Selection of Project Management Consultants (PMC) for Effective
Implementation of Aquifer Level Ground Water Management Project in
Seven districts of Maharashtra

1. Background:
The Government of Maharashtra is implementing the Maharashtra Rural Water Supply and
Sanitation Sector Improvement Program “Jalswarajya-II (JS-II)” since March 2014.The
project development objective is to improve the performance of Maharashtra’s sector
institutions in planning, implementation and monitoring of its RWSS program and to improve
access to quality and sustainable services in peri-urban villages, and in water–stressed and
water quality-affected areas.

Ground Water Survey and Development Agency (GSDA) is one of the key state level
institutions for implementing this project. To fulfill the project objectives, GSDA started
implementation of six different activities under JS-II project. The implementation of Aquifer
level groundwater management project is one of the key activities. JS-II proposes to
implement this project in 97 villages from 12 watersheds in seven districts (Ahmednager,
Amravati, Aurangabad, Buldhana, Pune, Satara and Jalgaon).

At this stage, GSDA has decided to work in selected 97 villages from 12 watersheds in
above 7 districts and initiated community mobilization; Ground Water Management
Association (GWMA) registration and DPR preparation work with assistance of Support
Organization (SOs). Currently seven SOs are extending support to GSDA for implementing
the project in seven districts along with Zilla Parishad (ZP), Minor Irrigation Division (MID)
and Agriculture Department. The overall objective of Aquifer Level Groundwater
Management initiative is to make the groundwater resource sustainable so as to enhance
the sustainability of groundwater based drinking water sources by implementing various
conventional & unconventional measures and demand side management interventions
through community involvement.

Considering the project spread, quantum of work and expected results, providing technical
and process management support to the facilitator / implementers, as well as decision
makers at the state levels is equally important. This will help in streamlining the project work
and timely completion of project implementation work. Accordingly, Reform Support and
Project management Unit (RSPMU) has decided to hire services of Project Management
Consultant having experience of delivering similar services.

The RSPMU hereby invites proposal from the State/ Principal Key Resource Centers (P-
KRCs),empanelled by Water Supply and Sanitation Department, Government of
Maharashtra for selecting Project Management Consultants (PMC) to implement Aquifer
Level Ground Water Management Project in 97 villages from seven districts of Maharashtra.

The agencies already working as SOs under Jalswarajya II will not be eligible for bidding.
The Terms of References of the proposed assignment is presented below.

2. Objective
The overall objective of the assignment is to provide project management services
(technical and process management support) to GSDA, SOs, VWSC /GWMA/
Grampanchayat to implement Aquifer level groundwater management project under
Jalswarajya-II through facilitating awareness building meetings, organizing capacity building
events, preparing necessary guidelines / protocols and tools, defining process, technical
supervision, hand holding support, progress and performance monitoring, documentation
support etc. The assignment specific objectives are listed below.

 To prepare project roll out plan for facilitating implementation work at various levels
in effective and efficient manner.

 To build the capacity of SOs and government officials for strengthening VWSC,
GWMA, CBOs, GP through meetings, trainings, working sessions etc and provide
handholding support.

 To extend process management support to GSDA, SOs, for execution of supply and
demand side interventions.

 To encourage the villagers through SOs for adopting appropriate supply and demand
management practices / technologies to accomplish the project objectives.

 To establish monitoring mechanism at all levels for tracking project implementation


progress, identifying challenges / issues, giving timely feedback and developing
action plan.

 To document best practice, learning’s, and results.

3. Scope of work
As mentioned earlier, GSDA has decided to implement Aquifer level Ground water
management initiatives in 97 villages from 12 watersheds of seven districts. These villages
are located in around 16 blocks of 7 districts. The district wise number of watersheds,
talukas and villages is presented below. The list of villages is attached in annex….

4. Key Tasks and timeline


In order to achieve the above objectives, PMC should carry out following tasks during the
assignment period. The entire work will be carried out under the guidance and direction of
the RSPMU and GSDA. The assignments & key task along with timeline are presented
below.

Note:
1.0 PMC should develop project implementation manual, guidelines in Marathi language. All
reports should be in English language only.

2.0 The PMC will assist in facilitation of CB events and refining the existing IEC material.

3.0 The logistic responsibility of organization of CB events and producing IEC material as
per refinement proposed lies with the department

5.1 Payment terms

The RSPMU will make the payment to the PMC in following manner.

 10% of the consultancy fee shall be paid upon singing of the contract.

 80% of the consultancy fee shall be paid in 18 equal monthly installments during
assignment period after due submission of monthly progress reports.

 The PMC should submit Monthly invoices to client including the tasks done during
the month.

 Remaining 10% of the fees shall be paid on submitting the assignment completion
report by the PMC

7. Qualification of PMC
Non-negotiable
 Empanelled as principle/state Key Resource Center with Rural Water Supply and
Sanitation Department, Government of Maharashtra. The agencies already working
as SOs under JSII will not be eligible for bidding.
Other
 Relevant experience in the water supply sector for more than ten years.
 Experience of providing project management consultancy services in water/
sanitation sector
 Experience of developing village water safety and security plans and development of
training module and manuals for the same.
 Previous experience of working with WSSD, ZP, GSDA and Agri. Department will be
preferred.
 Experience of conducing CNA, designing and facilitation of training, workshops etc
 Past experience of project roll out, CBOs formation and registration, community
mobilization etc. will be preferred.
 Experience of working with multilateral and bilateral agencies in the water supply
sector will be preferred

Documentary evidence in terms of work order, contracts and letters of experience
certificates, empanelment etc to be submitted.

8. Submission of proposal
 Organizations empanelled with WS&SD, Government of Maharashtra as state/
principal Key Resource Center are requested to prepare the following bids and pack
it into two separate envelopes.
a. Technical Bid (Annexure-1)
b. Financial Bid (Annexure-2)
 Further, above two bids shall be packed in single envelop, superscripting “Technical
and Financial Bid for selection of Project Management Consultants (PMC) for
implementing “Aquifer Level Ground Water Management Project” in seven districts of
Maharashtra.
 Organization shall submit completed bid to RSPMU, Water Supply and Sanitation
Department , Government of Maharashtra, CIDCO Bhavan, South Wing, 1st floor,
CBD Belapur, Navi Mumbai-400614 by 1st August 2017 at 03.00 pm by hand
delivery/post.
 Bids not sealed as per above instruction, not signed properly, late received, received
through email and /or incomplete bids shall be disqualified.

9. Evaluation process
 The Responsive Technical proposals will be evaluated by the Committee nominated
by RSPMU.
 The technical proposal will be evaluated based on the marks assigned to each
criteria given in Annexure 3
 The technical proposal will be evaluated based on the qualification criteria mentioned
in the bid document. The technical proposals will be given a weightage of 80% while
the financial proposals will be given a weightage of 20%.

Work Plan For Performing The Assignment/Job

Technical approach, methodology and work plan are key components of the Technical

three chapters:
