What Modi 2.0 will mean for NZ and Pacific

B
y the time this edition goes online and
hits the stands, Narendra Modi would
have taken oath as Prime Minister of
India for the second time in a row.
Winning Election 2019 with a margin and
vote share bigger than his first election in 2014
has proved that India’s voters have endorsed
the policies and performance of his Bharatiya
Janata Party (BJP) and the National Democratic
Alliance (NDA) coalition that it leads.
Voters have given BJP the mandate to lead
the country by way of a clear majority to form a
government on its own, without having to rely
on its NDA partners. The opposition has been
left in tatters with no single party having been
able to cobble together the minimum number
of seats to lay claim to the mantle of Leader of
the Opposition.
While a weak opposition is never in the
interest of a good functioning democracy, Mr
Modi has emphasised in his post-result address
that his government will be inclusive and take
everyone forward together, including members
of the opposition – in line with the NDA’s
“Sabka ka saath, sabka vikaas” (“working
together for everyone’s progress”) credo.
As a leader with the democratic world’s
biggest mandate, Mr Modi – and of course
the country that he leads – has the Mana and
the geopolitical heft to take that credo beyond
India’s political borders.
His strong showing in the election would
have undoubtedly bolstered his image on the
world stage and India will emerge a much
stronger player in the geopolitical space than
ever before. Most world leaders have alluded
to this in their congratulatory messages to Mr
Modi, saying that they are looking forward to
working with his new government.

Stronger geopolitical partnership
M r Modi’s ‘Look East’ policy – a
geopolitical strategy to strengthen ties
with the economic powerhouses of Southeast

New Zealand, Australia and the Pacific

States moves toward its own election next year.
The first Modi government has worked hard
to strengthen ties with the Pacific Islands region
as a bloc and even bilaterally with several island
nations – notably Fiji, Samoa, Tonga, Papua
New Guinea and Niue. India has already hosted
all the Pacific Islands Forum country leaders at
summits in India after Mr Modi’s meeting with
them collectively when he visited Fiji in his
first term.
Following that visit, India has set up several
training initiatives for Pacific government
officials in taxation, customs, financial planning
and other areas. Pacific officials have been
visiting India for training and Indian trainers
have been using Fiji as a hub for training
officials from neighbouring Pacific countries.
Unfortunately, New Zealand missed out
on hosting Mr Modi during that visit which
included Australia along with Fiji but this
country could well look forward to a visit
sometime over the next few years of his
stewardship of India. It might happen when
the new Indian High Commission complex in
Wellington is completed.

led a delegation to India and met with Mr Modi,
Prime Minister Jacinda Ardern has only met
him on a couple of occasions on the margins of
international summits. It is not publicly known
as yet when the first official meeting between
the two leaders will happen but sources indicate
that it might in the first half of next year.
Trade will see boost
B ilateral trade in both goods and services
between India and the larger Pacific
region, especially New Zealand, could be
much bigger than it currently is. New Zealand
and India have unsuccessfully pursued a Free
Trade Agreement for a number of years and
now both pin their hopes on the Regional
Closer Economic Partnership (RCEP) deal for
boosting trade.
New Zealand-India negotiations on RCEP
have slowed over the past year or so, given
understandable distractions on the Indian side
in the run up to the elections and are expected
to pick up in the coming months. RCEP also
involves Australia and the ASEAN states
that includes a whopping one-third of the
global GDP.
With Fonterra poised to re-enter India shortly,
New Zealand’s presence will take a larger
chunk of India’s mindshare and its favourable
image in Indians’ minds could serve well for
other New Zealand products, services and
investments to flow into India. Already more
than 50 joint ventures between India and New
Zealand companies exist, some of them in the
Make in India initiative and number for these
will only grow as RCEP negotiations gather
steam with India’s new dispensation in place.
The recent success of New Zealand
companies that have set up plants in India to
serve as manufacturing facilities not just for
India but also for the global market will likely
see other companies follow suit over the next
few years.

