Comply with BS 6187 Demolition, subject to any qualifications given hereunder. Reference to BS Clauses are
shown thus: (4.1.2) etc.
The building was constructed as a dedicated research establishment for the Proudman Oceanographic Laboratory
(POL) in the 1970’s. POL moved out of the site in 2003 to a new building on the University of Liverpool’s campus.
The site maintenance became the responsibility of NERC from that point, with the Wirral Council owning the land
and other parties having vested interest in the site.
More recently, the Proudman building and the Observatory are occupied by Camelot and the light house cottages
sold to private individuals.
This contract covers the decanting and removal of all loose fixtures and fittings from the Proudman Building and
removal from site. It also covers the demolition of this building, removal from site, backfilling, grading, top soil and
seeding.
The extent of the demolition work is indicated on the contract drawings see NERC Drawings D001, 2 & 3. The
underground services have been surveyed recently and are shown on the Plowman Craven drawing 26237U-01
Rev B.
Information noted on these drawings is indicative only and is not to relieve the Demolition Contractor from his
obligatory and contractual responsibilities. A conducted tour is indicated on the NERC outline programme and
attendance by all tenderers is advised.
The successful Demolition Contractor will act as the sole and Main Contractor and will employ his own specialst
sub contactors as required and approved.
The demolition works comprise the demolition of the Proudman Building (PB) and the adjacent external building
on the north elevation.
The blocks are of differing construction and have been constructed at different times. The contractor is to examine
the buildings to establish safe demolition methods.
There is previous record information available for inspection by arrangement with the NERC Estates Management
Department.
The existing underground drain running below the concrete slab and serving the Cottages will need to remain in
service during and after the works and so will need special consideration.
The stone wall around the site is a listed structure and will need to be protected during the works.

The Demolition Contractor is to undertake a survey in order to ascertain sufficient information about the
contents of the building, the structure and its surroundings in order to submit a tender. Before commencing
work, the Demolition Contractor is to complete the survey to obtain the information referred to in BS 6187
Clause 7.5.
Asbestos information is currently available on the existing buildings and is included elsewhere in the tender
documents.
Investigate the features of the structure (9.2), ascertain if shock or vibration could damage surrounding
property or equipment therein or buried services (11.3.2.1) and check the existence of toxic or flammable
substances or asbestos (10.2).
Disconnect, seal off and remove existing engineering and drainage services.
The existing foul and surface water drainage serving the Cottages and running under the PB is to be CCTV
surveyed before and after the works and is to be protected throughout the works. A report and DVD is to be
issued to the Client before work commences on the demolition.
The water supply to the Cottages and the Observatory is believed to be served from the main site supply to the
site located in the Coach House. This is to be confirmed by the Demolition Contractor. If this is the case,
the Demolition Contractor is to allow to isolate the supply, disconnect the PB and re-instate the supplies to the
rest of the site, with the minimum down time.
The natural gas supply to the PB is presently isolated in the gas in-take room on the lower ground floor. This will
require further isolation and removal back to, or beyond the site entrance. The Observatory has a gas oil tank
and has no natural gas in the building. The Cottages each have natural gas supplies and meters, which we
believe are independent from the site.
When isolating the natural gas supply to the PB at the b oundary, the Demolition Contractor is to allow
to check the Cottages supplies. If they are connected to the site supply, the Demolition Contractor is to allow
to install a new independent supply from a point adjacent to the PB, with the minimum down time.
The electrical supply to the PB and the rest of the site is via the main switchgear located in the Coach House.
The Demolition Contractor is to allow to isolate the supply, disconnect the PB and re-instate the supplies to
the rest of the site, with the minimum down time. The main cable is to be removed back to the main switch
panel and disconnected.
The telephone lines to the PB are to be disconnected. The lines to the Cottages and the Observatory are to be
retained and protected.

A photographic survey of the surroundings is to be undertaken by the Demolition Contractor before the work
commences and agreed with the Client. Provide and maintain all measures necessary to protect the existing
and adjoining buildings, highways and footpaths from damage and persons from injury.
Please note that the existing boundary wall and Coach House wall are listed Grade 2 structures. Both are to
be protected against damage and debris penetration.
An intrusive survey of the existing asbestos installation, in conjunction with the asbestos register, is to be carried out by
the Demolition Contractor before any work commences.
Positions of the primary engineering and drainage services are to be noted and the establishment of the
effect of the isolation of the services on the Cottages and Observatory is to be carried out.
The Demolition Contractor is to allow for working in all conditions as described in the Site Investigation.
Before commencement the Demolition Contractor is to inform the Client, the Wirral Council and the site
occupants of the sequence of operations and any special procedural requirements.
The Demolition Contractor and his Safety Officer are to meet with the Client, the NERC appointed CDM
Coordinator and the occupants of the site and to go through his method statements before work starts, of
proposed measures to make safe all adjoining structures and foundations, his programme of works and his
method of demolition, processing and removal of debris and landscaping.
The Contractor and any material suppliers are to comply with Construction (Design and Management)
regulations 2007
The Demolition Contractor is to provide a Construction Phase Plan and relevant Method Statements to
comply with C.D.M Regulations.

Materials are to become the property of the Demolition Contractor and cleared away from site as work proceeds
unless specified otherwise. State credit values in the Form of Tender.
An area is available for the Contractor to use to recycle the materials before transporting away.

