SITE SERVICES
Site Services
These services shall be rendered by the Bidder as part of the overall project
management service. The services shall broadly include but not be limited to the
following:
Arranging material dispatch from the shop and transportation by road, air or sea as
applicable and transit insurance.
Monitoring movement of materials as necessary with carriers, port clearance etc. from the
time of dispatch F.O.R. site by Bidder till receipt of the same at site.
Unloading of materials at inside project area / air port / sea port, transportation to site
store, assessment of lost / damaged items in transit and arranging insurance claims and
replacement of lost / damaged items against their comprehensive insurance for the plant,
equipment and materials.
Taking custody of all the materials till the plant is officially taken over by the Owner after
complete erection and successful trial run & commissioning.
Transportation of materials to their respective places of erection and erection of the
complete plant & equipment as supplied under this specification.
Trial run and commissioning of individual equipment / sub-systems and the plant as a
whole to the satisfaction of the Owner, including supply of temporary equipment and
services for performance guarantee tests.
Provision for preservation of individual equipment after trial run and commissioning as
necessary
Supply and application of the final paints on all the equipment to be erected under this
specification
Deployment of all skilled and unskilled manpower required for erection, supervision of
erection, watch & ward, commissioning and other services to be rendered under this
specification.
Deployment of all erection tools & tackles construction machinery, transportation vehicles
and all other implements in adequate number, capacity and size.
Supply of all consumables, like welding electrodes, cleaning agents, diesel, oil, lubricant
etc. and materials required for temporary supports, scaffolding etc.
Construction of all civil, structural & architectural works, including construction of
foundation for all equipment supplied as required, grouting of equipment on foundation
after alignment and all other related activities as detailed elsewhere.
To take approval from all concerned Statutory Authorities for respective portions of work
under the jurisdiction of statutes or laws.
Quality assurance of all work executed at site.
Providing support services for the Bidder’s erection staff e.g. construction of site offices,
temporary stores, residential accommodation and transport to work site for erection
personnel, insurance cover, watch & ward for security and safety of the materials under
the vendor's custody etc. as required.
To maintain proper documentation of all the site activities undertaken by the Bidder as
per the performa mutually agreed with the Owner.
To provide `Industrial Relations' unit and `Medical' unit to take care of his erection staff.
The Owner shall have no obligation in the regard.
Site Organization
Site Activities
The Bidder shall indicate in the drawings showing proposed locations of both his and his
sub-contractors central site office area together with any other temporary buildings
associated with site administration. Car parks, cycle sheds, and access ways shall also be
shown.
Bidder's Site Office Accommodation
Before the erection of any temporary site accommodation commences, the Bidder must
obtain approval from the Engineer of the location, proposed. The site office
accommodations shall be reasonably maintained and suitably identified with the Bidder’s
name and that of his site engineer.
Telecommunication Facilities
The Bidder shall provide his own on-site / off-site telephone facilities.
The Bidder shall obtain permission from the appropriate authorities before any radio wave
emanating system is used at the Site. This includes radio telephones and pagers,
transceivers, cordless and cellular telephones and such any other systems. The Bidder
shall ensure that the radio communication systems do not cause interference to control
and instrumentation and communication systems installed in the existing plant.
Site Records Office
The Bidder shall maintain a suitably staffed records office to maintain updated records of
all relevant documentation and test certificates and to see that these are available to meet
obligations to all statutory bodies and to any commissioning committees, working parties
or test teams which are established to meet the needs of the Contract. These records
shall be maintained and retained until handover on completion of all works on Site and

The Bidder shall provide security facilities for the site material pertaining to Bidder
Bidder's Storage Areas
Bidder shall submit details of proposed requirements of space for storage and
construction facilities. The Bidder shall be responsible for provision of suitable temporary
storage facilities including external hard standings.
Use of Motor Vehicles and Parking
Parking facilities shall be provided by the Bidder in a compound within the Site boundary
but outside the construction area and as near to the Site access as possible. Only
Authorized vehicles shall enter the construction area and these must display the vehicle
pass issued by the Bidder. Since the power plant is installed within operating area of
cement plant, Bidder shall ensure no interference is there with the operating plant.
Site Restrictions
The Bidder and his employees shall not trespass beyond the cartilage of the site on to
any adjoining land and the Bidder shall take necessary action to prevent trespass
occurring.
Site Access
Public traffic shall not be impeded during the construction period, and access must be
maintained for emergency vehicles.
The Bidder shall allow for the presence of other Bidder associated with the cement plant
operation and shall afford them the use of appropriate site facilities, including first aid and
welfare.
General Guidelines for Field Activities
The Bidder shall execute the works in a professional manner so as to achieve the target
schedule without any sacrifice on quality and maintaining highest standards of safety and
cleanliness.
The Engineer may hold meetings of all the Bidder / Agencies working at Site at a time
and a place to be designated by the Engineer. The Bidder shall attend such meetings if
called upon to do so, take note of the decisions of the Engineer and shall strictly adhere to
those decisions in performing his Work.
The Bidder shall be responsible for performance of his Work in accordance with the
specified construction schedule. If at any time the Bidder is falling behind the schedule,
he shall take necessary action to make good such delays by or otherwise accelerate the
progress of the work to comply with the schedule and shall communicate such action in
writing to the Engineer, satisfying that his action will compensate for the delay. The
Bidder shall not be allowed any extra compensation for such action.