Wellbeing Budget is well
meaning but then, well…

T
he Labour-led coalition’s much-touted
first ever Wellbeing Budget was out
today in Wellington, after a bit of a
kerfuffle over a possible sneak preview that the
National Party might have had. What exactly
happened will come out in the wash over the
next week or so – but that’s another story.
The Wellbeing Budget appears to be exactly
that: it’s about addressing New Zealand’s long
underfunded, even neglected, social sector.
It definitely has a discernible left-of-centre
flavour, as is to be expected, and seems earnest
in its approach to take the big issues that plague
mainstream New Zealand head on.
The two main issues the government aims to
tackle is mental health and child poverty, which
have rightly dominated the public discourse for
some years now. It has pledged $2billion for
mental health and a billion for child poverty. It
has launched a report for the latter, which again
is a first for New Zealand.
Addressing the contentious issue of school
donations, which are ostensibly voluntary,
but when not paid are known to disadvantage
pupils, the government has allocated $150 per
student in all schools decile 1 to 7, which will
benefit some half a million students, to the great
relief of their struggling parents.
Another social sector initiative is the
departure from indexing the benefit from
inflation rate to the minimum wage. This is
indeed a game changer for beneficiaries. That
would make the beneficiary pay packet about
$47 richer a week by the year 2023 than it
would have were it linked to inflation. The
Budget also predicts a surplus of $6 billion by
that year.
Prime Minister Jacinda Ardern said that the
government has attempted to embed wellbeing
at every stage in the Budget.
The social flavour carries into other funding
initiatives as well. For instance, public
transport, notably Kiwi Rail gets $1billion to

boost regional railways and Auckland’s City
Rail Link gets some funding to address the
budget blow out that was reported earlier in the
year.
Other sectors that have had funds allocated
are the Defence Forces and the tree planting
initiatives – both undoubtedly to keep coalition
partner NZ First happy.
Unsurprisingly, the Budget appears to be
light on economic growth initiatives. But then
as votaries of this Wellbeing Budget might
argue, GDP and economic growth are not
necessarily drivers of social wellbeing.

The issue here is the measurability of what
constitutes “wellbeing”. And how does one
put a value on it? Every human endeavour and
aspect of human life cannot be measured by a
dollar, its adherents would say.
Those arguments would run deep on either
side and are best left for another time.
This Budget is a major departure from the
status quo, as Finance Minister Grant Robertson
said. And the effects of this Budget will be
hard to quantify using straightforward dollar-
and-cents yardsticks, which will be fodder for
endless arguments.
In a sense, the thought and intention behind
this Budget are indeed game changing.

maestro Purbayan
Chatterjee hopped
across the Tasman amidst his three-
city tour of Australia for a couple
of performances in Auckland this
week.
Auckland-based Naad Charitable Trust
hosted Purbayanji as part of its Baithak
series – informal, often impromptu, concerts
in an intimate setting in South Auckland’s
Papatoetoe.
The concert was set in an interesting format
with Purbayanji playing a Hindustani classical
raag followed by an interview-demonstration
session “the artiste behind the music” and
concluding with a couple of fusion pieces with
Auckland’s ace pianist Ben Fernandez.
Purbayanji started off with raag Bhimpalasi,
a raag associated with late afternoon and early
evening, rendering it masterfully in slow,
medium and fast tempos (alap, jor, gat and
drut) all in teen taal (16-beat cycles).
The rendition was in the pure Hindustani
classical format, delighting the small but
knowledgeable and appreciative audience.
Auckland’s own leading tabla exponent and
teacher Manjit Singh accompanied Purbayanji
for Bhimpalasi as also the other pieces he
played.
The Indian Weekender’s Editor-at-large Dev
Nadkarni interviewed Purbayanji in a session
lasting about 45 minutes in which the maestro
amply demonstrated his attributes as a thinker
and an astute communicator.
He was asked about his early tutelage,
his journey as a performer and also asked to
demonstrate playing styles of different gharanas
of sitar playing, which he did with aplomb.
His replies were peppered with humour. The
audience participated enthusiastically, asking

Hindu Economic Forum New Zealand
(HEFNZ) in November later this
year. New Zealand National Conference will
be organized with the theme “Opportunity,
Collaboration and Growth” on November 23 at
Alexandra Park.
The HEFNZ was officially launched by
Swami Vigyananand, Founder of World Hindu
Economic Forum (WHEF), in November
last year in Auckland, with the vision “Grow
Together; Share Together”.
The Hindu community has been contributing
to New Zealand in the economy, education,
health, agriculture, media, technology,
entertainment, etc. and this conference will
highlight the contributions of Hindus in the
economic field in New Zealand.

