Piles Retrofitting & Structural Rehabilitation Petron Bataan
 Port Rehabilitation Zamboanga Del Norte
 Port Rehabilitation Catbalogan, Samar

Also, refer to Annex 4 for some of the completed pier repair projects.

With regards to the repair of pier at Mandaue; the following are the advantages of ECSI’s
methodology:

 Ease of application of materials that they will use in pile repair.

 It is a non-corrosive material which will last much longer compared to steel plates even
exposed in salt water.
 Adds in strength of structure.