The works under execution shall be open to inspection and supervision by the Engineer at
all times. The Bidder shall give reasonable notice to the Engineer before covering up or
otherwise placing beyond the reach of inspection any work in order that same may be
verified, if so desired by the Engineer.
The Bidder shall comply with all the rules and regulations of the local authorities, all
statutory laws including Minimum Wages, Workmen Compensation etc. All registration
and statutory inspection fees in respect of the work executed by the Bidder shall be borne
by to Bidder.
All the works such as cleaning, checking, leveling, aligning, assembling, temporary
erection, opening, dismantling, surface and edge preparation, fabrication, machining,
chipping, scraping, fitting-up, bolting / welding, etc., as may be applicable in such erection
and are necessary to complete the work satisfactorily, are to be treated as incidental and
the same shall be carried out by the Bidder as part of the work.
Equipment and material, which are wrongly installed shall be removed and reinstalled to
comply with the design requirement at the Bidder’s expense, to the satisfaction of the
Engineer.
It shall be the responsibility of the Bidder to provide ladders on columns for initial works till
such time stairways are completed. For this, the ladder should not be welded on the
column and should be prefabricated clamping type. No temporary welding on any
structural member is permitted except under special circumstances with the approval of

the Engineer.
Site Health and Safety Management
arrangement shall not relieve the Bidder of any legal / statutory obligations.
Storage and Preservation
The Bidder shall arrange for proper and safe storage of materials till the same are taken
over by the Owner as per terms of the Contract. Manufacturer's instructions for
preservation shall be strictly followed.
All empty containers, packing materials, gunny bags, transport frames as also surplus and
unused materials shall be the property of the Owner and returned to the Owner by the
Bidder.
Site Welding and Heat Treatment
The Bidder shall submit detailed procedures and specifications in respect of the following:
Welding and Brazing (codes, procedures and electrode specifications).
Welder's Qualification Test.
Destructive and Non-Destructive Tests (DT / NDT).
Pre / Post heating and stress relieving.
Quality Assurance of Welding and Brazing.
The above procedures and specifications shall be subject to the approval of the Engineer.
Site Cleanliness and Waste Disposal
Throughout the period of construction of the Works the Bidder shall maintain the whole
area of his operations in a clean, tidy and safe condition and shall arrange his materials in
an orderly manner, all to the satisfaction of the Engineer.
Bidder shall maintain good housekeeping.
The Bidder shall not cause pollution of the Site land drainage system or any watercourse
by waste products from any source whatsoever. Whenever any pollution is attributable to
any act or omission on the part of the Bidder, the Bidder shall clear the pollution as soon
as possible and make early arrangements to remedy the cause.
The Bidder shall make himself familiar with all statutory requirements relating to the
discharge of effluent from the Plant and shall take all steps to ensure that these are not
contravened by the disposal of effluent from the site. No dangerous or noxious waste
products, chemicals or materials shall be disposed of, on or off the Site without proper
treatment to make the quality comply with environmental regulation.
The Bidder shall take all necessary measures to ensure the safe collection and disposal
of waste oils pertaining to those Works or plant for which he has responsibility and to
ensure the prohibition of --
i. Any discharge of waste oils into surface waters, ground waters or drainage
systems of any kind.
ii. Any deposit and / or discharge of waste oils on to the ground or floors of buildings
and any uncontrolled discharge of residues resulting from the processing of waste
oils or the cleaning of oil contaminated surfaces with solvents. In order to ensure
compliance with this requirement the Bidder shall provide suitable vessels for the
collection of all waste oils. Where large quantities of waste oils need to be stored
prior to being disposed of in bulk, suitable storage tanks shall be provided by the
Bidder for this purpose.
iii. Any processing of waste oils causing air pollution which exceeds the level
prescribed by existing statutory provisions.
In the event that the Bidder fails to comply with the above, the Owner reserves the right
to carry out such work on his behalf and to recharge accordingly.
Damage to Public or Existing Site Roads
The Bidder shall make good damage to roads, drains, footways, paved areas, boundary
walls and fences etc. and clean all fouled roads and pavings etc., whether public or
existing at site, caused by or in any way attributable to the handling / transport of plant or
materials by the Bidder or any Sub-Contractor / Vendor and indemnify the Employer
against loss, damage or claims by the Local Authority or others for damage to or fouling of
roads, pavings etc., by reason of unusual traffic or other causes.
Cleanliness of Public or Existing Site Roads
The Bidder shall at all times ensure that the public roads, giving access to site, are kept
clean of any materials deposited by traffic from the Bidder or his Sub-Contractor /
Vendors. The Bidder shall also ensure dust suppression of site roads.
Clean Conditions
Where relevant, the Bidder shall include in his supply of temporary works, maintenance
and operation of clean conditions changing facilities including changing areas, ablutions
and amenities.
Labour Management and Site Industrial Relations
The Bidder shall be wholly and entirely responsible for establishing and maintaining a
strategy for sound labour management practices, good industrial relations and acceptable
levels of labour productivity to achieve completion of the works within programme and
budget. A statement of this strategy must be submitted by the Bidder.
The Bidder shall establish to the satisfaction of the Engineer a Site Bidder’s Group, to
determine site labour practices and ensure their effective implementation and observance
by all concerned. The Engineer reserves the right to observe proceedings at Group
meetings.