room.
 The Finance Minister is admitting defeat,
he’s repeatedly used these rules to give himself
the appearance of being fiscally responsible,
and it’s all crumbling down around him.
 The Minister has been backed into a
corner by allowing the economy to slow, over
promising and his Government spending up
large on things like Shane Jones’ slush fund,
fees-free for tertiary students and KiwiBuild –
poor spending choices.
 This is a blunt admission the Government
can’t manage the books properly, and the
Minister is conceding to what National has

a heavy financial burden on our children and
grandchildren.
 National believes in paying down debt when
the economy is in good shape so we have the
ability to support New Zealand during a crisis,
like we did during the Global Financial Crisis

what has kept New Zealand out of trouble
historically.
 Instead Labour has wasted the surpluses they
inherited and weakened our economy through
poor economic management. New Zealand
could have had enough money to meet our
needs.
 The debt target is the latest broken
promise by the Government as its ‘year of
delivery’ continues to be an embarrassing
string of failures. The Prime Minister and the
Finance Minister have waved the white flag
on a significant rule they promised to New
Zealanders.
 The Government is 18 months in and Mr
Robertson has given up any pretence of fiscal
responsibility, showing you just can’t trust
Labour with the economy.

on Saturday, May 25 attended by more than
500 people.

and community leaders, Rotarians from all
Rotary centres, parliamentarians, Auckland
Mayor Phil Goff, and business magnates
attended the dinner with the aim to celebrate the
works of charity organisations and raise funds
that will help the needy.
The funds raised during the event was
presented to four selected charities; namely,
Rotary Foundation, Cure Kids Fiji Oxygen
Project, The Middlemore Foundation and Kids
Can.
President Dr Ajit Swaran welcomed the
guests at the event and mentioned the works
of Rotary over the years and its contributions
to the community not just in New Zealand but
across the globe through several projects.
The event was also an opportunity to present

in Ashburton, South Island.
Sikh Aware NZ is a charity
with the aim to educate people
of the teachings of Sikhism, the

schools, community and workplaces.
“A Sikh student wearing turban was a subject
of constant inquisitive enquiries by fellow
students at the Allenton School in Ashburton
that gave us [Sikh Aware] an opportunity to host
an educational session for the young students,
Harpreet Singh, convenor of Sikh Aware NZ
told The Indian Weekender.
The Sikh Aware NZ team travelled to
the school and held the session attended by
approximately 125 students where they were
given lessons about the basics of Sikhism, the
teachings, turbans- its importance for a Sikh
individual, tying a turban etc.
“The session was very well received by the
students, and we demonstrated opening and
tying the turban on the Sikh student in the
school.
“The Principal of the school, Bruce Tilby,
was very impressed with the session and said
that he and the students got to know a lot about
the Sikh faith including information about the
five Kakkars worn by the Sikhs,” Harpreet
added.
In the Q&A session that followed, Harpreet
answered several inquisitive and innocent
questions of the young students such as “What
do Sikhs do with the turban when sleeping and
bathing?”, “How is a turban made?”, “what
does a Sikh do to the turban while swimming?”

working hard to promote the region as a premium
international business events destination and this
ranking highlights our growing popularity,” she

“It’s an exciting time for Auckland, we are
getting closer by the day to the completion of the
New Zealand International Convention Centre,
there remains a solid pipeline of investment in
infrastructure to support the visitor economy, as
well as strong pool of professionals supporting
events here.”
Adding to the business events offering this year
has been the opening of the Domes at Auckland
Zoo, offering a truly unique experience for event
organisers, able to cater for up to 350 delegates.
Refurbishments have also recently been completed
on Auckland’s leading performing arts and events
hub, Aotea Centre.

safety initiatives and the people behind them.
The awards, which began in 2005, are
organised by Safeguard magazine and proudly
supported by WorkSafe New Zealand. The
awards are judged by a panel which includes
representatives from WorkSafe, NZ Council
of Trade Unions, Safeguard, and an industry
health and safety practitioner.

ith one of the busiest weekends on
New Zealand roads is coming up,
Queens Birthday long weekend, and
thousands of Kiwis heading out on long road
journeys, Police, the NZ Transport Agency
(NZTA), and ACC are urging drivers to take
care and be prepared for heavy traffic, delays,
and changeable weather conditions.
“The roads will be busy, particularly on
Friday evening,” says Police’s National
Manager of Road Policing Superintendent
Steve Greally.
“If you’re driving, stay alert, be patient,
and don’t rush – the lives of you and your
passengers are worth more than arriving a few
minutes earlier.”
Police will have an active and visible
presence throughout the weekend, targeting
high-risk driving behaviours and focusing
on highways and open roads that are popular
holiday journey routes.
“More than 160 people have died on our
roads this year. Tragically, many of those
deaths could have been prevented if everyone
took these four simple and proven road safety
actions that prevent serious injury and death on
our roads,” Superintendent Greally said.
“Make sure everyone has their seatbelts
on; remove distractions and stay focused on
driving; don’t get behind the wheel if you’ve
been drinking or are tired; and drive at a safe
speed for the conditions.
“Put road safety first and make sure you,
and everyone else on the road, gets to their
destinations safely and unharmed.”
Last year 427 serious injuries claims were
made to ACC because of crashes and driving
incidents during Queen’s Birthday Weekend,
says Isaac Carlson, ACC’s Head of Injury
Prevention.
“We need to be considerate of those most
vulnerable on our roads, like motorcyclists and
young drivers (aged 16 to 24),” he says.
“It takes everyone on the road to make it safe.
Be aware of the increased number of vehicles
around you, pay extra attention on open roads
and in rural areas, and adjust your speed to the
driving conditions.”
Drivers should also make sure their vehicle
is equipped for long journeys and bad weather
before they leave, NZTA’s General Manager of
Safety, Health and Environment Greg Lazzaro
explains.
“We want everyone to have a safe journey
over the long weekend, so we’re encouraging