All asbestos identified in the register or identified as part of the intrusive survey being carried out by the Demolition
Contractor (see Section 1.9), is to be removed in a controlled fashion by a licensed specialist to a licensed tip, before
any demolition takes place
3.0 WORKMANSHIP
Methods of Demolition
Employ methods that cause no shocks or vibration likely to damage surrounding property or equipment housed
therein or buried services. The use of explosives is forbidden. A method statement is to be provided by the
Demolition Contractor with his tender.
3.2 Precautions
Take protective precautions as referred to in BS 6187 Clause 5. Ensure there are no risks of uncontrolled
collapse. Leave partly demolished structures secure. Prevent overloading by debris. The Demolition Contractor is
to provide signage notices and barriers to protect site operatives and the public.
The Demolition Contractor is to design and provide all necessary shores and other temporary supports. The
Client is to comment on all methods of temporary support, including its design and positioning at least 5
working days before implementation

Prevent nuisance with particular reference to dust, smoke and noise. The Demolition Contractor is to carry out
a noise assessment and record background sound levels around the Cottages, the Observatory and external
to the boundary before work commences.
The site will be occupied by the residents of the Cottages and the Observatory during the work. The only
access and egress to and from the site is via the road on the north side of the boundary.
This area is to be kept clear of traffic and debris for residents and emergency vehicles.

3.6 Generally
Provide general protection as Clause 12.4 of BS 6187. The Demolition Contractor is to be responsible for on-
site security including any necessary fencing to prevent unauthorised access. These arrangements, including
site access are to be agreed with the Client prior to commencing the works.

The Demolition Contractor is to arrange for electricity, gas, water and any other live or obsolete installations to
be safely disconnected prior to demolition and/or alterations.
Refer to the drawings for details of the existing services on site and the services to be adjusted or retained.

Notify the Client in writing of any damage to public or private services and where applicable, notify the service
authorities and/or private owners.
Make arrangements for repair to the satisfaction of the Client and, where applicable, the appropriate
authorities and owners. Accept any arrangements made by the Client for urgent repairs which will not affect
liability.
Demolition Work
Provide, maintain, alter and adapt temporary supports of adequate strength to maintain integrity/stability of adjoining
buildings, structures, nearby services and thoroughfares.
Prevent access of unauthorised persons to partly demolished structures. Leave safe at close of each day’s work.
3.15 Overloading
Report to the Client, details of any underground chambers, vaults, wells, etc. discovered during demolition work and deal
with as instructed.
Report to the Client, any underground storage tanks discovered during demolition work and deal with as instructed.
Before removing tanks or pipes which are thought to have contained flammable liquids, gases or potentially
hazardous substances, prepare and make safe in accordance with the following procedures:
1. Inform the local authority petroleum officer and follow his advice.
2. Display danger notices – prohibit smoking and naked lights.
3. Use non-ferrous tools and equipment and an ample supply of water.
4. Empty and dispose of all fuel ensuring non-entry to drains or water courses.
5. Clean tanks and pipes – render inert using methods set out in BS 6187

Take precautions to prevent fire or explosion caused by gas or vapour present or leaking from existing storage tanks,
pipes, etc.
Grub up and remove foundations, manholes, drains and similar items to a depth of 2.0m below existing ground level. Plug
ends of undisturbed pipes with concrete of approved mix. Remove contaminated earth and fill void as instructed.
3.22 Dust
A Type 3 asbestos survey is to be procured by the Demolition Contractor prior to undertaking the demolition works.
A licensed specialist contractor is to be employed by the Demolition Contractor to remove the asbestos based materials in
accordance with the latest Asbestos Regulations.
A method statement is to be provided by the Demolition Contractor and approved by the Client prior to commencement of
such works
The Demolition Contractor is to provide his post-contract site safety file to the Client within 7 days of contract
completion and handover.
The Demolition Contractor is to provide record drawings within 7 days of contract completion and handover indicating
the position, level and nature of the terminated services and any underground obstructions encountered that have not
been removed.

4.1 Reference
The following list of references to be referred to by the Demolition Contractor. HSG150 Safety In Construction
Tenderers are required to supply a copy of the valid licence to work from the Health and Safety Executive, together a
Method Statement for this particular job.
The removal of all materials containing asbestos fibres is to be carried out in compliance with the Act ‘The
Control of Asbestos Regulations 2006’. Under this Act, the work is to be carried out in accordance with the
recommendations given in the following documents:
Prior to commencing the asbestos removal operations, the Demolition Contractor is to submit a detailed Method Statement
and the name of site supervisor to the Health & Safety Executive. It will be the responsibility of the Demolition Contractor
to ensure that the methods adopted for the removal of the asbestos will be of a standard acceptable to the Health
& Safety Executive.
The Client may engage an independent analytical consultant to check the airborne asbestos concentration at any time. If
testing shows that the precautions are in any way inadequate, the Demolition Contractor shall be obliged to comply with
the consultant’s recommendations, meeting all costs arising therefrom.
The safe disposal of all materials containing asbestos fibres is to be carried out in compliance with The Hazardous Waste
(England & Wales) Regulations 2005 and the Asbestos Removal Contractors Association recommended guidelines for the
disposal of asbestos waste

5.1 The Demolition Contractor must liaise with the relevant Environmental Health Office, the Health and Safety Executive
and the Client to determine the permitted working hours (which may also be set out in the Planning Consent), which
must be strictly observed throughout the duration of the operations. The tender sum and contract programme presented at
tender submission must take into account such restrictions on working hours.