The finance minister’s letter,
which he released on his Twitter
handle, comes a day before PM Modi
begins his second term in office.

he had been facing some serious
health challenges over the last 18
months and had, with the help
of doctors, emerged out of most

In his letter, Arun Jaitley recalled
his conversation with PM Modi after
the grueling campaign for the seven-
phase elections ended earlier this
month.
“After the campaign concluded
and you were leaving for Kedarnath,
I had orally informed you that even
though I was able to discharge the
responsibilities assigned to me
during the campaign, I would in
future, for some time, like to keep
away from any responsibility.
This will enable me to concentrate
on my treatment and health,” the
finance minister said in his letter to
the Prime Minister.

Online registration for Amarnath Yatra begins

ammu and Kashmir Governor Satya Pal Malik on Wednesday launched
the online registration of pilgrims for this year's annual Amarnath
Yatra beginning on July 1.
Malik is the Chairman of the Shri Amarnathji Shrine Board (SASB) that
manages the affairs of the annual pilgrimage to the Himalayan cave shine of
Amarnath in Anantnag district in the Kashmir Valley. A statement by SASB
said: "Governor launched the online registration of Yatris ... on pilot basis.
"The online registration facility will be available to 500 intending pilgrims
per day from both routes, 250 from Pahalgam and 250 from Baltal."
It said that as a new initiative, the Shrine Board was introducing QR
Coding/Bar Coding of Yatra Permit Forms (YPFs).
The QR Code is linked to the Yatri's database. The YPF with QR Code

"This will help in enumeration of Yatris and their tracking on real time
basis," it said. "The Shrine Board will closely monitor this pilot project of

answer to even the most
stubborn hunger pangs and if
they are oozing with cheese inside-
out, then there’s no point trying to
resist them.
Ingredients
• 4 tablespoon butter
• 1 cup grated cheddar cheese

oconut Marinated Chicken
is a delectable recipe. The
specialty of this chicken is that • 1 tablespoon lime zest

coriander leaves and sauce made with
the marinade. It gives out the taste of

• 375 gm chicken thighs
• 1/2 tablespoon refined oil
• 1 1/2 tablespoon lemon juice

• 1/2 cup coconut milk
• 6 tablespoon water
• 1 teaspoon paprika

take a deep bowl, add coconut
milk, lime zest, lemon juice, curry
powder, paprika, ginger, chilli
sauce, salt and black pepper.
• Mix the
ingredients
well to
incorporate with each
other.
• Then, take chicken thigh fillets,
which should be skinless and
boneless and marinate in the
mixture. Put the marinated chicken
in a ziplock bag for an overnight
to set.
• When done, take out the chicken
from bag and brush off the extra
marinade mixture on it. Now, take
a little amount of oil and brush the
BBQ and cook chicken on it over
a medium heat from about 6-7
minutes.
• Then, flip
gently and cook for
another 5-6 minutes.
• When the chicken is cooked,
arrange on a serving plate and
garnish with coriander leaves.
Meanwhile, for the preparation of
sauce take a saucepan and cook the
marinade over a medium flame and
add water to it.
• Bring it to simmer and cook for
about 10 minutes. Serve it with

• Wash the chicken wings thoroughly

juice, lime zest, coriander seeds, paprika

• Mix these well and add the chicken wings
to it.
• Brush well with the marinade and coat

bowl. Place this bowl in a refrigerator and
let the chicken marinate for an hour.
• Cover this bowl with a cling film and
refrigerate the mixture for an hour to
marinate the chicken well.
• Meanwhile, preheat the grill to medium-
high temperature. Take out the marinated
